Purpose of the Position

The Senior HIV and AIDS Specialist (Prevention) is responsible for providing regional technical leadership, guidance, and assistance to country programmes, shaping UNICEF's national programme efforts to reduce new infections among adolescents, and, more broadly, address underlying causes and drivers of adolescents' heightened risk and vulnerability to HIV. The incumbent will lead UNICEF's engagement in the joint UN Programme on HIV and AIDS's efforts to reduce new infections among adolescents, support the attainment of HIV Prevention targets, outcomes and outputs in UNICEF's Medium Term Strategic Plan, and aligned with ESAR's Regional Priorities, will also serve as UNICEF ESARO's focal point for multisectoral adolescent programming.

S/he will ensure harmonized and aligned HIV prevention technical assistance and support to national programmes by Joint UN Country Teams on HIV/AIDS. The incumbent will represent ESARO among development partners and within the Interagency HIV Prevention Working Group, and the regional HIV prevention coordination structure, supervised under the Regional Directors Team.

Key Expected Results

  1. Provide leadership in the provision of technical support and high-level guidance to UNICEF-supported country programmes and key partners for accelerating the implementation of evidence-informed HIV prevention interventions with and for adolescents in the region, including the strengthening of regional and country-level cosponsor support for the coordination, harmonization and alignment of national HIV prevention responses. Provide oversight, monitoring and evaluation of the effectiveness of the HIV prevention programme activities supported by country programmes. Promote the achievement by country programmes of the MTSP HIV Prevention targets by leading processes for the generation and dissemination of sub-regional and national level evidence on effective and innovative responses which effectively address the key drivers of the epidemic in the region.
  2. Lead the coordination of ESARO support to Country Office activities in Regional Priority 4, Results for Adolescents, by fostering cross-sectoral engagement and collaboration on adolescent programming, and providing overall strategic vision for regional and country programming.
  3. Provide high-quality oversight to country and regional office teams in the implementation of priority programming on adolescents, including ensuring data monitoring and accountability mechanisms on Regional Priority 4, as well as other relevant HIV initiatives on adolescents. Coordinate and review progress on related key indicators on HIV and adolescents and provide support to CO and RO colleagues to provide high quality reporting on results.
  4. Provide senior representation, leadership, coordination support and management for ESARO within the regional interagency working groups on HIV prevention through the provision of technical leadership to strengthen UN coherence, harmonization, and alignment on HIV prevention activities and processes within the region in support of the HIV prevention programmes with and for adolescents by national partners.Through high-level technical leadership, strategic advice and technical guidance support efficient regional-level capacity development assistance, the development and dissemination of strategic information, joint advocacy and resource mobilization in order to increase adolescents' access to and use of HIV prevention information, skills and services.
  5. Coordinate and guide broader multisectoral adolescent programming addressing an integrated approach to adolescent HIV Prevention, Treatment, Care and Support, and support other sectors including Protection, Education, and Health with the development of plans and strategies addressing the underlying causes of adolescent vulnerability.

Qualifications of Successful Candidate

  • Advanced university degree in one or more of the disciplines: Public Health, Public Health Administration, HIV/AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS. Training in gender and in nutrition programmes that promote gender equality as an asset.
  • Ten years of relevant work experience at national and/or international level.
  • Experience working in the UN or other international development organization an asset.
  • Training and experience in HIVAIDS health care.
  • Background/familiarity with Emergency.
  • Experience in monitoring gender disparities and in programme interventions that reduce these disparities as an asset.
  • Fluency in English and another UN language. Knowledge of the local working language of the duty station would be an asset.

Overview

The Communications Coordinator will lead an ambitious, well-funded and creative program with the goal of translating CIFOR's high-caliber research from across Africa into meaningful, real-world impact. The program uses a range of media - including blogs, video documentaries, radio programs, conferences and workshops, TV and newspapers - so that policymakers, donors, NGOs, the private sector and other key stakeholders have the latest research on how best to manage the continent's forests, especially in relation to climate change, livelihoods, food security, energy and water management.

We need a dynamic, creative and self-directed Communications Coordinator to take the freedom and resources we offer and make it happen - whether it involves working alongside our scientists to develop communication strategies for specific research projects, traveling to the field with a TV crew, writing blogs, organizing a workshop or talking to journalists.

• Work closely with CIFOR's headquarters in Indonesia, especially others in the Outreach team, with staff and consultants worldwide, and a Multimedia unit, which overseas CIFOR's many web platforms and publications,

• Write and edit blog stories, fact sheets, press releases, video synopses and scripts and other editorial,

• Oversee production of films and multimedia packages,

• Organize or support conferences and workshops in Africa in which to showcase CIFOR's research,

• Advise and mentor scientists on communications, especially on speaking to journalists, blog writing and on giving presentations to non-scientific audiences,

• Foster relationships with journalists across Africa and beyond to encourage media attention on CIFOR's research.

Requirements

Education, knowledge and experience

• A minimum of Bachelors' degree in communications, science (e.g. biophysical sciences, social sciences, political sciences, economics, etc.), or a related field. Master's degree is desirable,

• At least seven years' experience in producing high-quality communications materials across a range of mediums (samples to be requested),

• Demonstrated interest in science and environmental issues and ability to grasp new material quickly,

• Demonstrated ability to write and edit English across multiple styles and formats at a very high level (better than average native speaker),

• Experience working with technical experts, preferably in a multicultural context,

• Professional experience in Africa is preferable,

• Fluency in English and French,

• Ability to manage multiple projects and competing priorities.

Role Purpose:

The programme Officer assists in the overall management of partner participating in Childline Kenya programmes. These programmes are implemented in various parts of the country covering the technical areas of Child Protection

When required by the line manager the Programme Officer will represent Childline Kenya in all relevant government authorities, INGOs and NGOS, and visitors. He/she will ensure that programme implementation and operations are managed in accordance with Childline Kenya’s policies and its Mission, Vision and Values.

Strategic Programme Coordinated Management

  • · Contribute to the development, review and revision of the project implementation strategy. This will include participating in child rights situational analysis, providing input and feedback in coordination with the line manager

Team Leader, Kenya

We are currently seeking a Team Leader for the AgResults Kenya On-Farm Storage Pilot, a multi-year project, anticipated to run until approximately December 2018 that aims to address post-harvest losses by facilitating the development, marketing and distribution of on-farm storage solutions to smallholder farmers. The pilot aims to increase the economic welfare of smallholders through improved access to enhanced storage solutions that minimize crop losses and enable smallholders to store maize longer, help catalyze a sustainable long-term market for grain storage solutions in Kenya, and test an innovative approach to engaging the private sector to serve smallholder needs, with potential future applicability to the delivery of other goods and services to smallholders.

The role of ASI as Pilot Manager and the Team Leader as the Key Personnel is to facilitate the pilot in close collaboration with the Secretariat, serve as primary point of contact for the storage device companies (referred to as Implementers) for the Pilot, and facilitate an Advisory Council that provides guidance to the Pilot. It will be important for the Team Leader to avoid playing the role traditionally played of a technical advisor when implementing a push mechanism program, as the AgResults pilot is a pull mechanism that requires a hands-off, neutral facilitator role of the Team Leader.

The Team Leader will be responsible for quality delivery of all work in the facilitation of the AgResults Kenya On-Farm Storage Pilot.

Responsibilities:

  • Assume overall responsibility for the implementation of AgResults Kenya On-Farm Storage Pilot.
  • Implement and monitor the program work plan, meeting expectations of quality work standards and ensuring program deliverables are met on a timely basis.
  • Ensure proper financial management by ensuring expenses are in compliance with ASI policies and Client requirements.
  • Oversee administration and compliance of the program, which includes procurement, liaising with regional office to draw down on administration and logistical support staff as needed and confirming all activities are in compliance with donor regulations and ASI policies and procedures.
  • Draft, write and submit all program reports and deliverables
  • Supervise any consultants or contracted services (including ACDI/VOCA employees) working for the program.
  • Identify potential problems and opportunities, and recommend appropriate solutions and responses to the Secretariat before taking action.
  • Oversee program support and ancillary activities.
  • Ensure effective stakeholder engagement, public outreach and communications.

Qualifications:

  • Minimum of ten years of experience working in agribusiness and with understanding of smallholder farmers particular needs and concerns.
  • Bachelor’s degree required in agriculture, international development, economics or other related field; master’s degree preferred.
  • Excellent project management, time management, verbal and written communication, and problem solving abilities.
  • Demonstrated effectiveness interacting with agro-industry stakeholders, including government, private sector and research organizations.

Technical Operations Officer, Kenya

We are currently seeking a Technical Operations Officer for the AgResults Kenya On-Farm Storage Pilot is a multi-year project, anticipated to run until approximately December 2018, that aims to address post-harvest losses by facilitating the development, marketing and distribution of on-farm storage solutions to smallholder farmers. The pilot aims to increase the economic welfare of smallholders through improved access to enhanced storage solutions that minimize crop losses and enable smallholders to store maize longer, help catalyze a sustainable long-term market for grain storage solutions in Kenya, and test an innovative approach to engaging the private sector to serve smallholder needs, with potential future applicability to the delivery of other goods and services to smallholders.

The role of the Technical Operations Officer is to oversee the work of an independently contracted firm(s) to verify the sales that Implementers make, ensure quality of data collection of verifier firm, support preparation of all project reports, and conduct administrative tasks as requested by the Team Leader.

Responsibilities:

  • Serve as Acting Team Leader when the Team Leader is absent.

  • Liaise closely and oversee the work done by the organization(s) hired for Pilot Verification services, which are anticipated to include a randomized rural household survey, two market share surveys, and two rounds of sales audits over a period of approximately three and a half years.

  • Provide input, conduct spot checks and oversee the following: sales audits and development of indicators to identify potential misreporting; fieldwork and data collection for the surveys; data cleaning, data analysis and reporting.

  • Develop, in collaboration with the Verifier, any necessary templates for data collected from the Implementers.

  • Liaise with the Pilot Verifier organization(s) to ensure consistency in work plans and reporting.

  • Support analysis of LGB testing being conducted on the storage products in the Pilot, as needed

  • Support operations, particularly weekly, monthly and quarterly management reporting to the Secretariat and/or Steering Committee.

  • Provide operational support including: administrative tasks, communications & reporting, outreach and research as may be required.

Qualifications:

  • Minimum of five years of experience overseeing surveys and data collection, preferably in the field of agriculture or agribusiness.
  • Bachelor’s degree required in research methods, statistics, economics or other related field; master’s degree preferred.
  • Demonstrated experience and effectiveness developing and overseeing surveys, data collection, survey protocols, data cleaning, and data analysis and reporting.
  • Excellent communicating and problem solving abilities.

Purpose of the Position

Program Overview

The women are supported through self-help groups, where they receive training in finance, savings and income-generating activities; they receive basic education and literacy skills; and training on women’s rights and responsibilities, with access to legal aid. In 2013, based on request from the women of the community for quality education for their children, an early childhood development centre – an eco-friendly and financially sustainable school – was opened, with children being educated to lower primary levels. Our partner also runs two social enterprises – tourism related – to supplement income from international and local donors.

You will be the first volunteer on assignment and your role would be akin to conducting an internal audit. You will need to gain an understanding of the organisation and its structure, assessing its existing financial procedures and controls, and making recommendations / implementing changes that you deem necessary. They recently hired a Finance Officer, after a period of time without a dedicated member of staff doing the accounting/finance; the FO has studied accounting, and this will be her first role as an accountant. Furthermore, they lost most of their accounting/finance information as a result of a computer crash. They are seeking support in reconstructing their accounts, training/mentoring the new Finance Officer, enstating appropriate accounting processes and financial controls, and assessing how best they might be able to move to a computerised accounting system. They have Quickbooks, but this has not been used for over a year now.

They would also like support in better managing the accounting, financial and legal requirements of the charity arm and social enterprises.

Position Overview:

Heshima Kenya is a nonprofit organization based in Nairobi, Kenya dedicated to identifying, protecting refugee children and empowering unaccompanied and separated refugee children, especially adolescent girls, through our specialized shelter, education and advocacy programs. The Psychosocial Counselor will provide technical support and leadership required for the successful implementation of all psychosocial activities of the Child Protection Program funded by UNHCR. She/ he will provide one on one counseling and group counseling sessions for vulnerable children, children at risk and foster families to reduce the past trauma experienced. The Counselor will work closely with the Social workers on providing psychological support and report to the Child Protection Manager.

Responsibilities:

  • Participate in the development of professional, effective and appropriate psychosocial programming, including direct individual and group counseling support.
  • Provide professional and confidential services to SGBV and trauma survivors.
  • Assist in the development and provision of psychosocial activities within Heshima Kenya’s project areas within the Urban Refugee Program.
  • Supervise and provide training, mentorship, and other technical support to social workers directly involved with the psychosocial component of Heshima Kenya program.
  • Strengthen and maintain networks with community leaders, groups and service providers to ensure that survivors receive support from the community and to encourage greater communication, collaboration and coordination among partners (protection, health, legal, and psychosocial sectors).
  • Collect data on Child Protection issues including SGBV and monitor trends and emerging issues.
  • Assist with developing adequate project monitoring systems and help to ensure that community incentive workers utilize these systems correctly and consistently.
  • Assist with preparing all relevant reports regarding Heshima Kenya’s psychosocial activities.
  • Ensure timely implementation of psychosocial program activities.
  • Provide leadership and guidance regarding psychosocial activities to all community workers to ensure all programs activities meet required standards of operation.
  • Work in collaboration with Social workers to ensure ongoing needs assessments, monitoring and follow ups of children’s’ intervention activities are timely.
  • Lead awareness-raising and/or sensitization campaigns on the Heshima Kenya’s psychosocial activities and other SGBV related services in collaboration with the Social Workers and the Child Protection Manager.
  • Lead the team of Social Workers in the development of monthly outreach plans based on case trends and children’s needs.
  • Fulfill any other duties and responsibilities as assigned.

Required Qualifications:

  • Must be a Kenyan Citizen
  • Degree in counseling or psychology, Social Science from a reputable University recognized in Kenya.
  • Minimum 5 years experience of direct psychosocial/counseling experience with refugees and with a passion of helping vulnerable children; experience working with survivors of violence and trauma required.
  • Clear understanding of gender-based violence and issues regarding violence against children.
  • Able to maintain confidentiality, counseling ethics and respect for survivors.
  • Able to lead, train, supervise, facilitate and motivate Community Incentive Workers in their respective tasks in a professional, respectful and supportive manner.
  • Positive, highly motivated, innovative, with strong organizational and inter-personal skills.
  • Able to coordinate multiple tasks while maintaining attention to quality and detail.
  • Able to work as part of a team.
  • Strong knowledge of computer applications, including MS Word and Excel.
  • Fluency in English and Swahili. Any other language will be an added advantage.
  • Experience working in the field of Gender-based Violence.
  • Must be registered with Kenya counseling association.
  • Be proficient in report and proposal writing and sound knowledge of computers i.e. Ms Word, Excel and Outlook.

Kenya: Finance Assistant

Position Description:

Heshima Kenya is a nonprofit organization based in Nairobi, Kenya dedicated to identifying, protecting and empowering Refugee Children, unaccompanied and separated refugee children, especially adolescent girls, through our specialized shelter, education and advocacy programs. The Child Protection Program is a UNHCR funded program with operations in the Urban Refugee Program. The Finance Assistant will manage funds for the Child Protection Program in Nairobi and other urban areas and report directly to the Director of Financial Operations.

Primary Responsibilities:

  • Prepare and maintain relevant books of accounts.
  • Prepare monthly reconciliation of program bank account.
  • Send monthly ledger statement, Quick Books (QB) file and general queries to the Director of Financial Operations by the 10th of every month.
  • Processing payroll and submit monthly tax filings to KRA, NSSF, and NHIF by expected due dates.
  • Manage the program petty cash.
  • Ensure payment requests are properly supported and are in accordance with relevant financial rules, regulations and procedures with adequate Budget Provisions.
  • Process for the signature of the authorized officers, the relevant documentations to effect payment while ensuring accuracy and completeness of the processed transactions.
  • Maintain relevant hard and electronic records and files related to the finance function.
  • Acknowledge bank and account for receipts.
  • Participate in the preparation of both monthly and other regular financial reports.
  • Serve as a member of the procurement team.
  • Support annual field audit preparation.
  • Perform any other related duties as may be assigned from time to time by management.

Qualifications:

  • A degree in Finance/Accounting and minimum of CPA II qualification.
  • Proficiency in Quick Books.
  • Knowledge and a minimum of three years experience with NGO accounting legal requirements, guidelines, fiscal responsibility, and reporting in Kenya with specialty in NGO guidelines and compliance.
  • Proficient in Microsoft Office, including intermediate skill level in Excel.
  • Excellent inter-personal skills, can work independently and with teams.
  • Must have high organizational skills.

Position Description:

The Social Worker will carry out Child protection program activities within the urban refugee program funded by UNHCR. The Social Worker will be responsible for the management, planning, assessing and implementing of the Child Protection Program activities and will report to Child Protection Manager.

Responsibilities:

  • Responsible for the management, planning, assessing and implementing of all the child protection activities.
  • Support in the design and implementation of program activities.
  • To coordinate the daily and weekly activities and prepare weekly, monthly and quarterly reports.
  • Conduct Best Interest Assessment and Best Interest Determination interviews and prepare reports for all identified children.

Qualifications:

  • Degree in Social Work, Community Development, International Relation or Humanitarian Affairs and /or Psychology.
  • 3-5 years of professional experience, preferably working with refugee populations and/or with refugee children.
  • 2-4 years working at the program management level, including leading or assisting with designing, implementing and managing projects.
  • Extensive experience in implementing culturally appropriate social work and mental health interventions for people who have suffered trauma and torture.
  • Must be a Kenyan citizen; preference to female candidates; knowledge of refugee language desirable (Somali, Amharic, or Oromo ).
  • Must have a certificate of good conduct.
  • Skilled at carrying out program needs assessments and program development.
  • Excellent oral and written communication and reporting skills.

Position Description:

The Child Protection Manager will carry out Child Protection program activities within the urban refugee programs funded by UNHCR. The officer will be responsible for the overall management, planning, assessing and implementing of the Program and will report directly to the Senior Program Manager.

Responsibilities:

  • Oversee overall management, planning, implementation and monitoring of Heshima Kenya’s Child Protection activities in the urban areas.
  • Prioritize child protection issues and design prevention and response initiatives.
  • Provide technical guidance and direction for effective planning, implementation and monitoring of Child Protection activities including the psychosocial support and legal support to vulnerable children and their families.
  • Develop monitoring and reporting mechanisms i.e. formal data collection for advocacy, qualitative and quantitative data for program development and information for donor reports.
  • Represent Heshima Kenya in meetings with UNHCR, Government of Kenya official meetings, Children’s Department, Department of Refugee Affairs, Technical working group meetings and with other stakeholders.
  • Develop training tools and materials for child protection interventions and assist in capacity building for staff and partners, in priority areas such as Child Rights, Prevention of Violence against Children, SGBV, Psychosocial support, family tracing and family re-unification and care for unaccompanied and separated children.
  • Ensure implementation of quality Rights-based Child Protection activities.
  • Implement result -based approaches.
  • Ensure child-friendly procedures are mainstreamed in all programmatic interventions related to SGBV and other protection programs.
  • Support grant writing process and identify new funding opportunities and new technical partnerships.
  • Develop multilayer strategic planning for the Child Protection program.
  • Develop effective systems for supervision and monitoring of children and community structures.
  • Prepare and compile program reports bi -weekly, monthly and quarterly and submit to the Senior Program Manager.
  • Lead a team of staff in the child protection department across multiple site locations in various urban areas.

Qualifications:

  • Degree in Humanitarian Affairs, social sciences, Development Studies or Counseling Psychology.
  • At least three years professional experience working with vulnerable children, refugee minors, or children at-risk.
  • Three years management experience required.
  • Able to effectively and respectfully handle conflicts, excellent communicator.
  • Knowledge of refugee related issues in Kenya, especially children.
  • Fluent in English and Swahili.
  • Excellent interpersonal skills; can work independently and as part of a team.
  • Must be highly organized, creative, detail oriented and work effectively under pressure with competing priorities.
  • Excellent data-collection, organizational and time management skills.
  • Experience in implementation and monitoring of programs.

Position Overview:

The Best Interest Determination Coordinator will carry out program goals and objectives associated with all Child Protection activities. The Officer will be responsible for the Best Interest Assessment and Determination process for all identified children and will report to the Child Protection Manager.

Responsibilities:

  • Overall management of the Best Interest Assessment and Best Interest Determination process of all identified children and finding durable solutions.
  • Work closely with the Child Protection Manager to ensure effective management of the assessment and documentation process of the Refugee Children.
  • Support conducting and follow ups of BIA/ BID interviews for case management.
  • Support the preparation of BID reports, review and presentation of reports to the UNHCR and other BID panel partners.
  • Submit BID cases with findings and recommendations bi- weekly and on a monthly basis to the Child Protection Manager.
  • Prepare Field Site progress reports and follow up reports.
  • Support and foster inter-partnership coordination on child protection.
  • Coordinate closely with other partners and the District Children’s Officer, ensuring compliance with the Children’s Act of Kenya, and other legal and institutional frameworks, and promote the sustainability of initiatives undertaken.
  • Represent Heshima Kenya at external meetings as may be requested by the Child Protection.
  • Be a strong advocate for children’s best interest in all care arrangements and wider discussions affecting children’s welfare.
  • Coach, mentor, and support opportunities for continual staff development in the program.

Qualifications and Experience

  • Degree in Social work, Diploma in Community Development or Counseling.
  • Previous practical experience in the BID process; minimum of 3 years relevant work experience in Child Protection Programs.
  • Demonstrate experience in Child rights & protection issues in the Kenyan context including knowledge of international and national legislation and policies.
  • Solid knowledge of UNHCR BID Guidelines and Field Handbook for the Implementation of UNHCR BID Guidelines.
  • Solid knowledge of Alternative Care in Emergencies toolkit and the Kenya’s National Guidelines on Alternative Care.
  • Experience in designing and conducting trainings for a variety of actors.
  • Strong self-starter with demonstrable ability to adapt to changing program priorities and emergency priorities that may arise.
  • Excellent analytical and report writing skills.

Position Overview:

The incentive worker will carry out program goals and objectives associated with all child protection programs and be responsible for the implementing of Heshima Kenya’s Child Protection program in the urban areas with support from the social workers and counselors. The incentive worker will ensure the best interests of the children as priority. The incentive worker will report to the Child Protection Manager.

Primary responsibilities

  • Support all outreach activities, mobilizing of refugees, distributing of brochures and in identifying of vulnerable children and Unaccompanied and Separated refugee children.
  • Provide knowledge and support to the children in the community to empower them with information and create awareness about the different organizational mandates and services.
  • Responsible for providing information and updates of events taking place in the community and sharing of key information with the child protection staff.
  • Ensure smooth running of program activities and timely reporting.
  • Support the Social workers and counselors to identify foster care families for vulnerable children.
  • Conduct home visits on a weekly basis. During home visits, interact with children and accurately assess questionable situations to identify suspected child protection incidents while also building rapport and trust with parents in the community, and using it as a basis for inquiring as to the well-being of children living in the community.
  • Provide case summaries of identified children on a weekly basis, and provide detailed written monthly reports outlining issues identified and referrals made during visits.
  • Ability to establish trusting and positive relationships with children of all ages.
  • Coordinate closely with other partners and the District Children’s Officer and other legal and institutional frameworks and promote the sustainability of initiatives undertaken.

Qualifications and Experience

Education

  • Secondary certificate or preferable a certificate in community development and social work. Trained in Community Mobilization, SGBV, FGM, Refugee Rights and Community Services etc.

Skills and Competencies

  • Computer literacy a must: excellent working knowledge with WORD and EXCEL.
  • Good knowledge of human rights framework and working experience in counseling.
  • Experience in capacity building including facilitation of community-based training and awareness rising.
  • Good knowledge of child rights and prevention and response to SGBV issues.
  • Good knowledge of Nairobi and its environs.
  • Strong interpersonal and communication skills.
  • Proficiency in English and Swahili. and preferable a Somali, Congolese speaking.
