Mauritania: Emergency Specialist

PURPOSE OF THE JOB :

Under the guidance and supervision of the Representative, in close collaboration with the Deputy Representative, establishes and implements country office emergency preparedness and response plan. Responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions to ensure the survival and well-being of children and mothers, and the affected communities in an emergency situation.

KEY END RESULTS :

  1. Emergency preparedness, mitigation and prevention efforts are effectively defined together with establishment of country contingency plans and early warning mechanisms.
  2. Emergency preparedness and response plans addresses gender issues that may be expected to intensify during emergencies.
  3. Emergency action plans are developed, and compliance and coordination of all sectors with the plans are implemented.
  4. Technical advice on emergencies and programme management related to implementation of emergency preparedness, mitigation and prevention measures are effectively provided.
  5. Emergency preparedness and response, and a consistent flow of information of the humanitarian situation are effectively coordinated within the office.
  6. Substantive improvements are made in the emergency preparedness and response capability of UNICEF staff and implementing partners through conduct of effective training activities.
  7. In the event of an emergency, UNICEF's presence is promptly established and the initial emergency operational tasks are effectively executed, including provision of support for information communication technology, telecommunications facility and all staff security related assistance in the country office.
  8. Needs assessment is effectively conducted to determine priorities and an appropriate intervention by UNICEF based on the local emergency situation affecting children, their families and community.
  9. Timely delivery of assistance and supplies is provided, urgent staffing requirements are identified, and the appropriate use of UNICEF resources is monitored for effective project delivery.
  10. Emergency appeals and project proposals are prepared, and concerted efforts are put forward to mobilize donor response and recovery/rehabilitation-related funding.
  11. Longer-term requirements of the emergency operation/interventions are determined to build a regular operational and staffing structure, including mitigation and prevention.
  12. Continuous, effective and strategic coordination, communication, consultation and liaison are maintained with Government, UN agencies, NGOs, donors and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children.
  13. Management is kept informed of humanitarian developments in relevant policies, situation developments, potential threats and opportunities/issues in the country.
  14. Emergency preparedness, mitigation, prevention and response strategies are mainstreamed in the country office's workplans. Sectoral input is provided for all related documents for the office’s Emergency Preparedness and Response, as well as for the Situation Analysis and the Country Programme Document.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Emergency Preparedness

1. Adopts adequate emergency preparedness, mitigation and prevention measures through the development and updating of country contingency plans and establishment of early warning mechanisms, to ensure effective preparedness and response to specific emergencies.

2. Participates in the formulation and development of plans of action in preparation and response to emergencies, monitors compliance of all sectors with emergency action plans, including financial resources. Ensures coordination of the management of emergency preparedness, mitigation and prevention and response.

3. Provides technical advice related to emergency preparedness, mitigation, prevention and response, including on programme management related issues. Provides advice to the country office in the implementation of emergency preparedness, mitigation and prevention measures in the field to strengthen preparedness and response mechanisms in the country faced with impending emergencies.

4.Develops and maintains databases on country/regional information, and ensure the flow of information and communication crucial for the planning and implementation of emergency preparedness and response management. Identifies availability of resources in emergency prone areas and establish logistics plans to be implemented during an emergency operation, to ensure a timely and effective emergency response.

5. Plans, organizes and conducts training for the office’s staff capacity building in emergencies preparedness and response. Assists in developing and conducting emergency training courses. Provides training and/or briefing, as required. Participates in other emergency training workshops in the region, and builds up the emergency preparedness, mitigation, prevention and response capability of UNICEF staff as well as implementing partners.

Emergency Response

6.In the event of an emergency, takes prompt action as a member of the Emergency Response Team which is deployed immediately to establish UNICEF's presence and implement the initial operational tasks relating to emergency assistance. Immediately verifies the nature and extend of the emergency with staff, government officials, other UN agencies or local organizations and media

7. Participates and assists with assessment of local emergency and security situation affecting children and mothers in the locality, in conjunction with the Regional Office, the HQ Divisions, and field staff. Visits the location to conduct an initial rough assessment of the magnitude of the crisis and its implications for children and its impact on the community. Assesses the validity of the office preparedness plan and ability of the office vis-à-vis the current crisis as well as immediate and additional needs. Determines corporate priorities and an appropriate intervention (supply procurement, fund-raising and staff development) by UNICEF. Coordinates with other partners to make a rapid assessment covering priority areas as defined by the Core Commitment for Children in Emergencies. Establishes contact with community groups, government, UN agencies, media and other partners to keep abreast of emergency situations.

8. Applies the emergency preparedness and response plan as necessary. Supervise thetimely delivery of assistance and procurement of supplies, monitors the appropriate and effective use of UNICEF resources/inputs. Identifies problems and constraints in order to ensure effective project delivery. Monitors expenditures and submits financial status reports. Sets up a reporting system and sends timely situation reports to concerned parties.

9. Promoting emergency response while at the same time considering the need for early recovery planning as well as prevention and risk reduction

Emergency Project :

10.Participates in the implementation of action plans and workplans for emergency projects. Undertakes field visits to emergency project areas, to assess local conditions and monitor project progress. Makes technical decisions on project administration (e.g., activates, requests or reprogrammes allocation of emergency funds). Prepares inputs for appeals and updates related to emergencies. Works with program sections and senior management to mobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents (e.g., pitch documents). Communicates and advocates on the situation and needs of children through local and international media, as appropriate.

11. Identifies longer-term requirements of the emergency operation/interventions, including mitigation and prevention. Proposes a more regular operational and staffing structure to take over from the Emergency Response Team.

12. Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for aid for children and women with special needs resulting from the emergency situation requiring an effective emergency response in all sectors. Identifies implementing/operational partners and establishes implementing arrangements. Ensures that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.

13. Participates in all humanitarian and recovery related forum and keeps management informed of all humanitarian developments in the country in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership.

14. Promotes that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans. Prepares sectoral input for the country programme documents, plan of action, annual work plans, and all related documents of the office’s Emergency Preparedness and Response.Contributes towards the preparation of the Situation Analysis and the Country Programme Document.

Coordination

15. Assist the management composed by the Representative, the Deputy Representative and the Chief of Operations to ensure the coordination of the Emergency response, providing guidance and direction for overall and intersectional Emergency program development, design, planning, implementation, and management.

16.Shared responsibility for strategic recommendations and decisions on situation analysis, programme/project planning, implementation and evaluation as well as administrative decision making on the use of funds and human resources that have significant impact on Emergency projects.

17. Prepare and organize meetings for the office’s Emergency management Team.

18. In close collaboration with the Representative, the Deputy Representative, the office emergency focal points, coordinate all emergency response activities and disaster risk reduction with those of the Government and other partners, as well as the inter-sectorial team.

QUALIFICATION and COMPETENCIES

  1. Education

Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields experience.

  1. Work Experience

Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration with at least 3 years in emergency programme management and operations.

Specialized training/experience in emergency response management highly desirable.

A previous field experience with UNICEF is an asset.

L'Organisation Internationale pour les Migrations (OIM) est une organisation intergouvernementale, créée en 1951, qui occupe la position de chef de file sur la scène migratoire. I. Taches

Mauritania: Project Manager Child Protection

ROLE, TASK AND RESPONSIBILITIES

The Child Protection PM will be responsible to coordinate the implementation of activities related to Child Protection. S/he is expected to use a participatory approach to identify needs, design, implement and facilitate activities which develop a sense of community and strengthen community support systems. Specifically s/he will be responsible:

  • To awareness building and programming specifically focused on children are emphasized in order to ensure equal access to protection and participation in the delivery of services and in community life;
  • To develop and implement child protection activities within the project;
  • To assess the needs of vulnerable groups, design and establish community-based support activities, identify culturally appropriate resources and solutions, develop follow-up mechanisms, with attention to the psycho-social aspects and to the identification and treatment of trauma and other vulnerabilities;
  • To develop and implement capacity building strategy for INTERSOS national staff that prioritizes and enables program staff to develop understanding of protection problems and context analysis;

· To elaborate, manage and monitor general and monthly planning of project activities while updating the data entered into the PAT, as well as relative economic and financial planning on the basis of available donor funds;

· To be responsible for accurate project administration and to supervise and monitor the preparation of accounting documents for interim and final financial reports required by Donors;

· To guarantee compatibility and conformity to both, INTERSOS and donors’ budget constraints and procedures;

· To be responsible for all project documentation up until its conclusion and its delivery to the Head of Mission, obtaining a detailed confirmation receipt of the delivery.

REQUIREMENTS

  • Degree in Social Studies (politic science, sociology, psychology, anthropology) or similar. Master degree in Emergency is an advantage;
  • At least 3 years of relevant professional experience with an International Organizations in humanitarian programmes in Child Protection or related protection issues;
  • French fluency required; English/Italian is an asset;
  • Capacity to write project, reporting and proven knowledge of UN procedure and guidelines;
  • Strong motivation and flexibility, ability to work in remote and complex environment in humanitarian contexts;
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;

Project Background

Since the inception of the UNHCR Malian Refugees Assistance Program in 2012, LWF/DWS is one of the major UNHCR Implementing Partners in the Mbera Camp. The LWF/DWS portfolio includes camp management, transportation of food for general distribution from Bassikounou to Mbera Camp, medical evacuation from Bassikounou to Nema and Nouakchott, management of garage and fuel station, as well as management of warehouses.

Job Purpose

The Logistics Officer shall be responsible for the overall logistics management and procurement of the LWF/DWS Project for the assistance to Malian Refugees hosted in Mbera Camp. S/he will ensure that procurement strictly follows and comply with both LWF/DWS, and all donor requirements and procedures. The logistical support functions including contracting, procurement, property and assets management, fleet management, supervision of garage and fuel station, transportation of food for general distribution, warehouses. S/he will report directly to the Camp Manager and be supervising the following staff: Assistant Logistics Officer, Chief of Garage, Transport Supervisors (2) and Fuel Station Supervisor.

This is a position requiring a systematic, organized approach, combined with a flexible attitude. The post holder will need prior experience in humanitarian emergency affairs, specifically in logistics and procurement, personal communication skills and team work. French language command/proficiency, verbal and written skills are essential.

Guided by the Memorandum of Understanding between the UNHCR and the LWF/DWS which provides strategic direction and operational parameters, the purpose of this position is to provide professional support to the Camp Manager in logistics and procurement related matters.

Major Responsibilities

More specifically the duties and responsibilities shall include the following:

  1. Contribute to the development of yearly project documentation, monthly reporting, weekly supervision, and daily monitoring of logistics and procurement related activities.
  2. Ensure that the project has an annual procurement plan as per the agreed procurement policy and standards. Ensure also that a local procurement has been put in place and works according to the agreed policy and procedures.
  3. Logistics and procurement activities are carried out as per the approved plan and budget.
  4. Ensure that all UNHCR and its implementing partners’ vehicles (in total 25 vehicles) are well serviced by LWF/DWS-managed garage. Prepare and share regular reports on the vehicles status, including major mechanical problems. Facilitate refresher training for the Drivers to ensure proper use of vehicles.
  5. Ensure that the fuel station (of a capacity of 30,000 m3) is properly managed and UNHCR and its implementing partners are well served in quality fuel. Closely monitor the stock of fuel in the station and put in place an effective re-fuelling plan.
  6. Ensure timely and monthly transportation of food for general distribution from Bassikounou to Mbera Camp (18 km).
  7. Monitor and control all the warehouses (8 rub halls) in the camp to ensure that NFIs are provided to the refugees as per the agreed standards.
  8. Attend food and NFIs coordination meetings at Bassikounou and the camp levels. Monitoring the food and NFIs distribution.
  9. Oversee the work of his/her Supervisees through providing clear instructions, conducting close supervision, and ensuring capacity building.
  10. Prepare and submit his/her MMR (Monthly Management Report) to the Camp Manager.
  11. Carry out any other duties/assignments that may be assigned to him/her by the Camp Manager or his Designate.

Mauritania: Nutrition Survey Consultant, M’berra Camp

CONSULTANT, NUTRITIONIST
EXPERIENCED IN NUTRITION SURVEYS AND SMART METHODOLOGY
M’berra Camp, Mauritania

BACKGROUND

As part of the routine monitoring of the nutritional situation in M’Berra camp, Mauritania a Standardised expanded nutrition survey (SENS) is planned for October 2014. The UNHCR and partner team require external expertise and additional technical capacity to run the survey. The surveys will follow the UNHCR SENS guideline.

METHODOLOGY

The survey will be developed using the SMART methodology and UNHCR standardised expanded nutrition survey (SENS) guidelines for refugee populations (version 2 (2013) http://www.sens.unhcr.org/page.asp?content_id=33620. Anthropometric indicators will be generated using ENA or Epi/ENA software. Survey methodology should be reviewed by UNHCR HQ nutritionist prior to data collection.

OBJECTIVES

The Consultant will oversee the Expanded Nutrition/Anaemia Survey and produce updated Anthropometric, Vaccination, Vitamin A, and Anaemia indicators as well as some or all of the following; WASH, mosquito net coverage, IYCF and Food Security indicators in the M’berra camp in Mauritania as per the following objectives (to be determined in consultation with the country team and HQ nutrition team):

  • To measure the prevalence of acute malnutrition in children aged 6-59 months in M’berra refugee camp in Mauritania.
  • To measure the prevalence of stunting in children aged 6-59 months in M’berra refugee camp in Mauritania.
  • To determine the coverage of measles vaccination among children aged 9-59 months (or context-specific target group e.g. 9-23 months) in M’berra refugee camp in Mauritania.
  • To determine the coverage of vitamin A supplementation in the last six months among children aged 6-59 months in M’berra refugee camp in Mauritania.
  • To determine the two-week period prevalence of diarrhoea among children aged 6-59 months in M’berra refugee camp in Mauritania.
  • To measure the prevalence of anaemia in children aged 6-59 months and in women of reproductive age between 15-49 years (non-pregnant) in M’berra refugee camp in Mauritania.
  • To investigate IYCF practices among children 0-23 months in M’berra refugee camp in Mauritania.
  • To determine the coverage of ration cards and the duration the general food ration lasts for recipient households in M’berra refugee camp in Mauritania.
  • To determine the extent to which negative coping strategies are used by households in M’berra refugee camp in Mauritania.
  • To assess household dietary diversity in M’berra refugee camp in Mauritania.
  • To collate available information on the performance of the food aid system in M’berra refugee camp in Mauritania.
  • To determine the population’s access to, and use of, improved water, sanitation and hygiene facilities in M’berra refugee camp in Mauritania.
  • To determine the ownership of mosquito nets (all types and LLINs) in households in M’berra refugee camp in Mauritania.
  • To determine the utilisation of mosquito nets (all types and LLINs) by the total population, children 0-59 months and pregnant women in M’berra refugee camp in Mauritania.

DELIVERABLES

  • A final assessment report including recommendations on actions to address the situation is to be submitted at the end of the Consultancy. Results of standardisation tests, details of data cleaning and plausibility checks should be presented in annexe. The report must conform to the CRED survey completeness checklist (http://www.cedat.be/Field%20Resources).
  • Standardised tables as presented in the UNHCR SENS guidelines for refugee populations (version 2(2013)) should be used for presentation of the results.
  • The findings and major recommendations are to be presented to partners at the mission level (oral presentation and PowerPoint slides).
  • The final cleaned version of the raw data used to calculate the survey results is to be sent to the PHHIV Section in UNHCR HQ and to UNHCR Country Office.

REPORTING

The consultant will report on regular basis to the UNHCR nutrition officer at HQ as well as UNHCR programme staff at country level.

TIME FRAME

The consultancy will last approximately 6 weeks.

QUALIFICATIONS AND EXPERIENCE REQUIRED

The successful candidate will:

  • Have a university degree or the equivalent, with advanced education in nutrition, with a specific competency in humanitarian emergencies.
  • Have significant experience in undertaking nutrition surveys (design and methodologies, staff recruitment and training, field supervision and data analysis/write up).
  • Be familiar with the SMART survey methodology and ENA or Epi/ENA softwares.
  • Familiarity with the SENS methodology is an advantage.
  • Be fluent in French with excellent writing and presentation skills.

  • Responsable de la gestión de tesorería, de bancos y cajas, en el país y su correcta conciliación y reporte a la sede en tiempo y forma.
  • Gestionar la logística de forma eficaz, velando por el cumplimiento de los procedimientos logísticos, y el correcto mantenimiento y gestión de los bienes y suministros.
  • Gestionar los Recursos Humanos de la misión: realizar los procesos de selección nacionales, contrataciones, cumplimiento de la legislación en el país, tramitar los pagos mensuales de las nóminas, y realizar el seguimiento del personal.
  • Apoyar la coordinación de la misión: planificación, seguimiento y evaluación.
  • Cualquier otra tarea acorde con su categoría profesional que le sea encomendada por su responsable directo.

Requisitos de Formación:

  • Imprescindible: Titulación académica universitaria finalizada en ADE, Contabilidad y/o Finanzas.
  • Valorable titulación de: Postgrado en Coop. Internacional y/o Ayuda Humanitaria.
  • Imprescindible: Ofimática nivel profesional.
  • Imprescindible dominio fluido de: Francés. Valorable castellano e inglés.

Requisitos de Experiencia:

  • Imprescindible: exp. previa de mínimo 1años en proyectos como administrador de proyectos de cooperación internacional.
  • Conocimiento y experiencia con normativas USAID / ECHO- y cooperación descentralizada española.
  • Valorable: Conocimiento y experiencia en contabilidad y tesorería.

  • Flexibilidad y adaptación al cambio.
  • Gestión de estrés y capacidad de trabajo.
  • Trabajo en equipo.

Otros Requisitos:

  • Compromiso y cumplimiento de Valores, Visión y Misión así como del Código de Conducta de la Organización.
  • Compromiso y conocimiento básico de Derechos de Infancia y la Convención sobre los Derechos del Niño.
  • Permiso de trabajo en España y/o Unión Europea.
  • Disponibilidad y flexibilidad según necesidades del proyecto.
