Sierra Leone: POSITION: Infection Prevention and Control Nurse Mentor Ebola

BACKGROUND: The International Rescue Committee, one of the world's largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread. The situation is complicated by the porous nature of the regions' borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. The outbreak in Sierra Leone started in May 2014 and has rapidly spread due to pourous borders, insufficient contact tracing, community fears and misperceptions.

Currently the IRC is the lead organziaiton in the Ebola Response Consoritum (ERC) comprised of ten international NGOs. We are currently starting a project to support improved Infection Prevention and Control (IPC) at government hospitals. The IRC will directly implement this project to support the government hospitals in Bo, Kenema and Kono districts.

SCOPE OF WORK:

The IPC Nurse Mentors will work in collaboration with their MoHS colleagues to improve IPC practices and structures within government hospitals. The MoHS is currently electing a IPC focal person for each government hospital and will have IPC committess established in all hospitals. The IPC Nurse Mentor will support this new structure, mentoring the MoHS IPC focal person, and serving as a Co-Chair of the IPC hospital committee.

The IPC Nurse Mentor will be responsible for mentoring the MoHS IPC focal person, and working with the hospital management team to plan, develop, implement and evaluate infection prevention and control within the hospital leading trainings for staff in the hospital.

RESPONSIBILITIES

  • Particiapte in the national IPC in hospital working group and contribute towards SOPs and training manuals
  • Conduct IPC trainings with the MoHS IPC focal person for hospital staff
  • Work with MoHS colleagues to implement IPC practices
  • Conducts rounds in hospital wards, discussing and montiroing infection control practices with staff
  • Supports the managmenet of infection control data, and investigates all incidents of infection and reports on incidents to the hospital IPC committee.
  • Support the hospital management team to identify IPC incidents and investigate, as well as develop and implement improvement plans
  • Co-chair the hospital IPC committee

REQUIREMENTS (Essential):

  • Registerd Nurse (RN) or Nurse Practitioner (NP)
  • 3-5 years clinical exerpeicne in a hospital setting
  • Previous experience of working in an African setting
  • Technical expertise in infection, prevention and control
  • Demonstrated experience in implementing IPC practices and systems improvement, ideally in a low resource setting
  • Demonstrated experience working with multiple partners and stakeholders
  • Strong interpersonal and verbal communication skills
  • Experience in training and mentoring

MISSION

SI is launching an Ebola response in Sierra Leone to help stop the progression of the deadly virus. SI will provide WASH and logistics support to Medicos del Mundo in the Ebola Treatment Centre of Moyamba. The centre is currently under construction and is due to open on the 15th of December 2014. The ETC will be fitted with adequate water, sanitation and waste management infrastructure and SI will be required to ensure this infrastructure is adequately operated and maintained throughout the project period (at least 9 months). The WASH activities are absolutely essential to provide adequate services within the centre and to ensure that the medical teams can work without risk of contamination.

The WASH activities will comprise, amongst other things: the operation and maintenance of the Water Supply System, the preparation of chlorine solutions, the maintenance and cleaning of latrines and showers with gender separation, waste management, Infection Prevention and Control (Maintenance of proper hygiene and regular cleaning of the CTE and provision of support to medical staff in high risk zone), laundry and dead body management and safe burial practices. SI will also make sure that all logistics aspects are properly managed in the centre, including stocks, power supply, infrastructure maintenance, catering services and security and safety.

The SOLIDARITES INTERNATIONAL team will be composed of 8 expatriate staff and 230 national staff. The team will be under the management of the ETC Director, recruited by Medicos del Mundo. The team will be accommodated in a base camp built by the Norwegian Cooperation in Moyamba.

SOLIDARITES INTERNATIONAL is firmly committed to staff safety, security and well-being. Specific procedures and protocols are in place for the Ebola response at both HQ and field levels. These include: pre-departure preparation: Ebola training, general briefing, medical check-up and psychological briefings (individual and team work); support during the mission (medical and psychological support) as well as strict adherence to infection prevention and control measures; and post-mission follow-up including: general debriefing, psychological debriefing and a 21-day surveillance.

FUNCTIONS

The WaSH team will be composed with a WaSH Team leader supervising 1 WatSan Manager, 3 IPC Managers, and 1 Safe Burial & Hygiene Promotion Manager.

Each manager will be in charge of implementing and achieving the objectives defined in the proposals. He/she will be in charge of supervising the operational teams allocated to his/her activities into the Ebola Treatment Center. He/she guarantees the proper execution and the quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.

PROFILE

Education: Degree in a relevant field such as in Development Studies, Humanitarian Assistance or Water Sanitation and Hygiene or Public Health related sector or equivalent field experience

    STATUS

Description

In the first few months of 2014 an Ebola outbreak was declared in West Africa and in recent months the extent of the outbreak in particular across Sierra Leone and Liberia has become out of control. In August WHO have declared the outbreak a public health emergency of International concern. GOAL is currently working to scale up its response to the outbreak and is in the process of developing a clinical response programme for Sierra Leone as well as continuing to assess needs across the region.

As a result GOAL is seeking an experienced Ebola Senior Technical Advisor for a minimum of three months to provide technical support and leadership both to the Ebola clinical team in country and to GOAL organisationally. The ideal candidate will be an experienced Infectious Disease expert who has previously managed infectious disease outbreaks ideally in a developing country setting.

Overview of Role:
The EVD Senior Technical Advisor will provide overall technical guidance to the HQ Ebola response team and field based medical team who are deployed in supporting the Ebola Response. The EVD Advisor will work in collaboration with the global health advisor and with the country team to develop the overall clinical response strategy and ensure that the response is in line with international best practise guidelines currently in place.

S/he will ensure that the clinical and social mobilisation components of the programme are working in a complementary manner and will provide feedback to GOAL Head Office on current performance of the programme as well as future expected needs.

Key Duties

Assume technical responsibility for the following components of the Ebola response;

Clinical Services and Infection Control

  1. Based on needs assessment and/or feasibility studies provide technical advice to GOAL on developing the clinical response at national, district and community level.
  2. Ensure the overall provision of clinical services in consistent with best practices and is implemented in collaboration with other stakeholders.
  3. Provide technical advice on the set up and operation of Ebola Treatment Centres (ETCs) as well as Isolation Units at community level to ensure that international standards on infection control are in place. This should include staff requirements including identification of appropriate trainings and establishing an appropriate supply chain.
  4. Suggest possible interventions to ensure that the existing primary health care system continues to operate in settings of high EVD transmission.
  5. Provide technical support and advice on trainings for burial teams and overall infection control for other public health teams.

Public Health

  1. Ensure that appropriate EVD Social mobilisation and community surveillance systems are in place in all areas of operation.
  2. Ensure that community based Public health teams are working with community leaders and EVD Treatment Facilities to build strong linkages within the referral system.

Coordination

  1. Provide regular updates on the outbreak response to the GOAL Senior Management Team in Head Quarters and provide advice recommendations on future direction of the EVD response programme.
  2. Liaise with other EVD response actors to include; national government, donors and other international agencies at a national and a global level and ensure that GOAL is linked in to all relevant EVD networks.
  3. Provide advice on the structure and support of the overall health technical team in country both in terms of organisational development and ongoing training and support.

GOAL is seeking an Infection Control Specialist with expertise in infectious disease specific outbreak response measures to work as part of its Ebola Response team in Sierra Leone. The post holder will in particular provide oversight to ensure that all infection control measures are in place as per protocols in the Ebola Treatment Centre (ETC) in port Loko and will also ensure that GOAL is continuing to monitor the outbreak in the surrounding community and ensuring that the GOAL response is linked in to evolving trends in the outbreak in the surrounding community.

Duties and Responsibilities

Epidemiology and Surveillance:

  • Apply epidemiologic principles and statistical methods, to analyze trends and risk factors, in the Port Loko community for Ebola transmission.
  • Conduct on-going surveillance of the outbreak and report on disease trends and outcomes in the ETC facility and at community level.
  • Evaluate the effectiveness of the ongoing surveillance plan and modify as necessary.
  • Make recommendations on how GOAL can ensure that the ETC is linked in with relevant community response mechanisms around Ebola.
  • Document key issues in relation to trends in the outbreak in the surrounding community as well as lessons learnt and or positive practices innovations both within the ETC and at community level.
  • Ensure that there is a link between the ETC and community leaders in order to promote acceptance and understanding of the role of the ETC within the community.

Infection Control in the ETC

  • Ensure that infection control protocols and SOPs are in place in the ETC and that these are updated regularly.
  • Working closely with ETC trainers ensure that trainings are regular and appropriate
  • Plan and oversee risk assessments for all cadres of staff working the ETC and in the community
  • Provide advice to burial teams on how they can ensure minimal risk of infection in the community and promote community acceptance of their work.
  • Participate in quality/performance improvement activities by assessing, monitoring, and measuring infection control standards on an ongoing basis and working with the overall ETC manager to ensure that all staff are familiar with relevant protocols and SOPs.
  • Ensure that any near misses or sub-optimal practices are documented as part of ongoing risk management and that identified issues are addressed immediately.
  • Ensure that weekly Infection Control Meetings are in place for the senior management team of the ETC, the Infection Control Specialist will also be responsible for ensuring that any agreed improvements are put in place or that protocols are updated as agreed from these meetings.
  • Serve as a knowledgeable and available resource on infection control practices and policies to families of patients, clinical staff, community leaders and GOAL support staff.

Ebola Testing Laboratory

  • Ensure that laboratory testing and sample transportation procedures are in line with agreed protocols.
  • Ensure that Laboratory testing procedures are regularly updated and revised.
  • Ensure that the training for laboratory staff on testing techniques and infection control is appropriate and best practice.
  • Ensure that appropriate record keeping is in place in the laboratory and that testing reports are in place and being shared with relevant partners as required.

Requirements

  • Higher level degree in infection control, public health or epidemiology
  • Experience of working with communities on disease surveillance and or outbreak investigation.
  • At least 5+ years working in the area of infection control and disease surveillance with ideally some of this time spent overseas in a development country or humanitarian context.
  • Experience of staff training in infection control and of development of Infection Control protocols.

The 2014 Ebola outbreak is the largest Ebola outbreak in history and the first in West Africa. Due to the scale of the outbreak in Liberia GOAL has decided to establish a response in Liberia to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the coming weeks and months ahead.

Summary of Role:

The Ebola Virus Disease (EVD) Emergency Health Coordinator will be responsible for the overall management, administration and planning, implementation, monitoring and evaluation of the Health Response programme in Sierra Leone.

Key Responsibilities

  • Lead the development of GOAL’s Ebola response programme in Sierra Leone which should be based on timely and quality sectoral analysis, and in coordination with key stakeholders
  • Provide technical and managerial support to the EVD Medical Coordinator(s) and other staff as appropriate
  • Ensure that all EVD responses are in line with current best practise and that staff safety protocols are in place and being reviewed regularly
  • Ensure that each Treatment Centre/health team have a staff safety plan and appropriate training in plan in place.
  • Ensure that effective partnership and collaboration are achieved and maintained with the Ministry of Health and other organisations for technical cooperation, programme coordination, information sharing and knowledge networking.
  • Monitoring and evaluation of programme performance is properly undertaken for adjustment, acceleration and improvement of program delivery.

Based on current rates of infection it is expected that case numbers will climb significantly in the current months. GOAL has been working in Sierra Leone for several years now and has been active in the Ebola Health response since the outbreak was declared. Due to the scale of the outbreak in Liberia GOAL has decided to establish a response in Liberia to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the coming weeks and months ahead.

Summary of the Role:

The psychosocial officer will provide psychosocial support to patients and families and to the clinical care staff within the EVD centre.

Key Responsibilities

  • In consultation with the EVD centre medical manager and the nurse in charge ensure appropriate psychosocial support to patients and their families
  • Ensure regular psychosocial support to international staff to allow them the space to deal with working in the ETC
  • Ensure appropriate psychosocial support to national staff to allow them the space to deal with working in the ETC and the fear and possible stigmatisation they will encounter in the community
  • Train clinical care staff in key aspects of psychosocial support including WHO Psychological First Aid (PFA) guidelines adapted to the Ebola response
  • Assist in hiring national MHPSS staff
  • Train and supervise relevant local staff (e.g. psychosocial officers) in basic psychosocial support (e.g. community outreach, facility based support) for people affected by Ebola and their families
  • Provide staff self-care workshops and individual sessions and work with the GOAL country teams to improve staff well-being and support

OVERVIEW:

The Leadership, Management and Governance Project (LMG) is a global five-year Cooperative Agreement awarded by USAID/Washington, designed to strengthen and expand the people-centered capacity building strategy pioneered under the previous Leadership, Management, and Sustainability Program. The LMG Project’s objective is to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system.

Malaria is one of the number one causes of morbidity and mortality among children under 5 in Sierra Leone. The Global Fund is one of the main donors for malaria control in Sierra Leone – a majority of international health development funding in Sierra Leone is directed into HIV and AIDS programs as a priority.

The National Malaria Control Program (NMCP) is the Principal Recipient of the Global Fund malaria grant and manages implementation of the dual-track financing scheme along with the second Principal Recipient, Catholic Relief Services (CRS). Global Fund commitments and disbursements in Sierra Leone account for just over 25% of Global Fund financing, with the majority (over 66%) going towards HIV and AIDS activities. While the disbursements and commitments are on track for the CRS malaria grant, the NMCP grant has consistently had performance issues and low expenditures that have blocked continued funding to the budgeted commitment level.

The President’s Malaria Initiative will provide direct technical assistance to the NMCP through the LMG/Sierra Leone project to improve Global Fund grant implementation and generally provide technical support in the areas of leadership, management and governance to strengthen the national malaria control strategy and implementation.

OVERALL RESPONSBILITIES:

The Senior Technical Advisor, Malaria Program/Global Fund Liaison position is designed to provide technical assistance to the country, specifically to the NMCP, in meeting the grant management and implementation demands of the Global Fund malaria grant.

The incumbent will be placed at the NMCP and will provide leadership and management support to the NMCP Program Coordinator. S/he will assist the Malaria Coordinator in planning, monitoring and coordinating activities, especially the upcoming mass distribution campaign.

The incumbent will work in collaboration with the local stakeholders to ensure that up-to-date and strategic information on malaria activities are shared and disseminated among donors for prompt and appropriate decision making.

The work involves complex and interrelated processes. The political environment requires a high degree of sensitivity and diplomacy in supporting the NMCP, establishing dialogue, and developing activities to prevent and treat malaria. The incumbent will require a depth of expertise that will allow her/him to provide leadership and management in malaria-related issues and programs, including the capability to identify and systematize otherwise diffuse issues.

SPECIFIC RESPONSBILITIES:

The Senior Technical Advisor, Malaria Program/Global Fund Liaison, provides professional leadership support to the NMCP for the achievement of objectives set forth in its strategic plan. The principal task of the incumbent is to provide overall management, technical guidance and leadership to the NMCP team around implementation of the Global Fund malaria grant. The incumbent will also coordinate with and provide technical assistance to the Ministry of Health and Sanitation, if necessary, to prepare and conduct policy dialogue with the Global Fund Country Team on issues impeding smooth disbursement and implementation.

  1. Assist the NMCP in taking appropriate management actions (planning, monitoring and evaluation, coordination, etc.) to meet the Global Fund grant requirements and/or conditions precedent so as to enable speedy Global Fund disbursements.
  2. Assist the NMCP in the design and implementation of the national malaria monitoring and evaluation plan, as well as to ensure that other partners develop project monitoring plans and report in a timely manner on their activities to the NMCP. It is also expected that the incumbent will provide expert advice and practical experience in helping the NMCP and other in-country malaria stakeholders to monitor inputs and outcomes, progress towards goals, and how to execute the plan jointly.
  3. Assist the NMCP and the Ministry of Health and Sanitation with initiating and conducting policy dialogue between the Global Fund Portfolio Manager and country team to troubleshoot as necessary to facilitate grant implementation.
  4. Assist the NMCP with planning interventions to be covered by the Global Fund resources in collaboration with CRS, and conduct a thorough gaps analysis to identify contribution of all malaria partners to draw a big picture of malaria program coverage nationwide.
  5. Collaborate with senior staff of the NMCP, implementing partners, and other partners, such as WHO, UNICEF, World Bank, and NGOs to identify malaria control intervention gaps in Sierra Leone, consistent with the malaria control coverage needs identified by the strategy and plans of the NMCP.
  6. Work with the NMCP and other appropriate partners to ensure full accountability and value for Global Fund resources provided for NMCP functioning.
  7. Assist the NMCP in developing plans to manage the Global Fund activities. This includes providing managerial support to the NMCP leadership to brainstorm and identify technical interventions to be covered by future funding from the Global Fund.

This incumbent is not expected to play any supervisory role at the NMCP. S/He will receive administrative supervision from the LMG/Sierra Leone support team.

QUALIFICATIONS:

  1. Advanced degree (Masters, PhD, or MD) in a health-related field or management field required. Specialized experience in malaria is not required, but preferred.
  2. At least ten years of experience in progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries, with a preference given to candidates with African experience.
  3. Demonstrated experience managing successful teams comprised of experienced professionals.
  4. Demonstrated technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are required.
  5. Experience with USAID-funded public health programs preferred.
  6. Previous experience with or good knowledge of Global Fund operating procedures (proposal development and submission, monitoring and evaluation and reporting)
  7. Ability to work effectively with a broad range of Sierra Leone and USG personnel and partners, and have demonstrated skills in donor coordination and collaboration. Sierra Leone: SMAC Ebola Health Communications Specialist

Background
GOAL has been working in Sierra Leone since 1999; we have offices in West Freetown, East
Freetown, and Kenema District, and a staff body of approximately 180 people. GOAL has over 15
years’ experience designing and implementing system strengthening and community-based
programmes across Sierra Leone’s health; water, sanitation and hygiene (WASH); and child
protection sectors, and is rapidly scaling-up within and across these sectors to respond to the
current Ebola outbreak. GOAL’s key emergency Ebola response activities include constructing and
managing an Ebola Treatment Centre; construction, infection prevention control, and WASH
support within government health facilities; family tracing and reunification of Ebola orphans;
material and psychosocial support for Ebola survivors; and national social mobilisation activities.

Social Mobilisation Action Consortium (SMAC)
The number of Ebola Virus Disease (EVD) cases are expected to increase from hundreds to
thousands per week in the coming months without significant scale up of social mobilisation
activities which focus on enabling individuals, households and communities to practice behaviours
that will result in reducing the number of new infections, even greatly reinforced health services
will not be able to keep up with the need, and the EVD reproductive ratio will continue to increase.
Additionally, social mobilisation activities are critical in ensuring that there is demand for, and
utilization of, services among the sick and bereaved by promoting health seeking behaviors and
facilitating community acceptance of new surveillance, clinical care, and burial procedures.
GOAL, Centres for Disease Control (CDC), BBC Media Action, Restless Development, and FOCUS
1000 formed the Social Mobilisation Action Consortium (SMAC) in order to support and strengthen
the National Social Mobilisation Pillar; simultaneously activate multiple channels to provide EVD
information which addresses the principle transmission modes; and work with and through existing
local community structures capable of leading and role-modelling behaviour change, in order to
reduce EVD infections. SMAC, funded by the Department for International Development (DFID), is
now launching a six-month project, Community-based Action Against Ebola.

Description of the Role
The Ebola Health Communications Specialist is a key role within the SMAC Consortium Coordination
Unit (CCU). Reporting directly to the SMAC Director, the specialist will be responsible for designing,
developing, and delivering the SMAC behaviour change communications strategy; rapidly producing
high quality communications materials (either alone or by coordinating video producers,
photographers, and graphic designers); and providing technical and training support to all
consortium partners.
Responsibilities
? Design the SMAC behaviour change communications strategy based on a detailed
understanding of the principle transmission modes and key message areas; the SMAC
channels for providing EVD information; and the community structures and context being
targeted.
? Draft high quality, appropriate communications materials that can be used by SMAC staff
and Mobilisers across the country, including training guides, video scripts, posters, leaflets,
and pocket guides.
? Coordinate video producers, photographers, and graphic designers to ensure
communications materials are produced quickly and to a consistently high quality.
? Work closely with SMAC programme staff to ensure that all materials are pre-tested and
receive necessary ethical and Ministry of Health approval before being finalized.
? Work closely with SMAC programme staff to organize and facilitate training of staff and
Mobilisers (including Community Mobilisers, Paramount Chiefs, Religious Leaders, and
Healthcare Workers) and during these trainings: lead sessions on how to use new materials;
gather feedback on existing materials; and identify gaps where additional materials need to
be produced.
? Work closely with the SMAC M&E Manager, the SMAC research teams, and the SMAC
Technical Working Group to regularly analyze epidemiological data and feedback from the
field in order to assess effectiveness of interventions and in particular, changes that need to
be made to the communications strategy.
? Link to the National Social Mobilisation Pillar and give technical and capacity building
support in the area of messaging and materials.
? Attend relevant meetings and working groups to keep abreast of population behaviour
change related to the EVD outbreak, as well as changes in the response and services being
provided, which need to be messaged on.

JOB SUMMARY

The nurse provides care to the patients, attends to their needs, and ensures they are comfortable. S/he records and communicates information regarding the evolution of the patients.

GEOGRAPHICAL SCOPE OF INTERVENTION

Sierra Leone, at Moyamba MDM ETC.

ORGANIZATION CHART

The successful candidate will be part of the Humanitarian Action - Ebola Unit and will refer to the Medical Coordinator of the ETC.

FUNCTIONS AND RESPONSIBILITIES

· Nurse is aware of the risks involved in working in the ETC

· Nurse follows all regulations concerning infection control and protective measures.

Non-adherence to the safety regulations can result in immediate dismissal.

· Takes the vital signs at least once per shift and records in the patient file.

· Gives treatment at the appropriate time as prescribed by the doctor.

· Calls the doctor on duty if any medical problem arises.

· Ensures that each patient always has ORS or plain water for rehydration.

· Assists patients in taking fluid as required or as prescribed by the doctor.

· Ensures that the patients are comfortable.

· Ensures that the patients and their bedding are clean.

· Assists the patients with bathing and personal hygiene.

· Informs the supervisor of the burial team when a patient dies.

· Assists with the doctor’s ward rounds, and records the necessary medical information.

· Makes a detailed report at the end of the shift in the report book.

· Records new patients in the admission book, and completes other data forms as required.

· Attends and participates in the weekly meeting.

· Informs the surveillance team of the general condition of the patients (to inform the relatives at home).

· Ensures that the items for admission are in place before each admission.

· Explains the rules of the VHF Treatment Unit to all new patients, and their relatives.

· Provides the necessary protective gear to the relative and ensures that they are familiar with the rules of the VHF Treatment unit.

EXPERIENCE

At least two years’ nurse experience of international or emergency cooperation projects are required.

Previous experience in similar emergency work, especially in Africa shall be valued.

The successful candidate will be based in Freetown, travelling frequently to the Koinadugu and Moyamba District and to any other places in Sierra Leone.

FUNCTIONS

Projects logistics activities planning & follow up

· Participates actively in the definition and update of annual project planning and budgets.

· Is responsible for preparation of all orders

· Provides support to field logistics staff in regards with logistics management

· Supervises and assess progress made in logistics area at capital and project level while visiting regularly the field ; proposes to Head of Mission reorientation strategies, when necessary.

· Works in close collaboration with finance department for the planning and needs of all purchases.

· Plans human and material logistic resources needed for the correct implementation of activities.

· Keep logistical documents in database updated and filed properly.

Security

· Participates in the preparation of mission security guidelines.

· Ensures that security is guaranteed to the highest level possible in the whole mission by implementing all MDM guidelines and working closely with Country Director on all security issues.

· Ensure that all necessary measures are taken in order to avoid theft, destruction or other type of damage of MDM material and property.

Supplies

· Organises the mission supply chain system according to protocols and guidelines.

· Ensures that local purchases are done according to supply system and that quality and services provided respond to MDM standards.

· Ensures that logistics orders are done correctly, on the basis of consumptions and future needs.

· Ensures that administrative procedures related to supply are done according to protocols.

· Ensures the good preparation of packages and freight to be sent from capital to the project.

Stocks

· Ensures that storage, packing and management of stocks are done according to protocols

· Provides logistical support to medical department to ensure adequate storing, packing and pharmacy management.

· Ensures that food for nutritional activities is stored and distributed according to needs and protocols.

· Ensures there is a close monitoring and regular physical counting of the stocks in the mission

Communications

· Ensures that communication means in the mission have the required level and quality, always trying to find alternatives for cheaper communication .

· Ensures a permanent access to communication between capital and projects and between all bases

· Ensures all staff benefits from proper training on how to use communications equipment available in the mission, i.e. satellite phones, HF and VHF radios, computers, etc.

· Ensures that all numbers and frequencies are updated and available to all staff in the mission.

Water and Sanitation

· Ensures there is a regular follow up and on-time diagnosis of the sanitary situation in MDM working areas and in the area where beneficiaries live.

· Ensures that all water and sanitation logistical protocols are respected during treatment and use of water related activities.

Construction

· Supervises the construction and rehabilitation of all buildings or structures related to MDM activities in the mission

Vehicles and Engines

· Ensures that the fleet of vehicles meets the needs of the mission and complies with MDM standards.

· Ensures the quality and efficiency of the service required for all vehicles and engines, according to MDM guidelines

· Ensures the safety and the organisation of all MDM staff and materials transportation

Equipment

· Ensures the safety, proper use, proper storage and maintenance of MDM material.

· Ensure that inventories of all material and equipment used exist and are updated.

Team Management

· Ensures the proper management of the staff

· Participates in selection and follow up of all logistics related staff.

· Contributes to the proper induction of new staff, ensuring that logistics briefings are done with relevant staff.

· Identifies people showing potential within the staff he/she manages directly

REQUIRED QUALIFICATIONS

Academic: University degree or diploma. A Master in International Cooperation and/or Humanitarian Aid is desirable.

REQUIREMENTS

Languages: Very high level of spoken and written English

Office pack user level.

EXPERIENCE

The successful candidate must have at least 5 years’ field experience in emergency situations. At least 3 years’ experience in positions with similar responsibility and working on planning, design, management and monitoring of programmes from a NGDO in fragile scenarios, of complex emergencies. Experience in project planning, implementation and evaluation is desirable. Team coordination experience.

Money administration and security

  • Guarantees that money administration procedures are followed
  • Ensuring the management of coordination cash boxes (following up advances and maintaining the advances register, physical inventories and bank account/ check, expenditure conciliations, etc.).
  • Checking purchasing procedures are followed (order forms systematically signed by authorized persons).
  • Performing cash ups.
  • Organizing the system for paying suppliers (following up housing rents etc.), do the payments by check, order bank transfers.
  • Paying salary advances, salaries ,taxes and payments notes duly validates by financial coordinator.
  • Paying per diems and security envelopes according to the rules. do the payments by check, order bank transfers.
  • Following bank account movements, in particular checking balances on a daily basis and alerting his /her responsible
  • Giving an initial briefing on money administration to all personnel receiving entitlements (per diem, lodgment, etc.) and/or functioning advances.

JOB SUMMARY

Is responsible for the planning, organization, monitoring of all medical activities of the ETC, ensuring overall administrative and human resources management of the hospital as well as the smooth running of all medical activities.

GEOGRAPHICAL SCOPE OF INTERVENTION

Sierra Leone, at Moyamba MDM ETC, with regular visits along the country, mainly to Freetown, if needed.

ORGANIZATION CHART

The successful candidate will be part of the Humanitarian Action - Ebola Unit and will refer to the Sanitary Project Coordination in Moyamba

RESPONSIBILITIES

  • Plans the medical human resources needs for the hospital
  • Ensures general management of staff related to hospital activities, working in close collaboration with activity managers and team supervisors
  • Ensures that the Hospital staff is properly managed, according to MDM HR vision, policies and values and reports any problem or issue to administration manager and field coordinator
  • Ensures that all job descriptions of all hospital staff are updated and accurate.

  • Defines the training needs of the staff, organises and implements trainings for hospital staff.

MISSION

The objectives in this position are the coordination and sanitary supervision of the logistics and

administration of the Ebola outbreak prevention’s project that the NGO develops in Koinadugu,

Sierra Leone.

JOB SUMMARY

Project coordination and supervision giving direct reports to the Unity of Human Action.

RESPONSIBILITIES

· Medicos delMundo Spain representation in sanitary area/community mobilization

coordination meetings held with different national and international institutional organisms.

· Ensure the execution of working chronogram adjusting the activities to local needs.

· Supervision of the objectives achievement, guaranteeing appropriate monitoring through the

project tracking.

· Work coordination with Ministery services and with international and national organizations

that participate in the area.

· Elaboration of situation reports (“SITREP”),tracking reports andfinal reports demanded by

donors.

· Training in education for health and community mobilization for Sanitary staff.

· Training for hygienist personnel in enviromental control and desinfection activities.

· Coordination both of the expatriate and national personnel, as well as their project.

REQUIREMENTS

Education: Medicine and/orNursingstudies - prevention medicine perspective.

Further training: Project management training. Public health management training and previous

experience in outbreak responses shall be considered.
