CONSULTANT, NUTRITIONIST
EXPERIENCED IN NUTRITION SURVEYS AND SMART METHODOLOGY
M’berra Camp, Mauritania
BACKGROUND
As part of the routine monitoring of the nutritional situation in M’Berra camp, Mauritania a Standardised expanded nutrition survey (SENS) is planned for October 2014. The UNHCR and partner team require external expertise and additional technical capacity to run the survey. The surveys will follow the UNHCR SENS guideline.
METHODOLOGY
The survey will be developed using the SMART methodology and UNHCR standardised expanded nutrition survey (SENS) guidelines for refugee populations (version 2 (2013) http://www.sens.unhcr.org/page.asp?content_id=33620. Anthropometric indicators will be generated using ENA or Epi/ENA software. Survey methodology should be reviewed by UNHCR HQ nutritionist prior to data collection.
OBJECTIVES
The Consultant will oversee the Expanded Nutrition/Anaemia Survey and produce updated Anthropometric, Vaccination, Vitamin A, and Anaemia indicators as well as some or all of the following; WASH, mosquito net coverage, IYCF and Food Security indicators in the M’berra camp in Mauritania as per the following objectives (to be determined in consultation with the country team and HQ nutrition team):
- To measure the prevalence of acute malnutrition in children aged 6-59 months in M’berra refugee camp in Mauritania.
- To measure the prevalence of stunting in children aged 6-59 months in M’berra refugee camp in Mauritania.
- To determine the coverage of measles vaccination among children aged 9-59 months (or context-specific target group e.g. 9-23 months) in M’berra refugee camp in Mauritania.
- To determine the coverage of vitamin A supplementation in the last six months among children aged 6-59 months in M’berra refugee camp in Mauritania.
- To determine the two-week period prevalence of diarrhoea among children aged 6-59 months in M’berra refugee camp in Mauritania.
- To measure the prevalence of anaemia in children aged 6-59 months and in women of reproductive age between 15-49 years (non-pregnant) in M’berra refugee camp in Mauritania.
- To investigate IYCF practices among children 0-23 months in M’berra refugee camp in Mauritania.
- To determine the coverage of ration cards and the duration the general food ration lasts for recipient households in M’berra refugee camp in Mauritania.
- To determine the extent to which negative coping strategies are used by households in M’berra refugee camp in Mauritania.
- To assess household dietary diversity in M’berra refugee camp in Mauritania.
- To collate available information on the performance of the food aid system in M’berra refugee camp in Mauritania.
- To determine the population’s access to, and use of, improved water, sanitation and hygiene facilities in M’berra refugee camp in Mauritania.
- To determine the ownership of mosquito nets (all types and LLINs) in households in M’berra refugee camp in Mauritania.
- To determine the utilisation of mosquito nets (all types and LLINs) by the total population, children 0-59 months and pregnant women in M’berra refugee camp in Mauritania.
DELIVERABLES
- A final assessment report including recommendations on actions to address the situation is to be submitted at the end of the Consultancy. Results of standardisation tests, details of data cleaning and plausibility checks should be presented in annexe. The report must conform to the CRED survey completeness checklist (http://www.cedat.be/Field%20Resources).
- Standardised tables as presented in the UNHCR SENS guidelines for refugee populations (version 2(2013)) should be used for presentation of the results.
- The findings and major recommendations are to be presented to partners at the mission level (oral presentation and PowerPoint slides).
- The final cleaned version of the raw data used to calculate the survey results is to be sent to the PHHIV Section in UNHCR HQ and to UNHCR Country Office.
REPORTING
The consultant will report on regular basis to the UNHCR nutrition officer at HQ as well as UNHCR programme staff at country level.
TIME FRAME
The consultancy will last approximately 6 weeks.
QUALIFICATIONS AND EXPERIENCE REQUIRED
The successful candidate will:
- Have a university degree or the equivalent, with advanced education in nutrition, with a specific competency in humanitarian emergencies.
- Have significant experience in undertaking nutrition surveys (design and methodologies, staff recruitment and training, field supervision and data analysis/write up).
- Be familiar with the SMART survey methodology and ENA or Epi/ENA softwares.
- Familiarity with the SENS methodology is an advantage.
- Be fluent in French with excellent writing and presentation skills.
