ABOUT LAST MILE HEALTH

Founded by survivors of Liberia’s civil war, Last Mile Health (LMH) (known in Liberia as Tiyatien Health) is committed to saving lives in the world’s most remote villages. Working in remote jungle communities cut off from even basic life-saving health services, LMH is building a health system that reaches everyone—by bringing health care to villagers’ doorsteps. LMH trains community members to be health practitioners for their villages and connects them with rural health clinics to offer every person access to the care they deserve. These Frontline Health Workers are able to prevent, diagnose, and treat the top ten most life-threatening health conditions. LMH plans to leverage this experience to help the Liberian government design, deploy and sustain a national network of community health workers that can have a transformative impact on maternal and child health outcomes in remote communities.

Over the past six months, an unprecedented Ebola outbreak has demonstrated that weak, inequitable health systems leave everyone vulnerable. To match a historic crisis with an historic response, LMH is launching a significant expansion of the organization’s rural healthcare model, integrated with a package of Ebola treatment and health facility strengthening efforts across the southeast. This project aims to deploy a comprehensive health system—from life-saving essential primary care services in remote communities to inpatient Ebola treatment and tertiary care in health facilities—and to work with the Liberian government to sustain that system and expand it to the rest of the country in the coming years.

GENERAL POSITION SUMMARY:

LMH is building a health systems policy and planning team, based in Liberia’s Ministry of Health and Social Welfare (MOHSW) in Monrovia. This team will provide technical support to the MOHSW to marshal a comprehensive Ebola outbreak and transition response that strengthens the overall health system in the long-term for everyone’s benefit – no matter where they live. LMH will help the MOHSW rationalize funding from major international donors to ensure it benefits Liberians living in remote villages. LMH will help design and implement a nation-wide Community Health Worker program and ensure national health system improvements are realized at the community level. To achieve this, a health systems policy and planning team consisting of highly-motivated, diplomatic, and experienced specialists will provide technical advice to MOHSW officials, support the implementation of community health programs in coordination with other NGO and institutional partners, conduct focused capacity-building projects, and provide long-term analysis and thought leadership for the Liberian public health system.

The Community Health Specialist is an experienced and thoughtful public health expert with an intimate understanding of health system challenges at the community level, as well as the benefits and limits of greater decentralization of care. This individual will play a pivotal role in partnering with senior MOHSW decision-makers and key stakeholders on the effective implementation of community health priorities, particularly the opportunity to recruit and deploy 16,000 new community health workers in Liberia.

ESSENTIAL JOB FUNCTIONS:

Accompany MOHSW officials

  • With members of the Health Systems Policy and Planning team, work alongside officials within the MOHSW’s Community Health Services Division to provide support for ongoing implementation and monitoring of the National Community Health Road Map.
  • Provide technical expertise to the MOHSW, with the support of other Last Mile Health teams, to design policies and implement national general Community Health Volunteer (gCHV) training programs, and ensure the national iCCM plan is underway.
  • With closely with the MOHSW to define a national gCHV curriculum, and design the national supervision package that includes tools and training for improved community health care delivery.
  • Work closely with officials within the MOHSW’s Community Health Services Division to launch a national incentives structure.

Support the MOHSW in coordinating with key stakeholders

  • Support the MOHSW in conducting coordination and planning meetings, developing implementation standards and supporting the MOHSW in establishing needed buy-in among partners.
  • Work with key stakeholders within the MOHSW to map and coordinate the work of NGO and technical partners within Liberia through active support and coordination of the Community Health Technical Working Group.
  • Participate in gCHV mapping activities and coordinate data collection within LMH and across partners in order to process and analyze the results.
  • Support the Incident Management System (IMS) and the national Ebola response as-needed.

Analysis and thought leadership

  • Provide the Health Systems Policy and Planning team with technical expertise and analysis to support advocacy efforts to direct funding towards the deployment of a national community health worker program and other key components of the Community Health Road Map.
  • Drawing on guidance from the Last Mile Health program and project implementation teams, conduct analysis of key outstanding key community health priorities, particularly those protecting gains made on MDGs and present findings to MOHSW colleagues via presentations, position papers, and other communications.

REPORTING RELATIONSHIPS:

REPORTS DIRECTLY TO: Director of Health Systems Policy and Planning

WORKS DIRECTLY WITH: Programs team, including Medical, M&E, and Frontline Health Systems Directors, MOHSW staff and officials

KNOWLEDGE AND EXPERIENCE:

  • MPH or MIA/MPA or similar degree required
  • 3-5 years experience in global health and development programs; experience in community-level health systems in developing countries preferred
  • Significant program design experience
  • Demonstrated success and experience working with government officials, preferably providing capacity building or accompaniment services
  • Successful and proven negotiation, communication and organization skills.
  • Generosity of spirit, sensitivity/diplomacy, and willingness to make sacrifices in service of the mission

SUCCESS FACTORS:

The successful Health System Planning Specialist will be an excellent communicator and supporter of government health officials, able to assist the MOHSW in its effort to strengthen remote and rural health systems by sharing the lessons and experiences reflected in the Last Mile Health program model. The specialist must be diplomatic, collaborative, and able to provide technical expertise and guidance through a wide range of relationships and projects.

Commitment: 40 hours/week, Minimum 12-month commitment (24 months preferred)

Liberia: Program Director - ECAP - (Ebola Community Action Platform) - Liberia (219369-927)

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been operational in Liberia since 2002, most recently implementing programs in food security, peace building, and youth empowerment. Currently, Liberia is the epicenter of a fast-moving regional Ebola epidemic, which also includes Sierra Leone, Guinea and Nigeria. To date, nearly 4,000 people in Liberia have been infected, with over 2,200 deaths (3 Oct 2014). As the Ebola epidemic spreads throughout Liberia, existing social and economic challenges are growing more complex, requiring adaptive and dynamic approaches to help support affected communities as they defend against, cope with, and recover from, this devastating disease.

Mercy Corps’ strategy to respond to the Ebola outbreak focuses on two approaches: 1) to engage local and international organizations through a national network of community organizations to promote healthy behaviors within communities that will help reduce the transmission of Ebola, and 2) address market and household economic challenges that emerge as a result of the Ebola outbreak, paying particular attention to food insecurity and declining livelihoods.

GENERAL POSITION SUMMARY:

The Program Director will provide overall leadership, management and strategic vision to the implementation of a $12 million E-CAP (Ebola Community Action Platform) program, to ensure that the program meets its targets and deliverables on-time and within budget. S/he will supervise program staff and ensure accountability to Mercy Corps policies and donor rules and regulations and will be the primary program representative to donors, relevant government entities, partners, other implementers and stakeholders.

ESSENTIAL JOB FUNCTIONS:

Strategy and Vision

  • Lead the implementation of the E-CAP strategy.
  • Play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the program and the country office.

Program Operations

  • Oversee program start-up, management and administration. Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
  • Ensure beneficiaries are effectively targeted according to transparent criteria.
  • Develop partnership frameworks, partner agreements/Memorandum of Understandings, and oversee partner capacity investments, as necessary.
  • Oversee performance of consortium partners and sub-grantees.
  • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
  • Ensure program strategies and activities represent global good practice in subgrant management and behavior change communications.
  • Supervise and/or review the work of program staff and consultants.
  • Coordinate with procurement, logistics, security, administration, and human resources teams to ensure operational systems support field activities.

Knowledge Management and Reporting

  • Facilitate the achievement of program targets and objectives and lead efforts to design effective monitoring, evaluation and learning systems.
  • Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner.
  • Ensure that Knowledge Management and Reporting team focus on developing and supporting program staff and partners to generate information that can be used for ongoing program decision-making while also capturing results at the impact level.
  • Support Knowledge Management Manager to document all lessons learned from the program and prepare periodic case studies, beneficiary stories and related publications.
  • Work closely with Knowledge Management and Reporting advisers and oversee process of Knowledge Management and Reporting with support from program staff. Ensure easy public access to reports and data, using primarily online, digital methods, and make sure they are widely distributed.

  • Represent Mercy Corps at government, donor, partner and other relevant events, in close coordination with the Country Director.
  • Coordinate activities with partners, subgrantees, local government and other implementers, as well as with other Mercy Corps programs.

Security

  • Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members.
  • Ensure that programs are designed and implemented with a clear analysis and understanding of safety and security.

ORGANIZATIONAL LEARNING:

As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning, that benefit Mercy Corps as well as themselves.

ACCOUNTABILITY:

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

KNOWLEDGE AND EXPERIENCE:

  • MA/S or equivalent in social science, management, international development or other relevant field, preference for experience in overseeing subgrant program and/or behavior change communication.
  • A minimum of 5 to 7 years of overseas experience including 3 years in a senior management position.
  • Strong skills and a track record in strategic visioning, leadership, and inspiring teams.
  • Effective personnel management, coordination, and decision-making skills, with proven ability to be accountable for all components of the program.
  • Competent in building networks, strong problem-solving skills, and ability to influence with effective listening, persuasion, negotiation and other techniques.

GENERAL POSITION SUMMARY:

The Program Quality Assurance Manager (PQAM) is responsible for the overall development and integration of accountability and quality assurance mechanisms for the Mercy Corps Liberia ECAP (Ebola Community Action Platform) program. S/he champions a team culture of learning and continuous quality improvement and is responsible in concert with the Program Director for the development of program strategies and partnership initiatives to deliver immediate and lasting assistance to the most vulnerable beneficiaries in the Ebola crisis in Liberia. S/he manages a team focused on quality in design, monitoring, evaluation, learning, capacity building and communications. The role requires significant liaison with local and international partners and close coordination with other ECAP Managers as well as working in concert with the Program Director. It will also require strong understanding of quality definition and QA/QC methods in humanitarian response and development programming.This is a management position for Mercy Corps with supervisory and managerial responsibilities and will ensure appropriate and effective implementation of all Mercy Corps and sub-grantee programmatic operations in the field. ESSENTIAL JOB FUNCTIONS:

Strategy and Vision

  • Provide leadership by bringing together the various partners and Mercy Corps team members to deliver coordinated and coherent thematic excellence through E-CAP in Liberia. (For example, focus on improvement tools of M&E, QA/QC and promote a culture of continuous improvement);
  • Work with the Program Director (PD) and other team members to formulate and revise E-CAP program strategies and priorities based on lessons learned during implementation and changes in the operating context or Mercy Corps’ understanding of such, and help communicate this strategy to constituencies;
  • Support the PD in development, planning, implementation, monitoring, evaluation and administration of humanitarian relief and development projects in line with the Liberia program strategy and in service of reducing Ebola transmission and it’s impacts on Liberian populations and systems;
  • Ensure that evidence-based results are clearly documented and communicated, and that program strategy adequately reflects an evidence-based, iterative strategic path;
  • Work closely and meet regularly with the PD and discuss interventions and program opportunities;
  • Be directly involved in the identification, evaluation and selection of sub-grantees, working closely with the Program Director, Sub Awards Director and the program team. Tasks could include drafting programmatic aspects of Expressions of Interest, Request for Agreements; reviewing sub-grantee applications and the programmatic and management capacities of potential partners; providing qualitative monitoring and quality assurance oversight of all sub-grantee activities; and reviewing sub-grantee narrative reports and verifying reported progress against targets, activities and their quality implementation through leading a team of quality monitors.

Program Operations and Management

  • In concert with Program Director, design and implement a partner assessment tool for all partners in Liberia;
  • Contribute to an innovative program environment, and where teams constantly seek to maximize impact;
  • Strive to create and use standardized tools and practices that lead to high quality, impactful program design and implementation;
  • Ensure that programs produce professional quality reports and communications materials and that publishable results are disseminated.

Program Quality Monitoring:

  • Work with partners to implement systematized program quality monitoring visits and provide structured feedback in a way that improves progress and impact;
  • Ensure that partners have sufficient systems in place to meet program management standards and comply to donor and Mercy Corps regulations and good practice;
  • Support development and implementation of protocols and procedures for structuring quality definitions (descriptions of deliverables), Quality Control and Quality Assurance for projects across various implementing partners to ensure that programmatic objectives are met within allotted time, and all aspects of the Humanitarian response are in line with Sphere standards and the principles of Do No Harm;
  • Review sub-grantee narrative reports and verify reported progress against targets, activities and their quality implementation through leading a team of quality monitors;
  • Facilitate elaboration of inclusive program/sub-grant selection criteria that take into consideration needs of different vulnerable groups, and monitor beneficiary selection processes ensuring these criteria are followed;
  • Work with program staff to integrate quality monitoring processes based on protocols into program implementation, including internal and external reviews of program quality;
  • Ensure that program information shared with stakeholders is presented in languages, formats and media that are appropriate for, accessible to, and can be understood by the target population.

M&E Support:

  • Train the Liberia team on principles of accountability and quality management;
  • Enhance and support program learning and dialogue through reporting and learning mechanisms to capture programming lessons and outcomes, such as after-action reviews, evaluations, and lessons learned workshops;
  • Maintain regular interactions and reporting with key partners, including relevant cluster lead agencies, UN agencies, NGOs, and technical partners;
  • Organize and facilitate cross-program or regional knowledge sharing between program staff, beneficiaries, and other stakeholders; represent Mercy Corps in coordination meetings;
  • Assist the M&E team in capacity building, program design, monitoring and evaluation exercises;
  • Document lessons learned from programs and share internally and externally as appropriate;

Team Management

  • Work with the Program Director, Sub Awards Manager, Learning and Results Measurement Manager and members of the Program team and partners on capacity building tools for Mercy Corps colleagues and partners;
  • Participate in the recruitment, selection, orientation, training and performance reviews of key program staff, and others as requested;
  • Review staff training and capacity building of local colleagues and local partners in the humanitarian response;
  • Conduct him/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;

The Project Lead (PL) is a key position in a 6 month USAID-funded Ebola Community Action Platform Program (E-CAP) for Liberia. The PL will report to the Program Director and work closely with the entire program implementation team and partners to provide essential support and guidance to establish effective project and program management systems, ensure fast on-boarding process for new E-CAP team members and partners, and other critical support as needed to ensure E-CAP meets its targets and deliverables on-time and within budget. S/he will also take the lead in streamlining project management and operations processes, while ensuring adherence to Mercy Corps internal policies and procedures as well as donor regulations. The PL will ensure that program operations are of the highest quality and standards and that day-to day issues are being addressed in a timely and efficient manner. The PL will also support such key start-up activities, such as establishing communication channels and workflows to support the first rounds of subgrants.

ESSENTIAL JOB FUNCTIONS:

Project Management

  • Lead the design of effective project management processes to support critical E-CAP projects and activities, e.g., RFA and subgranting processes, subagreement monitoring, quality control and quality assurance (QA/QC) processes, risk management, stakeholder management, integration of monitoring and evaluation with reporting, and work flow integration between all Mercy Corps and partner teams.
  • Oversee and manage the onboarding of all new staff and partners, both local and international, to Mercy Corps’ project management systems and procedures. Train new team members as needed to ensure knowledge of Mercy Corps program and project management systems and how to work effectively across different functions.
  • Build stakeholder engagement processes that enable program implementation to be responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, and quality standards.

  • Work with the senior management team to identify and quickly resolve project management issues, bottlenecks and conflicts that affect any aspect of program operations of E-CAP.

  • Orient, and motivate an informed, skilled and efficient team; incorporate staff development strategies and performance management systems into the team building process.
  • Advise the managers to work with their teams with an emphasis on excellence and achievement; encourage a team culture of learning, creativity and innovation.
  • Provide leadership, direction and support for staff working in a country affected by the Ebola epidemic and a fragile political situation.

Operations

  • Coordinate with procurement, logistics, security, administration, and human resources teams to ensure operational systems support field activities.

The Communications Specialist will develop and implement a communications strategy that articulates Mercy Corps’ vision, strategy and activity for the E-CAP (Ebola Community Action Platform) program to external stakeholders, including donors, government, local and international partners, media and others, and at the same time, supports a robust and principled humanitarian response across the region. S/he will also will establish and maintain relations with relevant stakeholders affected by the crisis and will compile relevant information on needs, challenges, and on-the-ground dynamics, analyze and share this information to support outreach efforts and will at the same time, track and analyze key initiatives, working with partner agencies. The Specialist will also help ensure that Mercy Corps’ positions are well grounded in the priorities of the communities where we work, reinforcing a cohesive and productive organizational culture through effective information sharing, and supporting Mercy Corps’ development as an entrepreneurial, innovative, effective and accountable learning organization.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

The position will be based in Monrovia, and may require travel to outlying counties and communities throughout Liberia. The security situation is stable but could change quickly in localized circumstances, although general unrest is not anticipated because of a significant UN, US military, and local police forces to maintain public safety. Monrovia is served by an international airport and has many hotels, restaurants and grocery stores. Health services are currently limited and while we have made provisions for emergency care, team members should not anticipate an environment where casual outpatient services are available. Because safe access to health services should not be anticipated, a degree of self-sufficiency in first aid and medications should be considered. Candidates must consider taking anti-malarials as a preventative measure and other measures to lower their risk of requiring medical services. Candidates with chronic health issues should consider disclosing and self-eliminating from this recruitment process. Currently there is an 11 pm curfew, which could change at anytime, and staff should expect some interruption of movement as the government manages the Ebola situation. Housing will either be at private residences as group housing or at nearby hotels. Traveling in and out of Liberia is increasingly complicated with many commercial airlines suspending service and many countries closing their borders (air, land and sea) to individuals coming from Liberia. Two commercial airlines continue to serve Liberia (Brussels Air and Air Maroc) and UNHAS is currently working to establish air service to Dakar, Senegal and Accra, Ghana.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. RESPONSIBILITIES INCLUDE:

REQUIRED SKILLS INCLUDE:

• Master’s Degree or higher in Public Health, International Development, Sociology or the equivalent in a field related to health and HIV/AIDS programming

• A minimum of 8 years of progressively responsible professional experience working in Malawi in health, HIV/AIDS and/or the development field, with a minimum of 5 years of planning, developing, managing, and evaluating HIV/AIDS programs and community activities with donor organizations, host-country organizations, and/or non-governmental organizations; and, analyzing program data and presenting findings in written and/or oral form

• Knowledge of Health and HIV/AIDS service delivery in the public and private sector in Malawi and in other sub-Saharan African countries, including health promotion and a sound understanding of the social, economic and cultural determinants and implications of the HIV epidemic in Malawi

• Past experience of working with USG supported projects and knowledge of USG and PEPFAR financial rules, policies, regulations, procedures, and documentation at a senior level

• Broad 3-5 year experience in the technical area/s

The Representation of the United Nation High Commissioner for refugees in Djibouti launches a call for expression of interest for the implementation of the community services project intended to refugees based camps in Ali Addeh and Holl-Holl and urban refugees in Djibouti during the year 2015.

The purpose of the Call for Expression of Interest is to solicit interest from existing or prospective partners that wish to participate in the Djibouti UNHCR operation and contribute complementary resources (human resources, knowledge, funds, in-kind contributions, supplies and/or equipment) to achieving common objectives.

"Operational Context"

Djibouti is a small country located in the East/Horn of Africa region, at the entry point to the Red Sea. It is strategically located on one of the busiest international maritime routes and plays a pivotal role in the international community’s efforts to fight piracy in the Gulf of Aden and the Indian Ocean. The country is also actively engaged, both politically and militarily, in the search for peace and security in Somalia.

The country maintained cordial relationships with its neighboring countries. However, the standstill in the border dispute with Eritrea also remained. Although the situation remained calm at the border between the two countries, the dispute has not found a decisive settlement yet. At the same time, Djibouti, like other countries in the region, has been faced with repeated threats of terrorist attacks which pushed the authorities to tighten security measures in the country. Movements of refugees across the country were subjected to tighter controls and police round-ups conducted in Djibouti town in order to curb illegal migration. Based on the precariousness of the stability in the region and especially in Somalia, this situation will continue to adversely affect refugee protection and will remain an operational challenge.

Brief presentation of the sectorial needs, objectives, intended results and main activities

The category of persons with specific needs consists among others of persons living with disabilities (PLWD), the elderly and single women. In 2013, 256 individuals with disabilities were identified; this number is not exhaustive and needs to be regularly updated. The specific problems identified are

  • Inadequate provision of aids to PLWD to improve their access or well-being. Due to an insufficient budget and the high cost of materials such as mobility, hearing and vision aids their provision have been limited. This also includes support to medical examinations.
  • Dependency syndrome among the community, disability is considered to be inability; most of the PLWD consider themselves to be weak and want to be fully supported. The dependency syndrome which was enhanced in the past did not provide opportunities for the community and in particular PLWD to explore and use their potentials to obtain dignity to their lives.
  • Lack of consultation and coordination with ISN issues. Apart from the diabetic association in Ali Addeh, no other forums for individuals with disability currently exist. The elderly and chronically ill are among the less consulted groups. Due to a lack of consultation with ISN consideration of their issues such as camp planning, distribution, support at the hospital, education services, food distribution and the type of food have been lacking in the program.
  • Resettlement is viewed by many of ISN as the ultimate solution to resolve their problems. This thinking has hindered their ability to explore the opportunities available in their community and environment to positively engage to play an active role to improve their lives

The following solutions have been recommended by persons of concern and relevant partners

a. Provision of aids and material support, i.e. mobility aids and wheelbarrows to support the different needs of individuals and families or community to be able to support them.

b. Initiation of a community rehabilitation center to increase support and capacity of stakeholders.

c. Engaging of psychosocial counselors to facilitate capacity building and empowerment processes to the individuals and community at large.

d. Reviewing of procedure plans to take into consideration their particular needs.

e. Establishment of community based self-help structures and groups linking with existing national structures to avoid duplication and enhancing integration with host community programs.

As of 31 July 2014, Djibouti hosts 20,687 refugees and 3,814 asylum seekers (total population of concern is 24,501). The refugee population is 95.64% Somalis, 2.59% Ethiopians, 1.66% Eritreans and 0.11% nationals from other countries (Yemen, Sudan, Iraq, Bangladesh, Burundi, RDC…etc.). 82.9% of the population is living in the camps (18,134 in Ali-Addeh and 2,202 in Holl Holl) where a multi-sectorial assistance is delivered by UNHCR and its partners. The remaining 4,165 is urban caseload. The past few weeks were marked by reduced registration of new arrivals

Period covered: 1st January 2015 au 31 December 2015.

Main country work languages: French and Somali. At the camp, Somali and English are the common languages.

Contribution of resources: evidenced and documented contribution of resources to the Project in cash or in-kind (e.g. human resources, supplies and/or equipment) by the partner that are presently available (or potentially mobilized by the partner) in order to supplement UNHCR resources. 25pts

Cost effectiveness: level of direct costs and administrative costs imposed on the Project in relation to project deliverables. 10pts

Experience working with UNHCR: global and/or local partnerships including knowledge of UNHCR policies, practices and programs, including an understanding of and ability to work within UNHCR’s funding limitations and associated inherent risks. Partners that have three consecutive qualified audit opinions for UNHCR-funded projects may not be considered. 20pts

Kenya: Consultancy: Community Driven Livelihoods and Food Security Initiatives

Somalia experienced a major drought in 2011, prior to that population in South Central had experienced decades of conflict compounded with unpredictable poorly distributed rains leading to displacements and influx of IDPs in search of resources. In 2010, Oxfam initiated an EC funded project to address humanitarian needs, which FSNAU had indicated that 31,000 of the host community of the almost 400,000 people in Lower Juba were in acute food and livelihood crisis (AFLC) with a risk of deteriorating again if support was not provided. The nutrition levels were also very critical with GAM rates were above the emergency threshold of 15%. Generally two thirds of the population do not have access to safe water and among agro-pastoralists more than 80 % do not have access to safe water. Access to health facilities is very limited, with the rural areas of Juba almost lacking health facilities altogether. In general the transport infrastructure is poorly developed with poor road networks. The project primarily was aimed at providing support within the livelihood (food insecurity, low economic activity, and farm inputs), health and water, sanitation and hygiene sectors. Due to conflict and intensified insecurity, access to the anticipated project site was limited and therefore we Oxfam adopted an innovative approach dubbed “Alternative ways of working in hard to reach areas” .This is entirely a community driven approach that empowers community to identify their priority needs and projects through participatory community focussed action planning, implementation, monitoring and evaluation. This project targeted beneficiaries in 30 rural villages (46,667 households) in Lower and Middle Juba

Overview

As part of Oxfam GB’s Global Performance Framework, the Project Effectiveness Review will rigorously assess the impact of this project on the people it supported. Impact will be evaluated particularly against Oxfam GB’s global indicator for livelihoods. Data will be captured through the administration of questionnaires, both to project beneficiaries and to comparable non-beneficiaries (about 600-1000 in total). The consultant will manage the field work and data entry for the Project Effectiveness Review by training and supervising teams of enumerators and data-entry personnel to ensure that data collected and entered is of high quality.

Essential skills and qualifications

  • Relevant university degree (postgraduate degree preferred).
  • Knowledge and experience of working in rural areas of Somalia, particularly in Lower and Middle Juba regions, with strong understanding of agricultural activities in the area.
  • Experience in administering household surveys, preferably as a field supervisor or coordinator responsible for checking the quality of work of enumerators.
  • Exceptionally high level of attention to detail in carrying out surveys and data entry.
  • Strong management skills – able to organize the work of teams of enumerators so as to complete the work on schedule and to the required standard.
  • Basic information technology skills.
  • Command of relevant local languages
  • (Desirable) Good working level in spoken English.

Key tasks

  • Design a feasible sampling strategy in collaboration with Oxfam and project partners (determine sampling frame)
  • Identify valid comparison population
  • Prepare a list of sampled intervention and comparison households + list of replacement households in collaboration with Oxfam and project partners
  • Design the household questionnaire in English, in collaboration with Oxfam and project partners
  • Have the household questionnaire translated into the local language by a professional translator
  • Recruit field supervisors and enumerators (number to be determined after consultation with the Oxfam team)
  • Lead and organise a thorough in-house training workshop for enumerator candidates and supervisors (including arranging all logistics, such as finding venue, printing, stationary, etc.)
  • Lead and organise at least one-day piloting exercise with enumerators and supervisors (including arranging all logistics, such as car rentals)
  • Finalize the field work planning together with the field supervisors
  • Prepare a detailed budget + time schedule for the actual data collection and data entry process, to be approved by Oxfam
  • In collaboration with the supervisors, carefully prepare the field work by visiting all beneficiary and comparison cells prior to the field work, to 1) introduce the survey to region/district/village officials as appropriate, 2) to make all required appointments for interviews.
  • Prepare all required field work logistics as appropriate (printing out sufficient number of questionnaires, rent cars, arrange accommodation if necessary, etc.). Each respective survey team must stay together in the same accommodation for security reasons + to enable evening discussions + review of the questionnaires.
  • Manage the survey work in the field, ensuring that the enumerators interview the correct respondents, surveys are carried out to a high standard, and that targets for numbers of respondents to be interviewed are met. The consultant is expected to be present in the field throughout the data collection process, to supervise the field work and to assure data quality.
  • Supervisors should review the completed questionnaires in detail at the end of each day of work, provide details feedback to the enumerators, and send them back to the respondents to make corrections if necessary.
  • Consult the Oxfam head office advisor about any problems which affect the selection of respondents for the survey or the number of respondents to be interviewed.
  • Manage the data-entry process. In order to minimize data-entry errors, each questionnaire is to be entered twice by different personnel, and both copies submitted to Oxfam. Oxfam staff will compare the two entries for each questionnaire and will produce a list of discrepancies, which must be checked against the original surveys. (A data-entry interface can be provided by Oxfam if required.)
  • Ensure that the data files are submitted online (e.g. through DropBox) and burnt onto a CD and submitted to the Nairobi Oxfam office on completion of the data-entry work.
  • Write a brief report on the conduct of the field work, including details any problems which were encountered and how they were resolved, and any feedback which may be useful for future surveys.

Please note that the consultant is not expected to conduct data analysis.
