We are now seeking for qualified key personnel for an anticipated USAID funded Orphans and Vulnerable Children and Youth (OVC) project to be implemented in North and Eastern Uganda. (Please note that all positions below are contingent upon Project Award from USAID) Position: Deputy Chief of Party Reports to: Chief of Party Duty station: Kampala

Purpose of the position:

The proposed Deputy Chief of Party will be responsible for technical leadership of the program and manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the project. Major Responsibilities Grant Implementation • Providing technical oversight, strategic direction and ensure appropriate support for the implementation of program activities; • Provide leadership and oversight of quality improvement and quality assurance activities implemented by the program; • Ensure daily operations of overall program implementation activities are on schedule and that reports, new plans and budgets are prepared with sufficient lead time to secure the necessary approvals. • Ensure program strategic objectives and results are fully accomplished and meet expected technical quality standards. • Oversee project’ work, ensuring all program goals are met through proper design, staffing, and implementation. • Direct the work of local staff and short-term advisors providing supervision, training and performance management Staff supervision and management: • Work closely with the Chief of Party (COP) to provide technical and administrative support in all aspects of the project and carry out any duties that may be assigned by the COP. • Directly provide supervision, training and evaluate performance of technical staff • Supervise a team of senior level National and International staff with skills across a diverse set of technical OVC program areas. • Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements and local laws and ensure timely project staffing proper technical capacity of staff to manage the project work • Ensure competent and motivated staff are hired and retained • Conduct periodic reviews of staff performance in line with WV’s performance management system • Mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork. Budget Management: • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and World Vision. • Ensure grant/project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations Leadership Management • Oversee and represent the project in the absence of the COP when need and/or when COP is absent. • Ensure implementation of new partnership initiatives involving OVC Donor Relations • Under direction of COP, Represent the WASH project and World Vision to USAID, Government of Uganda, UN agencies, implementing and technical partners and other appropriate bodies. Reporting and Documentation • Account to the COP on the delivery of strategic program objectives, with regular reporting on a monthly, quarterly and annual basis. • Steer the documentation and sharing of knowledge and emerging practices from the program internally and externally with other stakeholders

Qualifications: Education/Knowledge/Technical Skills and Experience • Masters Degree or higher in International Development, Social Sciences, Public Health, or a closely related field is required • Minimum of five years of experience living or working in a developing country is desirable; experience living and working in Uganda is preferred. • Experienced in addressing challenges faced by children affected by HIV or otherwise living in adverse circumstances • At least five years of experience designing, implementing and managing large and complex projects involving multiple partners, in/for developing countries; experience in Uganda is preferred. • Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement or policy development is required. • Experience with programming to address gender concerns and programming for very young children and adolescents/youth required. • Strong interpersonal, writing and oral presentation skills in English
