Burundi: Chief of Party - Youth for Peace Building

Counterpart International is seeking a Chief of Party for an funded USAID program entitled “Youth for Peace-building in Burundi (Y4PBB), “ which will work with Burundian civil society, particularly youth-led organizations and movements, to provide positive and constructive opportunities for Burundian youth as an alternative to violence and to support youth-led peace-building and violence prevention efforts. The COP will provide vision and technical leadership on issues of youth development that focus on at-risk youth, with an emphasis on economic livelihood interventions and other incentives, as well as violence prevention, conflict mitigation, and organizational capacity development (OCD). S/he will provide financial and administrative oversight and day-to-day management and implementation of the program. The COP will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting, and communications.
The position is based in Burundi.

DUTIES AND RESPONSIBILITIES:

• Provide overall vision and strategic management of the program.
• Provide technical leadership on issues of at risk youth development, conflict mitigation, violence prevention, and organizational capacity development.
• Lead the design and implementation of program components and strategies.
• Lead office set up.
• Serve as primary liaison to USAID, local and national governmental authorities, local CSOs, community organizations, and other donor organizations.
• Ensure the highest quality of program monitoring, evaluation, reporting and communications.
• Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
• Supervise and provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.

REQUIREMENTS:

• Master’s degree in social sciences, youth development, conflict mitigation, business, international development, and/or other related field.
• Minimum eight years of progressively responsible management experience, with significant experience administering donor-funded programs in the areas of OCD, violence prevention, peace-building, at risk youth development, conflict mitigation,.
• Minimum five years of experience working in Africa, particularly in East Africa and preferably with prior experience in Burundi.
• Demonstrated capacity to develop solid working relationships with local counterparts, including CSO leadership and staff, senior government officials, local governments, and to coordinate closely with other donors.
• Demonstrated knowledge of USAID development approaches, as well as understanding of USAID rules and regulations and mandatory reporting requirements.
• Proven leadership, management and decision-making skills
• Strong interpersonal, presentation, and communications skills to meet the diverse technical and managerial
requirements of the program and to effectively coordinate with a wide range of stakeholders
• Experience with gender integration a plus
• English fluency is required; fluency in French strongly preferred
