JOB DESCRIPTION

The Project Officer will report to the Research Programme Manager and will be responsible for preparing research projects and managing data collection. In particular, the responsibilities of the Project Officer are to:

  • Conduct literature reviews, draft concept notes, and gather other relevant background information as necessary;
  • Assist with the drafting of tools for data collection on various projects;
  • Collect qualitative and quantitative data on various company projects;
  • Provide support in qualitative and quantitative analysis including report writing on various company projects;

Education:

Raja County hospital is located in Western Bhar El Ghazal state of South Sudan. This hospital is the sole provider of CEmONC and other clinical services to the county and neighbouring areas bordering Darfur in the North. With inadequate infrastructure and primary health care system, the hospital received patients within a wide range of clinical. The facility like many others in resource limited areas has low human resource capacity that poses a challenge to its effective delivery of quality patient care. To improve the quality of patient care, since December 2012, International Medical Corps has been supporting the State Ministry of Health to train and build capacity of the management, clinicians, nurses, midwives and other staff in the hospital. We are is looking for an Obstetrician/Gynecologist to join the IMC team in Raja County to provide specialist clinical services and technical support to the project management.

JOB SUMMARY

The Obstetrician/Gynecologist will be directly responsible for provision of quality specialized clinical Obstetric/Gynecological services, ensure effective pharmaceutical supply chain management system and offer support to hospital coordination. S/he will supervise and build clinical management capacity of the General Practitioners, Clinical officers and midwives of State Ministry of Health (SMOH). Other duties include delivering trainings, producing reports, assessments, monitoring and evaluation and any other roles as may be assigned from time to time.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Implement OB/GYN services for patients attending Raja County hospital according to the relevant national policy and guidelines of the Ministry of Health

• Build the capacity of the local clinical staff in patient care, diagnostic services, and other related aspects

• Utilize standardized data collection tools and train staff on accurate data collection

• Collect and analyze surgical service data to monitor project performance

• Work with auxiliary staff to implement procedural training programs

• Initiate and conduct activities to support, coach, and train medical officers and clinical officers in clinical care and emergency surgical techniques

• Ensure that clinical staff strictly adhere to ethical codes of conduct and high standards of practice and consent prior to intervention to avoid medical litigation

• Support the IMC and the hospital management in making key clinical decisions

• Participate in the recruitment of technical staff for the IMC, as well as performance management for medical and clinical officers

• Participate in daily rounds and case discussions to build the capacity of medical officers, clinical officers, nurses, and midwives.

• Analyze training needs and institute training for staff members, as required, with an emphasis on hands-on training

• Advise IMC colleagues responsible for PSCM in collaboration with the hospital management on the requisition of essential renewable material as well as equipment and supplies for the hospital

Reporting and Supervision

Overall supervision of the FAO Representative in South Sudan, direct supervision of Head of Programme, FAO South Sudan, and in close collaboration with Livestock Coordinator and the National Cold Chain Officer and relevant personnel/officials in the national Ministry of Livestock and Fisheries Industry

Minimum requirements

  • Degree in refrigeration and electricity or related field.
  • 5+ years work experience in projects involving development of cold chain investment plan.
  • Experience in cold chain management with solar energy
  • Work experience in development organization
  • Ability and willingness to travel throughout South Sudan (as the security situation allows).

Other relevant information

Practical information – banking, access to ATMs, housing – private or compound, transport arrangements for after work, is there a car pool, access to drivers for afternoon/evening, will the seconded be allowed to use UN cars, can he/she use taxi’s, bus?

Security situation in Juba is volatile and UN staff is asked to leave inside UN compounds or is MOSS compliant private compounds.

There is one KCB bank and ATM inside UN House.

Transportation will be provided by FAO within times allowed (6am to 7pm).

It is no possible to drive UN/FAO cars and it is not allowed to use taxi.

South Sudan: Senior Operations Manager-South Sudan

Article I: Terms of Reference – SeNIOR OPerations Manager

Under the direct supervision of the Deputy Country Representative (DCR), work with The Carter Center Country Representative (CR), as well as with the Ministry of Health (MOH), Republic of South Sudan (RSS) authorities to perform the duties listed below:

  1. Assist the CR and DCR to supervise and monitor transportation, procurement, and operational activities of The Carter Center supported programs by providing direct, day-to-day management and oversight of the aforementioned areas.
  2. Ensure a safe, respectful, efficient, and effective work place while building a sense of team by giving all staff the opportunity to grow professionally and utilize their skills and experience.
  3. Supervise the procurement officer for Juba, ensuring that all purchases for the organization are done transparently and fully in-line with established procurement guidelines at all times. Establish and develop Juba vendor relations so as to identify reliable and economical sources of program resources within South Sudan.
  4. Serve as the direct supervisor of the four (4) Regional Operations Managers.
  5. Supervise the Juba based Operations Manager in the supervision and coordination for the Juba-based The Carter Center operational officers. Specific duties will include the following:

a) Assist Juba operations officers in daily planning and execution of activities.

b) Serve as primary approving officer for sub-office supply requests.

c) Ensure sub-office supply requests follow proper protocol.

d) Track non-available items and submit weekly request, if necessary, to Juba office.

e) Coordinate all incoming to and outgoing from Sudan shipments while always prioritizing field technical needs.

f) Coordinate all supply movements between supply hubs.

g) Track and coordinate shipments in process.

h) Ensure staff movements are tracked and staff movements are organized to ensure maximum efficiency.

i) Investigate and report to the DCR any discrepancies between waybills and received items.

  1. Serve as primary finance approving officer for all Juba petty cash (up to $500 USD) and supply requests.
  2. Verify that The Carter Center assets, materials, supplies and financial resources are being used in an honest and transparent fashion. Ensure The Carter Center-supported programs maintain accurate inventories of all physical resources through the following:

a) Ensure stock delivered to supply hub is verified upon delivery.

b) On a weekly basis, ensure through physical checks stock cards and inventories are up to date and weekly inventory is submitted by staff to Juba. Any discrepancies between stock cards/inventories/waybills and physical counts must be reported weekly to the Senior Operations Manager.

c) Ensure inventories accurately reflect all compound and transport workshop tools and equipment.

d) Ensure system of internal asset control including a properly documented way bill system.

e) Verify inventories on a weekly basis and ensure inventories are disseminated in a timely fashion to Juba and sub-offices.

f) Along with the relevant field programme manager, maintain effective asset controls and tracking for all sub-offices in the area-of-responsibility.

  1. Assist the CR and DCR with annual shipping plans for supplying all sub-offices in the area-of-responsibility with all needed resources for a calendar year.
  2. Along with the CR and DCR, assist in needs forecasting and procurement planning on an annual basis
  3. Serve as the primary stock manager of the Trachoma Zithromax stock according to the TCP Azithromycin stock management guidelines.
  4. Report the following to the DCR on a monthly basis:

a) Activities and findings including status of ongoing shipments, discrepancies between sent/received items and result of weekly inventory checks.

b) Analysis of all required transport reports.

c) Challenges and actions taken in Response

d) Recommendations for The Carter Center Operations Department at the sub-office, supply hub and national level. Recommendations and findings must cover finance, transportation, procurement and general administration.

An exciting opportunity has arisen for an individual with proven financial management experience to join our operational programme in South Sudan.

Tearfund has been working in South Sudan supporting partner organisations in relief and development activities for over 30 years. In 1998 Tearfund went operational in response to the drought in Northern Bahr el Ghazal region, and since then has implemented a number of emergency projects in South Sudan, with a goal to ‘reduce chronic and acute vulnerability of conflict and disaster affected communities in support of sustainable peace across South Sudan’. With a team of 250 staff, and the support of a portfolio of international donors, Tearfund is operational in two states – Northern Bahr el Ghazal and Jonglei - all of which are headed up by the support office in Juba. The main components of work are Water, Sanitation and Hygiene (WASH), Nutrition, Food Security and Livelihoods and NFI distributions.Tearfund also works in South Sudan through various local partners currently undertaking a variety of development, humanitarian and advocacy projects to contribute to the recovery and development of local communities.

The Finance Manager provides the Country Director, field management and Tearfund’s UK headquarters with accurate and meaningful financial management information to allow them to effectively manage its operations in South Sudan. The post holder will be responsible for assisting the Country Director to develop and maintain a programme funding strategy, maintain accurate financial records, supervise the preparation of internal and external financial reports and monitor compliance with financial procedures The post holds specific line management responsibilities for the Assistant Finance Manager and national finance staff. The Finance Manager is a member of the Senior Management Team and reports to the Country Director.

The successful candidate will be a professionally qualified accountant or have other finance related qualifications. They will have proven post-qualification experience and experience of strategic planning. Additionally the successful candidate will be able to demonstrate advanced skills in leadership, analysis, training, communication, representation and computer literacy in financial management software.

Justification

The United Nations Children’s Fund (UNICEF), South Sudan Country Office is one of the largest and longest actors at the centre of the efforts to ensure the survival, protection and development of children in South Sudan. To articulate the situation of children and women in South Sudan there is need for massive advocacy at various levels, and preparation of messages to meet the needs of both national and international audiences.

South Sudan is also prone to both natural and human made emergencies. Efforts to establish the extent of such and the response all need to be documented more over at short notice.

A prudent approach therefore is to have on hand a long-term agreement with a photographer who can be brought on board to address visual communications needs on an ad hoc and as-needed basis.

This contract covers 90 working days over 12 months period.

Scope of Work

The photographer will be required when the need to visually document UNICEF activities arises. The photographer will be required to have his or her own equipment and be available for travel immediately as needed. The photographer will be paid a standard fee equivalent to a mid-scale L3 position and per diem as applicable. All photographs will remain the property of UNICEF.

The consultant will work closely with field staff under the supervision of the Communication Officer, Strategic Communication and / or Chief of Strategic Communications, according to the assignment.

Major Duties and Responsibilities

· Document and illustrate the situation of children and women as may be decided by UNICEF

· Take photos that provide visibility to UNICEF’s work

· Independently identify opportunities to document UNICEF activities.

· Provide advice on suitable cutline (photo description) for photographs accompanying UNICEF stories or reports

· Provide information about when and where the photo was taken, who it is about and its relevance to UNICEF work

· Provide detailed caption information for selected photographs

· Get consent for use of photos from relevant persons/authorities.

Expected deliverables

At the end of the consultancy, the incumbent is expected to have delivered:

· Photographs – both colour and black and white, as requested – portraying the situation of children and women.

· “Best of” selection of photographs that have been taken during the assignment.

· A range of photos - close and wide, and landscape and portraits.

· Photographs shall be provided to UNICEF on a CD

· Captions and consent forms for all photos.

· Recorded voices and sounds that match selected photos.

Desired background and experience

· Formal training or the equivalent experience in photography with a minimum of 5 years of work experience

· Proven ability in photography and experience in humanitarian response

· Ability to assimilate and communicate complex visual messages in an engaging and child-friendly manner

· Awareness and/or experience with UNICEF’s humanitarian principles

· Awareness and/or experience with UNICEF’s activities in Southern Sudan

· Experience working in a conflict/ post-conflict environment desirable

· Fluency in English; fluency in another UN language, especially Arabic, an advantage

Conditions

• Payment will be based on number days worked at the established daily rate. The total amount will not exceed the value of the contract unless amended.

• Photographs shall conform to UNICEF ethical reporting guidelines and appropriate visual portrayals of children and adults

• The consultant should be available for assigned work at the request of UNICEF South Sudan. Transportation permitting, the consultant should be prepared to travel when and as requested by the Office.

• The consultant will be paid DSA at established rates in all locations and will be responsible for direct payment of accommodation and meal costs at each location.

• Flights will be provided by UNICEF by the most direct and economical routes according to planned official travel.

• Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.

• No work may commence unless the contract is signed by both UNICEF and the consultant.

• A signed contract copy or written agreement must be received by the office before Travel Authorization is issued.

• The consultant may not travel without a signed travel authorization prior to the commencement of official travel.

Justification

The United Nations Children’s Fund (UNICEF), South Sudan Country Office is one of the largest and longest actors at the centre of the efforts to ensure the survival, protection and development of children in South Sudan. To articulate the situation of children and women in South Sudan there is need for massive advocacy at various levels, and preparation of messages to meet the needs of both national and international audiences.

South Sudan is also prone to both natural and human made emergencies. Efforts to establish the extent of such and the response all need to be documented more over at short notice.

A prudent approach therefore is to have on hand a long-term agreement with a Videographer who can be brought on board to address visual communication needs on an ad hoc and as-needed basis.

This LTA covers 90 working days over12 months period.

Scope of Work

The Videographer will be required when the need to visually document UNICEF activities arises. The Videographer will be required to have his or her own equipment and be available for travel immediately as needed. The Videographer will be paid a standard fee equivalent to a mid-scale L3 position and per diem as applicable. All videos will remain the property of UNICEF.

The consultant will work closely with field staff under the supervision of Communication Officer, Communications & Advocacy Section and / or Chief of Strategic Communications, according to the assignment.

Specific Tasks

• With UNICEF guidance, develop plan and schedule and contacts for video pre- production, production, and post-production.

• Film scenes demonstrating the situation of children and women; success and challenges

• Film UNICEF activities as may be guided

• Film interviews with UNICEF staff.

• Film interviews with beneficiaries.

• Provide draft videos / images for approval

• Provide shot list to guide in editing and B-roll use.

• Take details of each item filmed.

• Provide split version of video.

• Clearly identify location, name and age of interviewees and any relevant details.

• Obtain consent for video usage from concerned people/authorities.

• Film scenes that show visibility for UNICEF’s work.

Methodology

• Based on discussions in Juba, write production plan (e.g., narrative outline, shooting

• Schedule, post-production editing.

• Film on site in agreed locations (to be discussed in Juba)

• Draft first edited video product (15 to 18 minutes)

• Submit draft films for review and approval

• Submit final approved documentary

• Video outtakes for B-roll use in DVD format.

Expected Deliverables

  1. One feature documentary(not more than 20 mins – length according to individual assignment) and additional footage
  2. Short list of all tapes to guide in editing.
  3. Provide rough cuts on DV format.
  4. Provide draft video on DV format for editorial input.
  5. Provide six 5 minute videos in DV format, as requested (topics to be identified)

Expected Background and Experience

· Formal training or the equivalent experience in videography with a minimum of 5 years of work experience

· Proven ability in videographer and experience in humanitarian response

· Ability to assimilate and communicate complex visual messages in an engaging and child-friendly manner

· Awareness and/or experience with UNICEF’s humanitarian principles

· Awareness and/or experience with UNICEF’s activities in South Sudan

· Experience working in a conflict/ post-conflict environment desirable

• The consultant will be paid DSA at established rates in all locations and will be responsible for direct payment of accommodation and meal costs at each location.

Justification

In response to increasing demands from donors for background and supporting print materials combined with the need to tell the humanitarian story of South Sudan to a wider global audience, and to help provide a portfolio of material, the office requires the services of a Writer/Editor.

There is a need to have LTAs with qualified writers who could be contacted on a needed basis.

This LTA covers 90 working days over 12 months period.

Scope of Work

The writer/Editor will edit documents and human interest stories as may be guided by the Chief of Communication and may be required to travel to field locations to gather relevant materials.

The consultant may not be required to sit at the UNICEF office throughout the duration of the assignment but will be available when needed.

The writer/Editor will be required to have his or her own equipment. The writer will be paid a standard fee based on qualification and experience and per diem as applicable. All write ups will remain the property of UNICEF.

The consultant will work closely with field staff under the supervision of the Communication Officer, Strategic Communication and / or Chief of Strategic Communications, according to the assignment.

Major Duties and Responsibilities

  • The consultant will edit UNICEF reports, stories and other relevant documents in line with UNICEF’s style guide.
  • The consultant will take notes and write documents as may be guided by the chief of section.
  • Collect suggestions and contacts for possible human stories in consultation with the UNICEF Communications supervisor.
  • Contacts identified persons and select the most interesting/impacting human story angle.
  • Travel to the project sites and meet with relevant people of the project activities – children, families, service providers, local authorities etc;
  • Coordinate with the UNICEF Communications supervisor topics and outline of the expected human interest stories

Expected deliverables

At the end of the consultancy, the incumbent is expected to have delivered, as requested:

  • Human interest stories
  • Feature articles (250-4000 words – depending on agreement for each assignment) written in English and submitted to UNICEF within the dateline set by UNICEF
  • Brochures/factsheets written and edited
  • Provide any relevant documentation (photos or recordings) on the subject that supplements the write-up
  • Editing services as requested

Desired background and experience

  • A first university degree, preferably in journalism, media or similar field
  • Fluency and proven native-level writing skills in English.
  • At least five years of experience of producing articles, short features, vignettes or reports for public audiences preferably in a media or development environment
  • Ability to assimilate and communicate complex visual messages in an engaging and child-friendly manner

COUNTRY PROGRAM MISSION**

Since 1994 American Refugee Committee (ARC) has been operating in South Sudan which covers five states with programs and services reaching over 400,000 returnees, IDPs, refugees and host community members.

Currently, ARC implements programs in Primary Health Care and Gender Based Violence but is currently expanding to Secondary Health Care WASH, and Food Security. ARC has program activities in Central and Eastern Equatoria, Northern Bahr el Ghazal and Warrap States. This project will be implemented in Aweil State Hospital.

PRIMARY PURPOSE OF THE POSITION

The Senior Registered Nurse is responsible for providing technical guidance to all the nursing and support staff to deliver quality comprehensive emergency obstetric and neonatal care (CEmONC), trauma care, general surgery, gynecology, pediatrics, and internal medicine in a rural hospital setting. This includes injecting fresh energy, enthusiasm, and skill-building techniques into the current nursing cadre, key to sustaining the project’s capacity-building goals beyond the life of this project.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES

Team management

  • Provide leadership support to the nursing and midwives team in the various departments
  • Ensure and organize weekly activities schedule (ward rounds) with nurses, midwives and other relevant medical staff
  • Ensure consistent readiness, responsiveness and quality of emergency obstetric care among nurses and midwives
  • Organize and lead weekly meetings with nurses and midwives
  • Carry out routine performance reviews of the nursing and midwives
  • Ensure data quality, timely reporting, and use of data in service improvements among nursing and midwife staff. Ensure availability of appropriate register books in each department; ensure nurses and midwives are trained and accurately complete register books. Complete summary reports and submit to Chief Medical Doctor for departments, as directed. Discuss data with staff during regular staff meetings to formulate recommendations for improvements in service delivery.
  • Ensure adherence to high standards in infection prevention among supervised staff, including adherence to universal precautions by all staff, proper equipment sterilization, as well as adherence to waste segregation and proper disposal
  • Ensure compliance with referral system among supervised staff, including entry of referral forms into appropriate register books, completion of feedback forms to referring facilities, and follow up, as required, of discharged patients.
  • Perform any other duty assigned by line manager

Patient care

  • Provide appropriate treatment for pregnant women who are ill, obstetric complications, trauma, neonatal emergencies, complications of abortion, post-natal complications, and treatment of severely malnourished children
  • Conduct routine consultations, as necessary, of patients of all ages and medical needs, but focusing specifically on focused antenatal care, pregnant women who are ill, routine delivery services, post-natal consultations for the mother and baby, and other reproductive health consultations. Functions include history taking, diagnosis, investigation using appropriate diagnostic drugs, treatment procedures according to MOH guidelines and prescription of drugs as recommended by Medical Doctor
  • Implement continuous quality improvement of CEmONC and outpatient MCH services through:
  • Supportive supervision of clinical staff, specifically nurses and midwives
  • Assist in implementing schedule of regular clinical skills updates and continuous medical education,
  • Ensure supervised staff understand and adhere to South Sudan treatment protocols
  • Assist in routine maternal death audits and reporting of accidents, near misses, and adverse events
  • Ensure good patient flow and consultations of the medical departments

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • Higher diploma or degree in Nursing from a recognized institution, Master’s degree in Public Health is an advantage
  • At least three years management experience in a rural hospital setting, including experience supervising and mentoring clinical staff
  • Experience in people management skills leading a team
  • Excellent communication skills – written and spoken and computer skills
  • Strong interpersonal skills, creativity, flexibility, adaptability and empathy
  • Fluent in English; Juba Arabic is an added advantage
  • Clinical skills and demonstrated technical expertise in several of the following areas: emergency obstetric services (including Caesarean deliveries and blood transfusions), focused antenatal care, essential inpatient care for pregnant women who are ill, outpatient MCH services, essential newborn care, post-natal and post-abortion care, prevention of mother-to-child transmission of HIV (PMTCT), clinical management of rape, family planning, general nursing care and basic life support.
  • Proven ability to work cooperatively with others in a team environment
  • Strong coordination skills with proven ability to work across multiple technical areas simultaneously, supporting and mentoring multiple staff members
  • Experience in data collection, monitoring, and data utilization at secondary and tertiary care levels, including experience with South Sudan register books and DHIS and IDSR systems.

The Australia Africa Partnerships Facility (AAPF) was designed in 2009 to support the expansion of Australia’s engagement with Africa’s development. The AAPF design established the following goal and objectives:

Goal: Develop partnerships between Australia and African countries that contribute to achieving African countries’ development priorities.

Objective 1: Build effective partnerships that contribute to the sustainable achievement of targeted development priorities in African countries.

In January 2011, AusAID appointed Cardno as the Managing Contractor for the AAPF. The AAPF provides targeted capacity-building assistance across a range of areas, but primarily mining governance, agriculture and food security, governance and public policy (especially trade policy and negotiation, economic governance and public sector reform). The Australian Government prioritised these three sectors due to Australia’s significant experience and expertise in each of them.

In December 2013 a narrowing of scope to focus primarily on supporting DFAT’s *Extractives for Growth (E4G)*program on the African continent, with ongoing support to ‘manage out’ existing agriculture and food security and public policy activities was agreed. The AAPF is currently designing activities in the *Skills and Extractives, Extractives and Communities*and*Enabling Environment*pillars of the E4G Program.

The Nurse Anesthetist shall work as a part of the medical care team and help in performing surgeries. He/she is responsible for delivering anesthesia for medical and surgical procedures. The Nurse Anesthetist cares for a patient before, during and after a medical procedure or surgery by performing a patient assessment, preparing the patient for anesthesia, administering and maintaining the anesthesia to ensure proper sedation and pain management, overseeing patient recovery from anesthesia and caring for the patient's immediate post-operative needs.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES

  • Prepare preoperative assessments including health histories, physical examinations and tests to determine if giving anesthesia to the patient would be fine or not.
  • Make sure that the patients are prepared well for the surgery both physically as well as mentally.
  • Administer anesthetics for the prompt management of complications of pregnancy and labour requiring surgical intervention as well as support clients undergoing general surgery and orthopaedic surgery
  • Initiate and maintain appropriate intra-operative anaesthetic care. Ensure that the patients are given appropriate dosage of anesthesia and also maintained while the surgery is going on.
  • Monitor the patients for a while after the anesthesia is given. This is to check if the anesthesia goes in properly or reacts in a different manner.
  • Initiates remedial measures to prevent surgical shock or other adverse conditions.
  • Informs physician of patient's condition during anesthesia.
  • Provide information related to anesthesia to the patients. He/she needs to calm the patients’ anxiety and educate him/ her about the after effects of anesthesia.
  • Document and archive patients’ reports; preoperative assessments, intra and postoperative anaesthesia procedures.
  • Complete postoperative evaluations in accordance with department policies.
  • Formulate anaesthetic care plan and protocols in accordance with the national and international standards
  • Participate in monthly meetings of the hospital management team by compiling and analysing client records for the improvement of quality of anaesthetic support
  • Participate in the creation and sharing of knowledge in the hospital by conducting on-the-job training that will ensure quality anaesthetic support services
  • Perform other duties in the hospital as required.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • Bachelor degree/Diploma in anesthesiology from a recognized institution
  • Registered to practice with a recognized professional body
  • 2-3 years’ experience in surgical obstetrics, general and orthopedic surgery

Purpose of the Position

UNICEF has been endorsed as the Managing Entity (ME) for South Sudan’s Global Partnership for Education Programme (GPEP) which is jointly funded by the GPE and USAID. The responsibility of the ME is demanding both in terms of technical assistance and procedural managerial support to the Ministry of Education Science and Technology.

Under the guidance and supervision of the GPE Manager, provide technical support towards the implementation of GPEP activities in compliance with UNICEF rules, regulations and policies whilst ensuring adherence to donor, i.e., USAID, guidelines and procedures. The Education Specialist will be accountable for planning, implementing, monitoring and evaluation of specific components of the programme and ensure efficiency and effectiveness of programme management towards the delivery and accomplishment of programme goals and objectives and in compliance with both established UNICEF and USAID guidelines and procedures.

The Education Specialist will be accountable for identifying inequalities including gender inequality and ensure the GPEP contribute to their reduction. S/He ensures that monitoring mechanisms are in place to track progress towards disparity reduction goals and targets in Education. S/he will prepare relevant documentation and technical reports for donors and periodic program updates. The Education Specialist will support GPEP implementation collaborating across the Education and Adolescent Development programme as well other sectors to promote inter-sectoral synergy and efficiency in order to ensure that progress benefits mutually Education and Adolescent Development and other programmes, in particular Water and Environmental Sanitation, Child Protection and Nutrition.
Contributes to synergize the work of United Nations agencies in Education for All goals including in humanitarian actions, working with the Education in Emergencies Unit and Education Cluster within the inter-agency standing committee (IASC), as may be required.

Timely input, support and collaboration to Education Sector Situation Analysis and its periodic update made for effective programme planning, development and management, in a gender-specific framework. Qualifications of Successful Candidate

Education Background:
Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Primary Education, or a Social Sciences field relevant to international development assistance.
*A first University Degree with a relevant combination of academic qualifications and experience may be accepted in lieu of Advanced University Degree.

Work Experience:

  • At least five years of progressively professional work experience at national and international levels in field programmes relevant to Education.
  • Experience working with the UN, USAID or other major international development organization is required. Global Partnership for Education (GPE) programme experience in a fragile environment would be an asset

Purpose of the Position

Conflict and insecurity are among the most significant development challenges of our time and considerable barriers to realising the right to education for all children and young people. Education has crucial linkages to a society's social, economic and political spheres. Education is central to identity formation, can promote cohesive societies and contribute to state-building. The goal of the Peacebuilding, Education and Advocacy (PBEA) project is to strengthen resilience, social cohesion and human security in conflict-affected contexts. Towards this end UNICEF works to invest in a more rigorous and comprehensive basic education system (both formal and non-formal) in South Sudan, one that advances the needs and rights of all children, including adolescents and working through a peacebuilding lens.

Accountable for planning, implementing, monitoring and evaluation of Peacebuilding, Education and Advocacy project to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives. Across the PBEA as part of the Education and Adolescent Development programme, accountable for implementing programmes and identifying peacebuilding, human rights and gender inequalities in Education and Adolescent development and for developing innovative approaches and programmes to eliminating these inequalities. Collaborates across the programme(s) to ensure conflict sensitivity education and gender mainstreaming. Ensures that monitoring mechanisms are in place to track progress towards disparity reduction goals and targets in Education and promotes holistic adolescent development. Commitment for enhancement of gender-sensitive teamwork and capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy.

Provision of roaming (based in Juba but with 60% roaming support to various field locations) technical support to field colleagues in the areas of Peacebuilding, Education and Conflict Sensitive Education, Life Skills and Peace Education.

Promotes inter-sectoral partnerships in PBEA as part of the larger Education and Adolescent Development Programme in order to ensure that progress benefits mutually Education, Peacebuilding and Adolescent Development and other programmes, in particular Child Protection, WASH, Health, Nutrition, Social Policy and Communications.

Key Expected Results**

  1. Timely sectoral analysis, input, support and collaboration to the Situation Analysis and its periodic update made for effective PBEA project contributing toward the Education and Adolescent Development programme planning, development and management, using a conflict sensitive and gender-specific framework. Partnership with the stakeholders, including government and knowledge institutions strengthened to further understanding of barriers to and opportunities advancing in education, peacebuilding and comprehensive adolescent development.
  2. Knowledge management effectively promoted through drafting/finalizing key Education, Peacebuilding and Adolescent Development and overall sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange, with partnerships and collaborative relationships with all stakeholders, capitalizing on the know-how and network of knowledge institutions.

The core partnerships as well as selective partnerships on specific issues and themes or regional concern, such as "Achieving results for adolescents" (R4A), education and HIV, life skills and Peace building in education exploited efficiently in order to formulate common advocacy position, develop policy guidance and influence allocation of resources on behalf of education.
  4. Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the defined programme strategies and approaches, and conflict sensitivity, gender mainstreaming across programmes. Qualifications of Successful Candidate**

Education Background:
Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Primary Education, Child and Adolescent Development, Behavioral or Social Sciences, Children Policy Development or another field relevant to international development assistance.

Work Experience:

The Danish Red Cross is seeking an experienced disaster management delegate for the position as DRC Country Coordinator for South Sudan. The Country Coordinator forms part of the East Africa/Horn of Africa team and is overall responsible for developing and implementing DRC’s strategic plan for South Sudan and for the successful management of DRCs programme portfolio as well as the partnership with South Sudan.

The Danish Red Cross supports a number of Red Cross National Societies in the East Africa/Horn of Africa region. The support focuses on emergency support, psycho social support, disaster risk reduction, health, volunteer management and organizational development. We emphasize strengthening of partner organisations, both within organisational development and operational capacity building. We see integrity, transparency, autonomy and sustainable volunteer structures as conditions for building sustainable operational capacity.

DRC has cooperated with the South Sudan Red Cross (SSRC) since 2005 and is currently expanding its operations in response to the escalating emergency needs. With support from the Danish Government, DRC assists the SSRC to respond to the many humanitarian needs in the country spurred by the conflict situation.

The current programme portfolio includes a disaster management capacity building programme to strengthen the capacity of SSRC to respond to the humanitarian needs in the country, a life-saving disaster response intervention, as well as a psychosocial programme for people affected by the conflict. There is currently one other DRC programme delegate in the country.

Responsibilities
As Country Coordinator, you will ensure that Danish Red Cross’ obligations in South Sudan concerning emergency response programmes and capacity building measures are adhered to and donor reporting (narrative and financial) are properly carried out. In addition, you will ensure that relevant Red Cross and donor guidelines and policies are adhered to. In coordination with SSRC, you will liaise with relevant agencies and donors as well as participate in coordination and information sharing within the Red Cross Movement. Furthermore, you will ensure that programme funds are used and accounted for in accordance with approved activity plans, budgets and provisions.

Expanding the portfolio will also constitute a substantial part of your responsibility. While the DRC Head of Region is overall responsible for all DRC staff in East Africa region, you will be the technical line manager for one other international delegate based in the country. In your capacity as disaster management delegate, you will provide technical assistance, managerial and professional support to your counterparts in SSRC with respect to the preparation, implementation, supervision, monitoring and evaluation of programme activities.

Experience and qualifications
You have a minimum of 7-years of solid experience in the implementation of disaster management programmes. Experience from the East Africa region and the Red Cross Movement will be an advantage. Experience with DANIDA specific funding, hereunder implementation and reporting procedures is a strong asset.

You have a relevant educational background and we expect that you have good analytical skills and that you can handle stressful situations. You possess excellent communication, coordination as well as networking and facilitation skills. You are self-motivated and due to the emergency situation in the country, you will be ready to hit the ground running. The ability to work in a challenging and stressful and complex conflict environment is essential.

Project cycle and financial management experience as well as project proposal writing is essential and excellent English speaking and writing skills are key requirements. You must be self-supporting in computers and possess a valid international driving license.

Employment Conditions

The starting date is 15 January 2015 or soonest thereafter and the length of the contract is 12 months with the possibility of extension.

Your duty station will be Juba, South Sudan. The position is a non-family duty station. Travelling to the programme areas will take place regularly and will require at least 30% of the contract period. You will report to the DRC’ Head of Region for East Africa region based in Kampala, Uganda. The salary including all allowances and pension will be between DKK 41,500 and 42,500 pending qualifications and experience.

Job Duties:

· Regularly update, maintain, and organize the grant management table and calendar and keep all colleagues informed of submission dates and follow-up required for grant reports and proposals

South Sudan: Logistic Coordinator - South Sudan

We are looking for a highly experienced and active Logistic Coordinator who can lead the logistics, fleet management, warehousing and procurement for the large and varied DRC and DDG projects ranging from demining equipment to individual and community shelter to garage maintenance/workshop to non-food items (NFI) and much more. DRC-DDG is currently scaling up operations for the current crisis.

Who are we?

DRC DDG has been working in South Sudan since 2004 and implements emergency, humanitarian demining, armed violence reduction, livelihood and community driven development activities in six states. The strategic focus of the current South Sudan program is that all forcibly displaced and conflict-affected people can access their rights in a safe and secure environment.

South Sudanese living outside the country have been returning in significant numbers after the Comprehensive Peace Agreement but South Sudan also experiences internal displacement and in 2012-2013 has seen an influx of 180,000 refugees into the northern states of Unity and Upper Nile. DRC DDG is responding to this displacement but the logistical challenges of ensuring that life-saving supplies reach these remote parts of the country are enormous. The logistics department also has to ensure a timely and effective service to the non-emergency parts of the operation that also have major logistical requirements particularly Mine Action.

About the job

The DRC DDG Logistics Coordinator has the overall responsibility for the timely and effective procurement & logistical support required for the implementation of DRC DDG regular and emergency programmes in South Sudan.

Duties and Responsibilities

Planning and Operation
»Design and implement a sustainable and robust procurement and logistics system for the efficient and effective support to all DRC DDG South Sudan regular and emergency programmes and support services;
»Ensure the timely implementation of the CAST (Control, Audit and Support Team) recommendations;
»Develop procurement plans in collaboration with the DRC and DDG heads of programme and team leaders. »Ensure efficient and timely supply of all items from suppliers to the organisation’s warehouses country-wide;
»Ensure compliance with donor requirements, rules and regulations;

DRC will offer the successful applicant a one-year contract, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Juba, South Sudan.
