TEAM LEADER POSITION DESCRIPTION

The Team Leader will lead the evaluation and direct/manage a team of one local research/logistic assistants, and one subject matter experts in youth development. The Team Leader will be responsible for periodically briefing USAID/Morocco of the team’s progress. S/he must also debrief USAID/Morocco on findings and results and submit all deliverables including a detailed work plan, presentation of results, and drafts of final reports. S/he will also provide USAID with raw datasets.

POSITION REQUIREMENTS

The Team Leader must have the following skills/experience:

· Experience in evaluation and Countering Violent Extremism (CVE)

· Knowledge of the Moroccan socio-economic and political environment, and USG foreign policy and foreign assistance programming

· Experience working as a part of, as well as leading, democracy and governance evaluation teams and writing analytic but actionable reports in a clear, coherent and compelling way

· The ability to speak and write in English is required

Egypt: Unaccompanied Children and Youth (UCY) Groups Developer (Part-time)

Project Description: Unaccompanied Children and Youth Psychosocial and Education Programs.

StARS currently runs two programs for unaccompanied children and youth aged 13-19 years; the Unaccompanied Children and Youth (UCY) psychosocial program and the Unaccompanied Youth Bridging Program (UYBP). The UCY Psychosocial program provides community-based individual and group psychosocial support to youth, connecting them to the communities, helping them advocate for their needs and building their knowledge of services and access to education. The UYBP education program runs two full-time programs a year, focusing on English, mathematics and IT; and incorporates psychosocial group activities which aim to build participants’ self reliance and living skills. StARS is seeking an experienced and enthusiastic UCY Groups Developer to help develop and implement a curriculum of psycho-educational groups targeting unaccompanied youth across both of these programs.

Role: Working together with the UCY Psychosocial Program Coordinator and the UYBP Coordinator, the UCY Group developer will work across programs to develop psycho-educational groups for UCY in 2015 to be run at both StARS premises and within refugee communities.

Responsibilities

All duties are carried out under the supervision of the UCY Psychosocial Program Coordinator and also the UYBP Coordinator.

Curriculum development and implementation

  • To develop and implement a curricula for:

  • Psycho-educational groups for UCY attending the UYBP program twice a week.

  • Community-based psycho-educational groups targeting new arrivals in Cairo. In close collaboration with UCY psychosocial workers.

  • A leadership training for older UCY to develop their advocacy and leadership skills with the aim for them to become youth advocates within their communities. This will be jointly developed with the UCY program coordinator in collaboration with the UYBP Coordinator.

· To create workshops and groups that build self-reliance and coping skills and include workshops on SGBV, stress, budgeting, nutrition, “Know your Rights,” art therapy, and other topics which could improve their psychosocial well-being and living skills.

· To develop thorough workshop plans and documentation which support groups that may be used in the future by other psychosocial workers or volunteers.

· To ensure that the development of the program includes child participation and adheres to the UN Convention on the Rights of the Child.

· To facilitate all workshops and groups in the UYBP program to be run twice weekly.

· To co-facilitate groups with UCY psychosocial workers in order to ensure effective implementation of the psycho-educational groups that take place in refugee communities.

Psychosocial

· To identify children at risk and highlight them to UCY psychosocial workers and coordinator as necessary.

· To establish programs based on psychosocial principles and the UN Convention on the Rights of the Child.

Supervisory

· To assist the UCY Program Coordinator in training psychosocial workers in delivering psycho-educational groups and activities to their clients in their communities and at StARS

· To assist the UYBP Coordinator in working with teaching assistants.

Finance/Administration

· To monitor and maintain financial records and procedures as per StARS financial rules, and ensure proper financial documentation of all activities.

· To undergo probation and regular performance appraisals.

· To participate in StARS strategic planning, periodic meetings, and other events as needed.

Communication/Reporting

· To communicate regularly with UCY program coordinators.

· To submit activity reports as requested.

· To promote information sharing within UCY programmes and StARS on all issues affecting the populations we serve.

· To collect data on all group participants as required.

· To conduct pre- and post-tests, administer questionnaires, and conduct any other monitoring and evaluation as needed.

· To communicate with funders in proposal writing and reporting as requested.

· To build and maintain strong relationships with refugees communities.

Qualifications & Experience

The ideal candidate will be energetic, articulate, and comfortable interacting with diverse segments of society. She or he will have demonstrated a firm commitment to human rights and refugee issues.

Essential qualifications:

· Bachelor’s degree or equivalent relevant experience

· English being the official language of UNHCR Cairo and StARS, the UCY Groups Developer must be fluent in oral English and have good writing skills.

· Fluency in Arabic or a refugee language is an advantage.

· Experience working with vulnerable youth in a refugee, post-conflict, or humanitarian emergency setting is essential.

· Experience in developing curricula and running groups or workshops for adolescents or young adults.

· Proven ability to work as part of a multi-cultural team.

· A positive attitude and sensitive manner when dealing with clients including a range of interviewing skills for dealing with challenging scenarios, particularly in advocating for survivors of violence, trafficking, torture, and SGBV.

Salary: 1600 EGP/month (plus 400 EGP/month cost-of-living allowance and 100 EGP/month medical allowance).

Burundi: Child Youth Protection and Development (CYPD) Coordinator

The IRC opened its offices in Burundi in 1996 and initially focused on life saving interventions and provision of immediate assistance to refugees and IDPs. IRC Burundi now focuses on development-oriented interventions in order to support the country's transition to lasting peace and stability.

IRC Burundi has worked with at-risk children and youth since it began operations in the country. At present there is a strong and dynamic CYPD program consisting of support to unaccompanied minors and separated children, best interest determination (BID) and child protection assistance for Congolese refugee children, child protection systems strengthening, deinstitutionalization of children currently living in residential centers, family-based economic strengthening, a comprehensive livelihoods package for youth and education services for Congolese refugee children. With the leadership of the CYPD Coordinator, the program is expected to maintain its place as a leader in child protection as well as continuing to develop new opportunities for education and youth and livelihoods as well as generating evidence in the three areas: child protection, education and youth & livelihoods.

Scope of Work

The Children Youth and Protection Coordinator provides overall strategic direction and vision for the extensive CYPD program portfolio. In addition to overseeing the implementation of the activities listed above, the position plays an active role in the general strategic leadership of the country program. The position also serves as a representative of the CYPD program at various levels including the national and local government, international and local NGO partners, UN organizations and other strategic partnerships. The position reports to the Deputy Director for Programs.

Key Responsibilities

  • Representation & Partnership

  • Form strong relationships with relevant Ministry officials, maintaining the IRC as a key actor in child protection issues and advocacy at the national level

  • Develop, maintain and/or initiate partnerships with community based organizations, NGOs, UN Agencies and Government Ministries to support CYPD programming
  • Represent the IRC at program-related coordination meetings, ensuring proper dissemination of information among relevant stakeholders
  • Support key staff to establish and/or maintain coordination mechanisms at provincial level; support transfer of these responsibilities to relevant government bodies

  • Program Management and Development

  • Coordinate and support CYPD projects within the IRC Burundi

Burundi: Finance & Admin Manager - Youth for Peace Building

Counterpart International is currently seeking a Financial Administration Manager for entitled “Youth for Peace-building in Burundi” (Y4PBB), which will work with Burundian civil society, particularly youth-led organizations and movements, to provide positive and constructive opportunities for Burundian youth as an alternative to violence. Y4PBB will also support youth-led peace-building and violence prevention efforts during the pre- and post-2015 election period in Burundi. Burundi: Grants & Compliance Manager - Youth for Peacebuilding

Counterpart International is seeking a Chief of Party for an funded USAID program entitled “Youth for Peace-building in Burundi (Y4PBB), “ which will work with Burundian civil society, particularly youth-led organizations and movements, to provide positive and constructive opportunities for Burundian youth as an alternative to violence and to support youth-led peace-building and violence prevention efforts. The COP will provide vision and technical leadership on issues of youth development that focus on at-risk youth, with an emphasis on economic livelihood interventions and other incentives, as well as violence prevention, conflict mitigation, and organizational capacity development (OCD). S/he will provide financial and administrative oversight and day-to-day management and implementation of the program. The COP will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting, and communications.
The position is based in Burundi.

DUTIES AND RESPONSIBILITIES:

• Provide overall vision and strategic management of the program.
• Provide technical leadership on issues of at risk youth development, conflict mitigation, violence prevention, and organizational capacity development.
• Lead the design and implementation of program components and strategies.
• Lead office set up.
• Serve as primary liaison to USAID, local and national governmental authorities, local CSOs, community organizations, and other donor organizations.
• Ensure the highest quality of program monitoring, evaluation, reporting and communications.

• Supervise and provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.

REQUIREMENTS:

• Master’s degree in social sciences, youth development, conflict mitigation, business, international development, and/or other related field.
• Minimum eight years of progressively responsible management experience, with significant experience administering donor-funded programs in the areas of OCD, violence prevention, peace-building, at risk youth development, conflict mitigation,.
• Minimum five years of experience working in Africa, particularly in East Africa and preferably with prior experience in Burundi.
• Demonstrated capacity to develop solid working relationships with local counterparts, including CSO leadership and staff, senior government officials, local governments, and to coordinate closely with other donors.
• Demonstrated knowledge of USAID development approaches, as well as understanding of USAID rules and regulations and mandatory reporting requirements.
• Proven leadership, management and decision-making skills
• Strong interpersonal, presentation, and communications skills to meet the diverse technical and managerial
requirements of the program and to effectively coordinate with a wide range of stakeholders
• Experience with gender integration a plus

The IRC opened its offices in Burundi in 1996 and initially focused on life saving interventions and provision of immediate assistance to refugees and IDPs. IRC Burundi now focuses on development-oriented interventions in order to support the country’s transition to lasting peace and stability.
IRC Burundi has worked with at-risk children and youth since it began operations in the country. At present there is a strong and dynamic CYPD program consisting of support to unaccompanied minors and separated children, best interest determination (BID) and child protection assistance for Congolese refugee children, child protection systems strengthening, deinstitutionalization of children currently living in residential centers, family-based economic strengthening, a comprehensive livelihoods package for youth and education services for Congolese refugee children. With the leadership of the CYPD Coordinator, the program is expected to maintain its place as a leader in children protection as well as continuing to develop new opportunities for education and youth and livelihoods as well as generating evidence in the three areas: child protection, education and youth & livelihoods.
Scope of WorkThe Children Youth and Protection Coordinator provides overall strategic direction and vision for the CYPD program. In addition to overseeing the implementation of the activities listed above, the position plays an active role in the general strategic leadership of the country program. The position also serves as a representative of the CYPD program at various levels including the national and local government, international and local NGO partners, UN organizations and other strategic partnerships. The position reports to the Deputy Director for Programs.

Key ResponsibilitiesRepresentation & Partnership• Form strong relationships with relevant Ministry officials, maintaining the IRC as a key actor in women’s protection and empowerment issues and advocacy at the national level• Develop, maintain and/or initiate partnerships with community based organizations, NGOs, UN Agencies and Government Ministries to support CYPD programming• Represent the IRC at program-related coordination meetings, ensuring proper dissemination of information among relevant stakeholders• Support key staff to establish and/or maintain coordination mechanisms at provincial level; support transfer of these responsibilities to relevant government bodies

Program Management and Development• Coordinate and support CYPD projects within the IRC Burundi• Ensure the continued implementation of the IRC Burundi CYPD Country Sector Strategy, and lead the revision of this document in coordination with the technical unit• Identify new funding opportunities and develop proposals in line with the Country Sector Strategy; ensure technical quality of proposals and reporting• Develop and maintain a monitoring and evaluation plan, including the systematic collection and analysis of data, in collaboration with the Monitoring and Evaluation Coordinator• Develop synergies with other programming areas as well as coordinate with various technical support units to ensure quality programming

HR Management• Lead CYPD team and directly supervise project coordinators• Participate in recruiting, training and mentorship of CYPD staff• Ensure that CYPD staff have regular performance evaluations and receive ongoing feedback• Develop a capacity-building plan for CYPD staff and actively seek out formal and informal training opportunities for staff

Budget, Administrative and Grants Management• Ensure grants are implemented according to donor regulations and guidelines• Review budget vs. actual reports, providing feedback as necessary; oversee development of spending plans• Ensure CYPD staff and partners understand and respect the IRC Mandatory Reporting Policy regarding sexual exploitation and abuse, harassment and financial misappropriation• Ensure the timely submission of donor reports

Requirements• Minimum of a Masters Degree in a child or youth related field, protection, social work, education, community work or a related field• At least five years experience in implementing child protection, vocational or formal education programs or youth development programmes• Understanding of how to support the transition from direct service delivery to working in partnership with local actors (government ministries, civil society organizations, etc.)• Planning, monitoring and evaluation skills; academic experience in research preferred• Personnel management experience, including capacity development and team building• Experience in an emergency or post-conflict context preferred• International experience and in preference in Africa• Ability to work well both within a team and independently in a challenging, fast-paced multicultural environment• Willingness and ability to spend 50% time in field sites• Strong communication and inter-personal skills• Ability to speak, read and write French and English to a high level (native English- or French-speaker preferred
