Emergency Reproductive Health Manager

Background/IRC Summary:

In response to a growing humanitarian crisis and the influx of Sudanese refugees into Chad, the IRC launched programs in Chad in February 2004 (Ouré Cassoni camp), August 2008 (Bredjing camp) and January 2011 (Treguine Camp), all in Eastern Chad.

In addition, IRC has also launched an emergency primary health care program in the Bahr el Ghazal region in October 2010, following the drought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. In April 2012, in response to the Sahel crisis, the IRC launched an emergency health and nutrition program in Mongo, Guera region, and central part of Chad.

The IRC continues to respond to humanitarian crises as they occur. In May 2013 the IRC launched an emergency intervention in Tissi, to supply water to refugees fleeing violence in Darfur. Most recently, in February 2014, the IRC began providing health and nutrition services to Chadian returnees and refugees from Central African Republic. The IRC Chad is working with several donors like UNHCR, BPRM, ECHO, SV, SIDA, OFDA, DfID and a number of private foundations.

Job Overview/Summary:

The Reproductive Health Manager will be responsible for overseeing the Reproductive Health (RH) program in the field locations and supervising the implementation of the three core aspects of reproductive health: 1° Safe motherhood and Family Planning; 2° Post Abortion Care (PAC) and; 3° Emergency Obstetrical Care in, under supervision of the Emergency Coordinator.

This position supervises Chadian midwives and refugee staff. The candidate will be responsible for the design, implementation and management of the program and for building the capacity of national and refugee staff. This position is based in Sarh, located to the Southern of Chad.

Major Responsibilities:

  • Assess current RH situation in Maingama, Kobitoye and Djako and other Transit centers in Southern Chad and ensure proper and timely implementation of current programs and grants.
  • Supervise the Mother/Child Health refugee or returnees staff and provide regular technical assistance and training to build their skills.
  • With Senior Health Manager, introduce standardized strategies and protocols for RH as a component of a comprehensive and fully integrated primary health program.
  • Act as focal point for the coordination and implementation of reproductive health services in the transit centers.
  • Ensure appropriate treatment of beneficiaries requiring clinical RH services within IRC's health program and ensure that the system for referral cases is functioning efficiently and with optimal results.
  • Ensure proper collection and analysis of demographic data associated with RH. Regularly analyze data in conjunction with national staff in order to build their skills in tracking reproductive health trends in the camp and developing appropriate responses. Conduct surveys as necessary.
  • Write and submit reports as required to the Emergency Coordinator, Health Coordinator and partners.
  • Continually monitor and evaluate program indicators, objectives, outputs, and impact. Ensure that all grant required activities, indicators and objectives are successfully met within the project timeframe.
  • Plan and manage RH program budget in order to maintain program expenditure within budget;
  • With the Senior Health Manager and Health Coordinator, develop ideas/proposals for new programs
  • Under the supervision of the Emergency Coordinator, liaise with government bodies, UN agencies, INGOs, NGOs, and other agencies on issues of planning and implementing RH programs.

Job Requirements:

  • Advanced degree or equivalent in Midwifery or Nursing, or a MD with specialization in Reproductive Health or related field.
  • Clinical training (RN, MD) preferred; MPH a plus.
  • Minimum 3 years of experience in reproductive health in clinical and/or direct practice settings, with at least two years international experience, directly implementing reproductive health programs in conflict-affected or refugee settings.
  • Experience in Africa is preferred.
  • Excellent technical skills in RH in conflict settings. Strong familiarity with international guiding principles and best practices required, such as with MISP, IASC guidelines, and other guidelines on RH in conflict settings.
  • Experience developing staff capacity and implementing formal, regular staff training.
  • Experience conducting assessments and in using participatory approaches.
  • Experience working with and supervising staff in an international, multi-cultural setting;
  • Strong management, project planning, organizational, interpersonal, and communication skills;
  • Ability to write clear and concise reports;
  • Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel), email programs;
  • Ability to work in unstable security environments, and under administrative and programmatic pressures.
  • Fluent English and proficient French required; Arabic strongly desired.

Face à une crise humanitaire croissante et au flot des réfugiés soudanais au Tchad, l'IRC a lancé des programmes au Tchad en février 2004 (camp d'Ouré Cassoni), août 2008 (camp de Bredjing) et janvier 2011 (camp de Treguine), tous menés entièrement à l'est du Tchad.

Aperçu des tâches (résumé):

Responsabilités Principales:

  • Réserver un traitement approprié aux bénéficiaires nécessitant des services médicaux en SR au sein du programme de santé de l'IRC et s'assurer que le système des cas de référence fonctionne convenablement et donne des résultats optimaux.
  • Effectuer une collecte saine et une analyse des données démographiques liées à la SR. Ensuite, en collaboration avec le personnel national, analyser ces données afin de renforcer son aptitude à déceler les cas de santé de reproduction qui se manifestent dans le site et initier des réponses appropriées. Mener des contrôles, si nécessaire.
  • Ecrire et soumettre des rapports quand le Coordonnateur des urgences, le Coordonnateur de santé et les partenaires l'exigent.
  • Contrôler et évaluer, de manière, assidue, les indicateurs du programme, les objectifs, les résultats et les impacts. S'assurer que toutes les activités, tous les indicateurs et objectifs sont largement atteints dans le cadre temporel du projet.
  • Planifier et gérer le budget de programme dans le souci de maintenir les dépenses de programme dans la ligne de prévision budgétaire ;
  • Elaborer, de concert avec le Coordinateur des Urgences et le Coordonnateur de santé, des idées/propositions destinées à des nouveaux projets.
  • Sous la direction du Coordinateur des urgences, se mettre en liaison avec les autorités officielles du pays, les agences des Nations Unis, les ONGI, les ONG et autres agences concernant des questions de planification et exécution des programmes de la SR.

Conditions de Recrutement:

· Diplôme supérieur ou équivalent de sage-femme ou infirmière, ou un Medecin avec comme spécialisation la santé de Reproduction ou tout autre domaine similaire.

  • Formation médicale (RN, MD) serait préférable ; un MPH constituerait un plus.
  • Au moins 3 ans d'expérience en Santé de Reproduction en clinique et/ou sur des sites de pratique directe, avec au moins deux ans d'expérience internationale passées à exécuter directement les programmes de santé de reproduction dans des zones de conflit ou camps de réfugiés.
  • Une expérience menée en Afrique serait préférable ;
  • Avoir d'excellentes qualités techniques en SR acquises dans des zones de conflit. Une forte familiarité avec les normes et les meilleures pratiques internationales, telles que les normes MSP, IASC et d'autres consignes sur la SR en zone de conflit, est exigée.
  • Avoir une expérience dans le développement du renforcement de capacité du personnel de santé et avoir assuré des formations formelles et régulières du personnel.
  • Expérience à mener des contrôles et utiliser des méthodes d'approche participative.
  • Avoir des fortes aptitudes de gestion, de planification de projet, d'organisation, de relations interpersonnelles et de communication.
  • Capacité de rédiger des rapports clairs et concis ;
  • Avoir des bonnes connaissances en informatique : savoir bien utiliser Windows, les programmes MS Office (Word, Excel), les programmes e-mail.

KEY END RESULTS :

  1. Emergency preparedness, mitigation and prevention efforts are effectively defined together with establishment of country contingency plans and early warning mechanisms.

  10. Emergency appeals and project proposals are prepared, and concerted efforts are put forward to mobilize donor response and recovery/rehabilitation-related funding.
  11. Longer-term requirements of the emergency operation/interventions are determined to build a regular operational and staffing structure, including mitigation and prevention.
  12. Continuous, effective and strategic coordination, communication, consultation and liaison are maintained with Government, UN agencies, NGOs, donors and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children.
  13. Management is kept informed of humanitarian developments in relevant policies, situation developments, potential threats and opportunities/issues in the country.
  14. Emergency preparedness, mitigation, prevention and response strategies are mainstreamed in the country office's workplans. Sectoral input is provided for all related documents for the office’s Emergency Preparedness and Response, as well as for the Situation Analysis and the Country Programme Document.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Emergency Preparedness

1. Adopts adequate emergency preparedness, mitigation and prevention measures through the development and updating of country contingency plans and establishment of early warning mechanisms, to ensure effective preparedness and response to specific emergencies.

2. Participates in the formulation and development of plans of action in preparation and response to emergencies, monitors compliance of all sectors with emergency action plans, including financial resources. Ensures coordination of the management of emergency preparedness, mitigation and prevention and response.

3. Provides technical advice related to emergency preparedness, mitigation, prevention and response, including on programme management related issues. Provides advice to the country office in the implementation of emergency preparedness, mitigation and prevention measures in the field to strengthen preparedness and response mechanisms in the country faced with impending emergencies.

4.Develops and maintains databases on country/regional information, and ensure the flow of information and communication crucial for the planning and implementation of emergency preparedness and response management. Identifies availability of resources in emergency prone areas and establish logistics plans to be implemented during an emergency operation, to ensure a timely and effective emergency response.

5. Plans, organizes and conducts training for the office’s staff capacity building in emergencies preparedness and response. Assists in developing and conducting emergency training courses. Provides training and/or briefing, as required. Participates in other emergency training workshops in the region, and builds up the emergency preparedness, mitigation, prevention and response capability of UNICEF staff as well as implementing partners.

Emergency Response

6.In the event of an emergency, takes prompt action as a member of the Emergency Response Team which is deployed immediately to establish UNICEF's presence and implement the initial operational tasks relating to emergency assistance. Immediately verifies the nature and extend of the emergency with staff, government officials, other UN agencies or local organizations and media

7. Participates and assists with assessment of local emergency and security situation affecting children and mothers in the locality, in conjunction with the Regional Office, the HQ Divisions, and field staff. Visits the location to conduct an initial rough assessment of the magnitude of the crisis and its implications for children and its impact on the community. Assesses the validity of the office preparedness plan and ability of the office vis-à-vis the current crisis as well as immediate and additional needs. Determines corporate priorities and an appropriate intervention (supply procurement, fund-raising and staff development) by UNICEF. Coordinates with other partners to make a rapid assessment covering priority areas as defined by the Core Commitment for Children in Emergencies. Establishes contact with community groups, government, UN agencies, media and other partners to keep abreast of emergency situations.

8. Applies the emergency preparedness and response plan as necessary. Supervise thetimely delivery of assistance and procurement of supplies, monitors the appropriate and effective use of UNICEF resources/inputs. Identifies problems and constraints in order to ensure effective project delivery. Monitors expenditures and submits financial status reports. Sets up a reporting system and sends timely situation reports to concerned parties.

9. Promoting emergency response while at the same time considering the need for early recovery planning as well as prevention and risk reduction

Emergency Project :

10.Participates in the implementation of action plans and workplans for emergency projects. Undertakes field visits to emergency project areas, to assess local conditions and monitor project progress. Makes technical decisions on project administration (e.g., activates, requests or reprogrammes allocation of emergency funds). Prepares inputs for appeals and updates related to emergencies. Works with program sections and senior management to mobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents (e.g., pitch documents). Communicates and advocates on the situation and needs of children through local and international media, as appropriate.

11. Identifies longer-term requirements of the emergency operation/interventions, including mitigation and prevention. Proposes a more regular operational and staffing structure to take over from the Emergency Response Team.

12. Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for aid for children and women with special needs resulting from the emergency situation requiring an effective emergency response in all sectors. Identifies implementing/operational partners and establishes implementing arrangements. Ensures that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.

13. Participates in all humanitarian and recovery related forum and keeps management informed of all humanitarian developments in the country in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership.

14. Promotes that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans. Prepares sectoral input for the country programme documents, plan of action, annual work plans, and all related documents of the office’s Emergency Preparedness and Response.Contributes towards the preparation of the Situation Analysis and the Country Programme Document.

Coordination

15. Assist the management composed by the Representative, the Deputy Representative and the Chief of Operations to ensure the coordination of the Emergency response, providing guidance and direction for overall and intersectional Emergency program development, design, planning, implementation, and management.

16.Shared responsibility for strategic recommendations and decisions on situation analysis, programme/project planning, implementation and evaluation as well as administrative decision making on the use of funds and human resources that have significant impact on Emergency projects.

17. Prepare and organize meetings for the office’s Emergency management Team.

18. In close collaboration with the Representative, the Deputy Representative, the office emergency focal points, coordinate all emergency response activities and disaster risk reduction with those of the Government and other partners, as well as the inter-sectorial team.

QUALIFICATION and COMPETENCIES

  1. Education

Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields experience.

  1. Work Experience

Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration with at least 3 years in emergency programme management and operations.

Specialized training/experience in emergency response management highly desirable.

A previous field experience with UNICEF is an asset.

Sierra Leone: Ebola Emergency Coordinator

Ebola Outbreak in Sierra Leone (SL) and Liberia and GOALs Response to Date

The 2014 Ebola outbreak is the largest Ebola outbreak in history and the first in West Africa. The current outbreak is affecting multiple countries in West Africa with Sierra Leone/Liberia first reporting cases in March of this year. As of September of this year Liberia has reported over 3,000 cases with Sierra Leone reporting over 2.500 cases. Based on current rates of infection it is expected that case numbers will climb significantly in the current months. GOAL has been working in Sierra Leone for several years now and has been active in the Ebola Health response since the outbreak was declared. Due to the scale of the outbreak in Liberia GOAL has decided to establish a response in Liberia to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the coming weeks and months ahead.

Summary of Role:

The Ebola Virus Disease (EVD) Emergency Health Coordinator will be responsible for the overall management, administration and planning, implementation, monitoring and evaluation of the Health Response programme in Sierra Leone.

Key Responsibilities

  • Lead the development of GOAL’s Ebola response programme in Sierra Leone which should be based on timely and quality sectoral analysis, and in coordination with key stakeholders
  • Provide technical and managerial support to the EVD Medical Coordinator(s) and other staff as appropriate
  • Ensure that all EVD responses are in line with current best practise and that staff safety protocols are in place and being reviewed regularly
  • Ensure that each Treatment Centre/health team have a staff safety plan and appropriate training in plan in place.
  • Ensure that effective partnership and collaboration are achieved and maintained with the Ministry of Health and other organisations for technical cooperation, programme coordination, information sharing and knowledge networking.
  • Monitoring and evaluation of programme performance is properly undertaken for adjustment, acceleration and improvement of program delivery.
  • Ensure that the most relevant and strategic information is provided to relevant stakeholders.
  • Support in the preparation of donor reports and proposals as required.
  • Other assigned duties and responsibilities are effectively accomplished.

Requirements:

  • Health qualification Nurse, Doctor, Public Health or other relevant disciplines
  • At least 2-3 years of experience as Health Manager/Coordinator, developing and implementing health programmes

Purpose of The Position:

Duties and Responsibilities:

· Initiate and facilitate discussions and planning processes within NPA to develop NPA’s Emergency Preparedness strategy.

Sierra Leone: Emergency support for paediatric healthcare during and after Ebola outbreak

Welbodi Partnership is a UK-registered charitable organisation based at Ola During Children’s Hospital (ODCH) in Freetown, Sierra Leone. For the past five years, Welbodi has been working towards improved paediatric care and a reduced child mortality rate in the Western Area of Sierra Leone through hospital infrastructural development, staff training, and community engagement in partnership with ODCH staff, the Ministry of Health and Sanitation (MOHS) and the Sierra Leone Institute of Child Health (SLICH).

Welbodi Partnership will continue to support paediatric healthcare in Sierra Leone during the current outbreak of Ebola and is looking to recruit the following people to join the team in Freetown, Sierra Leone:

  • (Paediatric) Nurse Educator
  • Community Coordinator/Advisor
  • Project Manager

Ebola has a big impact on the public health systems in the country and will lead to a higher morbidity and mortality from other illnesses. Many children will die during the outbreak due to preventable and treatable conditions such as malaria, pneumonia and diarrhoea. While measures to stop the transmission of Ebola are scaled up, there is a need to focus on supporting the hospital to safely provide routine paediatric services.

A partner organization is running an Ebola holding unit at ODCH, which enables Welbodi Partnership to focus on the hospital itself. Our main activities are:

  • To support ODCH in strengthening the delivery of essential ‘routine’ health services (non-Ebola care) to children during the Ebola outbreak in a safe manner, by providing training to hospital staff (nurses, doctors, cleaners, porters, laboratory technicians, etc.), with a primary focus on infection prevention and control (IPC); and by providing IPC supplies and equipment needed to ensure a safe working environment. Thorough screening of patients prior to entering the hospital should decrease the risk of exposure of health care workers, but a degree of risk remains, making the need for strict infection prevention and control (IPC) protocols essential. Other training modules will be taught once the IPC programme has been implemented effectively.
  • To provide ODCH with an Ebola Response Fund to meet immediate needs for the hospital during the outbreak for projects that have a direct impact on the Ebola response. The projects can relate to infrastructure, equipment & supplies and capacity building
  • To play an active role in the Case Management Committee for the Ebola Response, chaired by the MOHS Director of Hospital and Laboratories, which reports to the National Ebola Response Team. This role involves providing input to Standard Operating Procedures (Holding Centres, Non-Ebola Care Units, Infection Prevention and Control, Ambulance/Transport systems, and more) rolled out at national level.
  • To provide direct coordination support to the ODCH Ebola Holding Unit, supported by MOHS and a partner NGO, to ensure that laboratory results are obtained quickly and patients are transferred appropriately.

Once the Ebola outbreak stabilizes we will resume our core activity, which is to provide long-term health system strengthening. We will do this in collaboration with ODCH staff, the Ministry of Health and Sanitation (MOHS) and the Sierra Leone Institute of Child Health (SLICH)to address the infrastructure, equipment and capacity building needs of ODCH and surrounding PHUs by using a participatory approach at community, PHU and hospital level. We will also help establish and support training programmes such as in-country postgraduate training for doctors in paediatrics, a diploma course in paediatric nursing management and leadership and continuing professional development for healthcare workers.

We are currently looking for people to fill the following positions as soon as possible. Position details:

1) (Paediatric) Nurse Educator

Role: To support the national nurse educator in the ODCH nurse training office and help ensure the continuous implementation of high quality in-service training for nurses. Initial focus will be providing IPC training and supervision and monitoring on the wards to healthcare workers (nurses, doctors, cleaners, porters, etc.).

Requirements: Minimum: A recognised professional nurse qualification with additional qualification in paediatric nursing or infection prevention & control or education, with at least 2 years of experience. Desirable: Experience of nursing and/or teaching nurses in West Africa.

2) Community Coordinator/Advisor

Role: To assess the current needs in the communities and Peripheral Health Units (PHUs) in the vicinity of ODCH in terms of social mobilization in the Ebola response as well as access to and availability of child health services. Long term: To support women and children by engaging community groups in participatory learning and action cycles to identify and prioritize challenges in accessing quality care and addressing these issues at community, PHU and hospital levels.

Requirements: Minimum: Graduate level degree in relevant field or minimum 3 years health sector and project management experience.**Desirable:** Community or project management experience in a developing country.

3) Project Manager

Role: To manage projects at community, PHU and hospital level approved by the SLICH Board or a designated sub-committee that have a direct impact on the response to Ebola and neonatal and child health. This includes managing financial and material resources as well as ensuring that project objectives and outcomes are well designed, monitored, evaluated and met. To reconvene and facilitate quality improvement groups in facilities when this is feasible and appropriate.

South Sudan: Emergency Finance Manager

The Danish Refugee Council (DRC) is looking for an Emergency Finance Manager will oversee financial management for the DRC South Sudan emergency programme and will be under the supervision and direction of emergency response coordinator with close links to the Head of Finance.

Danish Refugee Council (DRC) is providing assistance to conflict affected populations, through our presence and operations in most major humanitarian emergencies. In support of our objective to continue delivering high quality assistance, DRC is offering the opportunity for motivated, experienced and dedicated professionals, to join one of the world’s leading humanitarian NGO’s.

Since the outbreak of violence in South Sudan in December 2013, fighting has continued despite several attempts at a peace agreement. Currently 1.4 million people have been displaced from their homes and tens of thousands killed. 95,000 civilians are currently seeking refuge inside UNMISS bases across the country. DRC has been working, since the start of the crisis, providing camp management in three locations, Bentiu in Unity State, Malakal and Melut in Upper Nile states. In addition to this DRC is managing refugee camps in Ajoung Thok, Unity State and Maban, Upper Nile State.

Purpose of the Post

The Finance Manager will oversee all financial functions in Malakal, Melut and Bentiu, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The DRC Finance Manager ensures compliance with donor regulations as well as DRC’s internal policies and procedures and provides support to the program management teams as required.

Key Responsibilities

Budgeting and finance management

  • Monitor and provide management information on actual vs. planned income and expenses and recommend and initiate actions for adjusting budgets
  • Monitor and react to emerging financial risks related to co-funding
  • Ensure compliance with donor guidelines in the allocation of costs and management of funds
  • Ensure timely and high quality maintenance of cashbooks and financial reporting to donors
  • Implement, maintain and monitor a system for checking eligibility of expenses in relation to donor regulations and DRC regulations

  • Work closely with Senior Finance Officer and Finance officers in Juba to review emergency-related postings in cash books them each month prior to submission to Headquarter in Copenhagen
  • Review cash flow forecast and money request for the Financial Department in Headquarter in Copenhagen and forward it to Head of Finance.

Administration

  • Filing and document handling – make sure that all legally binding documentation is filed, scanned and stored according to DRC’s and donor’s guidelines
  • Advise and work with the Human Resources and Administration departments concerning issues related to finance to make sure that DRC’s operates in accordance with the legislative framework in country, including tax, VAT, registrations, Labor law, data management/protection etc.
  • Ensure that monthly tax reconciliations and payments are processed and cleared within deadlines
  • Ensure that a system for file sharing, back up and data safety is implemented and maintained
  • Participate in procurement exercises as required, especially in preparation of financial elements.

Other

  • Build capacity with finance staff in the field offices including mandatory site visits

Qualifications/Selection Criteria

  • Four or more years of progressive financial management experience is required
  • Bachelors degree or equivalent in accounting or finance is required
  • Four years experience in grants management as well as an understanding of donor regulations.
  • Three years international experience is required; international NGO/UN field office experience is preferred
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports

About DRC

The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty five countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. The protection and assistance to conflict affected population is provided within a long-term, regional and rights-based approach in order to constitute a coherent and effective response to the challenges posed by today’s conflicts. Assistance consists of relief and other humanitarian aid, rehabilitation, support to return and repatriation as well as promotion of long-term solutions to displacement and its causes. In addition, support and capacity building of local and national authorities and NGOs form an integral part of DRC’s work.

In Liberia we are refocusing activities on our Ebola emergency response, an unprecedented priority. We have just finished building a 70-bed Ebola Treatment Unit (ETU) in Bong County (which is now run by International Medical Corps) and are planning on establishing at least 10 Ebola Care Units for the treatment of Ebola patients close to their homes, which we are going to run.

As a result we are now looking for suitable candidates across a number of roles:
