Guinea: Field GIS officer - Ebola outbreak, West Africa

1. Context
In March 2014, cases of hemorrhagic fever were observed around the Gueckedou region in Guinea. Fearing the later confirmed possibility of an Ebola outbreak, MSF started deploying massively international staff to respond to the possible emergency. Over the first days of the response, before confirmation that the disease actually was Ebola, it was decided that a GIS officer would be deployed to support the medical team and work closely together with the epidemiologist. This was a first for MSF as never before did MSF-CH deployed a GIS to the field, let alone in an emergency.
During the first deployment, confidence was built between the MSF GIS Unit (CartONG) and the epidemiologists in the field. Clear communication channels were instituted between MSF-CartONG and HOT to insure good coordination. Methodologies were also developed to work with epidemiology data.
As the crisis continues and now affects 3 countries, more support is required in terms of GIS. Hence CartONG will now be deploying the third round of GIS officers to the mission to support mapping in Guinea/Sierra Leone and Liberia. For this new deployment 2 to 4 GIS officers will be in the field simultaneously. Their main focus will be to maintain the actual GIS support in Guinea and Sierra Leone and to expand further the support in Liberia and in regions of Sierra Leone not yet covered.
2. Time Frame
The Consultant shall perform the services for a period of 4 to 6 weeks, starting at the beginning of September (date to confirm depending the requests from the field).
3. Outputs and activities
The contractor’s tasks are:
- Generate real-time geographic layers specific to the epidemic;
- Update base maps with the support of the team headquarters CartONG;
- Request support from CartONG HQ whenever necessary and give weekly update.
- Follow and adapt to procedures concerning data collection and data management and mapping
- Train GPS data collectors as required
- Provide a report: Before the end of the mission.

- Qualifications and professional experience
4.1. Required
Academic: University degree, preferably in social sciences related with GIS and mapping.
Experience:
- At least 5 year's relevant experience in mapping and 2 years of experience with humanitarian organizations
- Excellent communication, coordination, and information management skills
- Excellent team working capacity

Languages:
- Good knowledge of English and French is essential.
4.2. Desirable
- Knowledge of Geonetwork platform
- Knowledge of web mapping
- Understanding the e-mapping volunteer communities and how they work
