Org. Setting and Reporting

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations
agency for human settlements. It is mandated by the UN General Assembly to promote
socially and environmentally sustainable towns and cities with the goal of providing adequate
shelter for all. The post is located in the Urban Basics Services Branch (UBSB), Water and Sanitation (WATSAN) Unit, Accra, Ghana. Under the overall guidance of the Coordinator of UBSB and the direct supervision of the Unit leader, Water and Sanitation Unit, the incumbent will be responsible for the following:

Responsibilities

(1) Coordinate the development and implementation of the work programme of the Branch in West Africa by: a) Identifying needs and opportunities and advising the Coordinator on new substantive directions and activities to pursue within the region; b) Participating in advisory missions to carry out consultations and other activities aimed at the development of strategies and programmes; c) Preparing proposals for resource mobilization; d) Assisting in the implementation of UN-Habitat Strategy and work plan in the West African Region; e) Providing financial, contractual and budgetary oversight; f) Providing guidance to national Governments in support of the development of the UN-Habitat Water, Sanitation and Hygiene (WASH) network. g) Preparing and submitting regular status reports on WASH activities;

(2) Providing management/operational support for the Joint UN Programme on Water, Sanitation and Hygiene in Disaster Prone Communities in Northern Ghana by :

a) Leading the process for information gathering, collation and management; (b) Operationalising resilient WASH solutions to increase access to services in disaster prone communities; (c) Promoting education programmes and awareness of hygiene practices within the beneficiary communities and schools; (d) Enhancing local capacity to sustainably manage the
WATSAN facilities and related services; (e) Contributing to measures to enhance disaster preparedness; (e) Planning resource requirements and setting priorities for the implementation of activities and the allocation of inputs; (f) Developing mechanisms for ensuring systematic mainstreaming of cross cutting issues of gender, youth and human rights in the project activities; (g) Monitoring emerging needs during implementation and offering assistance in meeting those needs; (h) Identifying actions, designing proposals these actions, and
formulating implementation modalities; (i) Ensuring proper documentation of programme experiences; (j) coordinating and monitoring project progress; (k) Coordinating the
preparation of regular project reports; (l) Providing substantive
guidance to meetings of the Steering Committee and the Joint UN and National implementing
Partners.

(3) Performing any other relevant duties as may be assigned.

Education

Advanced University degree (Master’s or equivalent) in Urban and Regional Planning/ Management, Urban Economics, Engineering or related field. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in Urban Basic Sevices or related field. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Experience in project or programme development and management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post
advertised, fluency in spoken and written English is required. Knowledge of a second UN
language is an advantage

Project Summary:
The Evaluate for Health (E4H) project is a five-year project providing assistance to the USAID/Ghana Health portfolio, including implementing partners, local partners and Government of Ghana stakeholders. The project includes three components: Evaluations, Assessments and Studies; Performance Monitoring and Evaluation; and Research Management Capacity Building.

Position Summary:
Koko-Plus is a locally-produced soybean, amino acid, and micronutrient supplement for feeding of infants of ages 6-24 months. To ensure the feasibility and sustainability of a commercial business model that will also promote product access for infants in households at the lower end of the economic scale, two social marketing approaches were designed and supported with USAID funding. E4H will conduct a cost effectiveness assessment to ascertain the most cost effective social marketing approach and to identify the best opportunities for sustainable scale-up of Koko Plus.

The Social Marketing Consultant will support E4H’s Senior Evaluation Advisor in conducting the Cost Effectiveness Assessment by assisting with the development of interview guides and questionnaires as well as conducting key stakeholder interviews and focus group discussions.

Responsibilities:

  • Desk review of implementation and survey documents.
  • Request and review cost data related to the implementation of the two approaches.
  • Meet key stakeholders of the Koko Plus Project (Accra-based).
  • Organize and carry out field visits.
  • Calculate Cost Effectiveness Ratios and perform sensitivity analysis.
  • Analyze available data and prepare Cost Effectiveness (CE) Assessment Draft Report.
  • Prepare CE Assessment Final Report, with recommendations for scale up of selected approach.

Qualifications:

  • University degree in marketing, communications, social sciences or related field required. Advanced degree strongly preferred.
  • At least 12 years of relevant experience with Bachelor’s degree, or 8 years with an advanced degree.
  • Demonstrated expertise in health, behavior change communication, nutrition, or related field.

Organizational Setting

The Regional Office for Africa (RAF) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. Ghana: Project Officer – Sustainable Fisheries (for Ghanaian Nationals Only)

The Environmental Justice Foundation (EJF) is a UK-based NGO working internationally to address environmental security and associated human rights abuses. In West Africa, EJF’s work has focused on preventing Illegal, Unreported and Unregulated (IUU) fishing and safeguarding the livelihoods and food security of coastal communities. EJF has two offices in Sierra Leone that have been operating since 2009 and two offices in Liberia established in early 2012, with other offices being established across the region.

To help advance our work in West Africa and drive the implementation of our projects in Ghana, EJF is seeking to recruit an ambitious, extremely competent Ghanaian Project Officer with a proven track record in successful project management, based in Accra or Cape Coast.

The successful applicant will work under the overall responsibility of the EJF Director, report directly to the Project Coordinator, based in London and work in close relationship with EJF’s other staff in Ghana, West Africa and the London office.

In addition to other tasks and responsibilities to be defined over the time, the Project Officer will have primary responsibility to:

  • Establish and maintain relationships with key stakeholders, representing EJF in relevant forums as directed by the Project Coordinator;
  • Put sustainable and transparent fisheries management on the agenda of the Ghanaian Government (Ministry of Fisheries and Aquaculture, Fisheries Enforcement Unit, etc.), Members of Parliament, diplomatic missions, international organizations;
  • Work with the Project Coordinator to raise the profile of fisheries issues in Ghana by disseminating press releases, policy papers, reports, engaging the media, facilitating the training of journalists; responding to press enquiries in coordination with the EJF Communication Coordinator and Project Coordinator in London;
  • Conduct research/surveys and draft concise reports on various elements of the Ghanaian Fisheries sector such as the legal framework in relation to IUU fishing, Marine Protected Areas, etc.
  • Facilitate the visits of London Office staff, in particular filming trips from the video producer;
  • Ensure the day to day implementation of EJF’s project in Ghana through the smooth, efficient and timely execution of all administrative requirements related to EJF’s activities in the country (e.g. bank formalities, registration procedures, etc.);
  • Track and record project expenses and prepare detailed monthly financial reporting to the London office;
  • Gather and compile relevant data and information required to meet EJF’s reporting requirements and provide input for donor reports;
  • Conduct any other relevant task in relation to EJF’s projects in Ghana as instructed by the Project Coordinator or the Directors.

Required skills and experience:

  • Ability to work independently, be proactive, maintain a high level of motivation and ensure that all tasks are executed to the highest possible standards;
  • Superb inter-personal and communication skills, with an ability to establish strong relationship with fishermen communities and local authorities;
  • Ability and willingness to learn and adapt as well as to respond calmly and effectively to difficult and rapidly changing situations;
  • Fluent spoken and written English, along with computer literacy;
  • Ability to design and execute scientific research and present results in the form of reports with statistical data analysis, graphs and recommendations;
  • Higher qualification/degree, preferably in the field of marine biology, biodiversity, environmental management or a related field;

Desirable skills and experience:

  • Understanding of ecosystems-based approaches to community management of natural resources;
  • Experience developing, managing and reporting on a project budget;
  • Basic experience in photography, video shooting and editing.
  • Good knowledge of project management cycle, from proposal writing, log frame development, M&E to final reporting.

Ghana: Emergency Medical Service Educators - Ghana

Columbia University (CU) sidHARTe Program, USA, is working with partners to develop an EMS Educator Program in Ghana. The objective of the Program is to train and develop a strong team of 20 NAS advanced EMTs to serve as EMS Educators with the Ghana National Ambulance Service (NAS). The EMS Educators will be responsible for providing initial and continuing education to NAS pre-hospital providers and basic community healthcare workers across Ghana. This novel and exciting program will be based in the Ashanti Region of Ghana at the NAS Training Academy, and will be overseen by an expert team of EMS and Emergency Care physicians. The duration of the project is 01-November 2014 to 30-October-2015 (12 months).

Candidate Description:

We are seeking two experienced, certified EMS educators to be part of the leadership team of this EMS Educator Program.

Requirements of each EMS educator applicant includes:

  • Certification as EMS educator (within the past 10 years)
  • Minimum 3 years of classroom and field training experience (specifically with basic, intermediate and/or advanced EMTs; experience with Paramedic training optional)
  • Significant experience working in Africa (in an educational and/or clinical capacity)
  • Willingness and availability to live in Ghana during the entire program period.

Principal activities by the EMS Educator applicant includes:

  • Actively participate in design and implementation of the NAS EMS Educator Program

BACKGROUND

In 2013 Christian Aid in collaboration with the MDRS- Southern Zone, developed a proposal submitted to an internal funding opportunity within Christian Aid.

The proposed project was a one year project located in Mfantseman district in the Central region of Ghana – the fourth poorest region in Ghana. The specific communities under the proposal included Ekumfi Srafa, Owuya and Owofa Supruwdo and the Methodist Orphanage Village at Ghahaadze. The main livelihood sources for the communities are fishing and charcoal production and the charcoal is often used for the smoking of fish and for domestic consumption. Some of the communities in the districts have also suffered from flooding due to deforestation and poor spatial planning which is why the proposed project had a key forestation component.

In addition, the project was designed to work with poor households to produce acacia woodlot to meet their fuel needs and to generate income through the sale of woodlot seedlings and charcoal; production and processing of Legon 18 pepper (a variety of chillies) for local and external markets. The farmers will also be trained in negotiation and advocacy to enhance their skills for land acquisition.

Upon review by Christian Aid internal reviewers, concerns were raised regarding the likelihood of perpetuating the negative environmental practices, the scale of the project, the lack of adequate research information to serve as evidence for the market of pepper in the project areas and lack of other alternative crops to serve as back up in the event that the pepper was unsuccessful.

It was therefore recommended for the project to be reviewed to consider incorporating energy efficient technology such as a cook stoves component to reduce the amount of fuel and smoke emission when cooking; research into the market for pepper and increase the beneficiary reach to increase the scale of the project.

Based on the feedback received from the review committee, CA in Ghana is considering redesigning this project with the production of the woodlot as the main project with other components to enhance livelihoods and ensure efficient utilisation of wood fuel. The new project will incorporate energy efficient technology such as cook stove technology. This will take on an enterprise form where community members as well as other enterprises will form part of the supply chain in outsourcing cook stoves from the manufacturers and selling them to the communities. The project will also integrate trainings and sensitisation of the communities in the environmental hazards of charcoal production and the benefits of cook stoves.

PURPOSE AND OBJECTIVE

The purpose of this research is to conduct a research to identify energy efficient options and to determine the viability of the cook stoves within the project areas in the Mfantseman area of the Central Region; and to recommend a suitable business model that will ensure efficient utilisation of the wood fuel by the communities. The business model should address access of the stoves, affordability, distribution and awareness creation. Also this aspect of the research will look at the profitability of a cook stove enterprise component of the project.

The other component of the project is intercropping to diversify the incomes from the project. The research will carry out a detailed market assessment for pepper and pineapple suckers within the central region. In addition, the research will identify other suitable crops that can be intercropped with the acacia tree. This information will be crucial for developing the new proposal and giving sufficient evidence for the feasibility of the project.

SCOPE OF WORK

The specific objectives and the scope of the research are as follows:

  1. Identify energy efficient technologies in the district

The consultant is expected to evaluate the awareness within communities in Mfantseman district about the dangers of charcoal production for the environment and the benefits of alternative efficient energy sources such as cook stoves. The consultant is then expected to identify existing or possible energy saving technology through a participatory process with communities. This will consider current systems of energy which are reliant on charcoal and firewood and assess their efficiencies. (S)he should do a cost benefit analysis to demonstrate the advantages of using improved cook stoves versus the use of traditional open fire system. The consultant will then work with the community to identify options of energy technology suitable to the community.

  1. Conduct a research on the market for cook stoves and the profitability of a cook stove enterprise for farmers

The consultant will identify possible suppliers e.g. Ekem Art Pottery in Winneba and/or manufactures of different cook stove designs and will assess the most appropriate for use by the communities in the areas. The consultant will also assess the market demand for the cook stoves within the district and how much the citizens of the district will be willing to purchase the stoves for. Subsequently, the study will ascertain the viability for farmers forming part of the supply chain of cook stoves by outsourcing them from the manufacturer and supplying them to the wider communities.

  1. Market assessment for pepper and pineapple seedlings in Mfantseman District and the Central Region

The consultant shall conduct a market assessment for pepper and pineapple seedlings. The consultant will also identify the different varieties of pepper that can be produced in the area. Emphasis will be placed on the local and domestic markets for pepper but export markets should also be explored. The study should be specific about the varieties that have the most demand for local and export markets. Based on the information gathered, the consultant will give recommendations as to the feasibility of this component being included in the proposal. The pineapple sucker market assessment should focus on the domestic market. This will include completing a cost analysis for a pepper production enterprise and a pineapple sucker production enterprise.

The consultant will be expected to recommend various pepper processing activities the farmers can take up in addition to the pepper production based on information gathered from the communities and the Ministry of Food and Agriculture (MoFA).

As part of this assignment the consultant will be expected to engage with different actors within the pepper and pineapple markets from producers, processors and packagers as well as with the end market such as restaurants, hotels and schools.

  1. Recommending crops for inter-cropping

Based on discussions with MoFA and the communities, the consultant will be expected to recommend crops for inter-cropping based on what is available in the communities and what demands exist in the central region. Inter-cropping will increase the resilient livelihoods of the farmers and will give them some income in the interim as the acacia tree takes approx. 3 years to mature before it can be harvested and used for charcoal production. Crops to be considered include tiger nut, maize and onions could be considered. The tiger nut could further be processed into tiger nut milk to add value. These crops form part of the major crops grown in the area.

METHODOLOGY

The consultant could adopt a range of methodologies in the delivery of this work. Suggested approaches include literature review from secondary sources such as academic literature, government publications, website and blogs.

Interviews and focus group discussions with the Methodist Church- Southern Zone, farmers in Mfansteman, NGOs and private sector companies engaging in cook stove manufacturing, MoFA, restaurants, hotels, schools, pineapple producers and other market actors like small scales processers, traders and retailers should also be conducted.

DELIVERABLES OF THE ASSIGNMENT

1st Phase: An inception report thatoutline a clear and detailed methodology for conducting this study. This shall be discussed and agreed with Christian Aid.

The inception report should also summarise findings from the secondary data and indicate sources of such information.

2nd phase: A not more than 25 page comprehensive report outlining:

  1. Analysis of different value chains in terms of the returns on investment for the farmers taking into account

a. Market prices,

b. Suitability of the environment for growing the crops

c. Cost benefit analysis tables comparing different crops

d. Access and availability of markets for the crops

e. Access of other support services for the crops such as extension, training, inputs, information etc.

f. Explore business viability of value addition compared to selling to ready markets.

g. A recommendation to Christian Aid of which value chains to support and the assigned reasons

  1. The business viability of the cook stoves project exploring

b. Who are the local manufactures

The consultant should have at least a master’s degree in the social sciences, agriculture, natural resources or environmental science with extensive knowledge and experience in agribusiness and value chain development. The consultant should also be experienced in rural research work and should be knowledgeable about the agricultural and trade policy environment and its implications on market opportunities for smallholder farmers and:
