Tunisia: Operations manager

Chemonics seeks an operations manager for the anticipated $5 to $10 million USAID-funded Economic Reform Technical Assistance Activity in Tunisia. The activity aims to assist the government of Tunisia in implementing reforms in tax policy, tax administration, and customs, to level the playing field for individuals, firms, traders, and investors and to increase economic growth and private investment. The operations manager will serve in the field for at least one year, from September 2014 to September 2015. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide management and oversight of all aspects of field operations, including administration, logistics, procurement, budgeting, financial management, facilities management, and inventory control
  • Ensure compliance with all USAID and other government requirements, for both operations and grant making activities; monitor grantee performance and grant worthiness; and ensure transparency and integrity in procurement and financial management
  • Serve as acting team leader during team leader's absence
  • Supervise day-to-day financial operations, including cash flow management, time sheet recording, financial reporting to USAID, and ongoing financial tracking and monitoring
  • Facilitate a collaborative relationship with senior USAID in-country staff and Chemonics local and expatriate field- and home-office staff under the team leader
  • Ensure compliance with USAID and Chemonics policies and contractual requirements

Qualifications:

  • Minimum five years of experience managing USAID projects, including two years of supervisory management experience, preferred
  • Experience working in a field office setting in a long-term or short-term capacity
  • Experience working in Middle East or North Africa preferred
  • Financial management experience, including budgeting, financial tracking, accounting, and procurement experience
  • Well-versed in USAID rules and regulations concerning subcontracts and compliance issues
  • Permanent U.S. employment authorization required
  • Demonstrated leadership, versatility, and integrity
  • Fluent written and spoken French
