Summary
Counterpart International is seeking a Grants and Compliance Manager for the anticipated USAID-funded Congo Demokrasia program in the Democratic Republic of Congo (DRC). Congo Demokrasia will promote Congolese citizens’ informed voting and active and peaceful participation in the 2015-16 elections. The program will support civil society organizations (CSOs) to conduct voter education activities and strengthen their ability to conduct oversight and advocacy to protect citizens’ electoral rights in the upcoming elections. This position will provide overall grant management for Counterpart’s local partners. With the support and guidance from the Chief of Party, Deputy Chief of Party and the Counterpart Headquarters staff, the Grants and Compliance Manager will be responsible for the management and oversight of all program grants, as well as providing guidance for CSOs receiving sub-grants under other USAID/DRC activities as needed. The Grants and Compliance Manager will ensure effective management and monitoring of the grants program, with a focus on compliance with USAID rules and regulations.
Statement of Work
* Lead and mentor the grants team, and supervise their day-to-day operations; ensure effective coordination with other program and finance staff.
* Oversee grant-making process from start to finish.
* Develop and maintain an up-to-date grants manual for the program.
* Institutionalize Counterpart’s grant management best practices within the program.
* Ensure that the sub-grants to local CSOs and any other sub-grantees are implemented as per program objectives, design and USAID sub-grant regulations.
* Design and oversee the issuance of RFAs.
* Shortlist and evaluate grant applications including letters of interest, budgets and full proposals.
* Negotiate with potential grantees and finalize agreements.
* Provide training and technical assistance to grantees on USAID regulations, financial management and reporting.
* Monitor grantee performance per sub-grant agreement requirements.
* Ensure accurate grant close-out procedures.
* Supervise the grant team’s review of financial and program reports for submission to the COP, as well as documentation to ensure that grantees meet both Counterpart and USAID rules and regulations.
* Other duties as assigned.
Requirements QUALIFICATIONS:
* A university degree in international development, social science, finance, business administration, or related field is required.
* Minimum of eight (8) years of experience working with international NGOs in grants management positions.
* At least six (6) years of experience in administering small grants in an international development program (preferably US Government supported), including experience in grants design, negotiation, and administration of civil society related grants.
* Thorough knowledge of and experience regarding grants administration, contracting, and procurement regulations.
* Demonstrated knowledge of USG rules, regulations, policies and procedures.
* Prior experience in Southern and Central Africa, and in particular the DRC, is preferred.
* Excellent organizational, analytical, oral and written communications skills.
* Demonstrated supervisory and leadership skills.
* Ability to work well in a team environment, strong interpersonal skills, able to work effectively with civil society organizations, USAID, project staff, and other beneficiaries.
* Commitment to gender integration, experience with gender integration a plus.
* Excellent writing skills in French; advanced professional level English; knowledge of Swahili, Kikongo, Lingala or Tshiluba preferred
