PROGRAM BACKGROUND: International Medical Corps is deploying an emergency response team (ERT) to assess the country after the Ebola Virus Disease (EVD) outbreak starting in May 2014. The ERT will assess the provision of direct clinical care. The ERT will expand the current activities including: health education, health awareness, surveillance and contact tracing support.

DUTIES AND RESPONSIBILITIES:

Conduct/participate in psychosocial needs assessments consistent with IASC (2013) and WHO/UNHCR (2012) Mental Health and Psychosocial Support (MHPSS) Needs Assessment Guidelines.

Train service provider staff (e.g. national MoH staff, IMC staff, staff from other agencies) in key aspects of psychosocial support and staff self-care based on WHO Psychological First Aid (PFA) guidelines adapted to the Ebola response.

Train and supervise national PSS staff to build capacity for providing basic psychosocial support (e.g. psychosocial support as part of rapid response teams, community outreach, facility based support) for people affected by Ebola and their families

Work with national PSS staff to provide psychosocial support to Ebola affected patients and families

Develop strategy and mechanisms to integrate psychosocial considerations and components into IMCs Ebola response programming consistent with IASC guidelines of mental health and psychosocial support in emergencies and with global guidelines on Ebola

Develop and implement appropriate guidance and documentation of all PSS related activities (e.g. training materials, training reports, pre post tests, PSS guidelines and protocols etc.)

Strengthen links and referral mechanisms for various services and supports including child protection

Participate in and contribute to MHPSS interagency coordination groups and actively work with and coordinate with other local and international agencies and organizations engaged in general and Ebola-related MHPSS programming and services.

Ensure review of all training materials and tools by IMC Technical Unit MHPSS Advisor

Assist with the development and design of proposals, tracking of activities and reporting in coordination with the Technical Unit MHPSS Advisor

Assist in hiring national PSS staff

Skills & Requirements:

The qualified candidate will have relevant educational qualifications such as a degree in social work, counseling or psychology (MA or PhD) with 3+ years working experience

Previous NGO experience required

Sierra Leone: EVD Centre Psychosocial Officer

Description

Ebola Outbreak in Sierra Leone (SL) and Liberia and GOALs Response to Date

The 2014 Ebola outbreak is the largest Ebola outbreak in history and the first in West Africa. The current outbreak is affecting multiple countries in West Africa with Sierra Leone/Liberia first reporting cases in March of this year. As of September of this year Liberia has reported over 3,000 cases with Sierra Leone reporting over 2.500 cases. Based on current rates of infection it is expected that case numbers will climb significantly in the current months. GOAL has been working in Sierra Leone for several years now and has been active in the Ebola Health response since the outbreak was declared. Due to the scale of the outbreak in Liberia GOAL has decided to establish a response in Liberia to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the coming weeks and months ahead.

Summary of the Role:

The psychosocial officer will provide psychosocial support to patients and families and to the clinical care staff within the EVD centre.

Key Responsibilities

  • In consultation with the EVD centre medical manager and the nurse in charge ensure appropriate psychosocial support to patients and their families
  • Ensure regular psychosocial support to international staff to allow them the space to deal with working in the ETC
  • Ensure appropriate psychosocial support to national staff to allow them the space to deal with working in the ETC and the fear and possible stigmatisation they will encounter in the community
  • Train clinical care staff in key aspects of psychosocial support including WHO Psychological First Aid (PFA) guidelines adapted to the Ebola response
  • Assist in hiring national MHPSS staff

  11. Undertake a psychosocial needs assessment to establish the psychosocial resources (formal and informal) and needs of the displaced population as a result of the conflict

JOB OVERVIEW:

The Psycho-Social Support (PSS) Trainer will report to the Protection Manager and will be responsible for training all associated IRC staff in psycho-social support methodology. He/she is also responsible for creating curriculum/work plan for psycho-social groups including youth, women and girls groups and co-leading them during the initial meetings.

MAJOR RESPONSIBILITIES:

  • Program Support

  • Create PSS training curriculum for internal IRC staff

  • Conduct training on PSS methodologies to required IRC staff
  • Create a contextualized curriculum for 12 week youth program
  • Co-lead up to 7 one hour PSS group sessions per week
  • Track attendance and trends across all groups to inform a final report

  • Masters degree in appropriate field or in international law, human rights law, international relations, social sciences,
  • At least 3 years professional technical experience, including 2 years implementing similar programs in emergency and conflict contexts;

  • Security level orange. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
  • Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites, accommodation ranges from tents to traditional huts to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual's responsibility.

PURPOSE

The psychosocial specialist will provide technical support to the UNICEF Liberia Country Office in the implementation of the response strategy to the Ebola emergency, specifically in the psychosocial support field.

BACKGROUND

The UNICEF Liberia Country Office is still scaling up its Child Protection component in response to the Ebola emergency. Technical and management support is required in the field and at the capital level. Oversight to ensure adherence to the CCCs of Humanitarian Action by the country office is a critical function during an emergency response. In parallel with the continuous emergency generated needs and protection concerns, UNICEF Liberia is currently developing a more sustainable and community based protection response which will be based on a large psychosocial approach for all its partners’ operational areas. The selected person will need to lead this process and therefore to work in strong coordination with all the other UNICEF’s response sectors as well as fostering an inter-agency approach.

SUMMARY OF DUTIES AND RESPONSIBILITIES

The child protection specialist should focus on (i) design a community based multi sector psychosocial response programming for the UNICEF’s partners operational areas; (ii) mainstreaming of the psychosocial component in all UNICEF programme components;

SPECIFIC DUTIES

§ Provide technical support and assistance to UNICEF child protection staff and partners, including government and NGOs, to scale up the psychosocial component of their response programmes, including development or amendment of projects and partnerships in this sector, as needed.

§ Launch and coordinate national training programme for all UNICEF’s partners and national counterparts on how to develop inter agency psychosocial approach and tools.

§ Identify and use opportunities to work with other sectors to strengthen overall protections for children and women by integrating protection activities within all the sectors.

§ Represent Child Protection in Ebola-related meetings, as required.

§ Support the CP Chief with oversight and management of funds for the CP emergency response related to psycho social support, or any other tasks as needed.

§ Support and participate in assessments of the status of children and monitoring of impact of PSS actions, together with partners in the child protection sub-cluster and/or protection cluster using agreed inter-agency assessment tools.

§ Lead the transition from an emergency response to a more community based protection programming by mainstreaming principles of the psychosocial approach with a pilot programme in Monrovia.

§ Monitor and report on the trends and emerging evidence of child protection interventions and the response by Government in the psychosocial support provided to children and women, and contribute to the analysis at national level to improve the child protection response in the Ebola crisis.

EXPECTED DELIVERABLES

§ Weekly updates to Child Protection Chief of section on progresses accordingly to the work plan.

§ PSS Protocols for the MoHSW developed and adopted, for all three levels of the moHSW planned response

§ Tools to monitor the work of PSS teams.

§ Training modules and on-the-job training tools for the PSS teams/staff providing PSS

§ Field monitoring monthly reports on the status of the implementation of project activities conducted by NGOs and other partners.

§ Report capacity development (both formal and on the job training) for UNICEF’s partners.

§ A clear training plan and reports on psychosocial support for protection actors.

§ Reports of CP assessments conducted during the contractual period.

DESIRED BACKGROUND AND EXPERIENCE

§ Advanced University degree in psychology, sociology, or any other related science, humanities, and Arts related field.

§ Minimum 6 years of progressively responsible professional work experience with INGOs, UN agencies, private sectors at national/international levels in Child Protection in Emergency (CPiE).

§ Strong knowledge of and experience in CPiE and strategies, as well as programming and procedures in IDP context and interventions.

§ Proven experience in child protection programming, capacity development, psychosocial support is required.

§ Ability to communicate concepts and ideas effectively orally and in writing including formal public speaking, to work in a team and independently, and to adopt consultative approaches including soliciting inputs of children.

§ Fluency in English.

§ Previous experience in UNICEF child protection programming in conflict and/or post conflict countries, including IDP’s response.

§ Must be flexible to live and work in difficult and environment.

PROGRAM BACKGROUND
International Medical Corps is deploying an emergency response team (ERT) to assess the country after the Ebola Virus Disease (EVD) outbreak starting in May 2014. The ERT will assess the provision of direct clinical care. The ERT will expand the current activities including: health education, health awareness, surveillance and contact tracing support.

Essential Job Duties/Scope of Work:

  • Conduct/participate in psychosocial needs assessments consistent with IASC (2013) and WHO/UNHCR (2012) Mental Health and Psychosocial Support (MHPSS) Needs Assessment Guidelines.
  • Participate in and contribute to MHPSS interagency coordination groups and actively work with and coordinate with other local an international agencies and organizations engaged in general and ebola-related MHPSS programming and services.
  • Strengthen links and referral mechanisms for mental health and psychosocial support services and activities
  • Develop strategy and mechanisms to integrate psychosocial considerations and components into IMCs ebola response programming consistent with IASC guidelines of mental health and psychosocial support in emergencies and with global guidelines on ebola
  • Train service provider staff in key aspects of psychosocial support including WHO Psychological First Aid (PFA) guidelines adapted to the ebola response
  • Train and supervise relevant local staff (e.g. psychosocial officers) in basic psychosocial support (e.g. community outreach, facility based support) for people affected by ebola and their families
  • Provide staff self-care workshops and individual sessions and work with the IMC country and HQ teams to improve staff well-being and support
  • Assist with the development and design of proposals, tracking of activities and reporting in coordination with the Technical Unit MHPSS Advisor
  • Assist in hiring national MHPSS staff

Skills & Requirements:

  • The qualified candidate will have relevant educational qualifications such as a degree in social work, counseling or psychology (MA or PhD) with 3+ years working experience

INTRODUCTION TO NP IN SOUTH SUDAN:

Nonviolent Peaceforce (NP) is a dynamic international, nongovernmental organisation that works to reduce violence and protect civilians in situations of violent conflict and its aftermath, mostly through the deployment on the ground of multinational teams of civilians. In South Sudan, NP has over 100 national and international staff in eight field teams providing thematically-focused protection programming in inter- and intra-communal violence reduction, conflict early warning/early response systems, child protection, gender-based violence protection and prevention, and displacement (IDPs, refugees and returnees).

CONSULTANCY PURPOSE:

NP staff often operate in challenging circumstances and therefore the organisation must adequately prepare new hires and provide comprehensive support for existing and exiting colleagues. NP invites expressions of interest in advising on and leading the development of a comprehensive psychosocial support programme for national and international staff at NP, including:

? updated internal policies, procedures, and job profiles that mainstream issues of staff welfare, resilience, stress management and psychosocial support;
? customised induction materials for newly hired national and international staff, as well as NP managers;
? resiliency self-assessment tools and group training sessions for existing staff;
? strategies for making counselling services available in person and by telephone to staff in South Sudan;
? strategies for supporting exiting staff in seeking counselling and other types of support as needed.

QUALIFICATIONS AND COMPETENCIES:

Consultants should have:
? five or more years experience in psychosocial support programme design in the humanitarian sector;
? experience in the delivery of counselling;
? experience of and demonstrable interest in supporting national and international staff and addressing cultural differences in terms of the nature and delivery of psychosocial support;
? knowledge of the field-based conditions in South Sudan;
? a Bachelors or Masters degree or applied qualification in counselling or psychology; and
? an understanding of and commitment to the Nonviolent Peaceforce mandate in South Sudan.
