JOB SUMMARY:

The Logistics Coordinator is the senior logistics appointment in the Mission and is responsible for, and accountable for, the delivery of all logistics and supply chain related activities in accordance with International Medical Corps logistics policies and procedures. Fundamental to this role is the ability to manage and motivate your logistics team and engage with other mission or response staff, external contractors and organizations therefore you are required to have the skills to communicate clearly verbally and in writing, plan for and deliver quality presentations and training, and produce timely written reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Logistics Operations

• Provide the technical oversight, input and supervision to coordinate the staff support to, delivery of, and implementation of, all logistics support systems according to IMC Logistics policies and procedures. • Provide planning support and advice to those making a procurement request, then process and manage the procurement process (either locally or internationally) in accordance with IMC policies and procedures, in a transparent, accountable, efficient and cost effective manner. • Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure that all procurements are tracked and recorded to identify items that should be part of a pre-approved tender process, and ensure that open and free competition for procurements is adhered too. • Actively engage with freight forwarding agencies, freight handling/clearance agents, and local Customs, to ensure that cargo is managed at all points of the supply chain, and that all tracking and reporting deadlines are met. • Proactively coordinate and direct the management and tracking of all medical supplies, equipment, materiel and food in transit, through its receipt, storage, and onward distribution to include the locating and negotiating contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements. • Capture pipeline information, and coordinate the management of the supply chain ensuring that Program staff are well-informed and well-prepared for incoming goods and materiel. Ensure timely reporting on stock status, to help Program staff with planning of stock replenishment and that tracking through to end-user has occurred. And/or advise and support Program staff to verify that distribution has occurred according to the intentions and plans of the donors, IMC, and project partners • Supervise and coordinate all matters logistics relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, being driven safely, maintained appropriately, damages are reported, and ensure that vehicles internal equipment (tools, comms etc) are complete and serviceable; and that usage of fuel is correctly supervised, and logged and recorded. Liaise with security personnel on security-related transport issues, such as booking in/out, satcomms, radios etc. • Supervise and coordinate all matters logistics regarding satellite communications and radio communications to ensure that equipments are insured, asset managed diligently, operated in the most cost efficient manner, and maintained appropriately. • Capture, plan and regularly update preparedness reporting for the logistic systems in place at your mission to include a current Logistic Concept of Operations. Plan to ensure that logistic systems are robust and flexible enough to cope if a crisis occurs by making thorough assessments of airports, transport available, warehousing, access routes, fuel availability, field comms issues, staffing challenges, training required etc. Raising issues though senior management as required. • Maintain accurate filing systems, with documented and supported records of action for audit purposes, and submit weekly and monthly logistics reports to the in-country management team, and Global logistics pursuant with IMC policies and procedures. • Be flexible and manage your time accordingly, to be prepared to tackle other tasks commensurate with your role, and level of experience, at short notice.

  1. Compliance

• Ensure compliance with IMC policies and procedures, donor regulations and local laws. • Ensure that the procurement and disposal of commodities, especially those subject to US Export Compliance regulations, are in line with applicable licenses and are properly documented. • Ensure that vendor eligibility screening is carried out in a timely fashion, updated regularly, and, recorded appropriately.

  1. Human Resources

• Manage all staff within your department with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism. • Make frequent site visits to where staff supervised by you are working, to ensure that the appropriate care and support is being offered. Ensure that staff supervised by you are evaluated regularly, trained and/or mentored in a structured accountable manner, and written records of such are retained. • Oversee the recruitment, selection and performance of logistics staff, as required.

  1. Training/ Capacity Building

• Advocate and plan for professional development for expat and national staff • Determine training needs for staff supervised by you. • Coordinate the delivery of training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs

  1. Working Relationships

• Proactively engage with the Country Director and key staff (Program, Finance, Medical) on all matters logistic to ensure that programmatic and project planning incorporates sufficient funding for logistical staff and logistical support mechanisms. • Proactively engage on a regular basis with regional IMC logistics teams, and logistics coordinators from other organizations to ensure appropriate links for interagency logistics coordination. • Proactively engage with donors, local government, project partners, UN agencies and other non-governmental organizations in order to plan, organize, and schedule distribution of goods and materiel as, well as to ensure adequate information sharing, address common concerns/problems and seek solutions.

  1. Representation

• Represent IMC in a positive and professional manner contributing to the creation of a positive image and overall credibility of the organization, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors

  1. Security

• Ensure the application of, and compliance with, security protocols and policies of you and your supervised staff.

  1. Prevention of Sexual Exploitation and Abuse

• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Qualifications:

SKILLS AND REQUIREMENTS:

• Evidence of practical experience in logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.) fleet management and asset management, distribution support.

• Proven record of experience of the management of logistics at a coordination level.

• Evidence of 5 to 6 field deployments; 3 to 4 humanitarian emergency deployments and 4 to 5 international deployments; minimum 6 weeks in length.

• Experience with donor specific procedures.

• It is desirable that experience is supported by study by academic study, such as completion of the Certification in Humanitarian Logistics.

• Prior experience of logistics software solutions (desired).

• Experience of the management of budgets and the ability to prepare timely, complete and accurate reports.

• Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff (suitable to staff knowledge level).

• The commitment and demonstrated skills to build national staff capacity in the areas of logistics management, supervision and monitoring

• Strong organizational and problem-solving skills with analytic approach

PROGRAM SUMMARY

International Medical Corps has been providing emergency medical, nutritional as well protection assistance to Sudanese refugees and local host conflict affected people in Haute-Kotto and Vakaga region since 2007. Most recently in response to the renewed conflict in the country, International Medical Corps has expanded programming to provide assistance to conflict-affected populations in the northwest of the country. While providing basic primary health care services to the beneficiaries, International Medical Corps also focuses on capacity building of existing human resources, in order to deliver and take ownership of health, nutrition and protection programs implemented by International Medical Corps, thus assuring the sustainability of the health program for the coming years.

Recently, International Medical Corps has been awarded funds under the Bekou fund (EU trust fund) to work in collaboration with the European Union and CAR Ministry of Health to strengthen the health system in the northeast provinces of Vakaga and Haute Kotto. This program will build off of emergency activities in the prefectures and assist with the CAR MOH transitional plan for development.

ESSENTIAL JOB DUTIES/SCOPE OF WORK:

Logistics officers will supervise at least 21 national staff and will report to Logistics Coordinator.Manage a large workload without direct supervision. To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.

  1. Make thorough assessments of the logistics issues in emergency situation.
  2. Manage all commodity movements, including secure warehousing, inventories, delivery, distribution and use supported documents with appropriate evidences and reports
  3. Together with Logistics Coordinator manage the supply chain of medical, non-food and food items by ensuring that the program staff is well-informed and well prepared for incoming pipeline and related schedule
  4. Ensure timely reporting to the Logistics Coordinator on stock status and help program staff with planning of stock replenishment.
  5. Submit data necessary to compile regular weekly and monthly reports to the Logistics Coordinator in line with IMC guidelines.
  6. Supervise national staff in line with organization policies and procedures, ensuring that they have necessary induction, trainingand support
  7. Oversee the team of end use monitors to verify that distribution has occurred according to the intentions and plans of the donors, IMC and project partners.
  8. Ensure that warehouses are adequate, well-maintained, and meet basic safety and health requirements
  9. Analyze bids by price, quality and product as well as reliability of vendors and delivery period.
  10. Implement and manage the IMC purchase request tracking database to track requests, ensure timely purchases and inform heads of departments and Program Managers of the status.
  11. Ensure the items he was tasked to purchase are ordered and delivered to the field in a timely manner.
  12. Ensure all relevant paperwork is completed and filed properly.
  13. Assist Logistics Coordinator to oversee all activities associated with the delivery and receipt of drugs and non food items to planned field destinations
  14. Act as Site Manager for project site, as required

Skills & Requirements:

  1. Bachelor degree or formal training in logistics preferred or equivalent combination of education and experience. Minimum of three years’ experience in humanitarian logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.)
  2. Understanding of budgets and ability to prepare timely, complete and accurate logistics reports
  3. Proven record on the ability and experience of the management of logistics team

POSITION SUMMARY

Under the direct supervision of the Operations Manager, the LSO will be responsible for Adeso Administrative, Logistics and Security roles with overall control and responsibility over the sections of Procurement, Transportation, Warehousing / Assets, Communication, Equipment Maintenance, and Reporting.

POSITION PURPOSE

The Logistics and Security Officer will be responsible for ensuring quality in logistics support across Adeso HQ, field offices, and projects. You will also ensure the logistics function is delivering timely, cost-effective, high quality and appropriate support; and supporting field teams in achieving and maintaining minimum standards in logistics work.

SPECIFIC ROLES AND RESPONSIBILITIES

Procurement

  • Ensure that procurement tracking is current and updated;
  • Ensure timely & accurate logistical reporting to Project Manager;
  • Continuously assess the market for new procurement opportunities;
  • Ensure timely delivery of program supplies to field sites in line with project implementation;
  • Assist in the development, monitoring and review of procurement plans.
  • Ensure that all contracts with the organization are in an updated database spreadsheet and are paid on time.

Transport and Travel

  • Manage and coordinate vehicles and drivers currently used by the team;
  • Hire additional vehicles where necessary;
  • Ensure that the Drivers fill in the log sheets accurately on a daily basis;
  • Arrange for road transportation of goods when necessary;
  • Ensure that vehicles are periodically scheduled for maintenance and service;

Warehousing / Assets

  • Ensure that all Adeso assets and equipment used in Isiolo are properly assessed and documented (including physical location and condition) to contribute to an updated country program asset register;
  • Ensure that all documentation is completed and stored in readiness for external and internal audit requirements;
  • To carry out periodic stock checks and to provide physical count of random items in storage. To manage all paperwork related to stored items, including Stock Cards, delivery and receipt papers.

Communication/IT

  • Ensure logistical support in event of emergency, and that all necessary advance measures have been taken;
  • Be responsible for office laptops, project cameras, codan radios, satellite phones and telephones;
  • Manage the contract with the internet service provider;
  • Ensure that all printers and scanners are in good working conditions;
  • Provide IT support/networking support when necessary;
  • Liaison with other NGOs and UN agencies on logistics and security issues.

Equipment Maintenance

  • Ensure that systems for regular maintenance or repair are implemented for vehicles and other equipment and that routine maintenance and repair of communication and office equipment (computer, radios, satellite phones, power generators) is carried out per schedule.
  • Ensure that proper tracking of equipment out for maintenance is followed.
  • Provide technical supervision of drivers for matters related to safety and security

Security

  • Act as the security focal point for Isiolo County Kenya;
  • Provide all staff with regular security briefings and updates and ensure that all staffs adhere to security policies and procedures;
  • Conduct regular security and risk assessments for all operational areas;
  • Supervise the security guards performance in Isiolo;
  • Ensure that field communications needs are met and that staffs are trained in the use of radios and other communications equipment as necessary;
  • Liaise with Kenyan Government Security Agencies, UN Agencies, NGOs and other external actors to gain security information and analysis in NE Kenya.
  • Liaise with the FOAs on security relates issues and work with Field Security Officer in analysing and reporting security related issues.

Others

  • Ensuring that bills/Invoices are processed and work with Finance Assistant for timely payments.
  • Act as overall compound manager for the Adeso office compound in Isiolo;
  • Any other duties as may be assigned by the Operations Manager.

SKILLS AND QUALIFICATIONS

· Graduate degree/diploma in Supply chain management or its equivalent in relevant field;

· Post graduate technical training an added advantage;

· Minimum 4 years’ experience in similar role (NGO field or country head office preferred);

· Knowledge of USAID donor regulations will be an added advantage;

· Excellent IT skills, in particular Word, Excel and email is a must;

· Technical IT skills, such as networking and problem solving is an advantage;

· Excellent people management skills and good communicator;

· Highly organized and self-motivated;

· Ability to work under high pressure and prioritize tasks;

· High standard of written and spoken English with spoken Kiswahili and Somali a must.

Under the supervision of the Logistics Manager and in collaboration with the Filed Logistics Officers, the Flying Support Logistician will have to assist in the establishment of a rational and efficient daily logistics management at a project level in Mingkaman and Bor.

Key Responsibilities

Context

A political crisis within the Government of South Sudan which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State. The most optimistic predictions suggest that the crisis will continue for some time and that it is unlikely that people will be able/willing to return to their homes in the near future.

Oxfam is already based and working in several existing humanitarian programs in the Country and currently starting a humanitarian response emergency to the on-going crisis in Awarial and Jonglei.

Responsibilities of the position

Hierarchically and functionally dependent on the logistics manager and reporting to the field manager for coordination and security purposes, the Flying Logistics Officer will:

Organize a proper supply and procurement management at a project level.

Provide a timely and accurate feedback on the supply system to programs and coordination.

Assist in the preparation and follow up of rental contracts on stores, transports, construction for the base.

Support the Log Field Officer in the organization of the movements and drivers schedule.

Provide the project with the necessary means for a correct development of the activities.

To ensure the good use and maintenance of the equipment.

Advise evaluation, preparation, planning of new activities in the geographical area of the project.

Manage national logistic personnel dependent on them: contracting, supervision, support, evaluation, training, preparation / updating of post profiles.

Accounting: managing cash for purchases relative to the base.

Daily management of security on the project level.

Requirements

Relevant Logistics qualifications in the relevant fields:

  • Industrial engineering (specialised in mechanics, chemicals, electricity…). Mechanics, energy, supply, cold chain, water, topography, construction.
  • Bioforce (or other studies in Humanitarian logistics).
  • Knowledge in Water and Sanitation: construction of latrines, water pumping and distribution systems, equipment and materials used in water and sanitation.

At least 3 years experience in similar position, with sound understanding of working with an international NGO; work in isolated area will be appreciated.

Knowledge and experience in the supply chain.

Previous experience in leading, managing, and advising teams of staff and partners.

Experience and flexible approach to problem solving and prioritizing a high workload and multiple tasks.

Excellent computer skills, with significant experience in Excel.

Languages: fluency in English. Desirable: Arabic

Excellent organizational skills, including the ability to plan comprehensively, set priorities, and manage multiple tasks efficiently.

Proven ability of initiative, work with limited supervision and give support, guidance and training.

Under the direct supervision of the Team Leader, and in coordination with the ETU Senior Wash Manager and Medical Coordinator, and with direct support from IOM Sub-office and Mobile Team, the incumbent will be responsible for and accountable to ensure that the operational and logistical needs of the ETU team is organised so that staff, patients, and the environment inside and outside the Ebola Treatment Unit receive all necessary supplies, a safe and secure environment, and that any and all operational challenges are addressed in a timely way. Liaise directly with IOM and service providers on the ground (e.g. catering, maintenance, fuel, suppliers) to ensure that warehousing of supplies (medical and non-medical) is tracked, kept update, and that the ETU can function at full capacity at all times.

Safety Regulations:

· The Operations and Logistics Officer is aware of the risks involved in working in the ETU

· The Operations and Logistics Officer follows all regulations concerning infection control and protective measures.

Non-adherence to the safety regulations can result in immediate dismissal.

GENERAL FUNCTIONS

· Responsible for supporting operations and logistics for all activities at ETU

· Responsible for all stocks (medical and non-medical), warehouse and pharmacy management, and communications to anticipate stock needs for the ETU.

· Maintain stockpiling of fast-moving items and keep updated inventory of all medical and non-medical stocks for use at the ETUs; request timely purchase of items in coordination with ETU Team Leader, Medical Coordinator and Pharmacist/Storekeeper.

· Liaise with all IOM and Department of Defense (DOD) contracted service providers on logistical needs including water supply, catering, electricity/generator, fuel, and mechanics.

· Liaise with IOM mobile team and/or sub-office on additional contracting needs and identify local suppliers/options if possible and as required from the surrounding communities.

Human Resource Management:

· Trains and manages security and logistics staff of the ETU.

· Prepares and adapts job descriptions according to the needs.

Operational Specifics

· Ensures that water suppliers regularly deliver to the ETU in sufficient quantity.

· Ensures that all vehicles receive required maintenance in coordination with IOM sub-office and/or mobile teams.

· Ensures that food supply to the ETU are provided and liaise in case of problems.

· Ensure that all ETU facilities are repaired immediately if/when needed.

ESSENTIAL EXPERIENCE

Education

Qualifications in a discipline related to operational and logistical site management, Shelter/Construction. This is a general management role with need for a self-starter operational and logistical role to fill gaps and solve problems in a complex environment.

Work Experience

Minimum 10 year experience

Demonstrated experience and ability in cooperation projects’ management. Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response in humanitarian crisis, natural disasters, infectious diseases and resource poor settings

Key Competencies

COUNTRY PROGRAM MISSION

The American Refugee Committee seeks to establish an Ebola Treatment Unit (ETU) in Liberia. The ETU will be a high-capacity, isolated unit with up to 30 beds, which will require the oversight of approximately 125 staff, over a period of 6-9 months. Given the magnitude of the need, the plan is to set up the ETU immediately. Staff safety is an absolute priority and strict adherence to infection control procedures will be undertaken to protect staff. Given the tedious nature of the work, personal protective equipment which must be worn at all times in the heat and need for strict adherence to infection control protocols, staff will have ample rest time.

PRIMARY PURPOSE OF THE POSITION

The Logistics and Procurement Manager (LPM) will be based in Harper and will manage logistics, supply chain, and transportation of materials, services, and personnel, working with Monrovia, Fish Town, and internationally. The LPM will work with the Operations Manager to ensure that all procurement is conducted in accordance with ARC logistics and procurement policies and procedures, relevant donor requirements, and in the spirit of obtaining best Value for Money (VFM). The LPM will travel to Fish Town as needed to support the logistics section.

MAJOR AREAS OF ACCOUNTABILITY

Procurement:

• Ensure that all procurement procedures in Liberia are implemented and effectively followed in compliance with the ARC Logistics Manual and relevant donor requirements;
• Manage the procurement team, monitoring performance and providing on-going training. Follow up orders awaiting approvals;
• Check and approve procurement paperwork, and ensure all required documents are filed as required;
• Ensure that the Anti-Terrorist Checks (ATC) file is completed;
• Organise regular local market surveys and update the Vendor Roster Maintain costing data to enable budget holders have easy access to prices for budget formulation;
• Assist Logistics Manager to address issues related to procurement procedures that arise from internal audits and reviews;

Order Management:

• Liaise with Logistics Assistant to ensure that the Order Tracking Sheet (OTS) is accurately updated on a daily basis, and circulated to all budget holders on a weekly basis;
• Ensure any delays in procurement are communicated to the stakeholders as soon as possible
• Communicate to all relevant staff on orders awaiting approvals to ensure they do not get delayed
• Communicate to budget holders when supplies are available and any overstock in storage.

Finance & Procurement:

• Ensure Payment Request Forms (PRF) are raised promptly after delivery of supplies or completion of services;
• Check PRFs and ensure attached procurement files are correctly completed, before submitting to finance for payment.

Human Resource Management:

• Manage performance evaluation for procurement personnel
• Provide procurement systems training and briefings to new starters, staff and partners

PROGRAM SUMMARY:
International Medical Corps has been operating in Chad since 2004, primarily in the East of the country close to the Darfur border.
International Medical Corps is mainly running nutritional activities in Chad where an emergency crisis is felt on the Sahel belt. International Medical Corps has also been supporting Sudanese refugee in Guereda and lriba (East of Chad). Currently, IMC is running 3 programs in Chad: one on the East (Guereda) assisting Sudanese refugees by providing primary and secondary health care and nutritional program within 2 camps, one in Abudeia providing nutritional assistance to residents, and one in lake region (Bagasola/Bol) providing primary health care and nutritional assistance (with a small Food Security component) to residents. As of 2014, International Medical Corps has planned to expand its areas of operation to include surgical activities in south of the country with the current crisis in CAR moving toward the Southern border of Chad (we are currently seeking for donors support).
JOB SUMMARY:
Working under the direct supervision of the CD, the Logistics Coordinator is the senior logistics appointment in the Mission or Response and is responsible for, and accountable for, the delivery of all logistics and supply chain related activities in accordance with International Medical Corps Logistics policies and procedures. Fundamental to this role is the ability to manage and motivate your logistics team and engage with other mission or response staff, external contractors and organizations therefore you are required to have the skills to communicate clearly verbally and in writing, plan for and deliver quality presentations and training, and produce timely written reports. Also, the logistic coordinator must be pro-active buy anticipating supply shortage of logistic potential problems. He must try to find solution to logistic problem and make sure his team is delivering quality and fast services to the field.
ESSENTIAL RESPONSIBILITIES:

  1. Logistics Operations
    • Provide the technical oversight, input and supervision to coordinate the staff support to, delivery of, and implementation of, all logistics support systems according to IMC Logistics policies and procedures.
    • Provide planning support and advice to those making a procurement request, then process and manage the procurement process (either locally or internationally) in accordance with IMC policies and procedures, in a transparent, accountable, efficient and cost effective manner (make sure procurement plan are in place everywhere and followed, that delivery to the field is fast and that feed-back to the field regarding stock shortage or delay are done)
    • Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure that all procurements are tracked and recorded to identify items that should be part of a pre-approved tender process, and ensure that open
    and free competition for procurements is adhered too.
    • Actively engage with freight forwarding agencies, freight handling/clearance agents, and local Customs, to ensure that cargo is managed at all points of the supply chain, and that all tracking and reporting deadlines are met.
    • Proactively coordinate and direct the management and tracking of all medical supplies,equipment, materiel and food in transit, through its receipt, storage, and onward distribution to include the locating and negotiating contracting for storage/warehousing that is secure, well maintained, and meets health and safe working practice requirements.
    • Capture pipeline information, and coordinate the management of the supply chain ensuring that Program staff are well-informed and well-prepared for incoming goods and materiel. Ensure timely reporting on stock status, to help Program staff with planning of stock replenishment and that tracking through to end-user has occurred. And/or advise
    and support Program staff to verify that distribution has occurred according to the intentions and plans of the donors, IMC, and project partners
    • Supervise and coordinate all matters logistics relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, being driven safely, maintained Updated: March 2008 appropriately, damages are reported, and ensure that vehicles internal equipment (tools, comms etc) are complete and serviceable; and that usage of fuel is correctly supervised, and logged and recorded. Liaise with security personnel on security-related transport issues, such as booking in/out, satcomms, radios etc.
    • Supervise and coordinate all matters logistics regarding satellite communications and radio communications to ensure that equipments are insured, asset managed diligently, operated in the most cost efficient manner, and maintained appropriately.
    • Supervise and coordinate all matters logistics regarding GPS tracking for IMC vehicle.
    • Capture, plan and regularly update preparedness reporting for the logistic systems in place at your mission to include a current Logistic Concept of Operations. Plan to ensure that logistic systems are robust and flexible enough to cope if a crisis occurs by making thorough assessments of airports, transport available, warehousing, access routes, fuel availability, field comms issues, staffing challenges, training required etc. Raising issues though senior management as required.
    • Maintain accurate filing systems, with documented and supported records of action for audit purposes, and submit weekly and monthly logistics reports to the in-country management team, and Global logistics pursuant with IMC policies and procedures.
    • Be flexible and manage your time accordingly, to be prepared to tackle other tasks commensurate with your role, and level of experience, at short notice.
  2. Compliance
    • Ensure compliance with IMC policies and procedures, donor regulations and local laws.
    • Ensure that the procurement and disposal of commodities, especially those subject to US Export Compliance regulations, are in line with applicable licenses and are properly documented.
    • Ensure that vendor eligibility screening is carried out in a timely fashion, updated regularly, and, recorded appropriately.
  3. Human Resources
    • Manage all staff within your department with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism.
    • Make frequent site visits to where staff supervised by you are working, to ensure that the appropriate care and support is being offered.   4. Training/ Capacity Building
    • Advocate and plan for professional development for expat and national staff
    •Determine training needs for staff supervised by you.
    • Coordinate the delivery of training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs
    • Be part of the process of identifying key staff (in the area of logistic) to give them a chance of evolution/promotion (in the goal of having a logco deputy in the future)
  5. Working Relationships
    • Proactively engage with the Country Director and key staff (Program manager, FAD,Medical director, field coordinator) on all logistic matters to ensure that programmatic and project planning incorporates sufficient funding for logistical staff and logistical support mechanisms.
    • Proactively engage on a regular basis with regional IMC logistics teams, and logistics coordinators from other organizations to ensure appropriate links for interagency logistics
    coordination.
    • Proactively engage with donors, local government, project partners, UN agencies and other nongovernmental organizations in order to plan, organize, and schedule distribution of goods and materiel as, well as to ensure adequate information sharing, address common concerns/problems and seek solutions.
  6. Representation
    • Represent IMC in a positive and professional manner contributing to the creation of a positive image and overall credibility of the organization, notably through the application of IMC's mandate, ethics, values and stand-point with regard to other actors
  7. Security
    • Ensure the application of, and compliance with, security protocols and policies of you and your supervised staff.

    • Proven record of experience of the management of logistics at a coordination level.

Job Purpose:The Logistics Coordinator will be responsible for coordinating logistics activities in Sierra Leone under the supervision of the Area Coordinator and/or ACDS. Main Duties & Responsibilities:

General Responsibilities:

§ Procurement of equipment for 110 PHU, Holding/ Isolation Centres/ Community centres

§ Distribution of items to for 110 PHU, Holding/ Isolation Centres/ Community centres

§ Lead the process of maintenance/fixing of MoHS ambulances, cars and motorbikes as part of our response activities

§ Procure motorbikes (for the MoHS)

§ Manage transportation which may include car and bike hire

  • Assist the management team in logistics budget preparation and tracking;
  • Participate in logistics meetings and provide timely reports to the ACD-S and the Country Director.

Procurement Management

  • Supervise procurement functions ensuring that organizational procedures are followed and also Concern gets value for money;
  • Ensure that requested goods and services are timely procured and delivered.
  • Supervise the delivery of goods and services for Concern programs
  • Ensure all procurement adheres to the Concern Procurement policy and procedures and that tender process and evaluation is adequately documented and signed off.
  • Ensure that, in conjunction with the Program managers, all logistics personnel are trained in donor procurement guidelines and that all procurement activities adhere to these.
  • Ensure that all procurement files are completed as per logistics manual and financial requirements
  • Ensure all paper works are properly filed and steps followed through purchasing process are compliant with Concern Procurement procedures.

Stock and property Management

  • Identify suitable storage and assure that storage facilities are appropriate in size, type and location; ensure that all stores are organized and managed according to Concern logistic requirements; ensure that staff skills on stock management and inventory are up to date;
  • Ensure that fixed asset registers are updated and verified quarterly;
  • Ensure that all procedures and documents pertaining to asset management as per the logistics manual are followed; ensure assets are safe guarded with physical checks in line with Concern Logistics Manual.
  • Ensure donation certificates with recipient signature are obtained and filed for all assets and equipment donated to beneficiaries/partner groups.
  • Ensure correct and adequate management of donations-in-kind paperwork, procedures and reporting.

Staff management

  • Recruitment of staff where necessary.
  • Manage and supervise all logistic staff;
  • Performing logistic briefings to staff as requested.

Communication

  • Assist in improving the use and management of communication equipment including satellite communication facilities;
  • Ensure all required and available communication equipment are installed and working Satellite, mobile network, etc. functioning properly

Job Description

As One Acre Fund’s client base grows, so does the amount and diversity of farm inputs and other products it needs to deliver. In the coming years, One Acre Fund will deliver roughly 15,000-30,000 metric tons of products to farmers across East Africa. The East Africa Logistics Manager will be the overall lead for this core aspect of our business, managing the physical and technical business processes required to successfully and efficiently deliver these products.

As part of successfully managing the delivery of life-changing farm inputs, the East Africa Logistics Manager will be responsible for building, growing, and developing an international logistics team spread across at least four countries in East Africa. This will include, at a minimum, the management of four in-country logistics leads in Kenya, Rwanda, Burundi, and Tanzania; several dozen additional permanent staff across those countries; as well as a small army of several hundred temporary casual laborers spread across various loading sites, warehouses, transport points, and headquarters.

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Logistics Officer (Fleet & Workshop Management) at P4 level, based in our Country Office in Khartoum, Sudan.

Reporting to the Head of Logistics in Khartoum, Sudan and in co-ordination with the Global Fleet Support Unit in our Headquarters in Rome, Italy, the Logistics Officer/Fleet will be responsible for the overall management and oversight of all fleet and workshops management activities, in accordance with the established procedures, Special Operating Procedures (SOPs), normative guidelines as set in the Logistics Fleet Manual. The Logistics Officer will be responsible for the following key duties:

  • Design strategies and manage the logistics fleet and workshop operation to achieve maximum utilisation and serviceability, by optimizing vehicles routing and scheduling;
  • Manage the full cycle of project implementation;
  • Forecast and manage the fleet operational budget (DSC/LTSH) and report regularly on the budget consumption against the projected;
  • Strategically allocate and position the fleet transport capacity in line with the programmed objectives and priorities;
  • Follow the security, social and political situation in the region and advise Head of Logistics on timely reallocation and prepositioning of the fleet technical and operational assets;

Background on the Project

For this requirement CTG Global is required to provide Foreign Medical Teams (FMT) in support of the Ebola crisis in Liberia. Staff will be require to provide clinical management functions of Ebola Treatment Units (ETU) across Liberia.

Monrovia urgently requires at least 1,000 ETU beds (currently there are only 240 ETU beds set up in Monrovia), while Freetown and its surrounding areas require a minimum of 250 as soon as possible (currently there are 15 ETU beds in Freetown).

The level of care offered inside the ETUs, while basic (especially in the first phase), will encourage families to bring loved ones forward for isolation and care.

Job Description

Specific responsibilities will include but not be limited to organising, supervising and/or executing:

i) Coordinate with Dept of Defence sub contractors that provide all non-clinical logistics and staffing - primary link between medical team and contractors
