PROGRAM BACKGROUND: International Medical Corps is deploying an emergency response team (ERT) to assess the country after the Ebola Virus Disease (EVD) outbreak starting in May 2014. The ERT will assess the provision of direct clinical care. The ERT will expand the current activities including: health education, health awareness, surveillance and contact tracing support.

DUTIES AND RESPONSIBILITIES:

Conduct/participate in psychosocial needs assessments consistent with IASC (2013) and WHO/UNHCR (2012) Mental Health and Psychosocial Support (MHPSS) Needs Assessment Guidelines.

Train service provider staff (e.g. national MoH staff, IMC staff, staff from other agencies) in key aspects of psychosocial support and staff self-care based on WHO Psychological First Aid (PFA) guidelines adapted to the Ebola response.

Train and supervise national PSS staff to build capacity for providing basic psychosocial support (e.g. psychosocial support as part of rapid response teams, community outreach, facility based support) for people affected by Ebola and their families

Work with national PSS staff to provide psychosocial support to Ebola affected patients and families

Develop strategy and mechanisms to integrate psychosocial considerations and components into IMCs Ebola response programming consistent with IASC guidelines of mental health and psychosocial support in emergencies and with global guidelines on Ebola

Develop and implement appropriate guidance and documentation of all PSS related activities (e.g. training materials, training reports, pre post tests, PSS guidelines and protocols etc.)

Strengthen links and referral mechanisms for various services and supports including child protection

Participate in and contribute to MHPSS interagency coordination groups and actively work with and coordinate with other local and international agencies and organizations engaged in general and Ebola-related MHPSS programming and services.

Ensure review of all training materials and tools by IMC Technical Unit MHPSS Advisor

Assist with the development and design of proposals, tracking of activities and reporting in coordination with the Technical Unit MHPSS Advisor

Assist in hiring national PSS staff

Skills & Requirements:

Sierra Leone: POSITION: Infection Prevention and Control Nurse Mentor Ebola

BACKGROUND: The International Rescue Committee, one of the world's largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC is committed to bold leadership, innovation and creative partnerships. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home.

The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread. The situation is complicated by the porous nature of the regions' borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. The outbreak in Sierra Leone started in May 2014 and has rapidly spread due to pourous borders, insufficient contact tracing, community fears and misperceptions.

Currently the IRC is the lead organziaiton in the Ebola Response Consoritum (ERC) comprised of ten international NGOs. We are currently starting a project to support improved Infection Prevention and Control (IPC) at government hospitals. The IRC will directly implement this project to support the government hospitals in Bo, Kenema and Kono districts.

SCOPE OF WORK:

The IPC Nurse Mentors will work in collaboration with their MoHS colleagues to improve IPC practices and structures within government hospitals. The MoHS is currently electing a IPC focal person for each government hospital and will have IPC committess established in all hospitals. The IPC Nurse Mentor will support this new structure, mentoring the MoHS IPC focal person, and serving as a Co-Chair of the IPC hospital committee.

The IPC Nurse Mentor will be responsible for mentoring the MoHS IPC focal person, and working with the hospital management team to plan, develop, implement and evaluate infection prevention and control within the hospital leading trainings for staff in the hospital.

RESPONSIBILITIES

  • Particiapte in the national IPC in hospital working group and contribute towards SOPs and training manuals
  • Conduct IPC trainings with the MoHS IPC focal person for hospital staff
  • Work with MoHS colleagues to implement IPC practices
  • Conducts rounds in hospital wards, discussing and montiroing infection control practices with staff
  • Supports the managmenet of infection control data, and investigates all incidents of infection and reports on incidents to the hospital IPC committee.
  • Support the hospital management team to identify IPC incidents and investigate, as well as develop and implement improvement plans
  • Co-chair the hospital IPC committee

REQUIREMENTS (Essential):

  • Registerd Nurse (RN) or Nurse Practitioner (NP)

Sierra Leone: Ebola Senior Technical Advisor

Description

In the first few months of 2014 an Ebola outbreak was declared in West Africa and in recent months the extent of the outbreak in particular across Sierra Leone and Liberia has become out of control. In August WHO have declared the outbreak a public health emergency of International concern. GOAL is currently working to scale up its response to the outbreak and is in the process of developing a clinical response programme for Sierra Leone as well as continuing to assess needs across the region.

As a result GOAL is seeking an experienced Ebola Senior Technical Advisor for a minimum of three months to provide technical support and leadership both to the Ebola clinical team in country and to GOAL organisationally. The ideal candidate will be an experienced Infectious Disease expert who has previously managed infectious disease outbreaks ideally in a developing country setting.

Overview of Role:
The EVD Senior Technical Advisor will provide overall technical guidance to the HQ Ebola response team and field based medical team who are deployed in supporting the Ebola Response. The EVD Advisor will work in collaboration with the global health advisor and with the country team to develop the overall clinical response strategy and ensure that the response is in line with international best practise guidelines currently in place.

S/he will ensure that the clinical and social mobilisation components of the programme are working in a complementary manner and will provide feedback to GOAL Head Office on current performance of the programme as well as future expected needs.

Key Duties

Assume technical responsibility for the following components of the Ebola response;

Clinical Services and Infection Control

  1. Based on needs assessment and/or feasibility studies provide technical advice to GOAL on developing the clinical response at national, district and community level.
  2. Ensure the overall provision of clinical services in consistent with best practices and is implemented in collaboration with other stakeholders.
  3. Provide technical advice on the set up and operation of Ebola Treatment Centres (ETCs) as well as Isolation Units at community level to ensure that international standards on infection control are in place. This should include staff requirements including identification of appropriate trainings and establishing an appropriate supply chain.
  4. Suggest possible interventions to ensure that the existing primary health care system continues to operate in settings of high EVD transmission.
  5. Provide technical support and advice on trainings for burial teams and overall infection control for other public health teams.

Public Health

  1. Ensure that appropriate EVD Social mobilisation and community surveillance systems are in place in all areas of operation.
  2. Ensure that community based Public health teams are working with community leaders and EVD Treatment Facilities to build strong linkages within the referral system.

Coordination

  1. Provide regular updates on the outbreak response to the GOAL Senior Management Team in Head Quarters and provide advice recommendations on future direction of the EVD response programme.
  2. Liaise with other EVD response actors to include; national government, donors and other international agencies at a national and a global level and ensure that GOAL is linked in to all relevant EVD networks.
  3. Provide advice on the structure and support of the overall health technical team in country both in terms of organisational development and ongoing training and support.

Ebola Outbreak in Sierra Leone (SL) and Liberia and GOALs Response to Date

The 2014 Ebola outbreak is the largest Ebola outbreak in history and the first in West Africa. The current outbreak is affecting multiple countries in West Africa with Sierra Leone/Liberia first reporting cases in March of this year. As of September of this year Liberia has reported over 3,000 cases with Sierra Leone reporting over 2.500 cases. Based on current rates of infection it is expected that case numbers will climb significantly in the current months. GOAL has been working in Sierra Leone for several years now and has been active in the Ebola Health response since the outbreak was declared. Due to the scale of the outbreak in Liberia GOAL has decided to establish a response in Liberia to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the coming weeks and months ahead.

Summary of Role:

The Ebola Virus Disease (EVD) Emergency Health Coordinator will be responsible for the overall management, administration and planning, implementation, monitoring and evaluation of the Health Response programme in Sierra Leone.

Key Responsibilities

  • Lead the development of GOAL’s Ebola response programme in Sierra Leone which should be based on timely and quality sectoral analysis, and in coordination with key stakeholders
  • Provide technical and managerial support to the EVD Medical Coordinator(s) and other staff as appropriate

Sierra Leone: SMAC Ebola Health Communications Specialist

Background
GOAL has been working in Sierra Leone since 1999; we have offices in West Freetown, East
Freetown, and Kenema District, and a staff body of approximately 180 people. GOAL has over 15
years’ experience designing and implementing system strengthening and community-based
programmes across Sierra Leone’s health; water, sanitation and hygiene (WASH); and child
protection sectors, and is rapidly scaling-up within and across these sectors to respond to the
current Ebola outbreak. GOAL’s key emergency Ebola response activities include constructing and
managing an Ebola Treatment Centre; construction, infection prevention control, and WASH
support within government health facilities; family tracing and reunification of Ebola orphans;
material and psychosocial support for Ebola survivors; and national social mobilisation activities.

Social Mobilisation Action Consortium (SMAC)
The number of Ebola Virus Disease (EVD) cases are expected to increase from hundreds to
thousands per week in the coming months without significant scale up of social mobilisation
activities which focus on enabling individuals, households and communities to practice behaviours
that will result in reducing the number of new infections, even greatly reinforced health services
will not be able to keep up with the need, and the EVD reproductive ratio will continue to increase.
Additionally, social mobilisation activities are critical in ensuring that there is demand for, and
utilization of, services among the sick and bereaved by promoting health seeking behaviors and
facilitating community acceptance of new surveillance, clinical care, and burial procedures.
GOAL, Centres for Disease Control (CDC), BBC Media Action, Restless Development, and FOCUS
1000 formed the Social Mobilisation Action Consortium (SMAC) in order to support and strengthen
the National Social Mobilisation Pillar; simultaneously activate multiple channels to provide EVD
information which addresses the principle transmission modes; and work with and through existing
local community structures capable of leading and role-modelling behaviour change, in order to
reduce EVD infections. SMAC, funded by the Department for International Development (DFID), is
now launching a six-month project, Community-based Action Against Ebola.

Description of the Role
The Ebola Health Communications Specialist is a key role within the SMAC Consortium Coordination
Unit (CCU). Reporting directly to the SMAC Director, the specialist will be responsible for designing,
developing, and delivering the SMAC behaviour change communications strategy; rapidly producing
high quality communications materials (either alone or by coordinating video producers,
photographers, and graphic designers); and providing technical and training support to all
consortium partners.
Responsibilities
? Design the SMAC behaviour change communications strategy based on a detailed
understanding of the principle transmission modes and key message areas; the SMAC
channels for providing EVD information; and the community structures and context being
targeted.
? Draft high quality, appropriate communications materials that can be used by SMAC staff
and Mobilisers across the country, including training guides, video scripts, posters, leaflets,
and pocket guides.
? Coordinate video producers, photographers, and graphic designers to ensure
communications materials are produced quickly and to a consistently high quality.
? Work closely with SMAC programme staff to ensure that all materials are pre-tested and
receive necessary ethical and Ministry of Health approval before being finalized.
? Work closely with SMAC programme staff to organize and facilitate training of staff and
Mobilisers (including Community Mobilisers, Paramount Chiefs, Religious Leaders, and
Healthcare Workers) and during these trainings: lead sessions on how to use new materials;
gather feedback on existing materials; and identify gaps where additional materials need to
be produced.
? Work closely with the SMAC M&E Manager, the SMAC research teams, and the SMAC
Technical Working Group to regularly analyze epidemiological data and feedback from the
field in order to assess effectiveness of interventions and in particular, changes that need to
be made to the communications strategy.
? Link to the National Social Mobilisation Pillar and give technical and capacity building
support in the area of messaging and materials.
? Attend relevant meetings and working groups to keep abreast of population behaviour
change related to the EVD outbreak, as well as changes in the response and services being
provided, which need to be messaged on.

Qualifications and Experience
? Masters in Public Health, Health Promotion, Anthropology, Sociology or equivalent
experience.
? Sound academic understanding of theories of behaviour change.
? Demonstrated technical experience in behaviour change, social marketing, community

CONTEXTE

L’ampleur, la durée et la complexité de l’épidémie de maladie à virus Ébola en Afrique de l’Ouest ont mis en évidence le besoin d’une mise en œuvre rapide et efficace de mesures de prévention et préparation fondées sur des évidences. Il a été démontré que, mises en œuvre dès que possible, les mesures de protection permettent de réduire ou d'arrêter la propagation du virus et protègent non seulement les travailleurs de la santé mais aussi la population en générale.

Il est extrêmement important que le plan de réponse existant a Madagascar est amélioré et mise en œuvre rapidement pour une éventuelle présence d’un patient suspect d’infection par le virus Ebola. La fragilité du tissu social malgache, en plus d'un système de santé vulnérable, sont plus que nécessaire pour l'élaboration d'un plan d'urgence adapté au contexte national.

OBJECTIF

Sous la supervision de l’UNICEF, et en étroite collaboration avec les Partenaires Techniques et Financier ( OMS,IPM etc) du gouvernement Malgache dans le secteur de la santé, le consultant international apportera un appui technique pour l’analyse de la situation, la planification, la mise en œuvre, le suivi et l'évaluation du plan de préparation de la réponse d'urgence lors d’ une éventuelle épidémie d'Ebola à Madagascar. Fournir un soutien technique direct au Ministère de la Santé Publique pour la mise en place et le fonctionnement du Groupe de coordination technique pour la mise en œuvre du plan national de contingence d’Ebola.

Dans le cadre de plate-forme nationale de coordination de la préparation du plan de contingence d’Ebola (Ebola Task Force) en collaboration avec d'autres intervenants et au nom de l'UNICEF et des PTF santé, le consultant international est chargé de soutenir l'analyse au niveau national des besoins et des priorités pour assurer des stratégies appropriés clés pour la préparation à une éventuelle épidémie d’Ebola à Madagascar, conformément aux règles de l’Organisation Mondiale de la Sante

L'expert travaillera sous la supervision de l’UNICEF en coordination avec les PTF santé, et de la cellule d'alerte et d'intervention. Il fournira un appui technique au Coordonnateur National Ebola au Ministère de la Santé Publique et contribuera au développement et à la mise en œuvre du plan de contingence de lutte contre le virus Ebola à Madagascar. Les principales tâches du consultant sont les suivantes :

  1. Appuyer les autorités sanitaires nationales et régionales en coordination avec les PTF, les ONG et d'autres partenaires cliniques sur le terrain à développer:
  2. Une analyse de la situation actuelle au pays et l’état de préparations d’urgence.
  3. Un plan de contingence et de préparation d’une réponse rapide aux alertes d’Ebola à Madagascar ( Le plan existant est amélioré et opérationnelle).
  4. Un plan de recrutement et formation de personnel médical et non médical, hautement qualifiés dans la gestion des patients gravement malades (équipe d’intervention rapide).
  5. Un programme de formation pour le personnel sélectionné (travailleurs de la santé, personnel de gestion hospitalière, logistique, hygiénistes, techniciens en eau et l'assainissement et des auxiliaires) sur:

· Les protocoles/procédures sur les mesures de la protection du personnel, en particulier EPI.

· Identification des mesures spécifiques concernant les activités à haut risque et son application.

· Triage et soins de santé pour les patients dans les établissements de prise en charge Ebola (centre de formation/traitement Ebola).

· La PEC de cas, suspect et confirmés

· Les enterrements en toute sécurité selon les normes OMS.

· La surveillance épidémiologique et la recherche des contacts.

· La stratégie de communication dans une épidémie d'Ebola.

  • La mise en place d'un Centre de formation/traitement Ebola (CTE)
  • Estimation des besoins en matériel nécessaire pour la préparation d’urgence et le coût total.
  • Fournir une assistance technique au personnel choisi pour soigner les éventuels patients infectés par le virus d’Ebola (soins intensifs, y compris la gestion de la septicémie, le soutien de la vie, etc), sur la base de l’expérience et les orientations fondées sur des preuves internationalement reconnues par OMS-MSF-CDC).
  • Agir en tant que « Point Focal Ebola » pour les PTF du Ministère de la Santé Publique :
  • Garder les PTF informés sur les décisions et les mesures prises par le comité de crise et l’Ebola Task Force.
  • Informer régulièrement UNICEF ainsi que les PTF sur l’état d’avancement des activités ainsi que les goulots d’étranglement et les solutions probables.
  • Mise à jour régulière sur les progrès du plan de préparation Ebola pour Madagascar.
  • Liaison entre les PTF, le Ministère de la Santé Publique et les différents partenaires impliqués dans le plan de préparation contre le virus Ebola à Madagascar.
  • Soutien technique sur les aspects généraux d’une épidémie d'Ebola.

LOCALISATION

Le poste est basé à Antananarivo, (Ministère de la Santé Publique), avec des possibles déplacements dans les différentes régions de Madagascar, priorisées en fonction du plan de formation établi.

RESULTATS ATTENDUS

  3. Validation et diffusion du plan dans une version courte et facile à comprendre pour tous les partenaires d'exécution.
  4. Un plan de formation pour le personnel qualifié, sur les mesures de sécurité et d’hygiène du travail (conformément aux recommandations de l’OMS) existe et est en fonctionnement.
  5. Equipe d’intervention rapide identifié et opérationnel.
  6. Un centre de formation/traitement Ebola (CTE) est opérationnel (PEC de cas +) selon les normes internationales et OMS
  7. Le comité de crise (Task Force) est capable de coordonner une offre suffisante les moyens nécessaires de répondre à une épidémie.
  8. Le comité de crise (Task Force) a une stratégie de communication : coordination entre le niveau central, Ministère de la Santé Publique, et les différents acteurs impliqués dans le « Plan National de réponse rapide contre la Fièvre hémorragique à virus Ébola»
  9. Les différents acteurs sont régulièrement informés de l’état d’avancement des interventions ainsi que d’éventuels goulots d’étranglement et solutions

Le consultant est responsable de la production des livrables suivants :

  • PV de toutes les réunions des comités techniques et de pilotage, incluant les idées débattues et les recommandations/points d’action. (comité de crise / Ebola Task force opérationnel)

QUALIFICATIONS ET COMPETENCES REQUISES

  • Diplôme universitaire (de niveau Masters au minimum), dans le domaine de santé publique
  • Un minimum de 5 années d’expérience dans la promotion de l'hygiène, et de la mobilisation de la communauté en ce qui concerne la réponse aux épidémies selon l’approche communication pour le développement (C4D).
  • Un minimum de 5 années d’expérience préalable dans un contexte d’épidémie. Une expérience dans le plan de contingence contre la Fièvre Hémorragique à virus d’Ebola est hautement souhaitée
  • Excellentes capacités de planification et de coordination, avec la capacité démontrée à travailler avec les différentes parties prenantes.

JOB SUMMARY

The Doctor in Charge is responsible for managing the unit, and overseeing all medical related activities. S/he must follow up on activities and procedures in the wards, including admission and discharge of patients, the evolution of the patients, staff issues, and any problems that may arise. S/he is also responsible for supervising the doctors and clinical officers.

S/he is responsible to ensure that the unit is accepted and integrated within the health structure, and to ensure that other health staff are informed and understand the measures put in place and the procedures for referring patients to the unit.

ORGANIZATION CHART

The successful candidate will be part of the Humanitarian Action - Ebola Unit and will refer to the Medical Coordinator of the ETC.

FUNCTIONS AND RESPONSIBILITIES

· Doctor is aware of the risks involved in working in the ETC treatment unit.

· Doctor follows all regulations concerning infection control and protective measures.

Non-adherence to the safety regulations can result in immediate dismissal.

· Management of the treatment unit.

· Coordination with Hospital Director

· Ensures that all new staff members are trained properly.

· Organises and chairs a weekly meeting with the medical and non-medical staff working in the treatment unit.

· Responsible for forwarding relevant problems and issues arising from the weekly meeting to the medical superintendent/hospital authorities.

· Prepares duty roster for doctors and clinical officers.

· Visits the treatment wards or communicates with the Doctor on Duty at least twice a day.

· Records data and patient information as required.

· Informs Medical Superintendent and coordination team of the situation in the treatment unit.

EXPERIENCE

At least two years’ experience in sanitary coordination of international or emergency cooperation projects are required.

Previous experience in similar emergency work, especially in Africa shall be valued.

Liberia: WASH Specialist - Ebola Treatment Unit

POSITION SUMMARY:

The WASH Coordinator’s main task is to manage the smooth and safe operation of WASH related interventions in ETU, including establishing, supervising, coordinating and implementing quality control and assurance mechanisms. (S)he will oversee various teams involved in Infection Prevention and Control (IPC) activities, including in high risk areas. This position will be based in country.

PRIMARY RESPONSIBILITIES:

Project Implementation

  • Establish and manage an efficient and safe system for the production and distribution of sufficient amounts of chlorine solutions throughout the ETU
  • Ensure reliant water supply for all purposes throughout the ETU
  • Ensure appropriate and safe collection, transport, treatment and disposal of all liquid and solid wastes
  • Ensures safe management of dead bodies in accordance with established protocols
  • Ensure all necessary safety measures are applied in the handling of materials, supplies and equipment
  • Ensure frequent and accurate disinfection and cleaning as per established protocols
  • In collaboration with WASH Coordinator and logs team, monitor supply chain for necessary WASH supplies, equipment and material, adequately reflecting scaling up of services at treatment centre if necessary
  • Human Resource Management
  • Establish and/or manage teams of national staff with various tasks inside the ETU, including hygienists, cleaners, laundry workers, burial teams, chlorinators, waste managers
  • Ensure all team members are fully induced to their tasks, and closely monitor strict adherence to established protocols
  • Maintain staff rotations and shifts of different teams under management

Other

  • Ensure smooth operation through collaboration and effective communication between all teams working at ETU
  • Provide regular updates to supervisor and team on progress, priorities and constraints – verbally and in writing
  • Represent Heart to Heart International to governmental and non-governmental groups as needed and agreed with the supervisor

QUALIFICATIONS:

  • University degree in civil / public health engineering or related field
  • 3+ years of professional WASH technical experience, with at least 1 year in emergency response
  • Proven experience in WASH in health facilities, including management of infectious waste
  • Strong organizational, interpersonal, and communication skills
  • Willingness to enter high risk area at the ETU
  • Competent in staff training and management
  • Interpersonal qualities: Excellent management skills, promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure
  • Work experience in West Africa preferable

Liberia: Finance & Admin Officer - Ebola Treatment Unit

POSITION SUMMARY:

The Finance/Admin Officer with provide overall managements of the finance administration matters required in grant management. This person will be responsible for financial reporting and management based on donor requirement and regulations. The FAO will ensure the budget tracking and spending analysis against implementation plan are approved by the donor, USAID. S/he will ensure that all finance and administration related activities comply with local law. This position will be based in country.

PRIMARY RESPONSIBILITIES:

1. Financial

  • Establish and implement financial procedures in line with organizational requirements
  • Timely and accurate recording of all financial transactions in line with organizational and donor requirements and deadlines
  • Establish and prepare accurate and timely information for budget monitoring and progress reporting of program funds and grants
  • Provide financial management advice on revisions of budgets, preparing periodical forecasts and any changes needed
  • Management and reconciliation of the bank and cash accounts, preparation of the weekly cash counts and monthly financial records including cashbooks, to be submitted to USAID, ensuring financial and resource accountability and effective management for records as required for auditing.
  • Control of salary payments to staff, including national insurance and tax liabilities, reconciling the same and monitoring medical expenses, subsistence allowances, mobile phone usage, etc.
  • Collection and filing of regular financial reports and budget records.
  • Recruit and manage Finance/Administration staff in line with good organizational practice
  • Work with HHI’s Operations, Programs and Liberian country staff to identify and fulfill staff needs.

2. Human Resource Management

  • Supervise the human resource, finance and administrative functions in field offices to ensure their smooth and effective operations
  • Supervise the oversight of staff personnel files inclusive of contracts, leave records and other paperwork required for employment in local context
  • Ensure compliance to local labor laws including contracts, compensation packages, taxes and working hours
  • Collaborate with security officer to maintain security of staff in the field location
  • Make frequent site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to field staff
  • Maintain open lines of communications with all field staff
  • Ensure that finance department is fully staffed, hires local staff, ensure that job descriptions are developed and on file, timesheets collected

3. Training

  • Determines and oversees training needs for finance and human resources staff

QUALIFICATIONS:

  • Previous work in a developing county or resource-deprived environment at the management level
  • Minimum of a college or university degree in Accounting or Business Administration; preferably a Master’s degree
  • Minimum of 3-5 years managerial experience in a non-profit organization or equivalent experience, training and education
  • Experience in the administrative and financial management of overseas programs at management level
  • Extensive experience in working with computerized accounting systems, preferably QuickBooks.
  • Comprehensive knowledge and working experience with USAID or other donor organizations as the World Bank or IMF preferable
  • Provide demonstrated leadership ability
  • Ability to train others and work with minimal supervision
  • Strong English language skills, written and verbal

Liberia: Medical Coordinator - Ebola Treatment Unit

POSITION SUMMARY:

The ETU medical coordinator is responsible for managing the ETU, and overseeing all medical related activities in the centre. S/he is responsible for the induction and training of (medical) staff on the infections prevention and control protocols and procedures.

  • S/he should establish Infection Prevention Control (IPC) procedures and protocols and ensure all (medical) are trained on them.
  • Supervise and monitor adherence to IPC protocols and correct use of Personal Protective Equipment (PPE).

2.Training and Capacity Building

  • Train staff on IPC and the correct use of PPE.
  • Train doctors, clinical officers and nurses on the treatment protocols for Ebola patients
  • Liaise with other senior staff members in the centre to train non-medical staff on IPC and PPE procedures and protocols.

3.Management

  • Organizes and chairs a weekly meeting with the medical and non-medical staff working in the treatment unit to take stock of how things are going and implement corrective measures via written notes accordingly.
  • Responsible for forwarding relevant problems and issues arising from the weekly meeting to the Chief Medical Officer.
  • Prepares duty roster for doctors and clinical officers
  • Monitors the wellbeing of staff and immediately report any issues to the Chief Medical Officer

QUALIFICATIONS:

  • Minimum medical degree (MD or RN); addition Masters of Public Health preferred
  • Minimum of 3 years of experience required, of which 1-2 years should be of developing country experience or resource-limited environment.
  • Post-graduate qualification in infectious / tropical diseases is a plus
  • Experience in overseas programs relating to primary health care, maternal and child health, reproductive health, HIV/AIDS, and communicable diseases.
  • Will have excellent self-motivation skills.
  • Ability to exercise sound judgment and make decisions independently in difficult environment.

POSITION SUMMARY:

The nurse will be responsible for providing care in the Ebola Treatment Unit (ETU). S/he will perform basic nursing assignments and act as a supervisor by completing various administrative tasks. This position will be based in country.

PRIMARY RESPONSIBILITIES:

Patient Care

  • Participate in trainings regarding infection control, clinical management, use of protective personal equipment, and other aspects related to care of Ebola patients.
  • Provide direct clinical care to Ebola patients, fully abiding by established Heart to Heart International policies and procedures.
  • Provide training to local and international staff in the correct and safe care of Ebola patients.
  • Examine and treat patients in the ETU according to the guidelines and available protocols
  • Monitor and coordinate emergency program activities assigned for the project
