SCOPE OF WORK:

Working under the supervision and guidance of the Deputy Director Programs (IRC Somalia), the Women’s Protection and Empowerment (WPE) Coordinator is a key member of the Somalia country Senior Management Team (SMT). The WPE Program Coordinator is the senior most technical and program expert on WPE programming within the Somalia program, and provides leadership, guidance, coordination and technical support to IRC’s GBV programs throughout Somalia. As a member of a larger research team, the WPE Program Coordinator also is responsible to ensure safe and effective implementation of current and subsequent research projects in the WPE program.

Minimum Requirements:

· MA/S or equivalent in health (MPH), social science, humanities or other related degree;

· At least 2 years experience in direct service provision for survivors of sexual violence and domestic violence with a focus on case management and clinical care;

· Experience with remote management;

· Demonstrated experience in capacity building and mentoring of national and international staff

· Knowledge, skills and experience in participatory methods, community development and partnership

· Excellent interpersonal, communication, and and problem-solving skills

· Demonstrated effective coordination and networking skills

· Proven experience managing multiple funding sources, producing donor proposals and reports

· Excellent written and oral English skills

· Excellent computer skills in programs such as: MS Word, Excel, PowerPoint.

Sierra Leone: Women's Protection and Empowerment (WPE) Program Coordinator

The IRC began emergency operations in Sierra Leone in 1999. With its main office in Freetown, one field office in Kenema and sub-offices in Bo, Kono, Tonkolili and Kailahun districts, IRC's work focuses on the promotion of sustainable, community-based solutions on a range of social issues. IRC works in close partnership with government and civil society organizations with the aim to contribute to the achievement of durable solutions through quality programming in health, women's protection and empowerment and children and youth protection and development. IRC works to build the capacity of local institutions to take on full responsibility for the provision of social services and empower communities to take ownership of their own development initiatives. With the onset of the Ebola epidemic in Sierra Leone, IRC has adjusted its program activities with three priorities: first is staff safety, second is the continuation of ongoing programming as appropriate in the circumstances and third implementing emergency response activities.

Job Overview: The IRC is searching for a dynamic strategic leader to guide its Women's Protection and Empowerment program in Sierra Leone. The WPE Program Coordinator is responsible for setting the strategic direction of the program and for overseeing the implementation of all WPE program activities in Sierra Leone. S/he is tasked with ensuring program quality and that all interventions are monitored and evaluated according to benchmarks. S/he will provide leadership and technical guidance to the team and ensure staff capacity building - working towards the development of future leaders. S/he will represent the IRC program to external actors and continue strong relationships with line ministries in particular the Ministry of Social Welfare, Gender and Children's Affairs, other NGOs and UN agencies.

Major Duties:

  • Lead the strategic design of IRC's WPE program in Sierra Leone. This will be based on the changing context and lessons learnt from the project to date. It will be aligned to the Government's agenda and will include integrating the WPE agenda into the country strategy for Sierra Leone.
  • Provide technical support and direction to all aspects of SL WPE program implementation, including mentoring and supporting staff and growing local leaders.
  • Maintain and adapt program activities as appropriate in the context of the ongoing Ebola epidemic.
  • Monitor and review program implementation based on program indicators, including collating and analyzing information for problem analysis, planning and advocacy;
  • Improve program information-management systems, including paper and electronic file management and data collection systems;
  • Work closely with the IRC Technical Unit in support of the Rainbo Initiative, the local NGO, as it develops as an independent institution, setting targets as required.
  • Conduct monthly field visits to meet with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified;
  • Ensure that cross-country border initiatives are well coordinated with Liberia and Cote d'Ivoire, in collaboration with the WPE focal point in the respective countries and the Technical Advisor.
  • Develop and maintain effective working relationships with all relevant stakeholders including: community members, NGOs, local authorities, UN agencies and social institutions;
  • Actively work with and support other program coordinators (Health and Education) to ensure knowledge and best practices are shared across the programs and to identify areas of integration and joint programming

Job Requirements:

Education:

  • Post-graduate degree in social work, social sciences, public health, community health, or related field

Experience:

  • At least four years experience in the field of violence against women and girls, protection, gender or human rights in Africa, in particular in post conflict / fragile / complex contexts.
  • Experience working in a multi-cultural setting and in preference in Africa

Skills and Competencies:

  • Depth of understanding of violence against women and girls as a human rights issue.
  • Demonstrated experience in local capacity building and mentoring.
  • Demonstrated experience in project design and use of project design tools (logframes, causal pathway, etc.).
  • Demonstrated experience in budget development, compliance and management.
  • Proven expertise in data management including management of an evolving information system providing quality assurance through keen analysis.

Security Situation/Housing: Long-term, unaccompanied, field based. Major security concerns at the moment revolve around the ongoing Ebola outbreak. IRC in Sierra Leone has put a number of measures in place to support staff safety and well-being. Housing will be in an IRC guesthouse with hot and cold running water, electricity and air conditioning.

South Sudan: Emergency Women's Protection and Empowerment (WPE) Manager

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement, fighting has continued between Government and opposition forces, resulting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country.

After an initial scale up phase immediately upon the start of the conflict, IRC South Sudan is now launching a second scale up phase to further strenghten its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi - sectoral rapide response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aim to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter - cluster. Deployment will be done alongside other mobile team partners. Offices in Nyal, Koch and guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant.

SCOPE OF WORK:

The IRC seeks a Protection Manager for the mobile teams.

The WPE RRT Manager will lead short term GBV emergency response deployments across South Sudan and will be responsible for establishing and managing emergency interventions and ensuring that all programming is implemented in line with IRC's GBV Emergency Response Model. He/She will be responsible for leading GBV assessments, programming design, implementation, building national staff capacity to provide direct support to women and girls and GBV survivors, mentor, supervise and monitor team activities, and ensure financial and logistical controls are implemented according to IRC protocols.

Position objectives: To ensure the technical quality of IRC programming, and that survivors of GBV have safe, timely access to basic case management, referral and psychosocial support services in emergencies

The WPE RRT Manager will be supervised by the RRT Team Leader and will be Juba based with up to 90% travel to targeted states across South Sudan. He / She will receive technical support from the WPE Coordinator based in Juba.

RESPONSIBILITIES:

  • Technical Quality

  • Provide technical guidance, oversight and support to WPE emergency interventions to improve the provision of quality case management and psychosocial support services to meet the needs of women and girls in emergencies.

  • Lead trainings on GBV case management, GBV emergency response and preparedness, Clinical Care for Sexual Assault Survivors for staff and partners.
  • Lead rapid GBV assessments in targeted areas to identify patterns and risks of GBV, assess gaps to inform short term emergency responses.
  • Oversee the implementation of IRC's GBV RRT emergency deployments to ensure it meets GBV best practice and adapts IRC GBV Emergency Response model to the South Sudan context.
  • Guide GBV RRT's start-up in targeted locations to provide short term emergency responses to GBV including GBV case management and psychosocial support interventions.
  • Ensure that ethical and sound data collection and information management systems are in place and harmonized advocacy.
  • Lead in the development of quality psychosocial interventions at the safe spaces that promote coping, resilience and strengthen supportive networks among women and girls
  • Support in the implementation of a robust Monitoring and Evaluation (M&E) system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming.

  • Staff Supervision & Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

  • Directly supervise the WPE Response Officer and hold regular performance reviews.
  • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
  • Assist with the recruitment of WPE staff, in coordination with HR, senior management, and the WPE Technical Unit.
  • Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.

  • Grant Management

  • Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.

  • Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.
  • Ensure high-quality IRC and donor reports on activities, indicators and achievements.
  • Lead in the development and design of new grants for follow up funding that respond to needs identified in all locations.
  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.

  • Coordination & Representation

  • Build relationships with partners, government, other NGOs and UN agencies to establish/strengthen appropriate GBV referral systems to ensure survivors access services in a timely and confidential manner and enhance multi-agency and multi-sectoral cooperation and coordination.

  • Coordinate and lead advocacy efforts with other actors and sectors, particularly WASH, Food and Nutrition, Shelter, Livelihoods, Health; and ensure specific measures are put in place to mitigate risks of GBV among women and girls by these sectors in line with the provision in the Inter-Agency Standing Committee Guideline for response and prevention of GBV in humanitarian settings.

  • Undertake other relevant tasks as requested by the WPE Coordinator.

  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIRED:

  • Master's degree in Social Sciences, gender studies, Public health, social work, humanities or other related discipline.
  • 3 years of relevant overseas programme management experience, with at least 3 years of GBV programme management in emergencies experience. Program start up experience an asset

WORK ENVIRONMENT:

  • Security level orange/ red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

HOUSING:

  • This mobile team position is deployable up to 90% of the time in the field and when not deployed will be in Juba. Living conditions in the field are basic ( shared tents, limited facilities). These are emergency deployment.s Food is the individual's responsibility. R&R is every three months.

Democratic Republic of the Congo: Senior Gender Advisors, Economic Empowerment of Adolescent Girls in DRC

JOB SUMMARY:

GRI is currently seeking short term Gender Advisors for the DFID-funded La Pepiniere program in DRC. The objective of La Pepiniere will be to economically empower adolescent girls through innovations focused on Kinshasa and Kananga (in Kasai Occidental) provinces.

The project will have three different components:

  1. Learning (to establish baselines and situational analysis of the reality of adolescent girls in DRC, and to generate and disseminate evidence about what works to economically empower adolescent girls);
  2. Innovation (to create a physical space for participatory research and sharing lessons/knowledge, and to fund up to 12 small-scale pilot projects to grow evidence about what works to economically empower adolescent girls.);

BackgroundThe IRC opened its offices in Burundi in 1996 and initially focused on life saving interventions and provision of immediate assistance to refugees and IDPs. IRC Burundi now focuses on development-oriented interventions in order to support the country’s transition to lasting peace and stability.

The IRC has implemented a women’s protection and empowerment (WPE) program in Burundi since 2005, with current activities in the refugee settings of Muyinga, Ruyigi and Bujumbura Mairie. The WPE program consists of 1) ensuring quality psychosocial, health and legal support services are available to survivors of gender-based violence through direct service provision, technical and financial support to partners, and building the capacity of key actors; 2) economic and social empowerment of women and girls to reduce their vulnerability to violence, 3) community mobilization to encourage changes in attitudes and behaviours that are harmful to women and girls, and; 4) coordination and advocacy on women’s protection and empowerment.

Scope of WorkThe Women’s Protection and Empowerment Program Manager provides overall strategic direction and vision for the WPE program. In addition to overseeing the implementation of the activities listed above, the position plays an active role in the general strategic leadership of the country program. The position also serves as a representative of the WPE program at various levels including the national and local government, international and local NGO partners, UN organizations and other strategic partnerships. The position reports to the Deputy Director for Programs.

Key ResponsibilitiesRepresentation & Partnership• Form strong relationships with relevant Ministry officials, maintaining IRC as a key actor in women’s protection and empowerment issues and advocacy at the national level;• Develop, maintain and/or initiate partnerships with community based organizations, NGOs, UN Agencies and Government Ministries to support WPE programming;• Represent IRC at WPE related coordination meetings, ensuring proper dissemination of information among relevant stakeholders;• Support key staff to establish and/or maintain coordination mechanisms at provincial level.

Program Management and Development• Coordinate and support all WPE projects within IRC Burundi;• Ensure the continued implementation of the IRC Burundi WPE Country Sector Strategy, and lead the revision of this document; • Identify new funding opportunities and develop proposals in line with the Country Sector Strategy; • Develop and maintain a monitoring & evaluation plan, including the systematic collection and analysis of data (in line with the GBV information management system), in collaboration with the Monitoring and Evaluation Coordinator;• Develop synergies with other programming areas (Child protection and Governance);• Oversee program activities to ensure their compliance with the ‘do no harm’ principal;• Maintain regular communication with WPE, ERD and Health Technical Units to ensure quality programming.

Provide ongoing support and mentoring;• Ensure that all WPE staff have regular performance evaluations and receive ongoing feedback;• Develop a capacity-building plan for WPE staff, and actively seek out formal and informal training opportunities for WPE staff.

Budget, Administrative and Grants Management• Ensure all grants are implemented according to donor regulations and guidelines;• Review budget vs. actual reports, providing feedback as necessary;• Ensure WPE staff and partners understand and respect the IRC Way;• Ensure the timely submission of donor reports.
