The Organization:

Founded in 1982, Search for Common Ground (SFCG) is an international non-profit organization that promotes peaceful resolution of conflict in more than 35 countries around the world. With headquarters in Washington, DC, and a European office in Brussels, Belgium, SFCG’s mission is to transform how individuals, organizations, and governments perceive and respond to conflict, in particular violent conflict - away from adversarial approaches and toward cooperative solutions. SFCG and its “common ground approach” seek to support conflicting parties understand their differences and act on their commonalities.

SFCG prides itself on having many projects from many different funding sources. The global organization is currently implementing projects funded by more than 60 donor sources, most of which are institutional donors, foundations, and multi-lateral organizations like the United Nations.

Program:

SFCG began working in the DRC in 2001. Since then, the country program has grown substantially and is now implementing more than twenty distinct projects, including cross-border programs, funded by a dozen different donor sources for a substantial annual project portfolio. The DRC program operates offices in 6 provinces throughout the country, as follows: Kinshasa, South Kivu (Bukavu), North Kivu (Goma), Katanga (Kalemie), Province Orientale (Bunia), and Equateur (Libenge). The country program works with a number of institutions including local and international NGOs, radio stations across the country, and the Congolese government, including the military and police. These partnerships can include material and operational support through direct assistance as well as sub-awards.

Primary Function:

The Internal Controller and Compliance Manager will take the lead in assuring the quality management of externally funded grants/contracts from inception to closure. In addition to an oversight and monitoring role, the GCM will ensure that both programming and operations staff improve their understanding of different granting/contracting mechanisms and build their capacity to adhere to donor regulations related to reporting, invoicing, and asset management and purchasing. The Internal Controller and Compliance Manager will report to the Country Director.

Specific Responsibilities:

Grants Management and Compliance

  • Serve as principle point of contact on grant management and compliance issues with sub-grantees, SFCG Finance, Regional and Global Finance and Compliance staff.
  • Support timely agreement/contract development, review, and/or approval, both with donors and partners, ensuring adherence to both internal SFCG and donor requirements.
  • Anticipate and respond to SFCG and sub-grantee questions related to contracts, budgets and spending.
  • Ensure the timely reporting to senior management of any identified compliance risks.

Internal Control Assessment

  • Ensure adherence to record keeping as per donor and SFCG Internal requirements. Monitor application and address gaps as needed.
  • Ensure timely closure of finance audit recommendations related to donor compliance; participate in preparation, implementation and monitoring of corrective action plans.
  • Lead site visits to partners to assess adequacy of internal controls, compliance with applicable laws and regulations, and partner policies and procedures. Report findings to program management including proposed follow-up with sub-grantees based on issues surfaced.
  • Organize external firm audits in accordance with grant requirements and in collaboration with the Regional Finance Managers.
  • Provide guidance and support for the timely assessment of partner financial management capacity and ability to adhere to any specific donor requirements. Develop related action plan with program and finance staff to address any capacity/system gaps.
  • Work with Heads of Offices and other relevant staff to improve internal controls within the DRC program.

Financial Management and Analysis

  • Support the finance manager in the review and approval of donor financial reports and invoices prior to submission.
  • Review budgets with actuals reports to ensure adherence to restrictions on line item flexibility and stated restrictions on accepted costs. Support follow up actions to resolve any identified problems.
  • Ensure that SFCG and partners keep supporting documents for all financial transactions and ledgers for Fixed Assets, Purchase Requisitions, Cash Receipts and Disbursement.

Capacity Building

  • Build capacity of SFCG and partner staff in grants/contract compliance through training and accompaniment.
  • Actively participate in program meetings as appropriate to effectively plan and collectively coordinate financial and programmatic activities in conjunction with partner capacity building initiatives

Supervisory Responsibilities:

  • Review adherence of program staff to grant guidelines and ensure that performance weaknesses are reported to direct supervisors.

Key Internal Relationships:

  • Country Director, Director of Operations, Regional Finance Managers, HQ-based grants and compliance staff, HQ-based internal controls staff, Director of Programs, Heads of Office, Admin and Finance staff, and Program Managers/officers.

Key External Relationships:

  • Finance and program staff in partner organizations, donors.

Qualifications:

  • Masters degree in finance, business administration or accounting, required.
  • A University degree in accounting.
  • Professional qualification in accounting (ACCA, CPA or equivalent), preferred.
  • Minimum seven years relevant work experience w/ NGO, of which three years should be in DFID or USG finance and compliance. Very strong finance background.
  • Experience managing DFID and/or other donor grant awards.
  • Auditing experience is highly desirable.
  • Demonstrated ability to build capacity and lead trainings for staff and partners.
  • Proven ability to be an effective supervisor of staff of varying levels of responsibility.
  • Good command of spoken and written English and French.
  • Mastery of Excel.
  • Self-guided, strong organizational and planning skills.
  • Ability to work independently and under pressure.
  • Excellent communication, coaching and facilitation skills.
  • Ability to travel up to 40%.

Democratic Republic of the Congo: Grants and Compliance Manager

Summary
Counterpart International is seeking a Grants and Compliance Manager for the anticipated USAID-funded Congo Demokrasia program in the Democratic Republic of Congo (DRC). Congo Demokrasia will promote Congolese citizens’ informed voting and active and peaceful participation in the 2015-16 elections. The program will support civil society organizations (CSOs) to conduct voter education activities and strengthen their ability to conduct oversight and advocacy to protect citizens’ electoral rights in the upcoming elections. This position will provide overall grant management for Counterpart’s local partners. With the support and guidance from the Chief of Party, Deputy Chief of Party and the Counterpart Headquarters staff, the Grants and Compliance Manager will be responsible for the management and oversight of all program grants, as well as providing guidance for CSOs receiving sub-grants under other USAID/DRC activities as needed. The Grants and Compliance Manager will ensure effective management and monitoring of the grants program, with a focus on compliance with USAID rules and regulations.
Statement of Work
* Lead and mentor the grants team, and supervise their day-to-day operations; ensure effective coordination with other program and finance staff.
* Oversee grant-making process from start to finish.
* Develop and maintain an up-to-date grants manual for the program.
* Institutionalize Counterpart’s grant management best practices within the program.
* Ensure that the sub-grants to local CSOs and any other sub-grantees are implemented as per program objectives, design and USAID sub-grant regulations.
* Design and oversee the issuance of RFAs.
* Shortlist and evaluate grant applications including letters of interest, budgets and full proposals.
* Negotiate with potential grantees and finalize agreements.
* Provide training and technical assistance to grantees on USAID regulations, financial management and reporting.
* Monitor grantee performance per sub-grant agreement requirements.

Requirements QUALIFICATIONS:
* A university degree in international development, social science, finance, business administration, or related field is required.
* Minimum of eight (8) years of experience working with international NGOs in grants management positions.
* At least six (6) years of experience in administering small grants in an international development program (preferably US Government supported), including experience in grants design, negotiation, and administration of civil society related grants.
* Thorough knowledge of and experience regarding grants administration, contracting, and procurement regulations.
* Demonstrated knowledge of USG rules, regulations, policies and procedures.

Liberia: Sub Awards and Compliance Director - Liberia (219361-927)

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been operational in Liberia since 2002, most recently implementing programs in food security, peace building, and youth empowerment. Currently, Liberia is the epicenter of a fast-moving regional Ebola epidemic, which also includes Sierra Leone, Guinea and Nigeria. To date, over 5,340 people have been infected, with over 2,600 deaths (18 Sept 2014) in these regions combined. As the Ebola epidemic spreads throughout Liberia, existing social and economic challenges are growing more complex, requiring adaptive and dynamic approaches to help support affected communities as they defend against, cope with, and recover from, this devastating disease.

Mercy Corps’ initial response to this emergency will engage youth to promote healthy behaviors within communities that will help reign in the Ebola outbreak, address food security gaps that emerge and maintain livelihoods that are beginning to decline.

GENERAL POSITION SUMMARY:

The Sub Awards and Compliance Director for Mercy Corps Liberia is a key position in the Ebola Community Action Program (E-CAP) a 6 month USAID-funded project, responsible for ensuring and facilitating the compliance of programs with donor regulations and requirements for all sub-grantees. S/he will report to the Program Director and work closely with staff dedicated to the program – such as, Finance Director and Monitoring and Evaluation Manager, and Liberia procurement and logistics offices, and consult regularly with Mercy Corps’ Portland HQ compliance and legal departments. S/he will also lead efforts to build the capacity of local NGOs to meet finance and compliance requirements of USAID and other donors, so that these local organizations develop professional personnel and systems which enable them to perform the functions of their awards.

ESSENTIAL JOB FUNCTIONS:

Sub Awards Management

  • Participate in the development of the overall programmatic strategy and the strategy for the subawards/contract program.
  • Develop the E-CAP Subawards and Contracts Manual, and ensure that the E-CAP program is complying with the procedures and that the annexes are being used as applicable.
  • Update the E-CAP Subawards and Contracts as needed with input from MC HQ.
  • Participate in the design of RFAs/solicitations for subaward/contract opportunities, publication of RFAs/solicitations, issuing of RFA/solicitations packages to prospective applicants, manage the administrative process of receiving RFA/solicitations applicant and providing the applicants to the RFA/solicitation Review Committee, in accordance with the E-CAP Subawards and Contracts Manual.
  • Administer subaward and contract solicitation processes in accordance with the E-CAP Subawards and Contracts Manual, with, for each solicitation, clearly defined and communicated steps for selecting, negotiating and awarding subawards/contracts.
  • Review applicant organization’s budgets and budget narratives for completeness, cost realism and compliance with the solicitation budget requirements.
  • Be responsible for pre-award financial review, as applicable, and other due diligence of apparently successful applicants.
  • Select appropriate subaward/contract agreement type, provide HQ with the required information to draft subawards, and negotiate agreements with selected subrecipients.
  • Work closely with the partner organizations to ensure they are issuing, managing and monitoring subawards and contracts in accordance with the E-CAP Subawards and Contracts Manual.
  • Draft modifications to subawards/contracts, as applicable.
  • Develop and conduct subrecipient financial and compliance training workshops.
  • Review subrecpient financial reports/invoices for correctness and completeness and ensure that reports are submitted on time.
  • Develop subrecipient monitoring plans, conduct financial monitoring of subrecipients and prepare financial monitoring visit reports (as applicable).
  • Follow up on all subaward compliance issues and audits and document resolutions.
  • Maintain subawards in the accounting system as well as subaward financial files in accordance with Mercy Corps’ Field Finance Manual.
  • Process needed documents for subrecipient payments.
  • Responsible for subaward financial close-outs, including ensuring that all requirements of the subaward agreement have been met and that subaward funds have been properly settled.
  • Provide compliance guidance and consultations to subrecipients on a demand-driven basis.

Compliance

  • Ensure that the E-CAP program is executed in alignment with the Cooperative Agreement and the applicable USAID regulations, staying abreast of changes in the regulatory environment related to donor/grant compliance; update E-CAP procedures as necessary;
  • Help find creative solutions to issues that are compliant, yet facilitate the achievement of organizational development objectives.
  • Review E-CAP program procedures, contracts and other documents for compliance requirements and ensure these requirements are met.
  • Prepare prior approval, waiver and other compliance requests to the donor.
  • Assist subrecipients, as needed with subrecipient compliance requests to Mercy Corps. Identify and communicate compliance risks associated with program implementation;
  • Prepare and maintain internal and donor compliance-related reports.
  • Work closely the Finance department to facilitate grant projections, disbursement and reporting, ensuring compliant documentation, and, as requested by the Country Director, investigate financial anomalies as per MC policies and procedures.
  • Provide leadership and direction with regard to any grant or contract functions needed for the program’s success and to provide input on program functions.
  • Ensure the compliance tracker for E-CAP is up to date and reviewed with the relevant departments on a monthly basis.

  • Experience in grants design, negotiation, and administration is required;
  • Proven success managing the administration and compliance of US government funding, particularly with the management of large USAID-funded sub-grant mechanisms of a comparable size;
  • Proven experience managing complex teams in difficult environments;
  • Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate and defend Mercy Corps’ interests with a diverse range of international and local organizations and other groups;

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

The position will be based in Monrovia, and may require travel to outlying counties and communities throughout Liberia. The security situation is stable but could change quickly in localized circumstances, although general unrest is not anticipated because of a significant UN, US military, and local police force presence to maintain public safety. Monrovia is served by an international airport and has many hotels, restaurants and grocery stores. Health services are currently limited and while we have made provisions for emergency care, team members should not anticipate an environment where casual outpatient services are available. Because safe access to health services should not be anticipated, a degree of self-sufficiency in first aid and medications should be considered. Candidates must consider taking anti-malarials as a preventative measure and other measures to lower their risk of requiring medical services. Candidates with chronic health issues should consider disclosing and self-eliminating from this recruitment process. Currently there is an 11 pm curfew, which could change at anytime, and staff should expect some interruption of movement as the government manages the Ebola situation. Housing will either be at private residences as group housing or at nearby hotels. Traveling in and out of Liberia is increasingly complicated with many commercial airlines suspending service and many countries closing their borders (air, land and sea) to individuals coming from Liberia. Two commercial airlines continue to serve Liberia (Brussels Air and Air Maroc) and UNHAS is currently working to establish air service to Dakar, Senegal and Accra, Ghana.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Kenya: AgriFin Accelerate Finance and Compliance Director (FCD), Kenya (219352-927)

PROGRAM SUMMARY: The AgriFin Accelerate program will operate in three African countries (Kenya, Tanzania and Zambia) utilizing a market ecosystem approach, working with carefully selected partners to build sustainable models, where farm and crop management tools and financial services are "bundled" in affordable, unified platforms on mobile phone channels to promote mass uptake commercially. The program involves three interrelated components that seek to address low farmer productivity and capability, and improve institutional ability to deliver appropriate products and build ecosystems to drive scale. We work with farmers, banks, mobile network operators, MFIs, research institutes and other ecosystem players in well-defined partnerships to sustainably bundle services, leveraging the offer and outreach of all partners, while increasing the range of services, access points and value for farmers. The program works with partners to identify, prototype, test and scale successful mobile-enabled services for smallholders, with a key focus on expanding access to financial services, using a rapid iteration approach to product development and client-centric design techniques.

GENERAL POSITION SUMMARY: The AgriFin Accelerate Finance & Compliance Director (FCD) is a member of the senior program management team and part of the Mercy Corps Finance Department, and as such is responsible for all aspects of financial management of the overall program, working collaboratively to ensure compliance with Mercy Corps internal policies and procedures as well as donor regulations. S/he works under the direction of the AgriFin Accelerate Program Director and is responsible for all financial functions based in Nairobi and covering program operations in Kenya, Tanzania and Zambia, including accounting, payments and banking, payroll, budgeting, financial reporting and grant financial management and compliance. The FCD reports and provides timely assistance to the Program Director and the Program Team to ensure that financial resources are used efficiently and effectively.

ESSENTIAL JOB FUNCTIONS: Financial Management Ensure effective, transparent use of financial resources in compliance with Mercy Corps and donor policies and procedures. Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of the program. Maintain appropriate local insurance coverage in coordination with the Admin. Department, to protect Mercy Corps. Provide monthly standard accounting submissions to Mercy Corps Headquarters, including general ledger files, account reconciliations, expenditures by cost center/project, required subgrantee reporting, as well as other financial information in a timely and accurate manner. Lead development and production of monthly, quarterly, and annual financial reports to the MasterCard Foundation in line with donor requirements. Provide monthly management reports to the Program Manager, including expenditures by country and for the overall project, partner reporting and other financial information, in a timely and accurate manner. Develop annual fiscal year budgets with the Program Director and develop and implement grant budgeting and forecasting systems with Country Managers.

KNOWLEDGE AND EXPERIENCE: A BA/S or equivalent in accounting or finance required; advanced degree preferred. At least 5 + years of progressive financial management experience, including supervisory experience required. At least 4 years’ experience in grants management as well as an understanding of donor regulations required. At least 3 years’ international experience required; international NGO/PVO field office experience is preferred. Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports. Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet. Prior management experience and strong organizational skills, including managing staff in remote locations. Advanced computer skills in MS Office programs, particularly Excel. Effective verbal and written communication, multi-tasking, organizational and prioritization skills. Excellent oral and written English skills required. Ability to work effectively with an ethnically diverse team in a sensitive environment. Previous experience in insecure environments.

Burundi: Grants & Compliance Manager - Youth for Peacebuilding

Counterpart International is currently seeking a Grants and Compliance Manager for an anticipated USAID program entitled “Youth for Peace-building in Burundi” (Y4PBB), which will work with Burundian civil society, particularly youth-led organizations and movements, to provide positive and constructive opportunities for Burundian youth as an alternative to violence. Y4PBB will also support youth-led peace-building and violence prevention efforts during the pre- and post-2015 election period in Burundi. This position will provide overall grant management for Counterpart’s local partners. With the support and guidance from the Chief of Party, Deputy Chief of Party and the Counterpart Headquarters staff, the Grants and Compliance Manager will be responsible for the management and oversight of all program grants, as well as providing guidance for CSOs receiving sub-grants under other USAID/Malawi activities as needed. The Grants and Compliance Manager will ensure effective management and monitoring of the grants program, with a focus on compliance with USAID rules and regulations.

DUTIES AND RESPONSIBILITIES:

• Lead and mentor the grants team, and supervise their day-to-day operations; ensure effective coordination with other program and finance staff.

• Minimum of six (6) years of experience working with international NGOs in grants management positions.
• At least four (4) years of experience in administering small grants in an international development program, including experience in grants design, negotiation, and administration of civil society related grants.
• Thorough knowledge of and experience regarding grants administration, contracting, and procurement regulations.
• Demonstrated knowledge of USG rules, regulations, policies and procedures.
