Project Background
Since the inception of the UNHCR Malian Refugees Assistance Program in 2012, LWF/DWS is one of the major UNHCR Implementing Partners in the Mbera Camp. The LWF/DWS portfolio includes camp management, transportation of food for general distribution from Bassikounou to Mbera Camp, medical evacuation from Bassikounou to Nema and Nouakchott, management of garage and fuel station, as well as management of warehouses.
Job Purpose
The Logistics Officer shall be responsible for the overall logistics management and procurement of the LWF/DWS Project for the assistance to Malian Refugees hosted in Mbera Camp. S/he will ensure that procurement strictly follows and comply with both LWF/DWS, and all donor requirements and procedures. The logistical support functions including contracting, procurement, property and assets management, fleet management, supervision of garage and fuel station, transportation of food for general distribution, warehouses. S/he will report directly to the Camp Manager and be supervising the following staff: Assistant Logistics Officer, Chief of Garage, Transport Supervisors (2) and Fuel Station Supervisor.
This is a position requiring a systematic, organized approach, combined with a flexible attitude. The post holder will need prior experience in humanitarian emergency affairs, specifically in logistics and procurement, personal communication skills and team work. French language command/proficiency, verbal and written skills are essential.
Guided by the Memorandum of Understanding between the UNHCR and the LWF/DWS which provides strategic direction and operational parameters, the purpose of this position is to provide professional support to the Camp Manager in logistics and procurement related matters.
Major Responsibilities
More specifically the duties and responsibilities shall include the following:
- Contribute to the development of yearly project documentation, monthly reporting, weekly supervision, and daily monitoring of logistics and procurement related activities.
- Ensure that the project has an annual procurement plan as per the agreed procurement policy and standards. Ensure also that a local procurement has been put in place and works according to the agreed policy and procedures.
- Logistics and procurement activities are carried out as per the approved plan and budget.
- Ensure that all UNHCR and its implementing partners’ vehicles (in total 25 vehicles) are well serviced by LWF/DWS-managed garage. Prepare and share regular reports on the vehicles status, including major mechanical problems. Facilitate refresher training for the Drivers to ensure proper use of vehicles.
- Ensure that the fuel station (of a capacity of 30,000 m3) is properly managed and UNHCR and its implementing partners are well served in quality fuel. Closely monitor the stock of fuel in the station and put in place an effective re-fuelling plan.
- Ensure timely and monthly transportation of food for general distribution from Bassikounou to Mbera Camp (18 km).
- Monitor and control all the warehouses (8 rub halls) in the camp to ensure that NFIs are provided to the refugees as per the agreed standards.
- Attend food and NFIs coordination meetings at Bassikounou and the camp levels. Monitoring the food and NFIs distribution.
- Oversee the work of his/her Supervisees through providing clear instructions, conducting close supervision, and ensuring capacity building.
- Prepare and submit his/her MMR (Monthly Management Report) to the Camp Manager.
- Carry out any other duties/assignments that may be assigned to him/her by the Camp Manager or his Designate.
