Morocco: Chief of Party - Enhancing Civil Society

SUMMARY:

Counterpart International is seeking a Chief of Party (COP) for an anticipated USAID-funded Enhancing Civil Society Contribution to the Public Policy Process program in Morocco. The program will support civil society organizations (CSOs) to contribute more effectively to lawmaking and the public policy process, as well as the Government of Morocco to engage civil society in developing, implementing, and overseeing public policy. Responsible for leading and managing the overall program, the COP will work closely with USAID/Morocco’s Democracy and Governance Office and COPs of other USAID activities contributing to the same project purpose, key civil society partners and stakeholders, as all as senior-level host country government representatives. The COP will represent Counterpart to USAID, local and national partners, and other relevant donor organizations in Morocco. The COP will provide vision and technical leadership on issue of civic participation in governance. The COP will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting and communications. DUTIES AND RESPONSIBILITIES:

• Provide vision, leadership, strategic management and oversight of donor-funded programs.
• Provide line management to the field staff in accordance with the donor policies, procedures and requirements.
• Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
• Oversee all administrative, contracting, hiring, recruitment, financial and logistical aspects of the program.
• Coordinate activities between the field office and Counterpart Headquarters.
• Ensure the highest quality of project monitoring, evaluation, reporting and communications.
• Assume financial accountability and ensure successful implementation of the program.
• Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
• Serve as primary liaison to USAID, local and national governmental authorities, local nongovernmental organizations, community organizations, and other donor organizations.

Requirements

QUALIFICATIONS:

• A Master’s degree in a related field, such as political science, law or public policy.
• Minimum of 10 years of civil society development field experience, preferably in Morocco or a similar country.
• Minimum ten (10) years of progressively responsible management experience, with significant experience administering donor-funded programs in the areas of organizational capacity development, youth development and employment, public policy, or advocacy.
• Demonstrated success with developing and operationalizing civil society development work.
• Leadership in engaging private civil society as well as government institutions to collaborate on enhancing citizens’ participation in governance.
• Demonstrated strategic thinking and planning, training, and human resource management.
• Good knowledge of Morocco’s socio-political context.
• Excellent knowledge of the current situation of civil society in Morocco or a similar country.
• Strong multicultural, interpersonal, and supervision skills.
• Demonstrated ability to give effective presentations and write high quality technical reports.
• Excellent ability to amiably collaborate and coordinate activities with multiple stakeholders including government, civil society, and individuals.
• Proven ability to advocate civil society issues.
• Sensitivity towards inclusion issues, such as gender analysis and integration of activities to close gender gaps.
• Previous experience in managing complex USG or bilateral donor-funded projects with large sub-grants portfolio.
• Knowledge of USAID development approaches, as well as understanding of USAID rules and regulations and mandatory reporting requirements.
• Professional written and oral fluency in English, in addition to French or Arabic required.

Morocco: Gender Specialist - Enhancing Civil Society

SUMMARY:

Counterpart International is seeking a Gender Specialist for an anticipated USAID-funded Enhancing Civil Society Contribution to the Public Policy Process program in Morocco. The program will support civil society organizations (CSOs) to contribute more effectively to lawmaking and the public policy process, as well as the Government of Morocco to engage civil society in developing, implementing, and overseeing public policy. With the support and under the supervision of the Chief of Party (COP) and Counterpart Headquarters staff, the Gender Specialist will ensure that gender is effectively integrated into program activities, methodologies and approaches in a manner that is culturally sensitive and results-oriented. The Gender Specialist will also work with local partners to ensure gender integration into their program design and activities as well as their organizational structure and program management. The Gender Specialist should have competence and extensive past experience working on gender-related projects, conducting in-depth gender analyses, and integrating gender across a program’s components. Additionally, the Gender Specialist will be involved in the monitoring and evaluation process of gender-related activities, including developing and ensuring good indicator reporting and writing official reports.

DUTIES AND RESPONSIBILITIES:

• Conduct a gender analysis as part of the project assessment team to identify relevant gender roles, gaps, opportunities, and power differences and to analyze why such disparities and differences exist, and to assess their potential impact on achieving program objectives.
• Develop and support the implementation of a gender strategy and a gender action plan integrating findings from the gender analysis into the program design in an effort to mitigate the obstacles that prevent males and females from fully participating in program activities and to ensure equitable program impact on males and females.
• Design program activities that are sensitive to male and female gender roles, including sensitizing male stakeholders to the benefits of reducing gender inequality and engaging male support for female participation and leadership.
• Work with local partners, including subgrantees, to ensure gender integration into their program design and activities, as well as within their organizational structure and program management.
• Coordinate with implementing partners to ensure gender integration into overall program strategy and all activities.
• Work with the program’s other technical specialists to ensure that gender is properly integrated into all trainings, capacity building activities, and technical assistance to partners and assistance recipients.
• Increase the capacity of civil society organizations to advocate on women’s issues as well as integrate attention to gender in advocacy efforts on other issues.
• Contribute to the development of annual work plans, performance monitoring systems and tools, and writing of progress, quarterly and final program reports.
• Coordinate with and support the Monitoring and Evaluation (M&E) team in establishing and implementing reporting systems for USAID data and ensure the collection of gender-disaggregated information.
• Use performance indicators and evaluations to capture effectiveness of gender integration strategies.

QUALIFICATIONS:

• Master’s degree in gender studies or related field required.
• Minimum eight (8) to ten (10) years of experience working on gender integration issues for international development programs.
• Minimum five (5) years of experience working on USAID programs.
• Good knowledge of gender issues in Morocco including social, political, and cultural gender norms and challenges.
• Work experience in Morocco or similar context required.
• Experience designing, leading and conducting gender analyses, as well as integrating and implementing findings into program design.
• Experience engaging local stakeholders, including CSOs, members of Parliament, and other local and national government leaders in gender-sensitive initiatives.
• Experience building capacity of local stakeholders on gender issues.

Morocco: Grants Manager - Enhancing Civil Society

SUMMARY:

Counterpart International is seeking a Grants Manager for an anticipated USAID-funded Enhancing Civil Society Contribution to the Public Policy Process program in Morocco. The program will support civil society organizations (CSOs) to contribute more effectively to lawmaking and the public policy process, as well as the Government of Morocco to engage civil society in developing, implementing, and overseeing public policy. The position will provide overall grant management for Counterpart’s local partners. Under the supervision of the Deputy Chief of Party (DCOP), and with support from the CSO Capacity Development Specialist, the Grants Manager will be responsible for the day-today management of the grants program. The Grants Manager will ensure effective management and monitoring of the grants with a focus on compliance with USAID rules and regulations. The Grants Manager should have relevant experience in grants administration, program and financial reporting, and USAID rules and regulations.

DUTIES AND RESPONSIBILITIES:

• Ensure that the sub-grants to local CSOs and any other sub-grantees are implemented as per program objectives, design and USAID sub-grants regulations.
• Under the guidance of the COP, supervise the Grant team’s grant-making process from start to finish.
• Maintain an up-to-date grants manual for the program.
• Design and oversee the issuance of RFAs.
• Shortlist and evaluate grant applications including letters of interest, budgets and full proposals.
• Negotiate with potential grantees and finalize agreements.
• Ensure accurate grant close-out procedures.
• Supervise the grant team’s review of financial and program reports for submission to the COP, as well as documentation to ensure that grantees meet both Counterpart and USAID rules and regulations.
• Manage and supervise the staff on the grants team in their day-to-day operations.
• Other duties as assigned.

QUALIFICATIONS:

• A university degree in business administration, international development, or related field is required.
• Minimum five (5) years of experience in the areas of: grants management using cost reimbursable grants, fixed obligation grants, and contracts; have a working understanding of USAID grant regulations.
• At least four (4) years’ work experience with USAID-funded programs, including demonstrated knowledge of USG rules, regulations, policies and procedures.
• Knowledge of MS Word, Excel and Quickbooks accounting software.
• Excellent organizational, analytical, oral and written communications skills.
• Demonstrated supervisory and leadership skills.
• Ability to work well in a team environment, strong interpersonal skills, able to work effectively with civil society organizations, USAID, project staff, and other beneficiaries.
• Experience in Morocco preferred.
• Written and oral fluency in English, in addition to either French or Arabic required.

Morocco: Advocacy & Comms Specialist - Enhancing Civil Society

Counterpart International is seeking an Advocacy and Communications Specialist for an anticipated USAID-funded Enhancing Civil Society Contribution to the Public Policy Process program in Morocco. The program will support civil society organizations (CSOs) to contribute more effectively to lawmaking and the public policy process, as well as the Government of Morocco to engage civil society in developing, implementing, and overseeing public policy. With the support of the Deputy Chief of Party and headquarters staff, the Advocacy and Communications with local and national media and CSOs to promote program activities and provide technical assistance, guidance and coaching support to implementing partners in public outreach, public relations, and effective media communications and relations. S/he will be responsible for preparing regular program reports, press releases, success stories, and other materials. The Advocacy and Communications Specialist will also work closely with implementing partners to build and leverage CSO coalitions to meet shared public policy goals, develop advocacy strategies related to public policy, including youth and women’s issues, and build the capacity of CSOs to reach out to constituents and public sector representatives.

DUTIES AND RESPONSIBILITIES:

  • Develop, implement and evaluate the program’s communications strategy to inform the U.S. Government, Government of Morocco, and other audiences about the project, including the development of success stories and weekly news.
  • Provide technical assistance and guidance to CSOs to support their public outreach, public relations and media communications and relations.
  • Work closely with CSOs to build and leverage networks to meet shared public policy goals and develop advocacy strategies related to public policy.
  • Build the capacity of CSOs to conduct outreach to constituents and public sector representatives.
  • Manage the development, distribution, and maintenance of all program deliverables, including print and electronic communications materials, program reports, press releases, and success stories.
  • Ensure compliance with USAID branding and marking for program materials.
  • Develop and produce communications materials tied to program objectives and reform efforts that are sensitive to local political, social and cultural realities.
  • Prepare materials for high-level visitors, including: scene setters, trip itineraries, photographs, event agendas, success stories, press releases and reports, and video presentations of the project.
  • Oversee development and operation of the program’s public website to provide general information and reporting on project activities.
  • Lead the generation of content for the program’s public website
  • Manage all media contacts.

QUALIFICATIONS:

  • A bachelor’s degree in communications, public relations, media or a related field preferred.
  • A minimum of five (5) years of professional communications experience, ideally providing strategic communications for international development programs, with a minimum of three (3) years under USAID projects.
  • A minimum three (3) years of demonstrated experience and expertise in civil society strengthening, including capacity development; coalition and network building; advocacy; public outreach; and civil society-related training and facilitation in one or more of the above-mentioned fields.
  • Experience developing and implementing communications strategies.
  • Demonstrated leadership, supervisory and organizational skills.
  • A high level of interpersonal and communication skills.

Egypt: Arab States Regional Civil Society Advisory Group – ToRs

UN WOMEN was created in 2010, giving the UN system a strong entity with a mandate to advance women´s rights globally. Specifically, UN Women´s role is to:

• Support the development of normative frameworks to promote gender equality, gender justice and women’s empowerment.
• Support inter-governmental bodies, such as the Commission on the Status of Women, and inter-governmental processes such as the Rio+20 Conference on Sustainable Development and the Post-2015 development Agenda, in their formulation of policies, global standards and norms to promote gender equality and women’s empowerment
• Help Member States to implement these standards, standing ready to provide suitable, technical and financial support as necessary, and to forge effective partnerships with civil society
• To hold the UN system accountable for its own commitments on gender equality, including regular monitoring of system-wide progress

In doing this, UN WOMEN works at a country and regional level, building on the work done in the past and leveraging UNIFEM´s previous relationships with civil society and grassroots organizations on the ground, bringing women to the table in peace negotiations and supporting civil society in advancing gender equality in their countries and regions.

The relationship with civil society is critically important. The GA has requested the head of UN WOMEN to continue the existing practice of effective consultation with civil society organizations, and encourage(d) their meaningful contribution to the work of the Entity (GA/64/289)

Furthermore, UN Women’s Global Strategic Plan 2011-13 lays out in paragraph 57, output 1.2 that “Effective strategic partnerships between UN Women and CSOs, particularly women’s organizations and coalitions, will continue to be critical and effective partners. UN Women will work to ensure more systematic consultations with civil society at all levels, including establishing a civil society advisory group at the global level and, where required, at national and regional levels. In coordination with UN partners, UN Women will develop joint advocacy initiatives with women’s organizations and civil society partners, including women’s rights networks, religious and traditional leaders, men and boys, youth groups, grassroots and non-governmental organizations.

UN WOMEN´s executive director is also making this commitment a priority. In her Vision and Action Plan, she said “in recognition of the special relationship I envisage between UN Women and women’s organizations, I will be forming an NGO Advisory Group to advise me as Executive Director of UN Women. This will be a body through which NGOs can share their perspectives, expertise and knowledge from the country level and a channel for our ongoing collaboration.”

The Arab states witnessed many transformations during and following the Arab Spring. Civil Society, as a whole, has a unique role to play as an actor and mechanism for change in the region, one of the key drivers behind the political and social revolutions that are taking place. Many of these changes saw women at the forefront of demonstrations holding their governments accountable, including in countries where women traditionally remain in the private sphere. In light of the role of women’s leadership and civil society in the Arab Spring and the low levels of women’s formal political participation across the region, UN WOMEN Arab States places support for this area at highest priority. UN WOMEN works with the emerging civil society movements to ensure that there is no regression on the women´s agenda post Arab Spring and that women’s civic activism can translate into sustained and meaningful engagement in all areas of public life. It is vital that all regional programming comes from an informed perspective in which the priorities on the ground, and from the ground, are taken into consideration. It is with this background that UN WOMEN Arab States is creating a Regional civil society advisory group.

Objectives:

The Advisory Group will be a consultative forum for regular dialogue between civil society and UN Women. More specifically the objectives will be:

i. To keep UN WOMEN up to date on the political changes that have taken place, are undergoing, and that might still happen, both in the Arab spring countries, and in countries that did not undergo a transformation in the last year;
ii. To foster dialogue and engagement between UN Women and civil society, on national development issues and trends related to gender equality, women’s rights and empowerment;
iii. To enable UN Women to benefit from civil society’s expertise, experience, perspective and knowledge and strengthen UN Women’s programme and priorities; and
iv. To serve as a consultative forum of ideas and strategies on key policy, knowledge and advocacy issues.

Role of the group:

• Provide strategic advice to UN Women and, when appropriate, on its thematic priorities and policies, including during the strategic planning process;
• Provide guidance on political, economic, social and cultural developments and trends to UN Women regional/national programming;
• Provide information on issues as they are observed and emerge, specifically in relation to political changes/unrest;
• Provide analysis on the socio-economic and political environment at the country/regional levels and its impact on gender equality and women’s rights issues;
• Provide inputs to UN Women’s programmes and policies, including the Regional Strategic Plan;
• Provide guidance and inputs to regional advocacy strategies;
• Assist UN Women in strengthening its engagement and dialogue with civil society at all levels.

Structural Framework:

The group will be managed from the UN WOMEN Arab States regional office and will meet twice a year with the opportunity to provide inputs electronically on a regular basis.
The ongoing collaboration with UN Women will take place via a web-based platform (the Civil Society Extranet), set up by UN Women, for group members to engage with each other and with all the country and regional Advisory Groups.

The civil society extranet platform that is being developed will facilitate knowledge and experience sharing with civil society experts and UN Women on key thematic issues of strategic importance to UN Women.

Composition:

The Arab States Civil Society Advisory Group will consist of 25 members. 12 of these will be from women´s equality networks, 8 will be from grassroots organizations, and 5 members will be high level experts in the field of gender equality and women´s rights, including, but not limited to, members of academia. All members will have a geographical distribution in the region, including members from North Africa and the Gulf States. UN WOMEN will ensure that a wide range of ideas and ideologies are represented in the group to best reflect the many perspectives that exist in the region.

The members will sit on the group on a rotational basis for two years. After two years, members, should they be nominated again, can be selected for an additional term of two years. Note that membership in the group is honorary and members will receive no remuneration, however, UN WOMEN will cover all travel expenses related to group meetings.

Selection criteria:

Civil society organizations and individuals will be invited to nominate members to the group. A committee composed of the UN agencies Arab States regional directors, and members of regional civil society, including, but not limited to regional members of the global Civil Society Advisory Group, led by the UN WOMEN Arab States Regional Director, will evaluate all nominations. The selection process will be duly documented ensuring transparency.

A member of the group can be a member of an organization, but their participation in the group will be in their individual capacity, not as a representative of their respective organization. They will be selected based on the following criteria:

• Strong connection to national or regional women’s organizations and networks, concerned with matters within the mandate of UN Women and with extensive experience in national and/or regional advocacy and policy development;
• Thematic expertise in UN WOMEN´s regional priority areas;
• Demonstrable understanding of the needs and interests of diverse groups of women, particularly following the Arab Spring;
• Good knowledge of development patterns among countries with diverse socio-economic status;
• Experience in policy, legislation and/or human rights treaties is valued, particularly at the regional level;
• Efforts will be taken to incorporate men in the group;
• There will be sufficient representation of young women, their organizations and networks;
• Members of the group must be nationals of and current residents of a country in the Arab States region
• Observers can be invited to meetings on a need basis
