The Center for International Forestry Research (CIFOR) is a nonprofit, global research organization dedicated to advancing human well-being, environmental conservation and equity.

We conduct research that enables more informed and equitable decision making about the use and management of tropical and sub-tropical forest landscapes. We help policy makers and practitioners shape effective policy, improve the management of tropical forests and address the needs and perspectives of people who depend on forests for their livelihoods. Our multidisciplinary approach considers the underlying drivers of deforestation and degradation which often lie outside the forestry sector: forces such as agriculture, infrastructure development, trade and investment policies and law enforcement.

Regional Communications Coordinator, Africa

Overview

The Communications Coordinator will lead an ambitious, well-funded and creative program with the goal of translating CIFOR's high-caliber research from across Africa into meaningful, real-world impact. The program uses a range of media - including blogs, video documentaries, radio programs, conferences and workshops, TV and newspapers - so that policymakers, donors, NGOs, the private sector and other key stakeholders have the latest research on how best to manage the continent's forests, especially in relation to climate change, livelihoods, food security, energy and water management.

We need a dynamic, creative and self-directed Communications Coordinator to take the freedom and resources we offer and make it happen - whether it involves working alongside our scientists to develop communication strategies for specific research projects, traveling to the field with a TV crew, writing blogs, organizing a workshop or talking to journalists.

Summary of responsibilities

• Update, expand and oversee implementation of a communications strategy to deliver research findings to key stakeholders in Africa and elsewhere,

• Develop communication strategies for specific research projects in Africa and oversee implementation; manage communication budgets in these projects,

• Provide strategic guidance to two national communications staff (in Zambia and Cameroon) and one full-time communications consultant (in Burkina Faso),

• Work closely with CIFOR's headquarters in Indonesia, especially others in the Outreach team, with staff and consultants worldwide, and a Multimedia unit, which overseas CIFOR's many web platforms and publications,

• Write and edit blog stories, fact sheets, press releases, video synopses and scripts and other editorial,

• Oversee production of films and multimedia packages,

• Organize or support conferences and workshops in Africa in which to showcase CIFOR's research,

• Advise and mentor scientists on communications, especially on speaking to journalists, blog writing and on giving presentations to non-scientific audiences,

• Foster relationships with journalists across Africa and beyond to encourage media attention on CIFOR's research.

Details of duties, assignments and objectives will be further discussed and laid out in the staff's annual performance contract.

Requirements

Education, knowledge and experience

• A minimum of Bachelors' degree in communications, science (e.g. biophysical sciences, social sciences, political sciences, economics, etc.), or a related field. Master's degree is desirable,

• At least seven years' experience in producing high-quality communications materials across a range of mediums (samples to be requested),

• Demonstrated interest in science and environmental issues and ability to grasp new material quickly,

• Demonstrated ability to write and edit English across multiple styles and formats at a very high level (better than average native speaker),

• Experience working with technical experts, preferably in a multicultural context,

• Professional experience in Africa is preferable,

• Fluency in English and French,

• Ability to manage multiple projects and competing priorities.

Jhpiego develops strategies to help countries care for themselves by training competent health care workers, strengthening health systems and improving delivery of care.

Jhpiego designs innovative, effective and low-cost health care solutions to ensure a level of care for women and their families. These practical, evidence-based interventions are breaking down barriers to high-quality health care for the world's most vulnerable populations. Jhpiego has worked off and on in Uganda for nearly 30 years. In 2011, Jhpiego made a strategic decision based on country needs and interests from key stakeholders to establish a country office, with the goal of strengthening Jhpiego's support to Uganda's Ministry of Health. The fellows will actively participate in developing this exciting endeavor.

Fellowship Position Overview: The Knowledge Management, Communication and External Relations fellows will work closely with the Country Director and individual program managers to ensure that the Jhpiego-Uganda program is capturing and communicating program information effectively, using as many means as possible, to a wide range of external audiences in Uganda. The fellows will work with the Country Director to ensure regular and effective interpersonal engagements with key partners and stakeholders; and active external relations efforts that target many different groups, including partners at the community/district levels, decision makers in Kampala, and interested international audiences. Finally, these fellows will work with the Country Director to devise systems by which the external policy and programmatic environment is being monitored, and findings from this "environmental scanning" process are being incorporated into program planning and implementation. As core members of a small team, these fellows will be fully engaged in many aspects of program activity, and will have the opportunity to contribute their ideas on how to improve programs to better respond to the needs and interests of the external environment.

Responsibilities: *
Strategy Development:*

  • Read and become familiar with Jhpiego Communications Manual
  • Work with the Country Director and individual program managers to develop an overall program external relations strategy:
  • Help define means for regularly compiling and presenting program information to key in-country stakeholders using a variety of written, verbal and electronic approaches; and for tracking feedback received, so that it can be incorporated into program evolution
  • Help to define and implement a plan for ensuring that Jhpiego-Uganda is well represented at the many meetings taking place in the public health realm, and that Jhpiego is contributing effectively to the dialogue that takes place through these meetings
  • Help define a system for ensuring that Jhpiego is using these engagements as an opportunity to continually refine its understanding of the external environment in which it is operating, and to continually evolve its activities to respond to that environment
  • Work with the Country Director to develop effective knowledge management systems at the country level

Increasing Program Sharing and Visibility in Uganda:

  • Lead implementation of all of the strategies above
  • Work with individual program managers to generate, document and share lessons learned from program activities
  • Develop a packet of compelling program information (and a system for ensuring that it is regularly updated), with an emphasis on presenting results of interventions and innovations, and lessons learned in the implementation process
  • Ensure that all information/communication coming out of the program is presented in such a way that it gives a clear and compelling presentation, and reflects the innovation and effectiveness of the Jhpiego-Uganda program
  • Lead efforts to regularly share program information through multiple outlets (presentations, one-on-one meetings, comments at large meetings, written briefings, etc.)
  • Work with the Country Director and program managers to ensure that Jhpiego-Uganda is regularly engaging with and providing the necessary program information to key partners and stakeholders through one-on-one interactions, and also through regular presence at meetings and other group forums

Contributing to Jhpiego's Global External Relations and Communications Efforts:

  • Coordinate and share in-country communications with Jhpiego's global External Relations and Communications office
  • Lead on ensuring that Jhpiego-Uganda is contributing fully to Jhpiego's global efforts to tell the story of its great work
  • Lead the process of writing success stories and defining high level program highlights that can be widely disseminated in Uganda and globally through the External Relations and Communications (ERCO) team; submit photos, Facebook posts and short updates to ERCO for global dissemination
  • Keep the Uganda portion of the Jhpiego website up-to-date

Required Skills and Experience:

  • Knowledge of the field of public health (either a degree that is related to public health, or experience working in a public health program)
  • Ability to quickly understand both the theory and the practice of public health programming in a developing country is essential

Sierra Leone: SMAC Ebola Health Communications Specialist

Background
GOAL has been working in Sierra Leone since 1999; we have offices in West Freetown, East
Freetown, and Kenema District, and a staff body of approximately 180 people. GOAL has over 15
years’ experience designing and implementing system strengthening and community-based
programmes across Sierra Leone’s health; water, sanitation and hygiene (WASH); and child
protection sectors, and is rapidly scaling-up within and across these sectors to respond to the
current Ebola outbreak. GOAL’s key emergency Ebola response activities include constructing and
managing an Ebola Treatment Centre; construction, infection prevention control, and WASH
support within government health facilities; family tracing and reunification of Ebola orphans;
material and psychosocial support for Ebola survivors; and national social mobilisation activities.

Social Mobilisation Action Consortium (SMAC)
The number of Ebola Virus Disease (EVD) cases are expected to increase from hundreds to
thousands per week in the coming months without significant scale up of social mobilisation
activities which focus on enabling individuals, households and communities to practice behaviours
that will result in reducing the number of new infections, even greatly reinforced health services
will not be able to keep up with the need, and the EVD reproductive ratio will continue to increase.
Additionally, social mobilisation activities are critical in ensuring that there is demand for, and
utilization of, services among the sick and bereaved by promoting health seeking behaviors and
facilitating community acceptance of new surveillance, clinical care, and burial procedures.
GOAL, Centres for Disease Control (CDC), BBC Media Action, Restless Development, and FOCUS
1000 formed the Social Mobilisation Action Consortium (SMAC) in order to support and strengthen
the National Social Mobilisation Pillar; simultaneously activate multiple channels to provide EVD
information which addresses the principle transmission modes; and work with and through existing
local community structures capable of leading and role-modelling behaviour change, in order to
reduce EVD infections. SMAC, funded by the Department for International Development (DFID), is
now launching a six-month project, Community-based Action Against Ebola.

Description of the Role
The Ebola Health Communications Specialist is a key role within the SMAC Consortium Coordination
Unit (CCU). Reporting directly to the SMAC Director, the specialist will be responsible for designing,
developing, and delivering the SMAC behaviour change communications strategy; rapidly producing
high quality communications materials (either alone or by coordinating video producers,
photographers, and graphic designers); and providing technical and training support to all
consortium partners.
Responsibilities
? Design the SMAC behaviour change communications strategy based on a detailed
understanding of the principle transmission modes and key message areas; the SMAC
channels for providing EVD information; and the community structures and context being
targeted.
? Draft high quality, appropriate communications materials that can be used by SMAC staff
and Mobilisers across the country, including training guides, video scripts, posters, leaflets,
and pocket guides.
? Coordinate video producers, photographers, and graphic designers to ensure
communications materials are produced quickly and to a consistently high quality.
? Work closely with SMAC programme staff to ensure that all materials are pre-tested and
receive necessary ethical and Ministry of Health approval before being finalized.
? Work closely with SMAC programme staff to organize and facilitate training of staff and
Mobilisers (including Community Mobilisers, Paramount Chiefs, Religious Leaders, and
Healthcare Workers) and during these trainings: lead sessions on how to use new materials;
gather feedback on existing materials; and identify gaps where additional materials need to
be produced.
? Work closely with the SMAC M&E Manager, the SMAC research teams, and the SMAC
Technical Working Group to regularly analyze epidemiological data and feedback from the
field in order to assess effectiveness of interventions and in particular, changes that need to
be made to the communications strategy.
? Link to the National Social Mobilisation Pillar and give technical and capacity building
support in the area of messaging and materials.
? Attend relevant meetings and working groups to keep abreast of population behaviour
change related to the EVD outbreak, as well as changes in the response and services being
provided, which need to be messaged on.

Qualifications and Experience
? Masters in Public Health, Health Promotion, Anthropology, Sociology or equivalent
experience.
? Sound academic understanding of theories of behaviour change.
? Demonstrated technical experience in behaviour change, social marketing, community
health, and health promotion.
? Ability to write clearly for a range of audiences and educational backgrounds.
? Extensive experience developing high quality communications materials and tools for a

Zimbabwe: Communications Lead - Zimbabwe

Project Summary: The Manoff Group is seeking a seasoned communications professional for a potential project to be funded by USAID in Zimbabwe. The project will target reductions among vulnerable households in poverty, and food and nutrition security, through improvements in livestock and dairy production, and through the promotion of improved nutrition and hygiene practices at the household level. The Communications Lead will be the technical and managerial head for social and behavior change communications supporting the livestock, dairy, and nutrition/hygiene components as well as for overall project-related communications.

Position Summary: TMG is looking for a seasoned professional to be the Communications Lead for the project. The incumbent will:

  • Lead the design and production of communications products supporting project activities, including counseling tools, reminder materials, informational brochures and posters, mass-media (radio) spots, social media and mobile communications.
  • Develop and oversee the implementation of social and behavior change strategy for the project’s technical components as well as for the overall project
  • Direct project communications and knowledge management
  • Support formative research, as needed, to inform the design of project interventions. Specific qualitative research methodologies to be employed may include Trials of Improved Practices, focus group discussions and in-depth interviews.
  • Develop and help track critical metrics for assessing the effectiveness of communications activities
  • As needed, manage contracts and deliverables with contractors such as Creative Agencies and media outlets

Qualifications:

  • Bachelor’s degree or higher in one of the following or related fields: communications for development, health or agricultural education and/or communications, strategic communications, public communications, communications studies
  • Minimum of 5 years of relevant communications experience working with government entities, UN agencies, PVOs or NGOs
  • Experience with USAID-funded initiatives is highly desirable

Liberia: Communications Manager

Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and life saving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies. The IRC has been working in Liberia since 1986.

In 2014, in response to the Ebola Virus Disease (EVD) outbreak, IRC has been scaling up its health response across the country. IRC is supporting community health activities in the rural counties, leading a consortium of NGOs in Monrovia and the greater Montserrado County, and, in early November, starting an Ebola Treatment Unit (ETU) in Monrovia. IRC's Ebola response in Liberia is one of the organization's main priorities, and it will remain so for months (or years) to come.

IRC Liberia is seeking a Communications Manager to serve as the country program focal point for media inquiries and producing/responding to information for internal and external audiences. This is a new position with an immediate start date.

SCOPE OF WORK

The Communications Manager will be a key member of the country program support team. She/he will be responsible for coordinating media interview requests, coordinating the regular revision of IRC Liberia's media strategy in collaboration with the HQ media relations department, producing and disseminating various types of information to internal/external audiences regarding IRC's work in Liberia, and traveling to field sites to interview field staff for blog posts. He/she will also assist with planning visits for IRC senior leadership, donors, and other visitors. He/she will report to the Country Director.

RESPONSIBILITIES

  • Serve as IRC Liberia's in-country focal point for all media issues, including interview requests and field visits.
  • Cultivate relationships with journalists in Liberia, and pitch stories to them when instructed by the County Director.
  • Devise media opportunities related to IRC Liberia programs, and cultivate potential "voices" within IRC's field staff.
  • Travel to field sites to take photographs and video footage to be used for IRC's website.
  • As directed by the HQ media team, contribute to IRC's social networking efforts, including Twitter, Facebook, and Flickr.
  • Conduct periodic media trainings for IRC staff.

Department overview

The function of the International Communications department is both service-orientated and consultative. We are responsible for promoting and raising awareness of Tostan’s work internationally and supporting the work of the six countries in which Tostan implements our program together with building the communications capacities of those countries. Our functions include PR and External Relations, Design and Media, Translation, Communications Services and Support to all Tostan staff and Board, and Communications Research and M&E.

Roles & Responsibilities

  • Acting as key liaison and support between the International communications team and the National Coordinations, including coordinating with the graphic designer for the production of needed communications collaterals

Background

Danish Deming Group (DDG) is a department under Danish Refugee Council (DRC). Danish Demining Group’s (DDG) mandate is to recreate a safe environment where people are free from the threat of landmines, explosive remnants of war and small arms and light weapons. DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war. The organisation now implements an armed violence reduction (AVR) programme which includes the following types of activities: participatory community and district-level safety projects, community driven development, conflict prevention and management, community-police relationship building, mine risk education, explosive ordnance disposal, firearms safety education, physical security and stockpile management of firearms, and support to the review of policy and legislation on small arms and light weapons.

Purpose

The Reporting and Communications Intern will assist DDG Somalia programme staff and senior management in documenting, storing and disseminating information related to programme activities in order that DDG can effectively communicate with key stakeholders.

Responsibilities and Tasks

To achieve the position’s objectives the intern will perform the following tasks and undertake the following responsibilities:

Communications

  • Assist in documenting DDG’s fieldwork through note-taking, photographs, video and audio records
  • Prepare a variety of communications materials related to DDG’s programme including short briefings, online content and promotional literature

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been operational in Liberia since 2002, most recently implementing programs in food security, peace building, and youth empowerment. Currently, Liberia is the epicenter of a fast-moving regional Ebola epidemic, which also includes Sierra Leone, Guinea and Nigeria. To date, nearly 4,000 people in Liberia have been infected, with over 2,200 deaths (3 Oct 2014). As the Ebola epidemic spreads throughout Liberia, existing social and economic challenges are growing more complex, requiring adaptive and dynamic approaches to help support affected communities as they defend against, cope with, and recover from, this devastating disease.

Mercy Corps’ strategy to respond to the Ebola outbreak focuses on two approaches: 1) to engage local and international organizations through a national network of community organizations to promote healthy behaviors within communities that will help reduce the transmission of Ebola, and 2) address market and household economic challenges that emerge as a result of the Ebola outbreak, paying particular attention to food insecurity and declining livelihoods.

GENERAL POSITION SUMMARY:

The Communications Specialist will develop and implement a communications strategy that articulates Mercy Corps’ vision, strategy and activity for the E-CAP (Ebola Community Action Platform) program to external stakeholders, including donors, government, local and international partners, media and others, and at the same time, supports a robust and principled humanitarian response across the region. S/he will also will establish and maintain relations with relevant stakeholders affected by the crisis and will compile relevant information on needs, challenges, and on-the-ground dynamics, analyze and share this information to support outreach efforts and will at the same time, track and analyze key initiatives, working with partner agencies. LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

The position will be based in Monrovia, and may require travel to outlying counties and communities throughout Liberia. The security situation is stable but could change quickly in localized circumstances, although general unrest is not anticipated because of a significant UN, US military, and local police forces to maintain public safety. Monrovia is served by an international airport and has many hotels, restaurants and grocery stores. Health services are currently limited and while we have made provisions for emergency care, team members should not anticipate an environment where casual outpatient services are available. Because safe access to health services should not be anticipated, a degree of self-sufficiency in first aid and medications should be considered. Candidates must consider taking anti-malarials as a preventative measure and other measures to lower their risk of requiring medical services. Candidates with chronic health issues should consider disclosing and self-eliminating from this recruitment process. Currently there is an 11 pm curfew, which could change at anytime, and staff should expect some interruption of movement as the government manages the Ebola situation. Housing will either be at private residences as group housing or at nearby hotels. Traveling in and out of Liberia is increasingly complicated with many commercial airlines suspending service and many countries closing their borders (air, land and sea) to individuals coming from Liberia. Two commercial airlines continue to serve Liberia (Brussels Air and Air Maroc) and UNHAS is currently working to establish air service to Dakar, Senegal and Accra, Ghana.

POSITION SUMMARY

Adeso is seeking to fill the following position for a European Union (EU) funded MDG Initiative for Somalia: Reducing Hunger and Food Insecurity in Puntland Region through Improved and Sustainable Use of Rangeland Resources. The proposed action seeks to reduce hunger and food insecurity by improving rangeland conditions in Puntland regions of Somalia. The program will improve the state of natural resources management through implementation of land rehabilitation and restoration work on degraded rangelands, improving sustainable use of natural resources through community based range management programs. The program will integrate environmental consideration into all economic planning and programming activities in the region and galvanize community support for environmental protection and sustainable use of resources. The action will also improve the capacity of the communities to avert resource-based conflicts and to protect the rangeland resources through implementation of local customary laws, establishment of community based environmental courts and by strengthening communities to prevent misuse of natural resources at local level. Furthermore, the action will support development of alternative source of energy that can create jobs and reduce current dependency on firewood and charcoal. Awareness raising campaign branded as “stewardship Puntland” will also be launched to sensitize both rural and urban communities on environmental issues and to instill general public sense of ownership and stewardship of the environment.

POSITION PURPOSE

Adeso is seeking a qualified and committed individual to join its team as Communications Officer. The primary role of the Communications Officer is to facilitate communication flows to ensure that key external stakeholders and Adeso decision-makers receive the information they need regarding the project in a timely way and format that is adapted to the target audience. As such, the position holder will manage the day-to-day communications needs of the project and oversee the implementation of the project’s communication strategy, which includes a wide-range of public-information and outreach activities in support of project goals.

SPECIFIC ROLES AND RESPONSIBILITIES

1.Public information and publicity materials

• Support the draft, editing, and dissemination of timely and accurate information, fact sheets, for requests for information, and other public-information materials relating to project activities. These documents must be written in clear, concise language, both in English and Somali;

These activities are designed to push accurate information about the project to local, regional and national markets in Kenya, the United States, and elsewhere, through magazines, newspapers, radio, television, public service announcements, and other outlets;

• Coordinate with relevant counterparts within Adeso to produce and release accurate, timely, useful and well-written information to local and international news outlets;

• Write and distribute press releases and follow up to encourage and support news coverage;

• Monitor the project’s news coverage;

• In close coordination with the Communications and Advocacy Manager, expand opportunities for coverage by arranging briefings, interviews, and tours for journalists.

3.Community outreach/Awareness campaigns

• Work with radio producers/stations to develop and implement an awareness raising campaign branded as “stewardship Puntland” to sensitize both rural and urban communities on environmental issues and to instill general public sense of ownership and stewardship of the environment;

Project Description:

The Communication for Development (CD4) Specialist will help to scale-up and systematize the C4D/social mobilization efforts of UNICEF’s Western and Central Africa Regional Office (WCARO) to prevent and respond to Ebola outbreaks in crisis countries (Liberia, Sierra Leone and Guinea) and in at-risk countries (Senegal, Mali, Equatorial Guinea and Cote d’Ivoire). This temporary assignment (6-12 months) will support UNICEF’s C4D/social mobilization work across these countries. These activities include: coordination with key partners; capacity reinforcement and guidance; facilitation of research and assessments; production, pre-positioning and broadcast of mass media messages to raise public awareness and overcome resistance; outreach to and training of opinion leaders, military personnel, journalists, community-based workers and other field-level partners; and door-to-door campaigning and interpersonal communication to deliver focused messages to households and service providers. This assignment is based in Dakar, Senegal.

Job Summary / Responsibilities:

  • Contribute to the WCARO emergency team and relevant WCARO Ebola emergency, preparedness and response task forces/working committees.
  • Coordinate with C4D/Ebola Specialist and contracting organization (CO) emergency focal points to support delivery of C4D/Ebola emergency response.
  • Participate in regional assessments to identify opportunities and gaps in Ebola preparedness, response, and recovery efforts that have implications for C4D, including in the area of community-based response mechanisms.
  • Initiate, guide and coordinate regional research studies and reviews for C4D/Ebola response.
  • Review existing global C4D in emergencies tools, standards and resources to adapt and apply them to the WCAR Ebola response.
  • Develop Ebola response-specific regional C4D tools and resources for stronger planning, research, implementation, monitoring and evaluation with special emphasis on innovations and monitoring and evaluation.
  • In consultation and coordination with other C4D Specialists on the WCARO team, provide technical assistance and undertake appropriate follow-up to develop/strengthen national and sub-national level emergency preparedness and response to Ebola outbreak.
  • Develop regional networks and partnerships with organizations that work on or are actively involved in C4D-related work for Ebola response.
  • Facilitate and coordinate country-level collaborations for technical support; knowledge management; and development of tools and methods.
  • Coordinate UNICEF contributions to partner initiatives within the region.
  • Contribute to regional fundraising proposals, and revise COs’ funding proposals.
  • Develop criteria for allocation of resources to COs.
  • Reinforce capacity of C4D staff and partners in programming for C4D/Ebola emergency preparedness and response, and monitoring of progresses for C4D.
  • Conduct training on innovations and good practices.
  • Assist COs in the identification and surge of HR for C4D/Ebola emergency.
  • Support appropriate monitoring of behavior and social change and community participation in C4D/Ebola programs.
  • Ensure regional office reporting on C4D/Ebola related issues and revise quality of country offices' reports and key documents.
  • Analyze country-level C4D dimensions of humanitarian actions of UNICEF and partners as required, to identify, assess, and report on outcomes, innovations, lessons learned and good practices
  • Monitor funding appeals and use of funding across Cos.
  • Support documentation of good practices for behavior and social change and community participation in C4D/Ebola emergency programs.
  • Regular travel for field and partner visits and rapid assessments to monitor and advise on C4D interventions for Ebola response.

Qualifications:

  • Bachelor’s degree required; Advanced university degree strongly preferred in social or behavioral sciences (e.g., sociology, anthropology, psychology, health education).
  • At least 5-6 years of work experience in C4D, with 1-2 years of those in emergency contexts or dealing with emergency issues, and 4-6 years in developing country contexts.
  • Proven experience in application of C4D strategies, tools and resources to address behavior and social change dimensions of emergencies. Experience in emergency duty stations is an asset.
  • Proven experience in coordinating and/or facilitating multi-agency C4D preparedness and response in emergencies.
  • Experience in or understanding of outbreak/risk communications and dealing with the media an asset.
  • Fluency in French and English
  • Ability to communicate, work with people, and adapt/respond to change.
  • Ability to analyze information and apply technical expertise.
  • Ability to plan, organize, make decisions, and initiate action.

Project Description:

The Information and Communications Technology (ICT) Specialist will work collaboratively with key stakeholders to design and implement ICT activities for an integrated nutrition and agriculture project at the community and household level. The ICT activities will work in conjunction with the programs’ nutrition and livelihoods/household economic strengthening interventions. This position requires comprehensive understanding of and experience in the areas of ICTs for development.

Job Summary / Responsibilities:

  • Technically supervise and manage all ICT program activities (including four technical officers) across four provinces including lead design, development and implementation of technical guidance.
  • Provide technical assistance to partner organizations on ICT concepts and principles.
  • Led the overall project design, the development of a training strategy for ICT training, coordinate with private sector partners and other project partners on implementing ICT-related project activities, and oversee content development and management of the youth portal.
  • Develop and instruct partners on effective methodologies for identifying appropriate ICT methods for specific households, depending on the needs and resources of those households; train/mentor these partners in principles and standards for good implementation of these interventions.
  • Provide day-to-day management of the project’s ICT activities.
  • Evaluate and assist USAID thinking through the deployment of agriculturally appropriate technology based solutions Manage the work of any research firms and/or consultants hired by the project to assist with ICT approaches. This includes building capacity of local implementing partners to implement quality and successful work.
  • Collaborate with other technical specialists and stakeholders beyond the project to ensure coordination of materials and communication message strategies and avoid gaps and overlaps.
  • Ensure that ICT materials are pre-tested, proved effective and used efficiently and by the correct target group.
  • Help develop, maintain, and follow the indicators set in the workplan for ICT.
  • Work with M&E Advisor to monitor and evaluate the progress and impact of these activities.
  • Contribute to regular quarterly and annual reports to the client.
  • Document project results and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, etc.
  • Other duties as assigned.

Qualifications:

  • Experience and demonstrated results in ICT for development.
  • Knowledge of and experience with telecommunications and mobile money platforms preferred; experience in economic development, agriculture, financial inclusion or microfinance preferred; experience in GIS mapping preferred.
  • Sensitivity to cultural differences and understanding of the socio-economic and political situation in Mozambique and targeted communication to stimulate behavior change.
  • Ability to organize systems to monitor results.
  • Well-developed written and oral communication skills in English and Portuguese.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
  • Ability to travel as needed.

Minimum Requirements:

  • A Master’s Degree in one of the following or related fields: Communications, Marketing, Social Sciences, Information Technology, Agriculture, Business Administration, Development Economics.
  • At least 6 years of experience working on agribusiness development programs, especially USAID-funded project/programs.
  • Demonstrated experience developing and implementing systems sustainable and scalable approaches to use information and communications technology that improve the impact of agriculture value chain projects.
