The IRC began emergency operations in Sierra Leone in 1999. With its main office in Freetown, one field office in Kenema and sub-offices in Bo, Kono, Tonkolili and Kailahun districts, IRC's work focuses on the promotion of sustainable, community-based solutions on a range of social issues. IRC works in close partnership with government and civil society organizations with the aim to contribute to the achievement of durable solutions through quality programming in health, women's protection and empowerment and children and youth protection and development. IRC works to build the capacity of local institutions to take on full responsibility for the provision of social services and empower communities to take ownership of their own development initiatives. With the onset of the Ebola epidemic in Sierra Leone, IRC has adjusted its program activities with three priorities: first is staff safety, second is the continuation of ongoing programming as appropriate in the circumstances and third implementing emergency response activities.
Job Overview: The IRC is searching for a dynamic strategic leader to guide its Women's Protection and Empowerment program in Sierra Leone. The WPE Program Coordinator is responsible for setting the strategic direction of the program and for overseeing the implementation of all WPE program activities in Sierra Leone. S/he is tasked with ensuring program quality and that all interventions are monitored and evaluated according to benchmarks. S/he will provide leadership and technical guidance to the team and ensure staff capacity building - working towards the development of future leaders. S/he will represent the IRC program to external actors and continue strong relationships with line ministries in particular the Ministry of Social Welfare, Gender and Children's Affairs, other NGOs and UN agencies.
Major Duties:
- Lead the strategic design of IRC's WPE program in Sierra Leone. This will be based on the changing context and lessons learnt from the project to date. It will be aligned to the Government's agenda and will include integrating the WPE agenda into the country strategy for Sierra Leone.
- Provide technical support and direction to all aspects of SL WPE program implementation, including mentoring and supporting staff and growing local leaders.
- Maintain and adapt program activities as appropriate in the context of the ongoing Ebola epidemic.
- Monitor and review program implementation based on program indicators, including collating and analyzing information for problem analysis, planning and advocacy;
- Improve program information-management systems, including paper and electronic file management and data collection systems;
- Work closely with the IRC Technical Unit in support of the Rainbo Initiative, the local NGO, as it develops as an independent institution, setting targets as required.
- Conduct monthly field visits to meet with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified;
- Ensure that cross-country border initiatives are well coordinated with Liberia and Cote d'Ivoire, in collaboration with the WPE focal point in the respective countries and the Technical Advisor.
- Develop and maintain effective working relationships with all relevant stakeholders including: community members, NGOs, local authorities, UN agencies and social institutions;
- Actively work with and support other program coordinators (Health and Education) to ensure knowledge and best practices are shared across the programs and to identify areas of integration and joint programming
Job Requirements:
Education:
- Post-graduate degree in social work, social sciences, public health, community health, or related field
Experience:
- At least four years experience in the field of violence against women and girls, protection, gender or human rights in Africa, in particular in post conflict / fragile / complex contexts.
- Experience working in a multi-cultural setting and in preference in Africa
Skills and Competencies:
- Depth of understanding of violence against women and girls as a human rights issue.
- Demonstrated experience in local capacity building and mentoring.
- Demonstrated experience in project design and use of project design tools (logframes, causal pathway, etc.).
- Demonstrated experience in budget development, compliance and management.
- Proven expertise in data management including management of an evolving information system providing quality assurance through keen analysis.
- Knowledge, skills and experience in participatory methods of community development and mobilization.
- Communication and team building skills.
- Strong organizational, strategic, analytical, and writing skill.
Security Situation/Housing: Long-term, unaccompanied, field based. Major security concerns at the moment revolve around the ongoing Ebola outbreak. IRC in Sierra Leone has put a number of measures in place to support staff safety and well-being. Housing will be in an IRC guesthouse with hot and cold running water, electricity and air conditioning.
