We are now seeking for qualified key personnel for an anticipated USAID funded Orphans and Vulnerable Children and Youth (OVC) project to be implemented in North and Eastern Uganda. (Please note that all positions below are contingent upon Project Award from USAID)
Purpose of the position:
The Chief of Party will have overall responsibility for coordination of all project activities, technical leadership and administrative oversight of the program and serve as the principal institutional liaison to USAID. S/he will manage a Team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the project. Major Responsibilities Grant Implementation • Ensure program strategic objectives and results are fully accomplished and meet expected technical quality standards. • Oversee project’ work, ensuring all program goals are met through proper design, staffing, and implementation. • Direct the work of local staff and short-term advisors providing supervision, training and performance management Staff supervision and management: • Supervise a team of senior level National and International staff with skills across a diverse set of technical OVC program areas. • Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements and local laws and ensure proper technical capacity of staff to manage the project work • Ensure competent and motivated staff are hired and retained • Conduct periodic reviews of staff performance in line with WV’s performance management system • Mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork. Budget Management: • Lead the development of financial and administrative policies and procedures to ensure smooth running of the grant and compliance to Generally Accepted Accounting Principles, WVI finance policies, and government and other donor regulations. • Approve program expenditures, budget adjustments, and sign off cost modification requests to donors • Ensure that appropriate financial systems and controls are in place to avoid significant audit risk ratings, both at the National Office (NO) and project levels. • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and World Vision. • Ensure grant/project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations Leadership Management • Participate in the NO senior management/ Leadership team meetings and represent OVC Grant interests • Ensure implementation of new partnership initiatives involving OVC Donor Relations • Represent the WASH project and World Vision to USAID, Government of Uganda, UN agencies, implementing and technical partners and other appropriate bodies. • Represent WV at relevant meetings with the Government of Uganda and USAID counterparts to provide updates on project progress and communicate challenges of the program implementation. Reporting and Documentation • Timely submit quality financial and management reports to donors. • Document and disseminate at various fora project best practices and success stories
Qualifications: Education/Knowledge/Technical Skills and Experience • Masters Degree or higher in international development, business administration, Social sciences, Public Health, or a closely related field • A minimum of 10 years or more of progressively increasing responsibility in overseas international management experience, preferably in administering USAID programming. At least five years must have been spent as a Chief of Party of Deputy Chief of Party. • Two years of experience living or working in a developing country is required; experience living and working in Uganda is preferred. • Strong leadership qualities and depth and breadth of technical and management expertise, as demonstrated by at least ten years of experience in designing, implementing and managing large and complex projects involving multiple partners • Management experience with a USG cooperative agreement preferred. • Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement or policy development is required. • Demonstrated international credibility as a leader on matters of the social service sector in developing countries; experience working in East Africa is preferred. • Experience interacting with government agencies, host country governments and counterparts, and international donor agencies. • Strong interpersonal, writing and oral presentation skills in English
