Context:

Under the overall guidance of the Chief of Mission (COM) in Liberia and the Senior Medical Coordinator, and under the direct supervision of the IOM Infectious Disease Specialist, the successful candidate will be responsible and accountable for the establishment, supervision, effective coordination and implementation of quality control and quality assurance (QC/QA) mechanisms of all the medical, infection prevention and control activities related to the management of the Ebola Treatment Units (ETUs) operations in Liberia, including all measures to prevent the nosocomial spread of EVD to staff and public, prevention of environmental contamination, and safety of staff and public throughout all activities of ETUs, such as admission, triage, in-patient care, disposal of waste, burials, interaction with public and communities.

S/he is expected to carry out his/her duties in accordance with the strictest ethical standards, safety of IOM personnel, building and maintaining of partnership with agencies and Government, and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Support the Chief Medical Officer in the management, administration, implementation, internal and external coordination of all infection prevention control and related services of the management of the IOM Ebola Response Project in Liberia.
  2. Support the Infectious Disease Specialist in the direct application and implementation of updated and effective safety, quality control and quality assurance (QA/QC) measures and internationally accepted infection prevention and control standard operating procedures (SOPs) and protocols ((e.g. WHO, MSF, US Centres for Disease Control etc.) in both clinical and non-clinical services of ETUs set up:

i) Patient Admissions Unit (PAD);

ii) Patient Care Wards (CARE);

iii) Infection Prevention and Control (INF-Control);

iv) Pharmaceutical Supply and Medical Consumables;

v) Bio-waste Management and Body Removal;

vi) Occupational Health and Safety of Staff;

vii) Psychosocial Support (PSS); and Social Communications; as well as logistics, WASH, transport etc. in all ETUs operations.

  1. Supervise and liaise with IOM Infection Control Practitioners and safety monitors of multiple ETUs to ensure strict application of IPC measures.
  2. Maintain internal IPC coordination mechanisms in all phases of the ETUs operations with IOM Senior Medical Coordinator and ETUs medical care operations (team leaders, doctors, nurses, operations, logistics, pharmacy and medical supplies occupational health and psychosocial support etc.
  3. Serve as IOM’s focal point in coordination and liaison with the external infection control practitioners and safety monitors on IPC mechanisms in ETUs; including organizing joint meetings, ongoing training and assessment of effective infection control practices (quality assurance) of ETUs operations; monitoring, evaluation and data analysis.
  4. Monitor and analyse the infection and prevention control, ETUs clinical services and wider public health process, specifically aimed at increasing effectiveness, recommending specific actions, and assist in the development of monitoring and evaluation protocols.
  5. Advice the Infectious Disease Specialist on progress, plans, priorities, needs and issues related to IPC mechanisms within ETUs operations.
  6. Represent IOM at health and other related coordination meetings, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health related matters; key counterparts will include Ministry of Health, World Health Organization (WHO), Médecins Sans Frontieres (MSF), International Medical Corps (IMC) other Health Cluster partner agencies among others, and other stakeholders.
  7. Provide periodic technical updates and documentation/ dissemination of best practice materials in close coordination with IOM Liberia central medical team and MHD at Headquarters as appropriate.
  8. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs, as well as for donors and partner agencies.
  9. Undertake duty trips to ETUs locations on a regular basis.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

· Master’s degree in Infectious Diseases or Microbiology plus University Degree in Medicine or a related field from an accredited academic institution with two years of relevant professional experience; or

· University degree in Medicine from an accredited academic institution with at least four years of professional experience.

· Clinical and post graduate training in infectious diseases, microbiology or infection control is an advantage.

Experience

  • Experience in clinical care in hospital settings; treatment of communicable diseases (e.g. tuberculosis, cholera, dengue hemorrhagic fever etc.); substantial experience in implementation of infection prevention and control measures/programmes, safety practices and bio-waste management;
  • Experience in humanitarian crisis, natural disasters, infectious diseases and in a resource poor setting is beneficial;
  • Familiarity with the public health sector in the Africa region is an advantage.

Languages

Fluency in English is required. Working knowledge of Liberian Kreyol is an advantage.

* With frequent travel to field missions within Liberia.
