We are currently seeking qualified candidates for the position of: Communications Specialist (C4D) for Ebola Emergency Response in Dakar, Senegal (6 - 12 months)

Project Description:

The Communication for Development (CD4) Specialist will help to scale-up and systematize the C4D/social mobilization efforts of UNICEF’s Western and Central Africa Regional Office (WCARO) to prevent and respond to Ebola outbreaks in crisis countries (Liberia, Sierra Leone and Guinea) and in at-risk countries (Senegal, Mali, Equatorial Guinea and Cote d’Ivoire). This temporary assignment (6-12 months) will support UNICEF’s C4D/social mobilization work across these countries. These activities include: coordination with key partners; capacity reinforcement and guidance; facilitation of research and assessments; production, pre-positioning and broadcast of mass media messages to raise public awareness and overcome resistance; outreach to and training of opinion leaders, military personnel, journalists, community-based workers and other field-level partners; and door-to-door campaigning and interpersonal communication to deliver focused messages to households and service providers. This assignment is based in Dakar, Senegal.

Job Summary / Responsibilities:

  • Contribute to the WCARO emergency team and relevant WCARO Ebola emergency, preparedness and response task forces/working committees.
  • Coordinate with C4D/Ebola Specialist and contracting organization (CO) emergency focal points to support delivery of C4D/Ebola emergency response.
  • Participate in regional assessments to identify opportunities and gaps in Ebola preparedness, response, and recovery efforts that have implications for C4D, including in the area of community-based response mechanisms.
  • Initiate, guide and coordinate regional research studies and reviews for C4D/Ebola response.
  • Review existing global C4D in emergencies tools, standards and resources to adapt and apply them to the WCAR Ebola response.
  • Develop Ebola response-specific regional C4D tools and resources for stronger planning, research, implementation, monitoring and evaluation with special emphasis on innovations and monitoring and evaluation.
  • In consultation and coordination with other C4D Specialists on the WCARO team, provide technical assistance and undertake appropriate follow-up to develop/strengthen national and sub-national level emergency preparedness and response to Ebola outbreak.
  • Develop regional networks and partnerships with organizations that work on or are actively involved in C4D-related work for Ebola response.
  • Facilitate and coordinate country-level collaborations for technical support; knowledge management; and development of tools and methods.
  • Coordinate UNICEF contributions to partner initiatives within the region.
  • Contribute to regional fundraising proposals, and revise COs’ funding proposals.
  • Develop criteria for allocation of resources to COs.
  • Reinforce capacity of C4D staff and partners in programming for C4D/Ebola emergency preparedness and response, and monitoring of progresses for C4D.
  • Conduct training on innovations and good practices.
  • Assist COs in the identification and surge of HR for C4D/Ebola emergency.
  • Support appropriate monitoring of behavior and social change and community participation in C4D/Ebola programs.
  • Ensure regional office reporting on C4D/Ebola related issues and revise quality of country offices' reports and key documents.
  • Analyze country-level C4D dimensions of humanitarian actions of UNICEF and partners as required, to identify, assess, and report on outcomes, innovations, lessons learned and good practices
  • Monitor funding appeals and use of funding across Cos.
  • Support documentation of good practices for behavior and social change and community participation in C4D/Ebola emergency programs.
  • Regular travel for field and partner visits and rapid assessments to monitor and advise on C4D interventions for Ebola response.

Qualifications:

  • Bachelor’s degree required; Advanced university degree strongly preferred in social or behavioral sciences (e.g., sociology, anthropology, psychology, health education).
  • At least 5-6 years of work experience in C4D, with 1-2 years of those in emergency contexts or dealing with emergency issues, and 4-6 years in developing country contexts.
  • Proven experience in application of C4D strategies, tools and resources to address behavior and social change dimensions of emergencies. Experience in emergency duty stations is an asset.
  • Proven experience in coordinating and/or facilitating multi-agency C4D preparedness and response in emergencies.
  • Experience in or understanding of outbreak/risk communications and dealing with the media an asset.
  • Fluency in French and English
  • Ability to communicate, work with people, and adapt/respond to change.
  • Ability to analyze information and apply technical expertise.
  • Ability to plan, organize, make decisions, and initiate action.
  • Understanding of core values of diversity and inclusion; integrity; commitment.
  • Understanding of -- or training in -- current developments in the field of communication in development theory and research, participatory processes, and media.
  • Understanding of strategic communication planning, behavior analysis, formative research and evaluation.
  • Experience in inter-disciplinary approaches in strategic communication and application of C4D strategies, tools, and resources to address behavior and social change dimensions, especially in crises.
