Sierra Leone: Senior Technical Advisor, Malaria Program/Global Fund Liaison

OVERVIEW:

The Leadership, Management and Governance Project (LMG) is a global five-year Cooperative Agreement awarded by USAID/Washington, designed to strengthen and expand the people-centered capacity building strategy pioneered under the previous Leadership, Management, and Sustainability Program. The LMG Project’s objective is to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system.

Malaria is one of the number one causes of morbidity and mortality among children under 5 in Sierra Leone. The Global Fund is one of the main donors for malaria control in Sierra Leone – a majority of international health development funding in Sierra Leone is directed into HIV and AIDS programs as a priority.

The National Malaria Control Program (NMCP) is the Principal Recipient of the Global Fund malaria grant and manages implementation of the dual-track financing scheme along with the second Principal Recipient, Catholic Relief Services (CRS). Global Fund commitments and disbursements in Sierra Leone account for just over 25% of Global Fund financing, with the majority (over 66%) going towards HIV and AIDS activities. While the disbursements and commitments are on track for the CRS malaria grant, the NMCP grant has consistently had performance issues and low expenditures that have blocked continued funding to the budgeted commitment level.

The President’s Malaria Initiative will provide direct technical assistance to the NMCP through the LMG/Sierra Leone project to improve Global Fund grant implementation and generally provide technical support in the areas of leadership, management and governance to strengthen the national malaria control strategy and implementation.

OVERALL RESPONSBILITIES:

The Senior Technical Advisor, Malaria Program/Global Fund Liaison position is designed to provide technical assistance to the country, specifically to the NMCP, in meeting the grant management and implementation demands of the Global Fund malaria grant.

The incumbent will be placed at the NMCP and will provide leadership and management support to the NMCP Program Coordinator. S/he will assist the Malaria Coordinator in planning, monitoring and coordinating activities, especially the upcoming mass distribution campaign.

The incumbent will work in collaboration with the local stakeholders to ensure that up-to-date and strategic information on malaria activities are shared and disseminated among donors for prompt and appropriate decision making.

The work involves complex and interrelated processes. The political environment requires a high degree of sensitivity and diplomacy in supporting the NMCP, establishing dialogue, and developing activities to prevent and treat malaria. The incumbent will require a depth of expertise that will allow her/him to provide leadership and management in malaria-related issues and programs, including the capability to identify and systematize otherwise diffuse issues.

SPECIFIC RESPONSBILITIES:

The Senior Technical Advisor, Malaria Program/Global Fund Liaison, provides professional leadership support to the NMCP for the achievement of objectives set forth in its strategic plan. The principal task of the incumbent is to provide overall management, technical guidance and leadership to the NMCP team around implementation of the Global Fund malaria grant. The incumbent will also coordinate with and provide technical assistance to the Ministry of Health and Sanitation, if necessary, to prepare and conduct policy dialogue with the Global Fund Country Team on issues impeding smooth disbursement and implementation.

  1. Assist the NMCP in taking appropriate management actions (planning, monitoring and evaluation, coordination, etc.) to meet the Global Fund grant requirements and/or conditions precedent so as to enable speedy Global Fund disbursements.
  2. Assist the NMCP in the design and implementation of the national malaria monitoring and evaluation plan, as well as to ensure that other partners develop project monitoring plans and report in a timely manner on their activities to the NMCP. It is also expected that the incumbent will provide expert advice and practical experience in helping the NMCP and other in-country malaria stakeholders to monitor inputs and outcomes, progress towards goals, and how to execute the plan jointly.
  3. Assist the NMCP and the Ministry of Health and Sanitation with initiating and conducting policy dialogue between the Global Fund Portfolio Manager and country team to troubleshoot as necessary to facilitate grant implementation.
  4. Assist the NMCP with planning interventions to be covered by the Global Fund resources in collaboration with CRS, and conduct a thorough gaps analysis to identify contribution of all malaria partners to draw a big picture of malaria program coverage nationwide.
  5. Collaborate with senior staff of the NMCP, implementing partners, and other partners, such as WHO, UNICEF, World Bank, and NGOs to identify malaria control intervention gaps in Sierra Leone, consistent with the malaria control coverage needs identified by the strategy and plans of the NMCP.
  6. Work with the NMCP and other appropriate partners to ensure full accountability and value for Global Fund resources provided for NMCP functioning.
  7. Assist the NMCP in developing plans to manage the Global Fund activities. This includes providing managerial support to the NMCP leadership to brainstorm and identify technical interventions to be covered by future funding from the Global Fund.

This incumbent is not expected to play any supervisory role at the NMCP. S/He will receive administrative supervision from the LMG/Sierra Leone support team.

QUALIFICATIONS:

  1. Advanced degree (Masters, PhD, or MD) in a health-related field or management field required. Specialized experience in malaria is not required, but preferred.
  2. At least ten years of experience in progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries, with a preference given to candidates with African experience.
  3. Demonstrated experience managing successful teams comprised of experienced professionals.
  4. Demonstrated technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are required.
  5. Experience with USAID-funded public health programs preferred.
  6. Previous experience with or good knowledge of Global Fund operating procedures (proposal development and submission, monitoring and evaluation and reporting)
  7. Ability to work effectively with a broad range of Sierra Leone and USG personnel and partners, and have demonstrated skills in donor coordination and collaboration. Ability to work both independently and in a team environment to achieve consensus on policy, program and administrative matters is a must.
  8. Ability to work effectively in a team environment and communicate information to both health and non-health audiences, and achieve consensus on policy, project, research, and administrative matters.
  9. Proven ability to communicate quickly, clearly and concisely – both orally and in writing in English is essential.
  10. Excellent verbal communication skills, tact and diplomacy are required to establish and develop sustainable working relationships at the highest level and a high level of trust with public/private organizations. Verbal communication skills are also used to negotiate activity plans and resolve activity implementation issues with counterparts, partners and team members. Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation and briefing papers.
  11. Excellent computer skills (MS Word, Excel, Power Point, and Outlook, Access, SPSS and other statistical and other relevant software) are required for effectively operating in this position. Good computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements.

The role:

BACKGROUND

The creation of the African Union in 2012 has allowed it to play a larger and evolving role in resolving African problems and crises. Over the last twelve years, the AU has assumed roles and responsibilities much wider in scope and complex in nature, including leading efforts to mediate and settle crises in many countries (Sudan, Somalia, Uganda, Sierra Leone, Liberia, Côte d’Ivoire, Guinea, Central African Republic, south Sudan, DRC, Mali, etc.).

The AU has become the principal strategic entry point for the UN and other international organizations in Africa. To date, more than 47 non-African states, and regional and international organizations are accredited to the AU, including DPKA, DPA, WFP, UNAIDS, UNEP, HCR, OHCHR, ICRC, etc. many international humanitarian organizations have established their representations in Addis Ababa.

As Africa hosts the majority of the current humanitarian crises, and constitutes approximately 70% of OCHA’s global presence, the establishment of OCHA-AU liaison office buttresses cooperation with the AU that is critical in building effective mechanisms and capacity to address the prevailing humanitarian challenges. The Liaison office is therefore central in facilitating the AU interaction with the relevant OCHA Regional Offices and Headquarter Divisions and Branches at the same time working to increase the impact of OCHA collaboration with the AU within the larger United Nations African Union Cooperation Framework for the Ten Year Capacity Building Programme (TYCBP) for the African Union.

ORG .SETTING AND REPORTING

This position is located in the OCHA Liaison Office of the United Nations Office for Coordination of Humanitarian Affairs (OCHA) in Addis Ababa. The Humanitarian Affairs and Liaison Officer will report to the Head of Office. She/he will lead a small OCHA Unit hosted seconded to the African Union.

RESPONSIBILITIES:

Within delegated authority, under the direct supervision of the Head of Office (HoO) and in coordination with the relevant OCHA HQ, Field and Regional Offices in Africa, the Humanitarian and Liaison Affairs Officer is responsible for the Humanitarian Affairs and Liaison Officer will be responsible for the following duties:

  1. Provide professional support to the HoO in performing his/her liaison role with the African Union Commission (AUC) and the Economic Commission for Africa (ECA) including drawing the Head of Office's attention to issues of concern to OCHA in general and to the Liaison office in particular
  2. Under the guidance of the Head of Office, work to strengthen of partnerships with AU, NGO Partners other UN agencies and Red Cross and Government partners. In this regard, incumbent will help identifying and proposing areas of collaboration with these organizations/partners
  3. Assist in promoting strengthened coordination including dialogue and outreach on humanitarian issues with the above stakeholders. In this regard the incumbent, will undertake planning and organization of events or meetings with the relevant departments Sections of the AUC, ECA, UN Agencies, NGO liaison Offices and other partners, including ICRC, diplomatic missions, media, etc.
  4. Facilitate planning and implementing of official missions including visits by HQ or regional missions in connection with the areas of responsibility of the Liaison Office. The incumbent will participate in missions as appropriate and ensures requisite collaboration with the AU and the ECA.
  5. Draft or contribute to the preparation of various information products including written reports, documents and communications. e.g. background papers, briefings, position papers, talking points, presentations correspondence, etc.
  6. Function as the primary focal point and provide secretariat support as OCHA'S contribution to the relevant coordination mechanisms of the AUC and the ECA.
  7. Support the Head of the Office in the preparation of reports including- the monthly note the Emergency, Relief Coordinator and upon request and on behalf of Head of Office, maintains direct links with counterparts in relevant regional field e offices and HQ departments and section:

Experience:A minimum of five (5) years of progressively responsible professional experience in humanitarian affairs, Emergency preparedness, crisis/emergency relief management, preferably in a regional context or another related area is required. Sound knowledge of OCHA’s mandate and of Humanitarian coordination tools, process and services is desirable. Demonstrated experience in supporting humanitarian coordination and response in crisis situations resulting from complex political developments or natural disasters in Africa is desirable. Strong understanding, knowledge and/or experience regarding the role and mandates of the African Union including the process governing their relationship with the United Nations and other regional and sub-regional entities particularly in Africa is an advantage. Strong analytical capacity including the ability to quickly analyse and clearly articulate the humanitarian dimension of issues which require Joint/coordinated response from the UN and regional/ sub regional organizations is desirable.

Education:Advanced University degree (Master's degree or equivalent / in International Relations/Studies, Political Science or related field. A combination of relevant academic background at least a first level university decree (Bachelor’s degree or equivalent) and extensive relevant professional experience in a related area may be accepted in lieu of advanced university degree.

Languages:English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Background on the Project

For this requirement CTG Global is required to provide Foreign Medical Teams (FMT) in support of the Ebola crisis in Liberia. Staff will be require to provide clinical management functions of Ebola Treatment Units (ETU) across Liberia.

Monrovia urgently requires at least 1,000 ETU beds (currently there are only 240 ETU beds set up in Monrovia), while Freetown and its surrounding areas require a minimum of 250 as soon as possible (currently there are 15 ETU beds in Freetown).

The level of care offered inside the ETUs, while basic (especially in the first phase), will encourage families to bring loved ones forward for isolation and care.

Job Description

Specific responsibilities will include but not be limited to organising, supervising and/or executing:

i) Coordinate with Dept of Defence sub contractors that provide all non-clinical logistics and staffing - primary link between medical team and contractors

Entrepreneurship Specialist and Private Sector Liaison, South Africa

ACDI/VOCA is currently seeking a Program Manager for an upcoming three-year program in South Africa building the capacity of five local PEPFAR partner organizations to implement economic strengthening initiatives alongside their HIV prevention education programs. The program will target youth (ages 15-24) in Gauteng and KZN. The Program Manager will provide leadership, supervision, technical guidance, and representation for all program activities. The position is subject to ACDI/VOCA being awarded the program and is anticipated to begin October 2014. The Entrepreneurship Specialist and Private Sector Liaison will lead efforts working with the ASPIRES team and local partners in the design of entrepreneurship and small business management training and activities.

  • Provide leadership in the design of entrepreneurship and small business management training and activities with the five ASPIRES implementing partners and identified Community Based Organizations (CBOs), including support in integrating ES training and activities into existing HIV prevention education curricula and activities
  • Provide leadership in linking IPs and CBOs with other local partners and resources to support ES training and activities for integration with HIV and AIDS prevention education programming

OVERVIEW OF THE POSITION

The role of the UNSOM Stabilisation Liaison Officer is to assist the FGS, AMISOM, the UN, international partners and local stakeholders in understanding the political dynamics of areas recovered from Al Shabaab in building effective, constructive local relationships as the foundation for the effective delivery of stabilisation assistance in support of military and political gains. The post will also assist with the monitoring and verification of the delivery of assistance in new areas.

Reporting to the Team Leader, The post will be working within the UNSOM Stabilisation / New Deal Team.

This position will be based in Mogadishu (at a location to be determined, outside Mogadishu International Airport). Duty of care and transportation will be part of the consultant’s arrangements. Access to local and international partners will be facilitated by UNSOM. Transport to areas outside Mogadishu will be supported by UNSOM as appropriate and required.

GENERAL FUNCTIONS

Duties and Responsibilities

· Establish analytical frameworks to help ensure consistent evaluation of local dynamics of newly recovered areas.

· Assist in the identification of key local and regional stakeholders, and advise on their contributions to local stability.

· Build and manage a network of local and regional relationships with key stakeholders critical to stability in local areas.

· Assist with the facilitation of dialogue between local and international actors as the foundation for the delivery of stabilisation assistance. This should include where appropriate the support of local processes to identify conflict related issues, community needs and priorities.

· Where required, commission and oversee others to assist in the facilitation of community led dialogue events in new areas.

· Support the monitoring and verification of stabilisation implementation in new areas.

· To perform any other task related to risk management as assigned by the Team Leader.

· The consultant shall be responsible for adhering to security protocol instructions as dictated by UNSOM

ESSENTIAL EXPERIENCE

Education

• Master’s degree in Political Science, International Relations, International Law or International Cooperation, Development Policy and Economics are an asset. Additional two years of relevant work experience in combination with a relevant bachelor’s degree may substitute for the requirement for a master’s degree.

• 7 years relevant experience

Work Experience

· A minimum of 7 years of progressive experience in project development and management, with a focus on monitoring, reporting, development and coordination in either public or private sector organization is required.

· At least 3 years in crisis-post-crisis environments;

· Local knowledge of South-Central communities and stakeholders

· Understanding of historical, political, economic and security related dynamics of Somalia

· Proven political analysis and advisory skills

· Extensive experience working with international organisations and actors

· Experienced in working within militarised stabilisation environments

Sierra Leone: Senior Technical Advisor Malaria Program/Global Fund Liaison

OVERVIEW:

  • The Leadership, Management and Governance Project (LMG) is a global five-year Cooperative Agreement awarded by USAID/Washington, designed to strengthen and expand the people-centered capacity building strategy pioneered under the previous Leadership, Management, and Sustainability Program. The LMG Project’s objective is to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system.
  • Malaria is one of the number one causes of morbidity and mortality among children under 5 in Sierra Leone. The Global Fund is one of the main donors for malaria control in Sierra Leone – a majority of international health development funding in Sierra Leone is directed into HIV and AIDS programs as a priority.
  • The National Malaria Control Program (NMCP) is the Principal Recipient of the Global Fund malaria grant and manages implementation of the dual-track financing scheme along with the second Principal Recipient, Catholic Relief Services (CRS). Global Fund commitments and disbursements in Sierra Leone account for just over 25% of Global Fund financing, with the majority (over 66%) going towards HIV and AIDS activities. While the disbursements and commitments are on track for the CRS malaria grant, the NMCP grant has consistently had performance issues and low expenditures that have blocked continued funding to the budgeted commitment level.
  • The President’s Malaria Initiative will provide direct technical assistance to the NMCP through the LMG/Sierra Leone project to improve Global Fund grant implementation and generally provide technical support in the areas of leadership, management and governance to strengthen the national malaria control strategy and implementation.

OVERALL RESPONSBILITIES:

  • The Senior Technical Advisor, Malaria Program/Global Fund Liaison position is designed to provide technical assistance to the country, specifically to the NMCP, in meeting the grant management and implementation demands of the Global Fund malaria grant.
    The incumbent will be placed at the NMCP and will provide leadership and management support to the NMCP Program Coordinator. S/he will assist the Malaria Coordinator in planning, monitoring and coordinating activities, especially the upcoming mass distribution campaign.
  • The incumbent will work in collaboration with the local stakeholders to ensure that up-to-date and strategic information on malaria activities are shared and disseminated among donors for prompt and appropriate decision making.
  • The work involves complex and interrelated processes. The political environment requires a high degree of sensitivity and diplomacy in supporting the NMCP, establishing dialogue, and developing activities to prevent and treat malaria. The incumbent will require a depth of expertise that will allow her/him to provide leadership and management in malaria-related issues and programs, including the capability to identify and systematize otherwise diffuse issues.

Specific Responsibilities

The Senior Technical Advisor, Malaria Program/Global Fund Liaison, provides professional leadership support to the NMCP for the achievement of objectives set forth in its strategic plan. The principal task of the incumbent is to provide overall management, technical guidance and leadership to the NMCP team around implementation of the Global Fund malaria grant. The incumbent will also coordinate with and provide technical assistance to the Ministry of Health and Sanitation, if necessary, to prepare and conduct policy dialogue with the Global Fund Country Team on issues impeding smooth disbursement and implementation.

  1. Assist the NMCP in taking appropriate management actions (planning, monitoring and evaluation, coordination, etc.) to meet the Global Fund grant requirements and/or conditions precedent so as to enable speedy Global Fund disbursements.
  2. Assist the NMCP in the design and implementation of the national malaria monitoring and evaluation plan, as well as to ensure that other partners develop project monitoring plans and report in a timely manner on their activities to the NMCP. It is also expected that the incumbent will provide expert advice and practical experience in helping the NMCP and other in-country malaria stakeholders to monitor inputs and outcomes, progress towards goals, and how to execute the plan jointly.
  3. Assist the NMCP and the Ministry of Health and Sanitation with initiating and conducting policy dialogue between the Global Fund Portfolio Manager and country team to troubleshoot as necessary to facilitate grant implementation.
  4. Assist the NMCP with planning interventions to be covered by the Global Fund resources in collaboration with CRS, and conduct a thorough gaps analysis to identify contribution of all malaria partners to draw a big picture of malaria program coverage nationwide.
  5. Collaborate with senior staff of the NMCP, implementing partners, and other partners, such as WHO, UNICEF, World Bank, and NGOs to identify malaria control intervention gaps in Sierra Leone, consistent with the malaria control coverage needs identified by the strategy and plans of the NMCP.
  6. Work with the NMCP and other appropriate partners to ensure full accountability and value for Global Fund resources provided for NMCP functioning.
  7. Assist the NMCP in developing plans to manage the Global Fund activities. This includes providing managerial support to the NMCP leadership to brainstorm and identify technical interventions to be covered by future funding from the Global Fund.
    This incumbent is not expected to play any supervisory role at the NMCP. S/He will receive administrative supervision from the LMG/Sierra Leone support team.
  8. Advanced degree (Masters, PhD, or MD) in a health-related field or management field required. Specialized experience in malaria is not required, but preferred.
  9. At least ten years of experience in progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries, with a preference given to candidates with African experience.
  10. Demonstrated experience managing successful teams comprised of experienced professionals.
  11. Demonstrated technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are required.
  12. Experience with USAID-funded public health programs preferred.
  13. Previous experience with or good knowledge of Global Fund operating procedures (proposal development and submission, monitoring and evaluation and reporting)
  14. Ability to work effectively with a broad range of Sierra Leone and USG personnel and partners, and have demonstrated skills in donor coordination and collaboration. Ability to work both independently and in a team environment to achieve consensus on policy, program and administrative matters is a must.
  15. Ability to work effectively in a team environment and communicate information to both health and non-health audiences, and achieve consensus on policy, project, research, and administrative matters.
  16. Proven ability to communicate quickly, clearly and concisely – both orally and in writing in English is essential.
  17. Excellent verbal communication skills, tact and diplomacy are required to establish and develop sustainable working relationships at the highest level and a high level of trust with public/private organizations. Verbal communication skills are also used to negotiate activity plans and resolve activity implementation issues with counterparts, partners and team members. Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation and briefing papers.
  18. Excellent computer skills (MS Word, Excel, Power Point, and Outlook, Access, SPSS and other statistical and other relevant software) are required for effectively operating in this position. Good computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements.
