We are looking for exceptional, highly experienced Health Specialistto join our Emergency Response Team responding to Ebola Response in Guinea or Sierra Leone.

You will be responsible for providing overall technical supervision of Plan’s Health sector Ebola response. The main element of the response is support for Community Care Centres (CCC), which are the Ministry of Health and Social Welfare (MoHSW) version of the general WHO-model Ebola Care Units. You will ensure CCC training and operations in line with national and international protocols and best practice is implemented. In addition you will be responsible for training Plan and partner staff, monitoring of CCC activities and outcomes, partnership with MoHSW. Participate in the MoHSW- international agency health cluster and integration of CCC work with other aspects of Plan’s Ebola response. Implementation of the program in line with donor’s requirements, as well as contribute to proposals development.

Essential

· Proven experience as Public Health Specialist in emergencies.

· Master of Public Health qualification with medical background

· Field experience in managing health projects (preferably clinical management) in an emergency setting

· Previous work in a highly contagious area (i.e. a tuberculosis ward, cholera treatment centre) an advantage

· Experience working with patients with viral hemorrhagic fevers (Ebola, Lassa, Marburg, etc.)

· Knowledge of infection control and safety practices related to minimizing infection related to patient care and experience with using personal protective equipment an advantage

· Previous work on bilateral donor-funded health programs an advantage

· Experience of collaboratively working with local groups, NGOs and UN Agencies

· Demonstrated experience in community based interventions and participatory planning and training

· Proven capacity to train, coach staff and provide supportive supervision

· Excellent written and spoken English with Liberian English an advantage

· Demonstrated ability to network and liaise with major donors and other health actors.

· Experience with implementation of large grant funded projects an advantage

· Experience in conducting health assessment, understanding of HMIS (health management information system) and disease surveillance systems.

· Knowledge of international humanitarian standards and codes of conduct

· Experience In conducting rapid assessments.
