We are now seeking for qualified key personnel for an anticipated USAID funded Orphans and Vulnerable Children and Youth (OVC) project to be implemented in North and Eastern Uganda. (Please note that all positions below are contingent upon Project Award from USAID) Position: Finance and Operations Director-OVC Reports to: Chief of Party Duty station: Kampala

Purpose of the position:

To oversee all financial and operational matters within the project, including managing financial systems, generating financial reports, tracking expenses, administering sub-awards, managing finance and operational issues and staff at National and supporting staff in field/district offices. Major Responsibilities Budgeting/Management/Commitments/Reporting: • Advise the project on resource integration options to meet financial requirements of the Grant • Lead the implementation of the Project operating budget, monitor actual performance and develop project projections. • Review and/or generate financial reports for compliance with Grant and donor requirements • Analyze spending trends and provide feedback and analysis to team leaders on areas with significant over- or under spending and lead improvement processes. • Prepare financial plans, proposal budgets, amendments, and extensions for the life of an award up to and including close-out. • Prepare close-out documentation at the end of funding cycles in compliance with donor regulations. Audit/Compliance/Risk management: • Ensure that appropriate financial systems and controls are in place to avoid significant audit risk ratings for the Project. • Plan for and facilitate World Vision internal audits, donor and statutory external audits. • Address all donor, government and World Vision International audit issues. • Build capacity of the Project team on grants management, general accounting, internal controls and administrative systems in interpreting regulations to ensure compliance. Policy/Procedure Development: • Assist in the development of financial and administrative policies and procedures to ensure smooth running of the Grant and compliance to generally accepted Accounting Principles, WVI finance policies, and government and other donor regulations. • Provide expert consultation regarding the implementation of DOS at a project/grant level.

Qualifications: Education/Knowledge/Technical Skills and Experience • Masters Degree or higher in accounting, finance, business management or a related field is required. • At least three years experience managing finances and operations of a comparable project • At least two years administering sub-grants comparable to those under this project • Must have strong demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, • Strong interpersonal, writing, and oral presentation skills. • Two years of experience living or working in a developing country is also desirable. • Familiarity with USG financial reporting and compliance requirements
