Context:

Core Functions / Responsibilities:

  1. Support as ETUs-Support Mobile Medical Team Leader, the Senior Medical Coordinator in the management, administration, implementation, internal and external coordination of all clinical services, infection prevention and control and related services of the management of the IOM Ebola Response Project in Liberia, in coordination of other logistics and support IOM team leaders.
  2. Lead the Infection Prevention and Control practitioners in the direct application of updated and effective safety, quality control and quality assurance (QA/QC) measures and internationally accepted infection prevention and control standard operating procedures (SOPs) and protocols (e.g. WHO, MSF, US Centres for Disease Control etc.) in both clinical and non-clinical services of ETUs set up:

i) Patient Admissions Unit (PAD);

ii) Patient Care Wards (CARE);

iii) Infection Prevention and Control (INF-Control);

iv) Pharmaceutical Supply and Medical Consumables;

v) Bio-waste Management and Body Removal;

vi) Occupational Health and Safety of Staff;

vii) Psychosocial Support (PSS); and Social Communications; as well as logistics, WASH, transport etc. in all ETUs operations.

  1. Manage the internal medical coordination mechanisms in all phases of the ETUs operations with IOM Senior Medical Coordinator and ETUs medical care operations (doctors, nurses, operations, logistics, pharmacy and medical supplies occupational health and psychosocial support etc. and other logistic, operations, and administration managers.
  2. Serve as IOM’s focal point in coordination and liaison with the external ETUs staff in the QA/QC mechanisms and clinical management of ETUs; including organizing joint meetings, trainings, monitoring, evaluation and data analysis.
  3. Facilitate and manage the scheduling of on-site Ebola training requirements of all staff involved in ETUs operations with external partners and IOM ETUs section team leaders.
  4. Monitor and analyse the infection and prevention control, ETUs clinical services and wider public health process, specifically aimed at increasing effectiveness, recommending specific actions, and assist in the development of monitoring and evaluation protocols.
  5. Report on identified needs and constraints, and advise the Senior Medical Coordinator on progress, plans, priorities, and issues related to QA/QC and effectiveness within ETUs operations.
  6. Represent IOM at health and other related coordination meetings, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health related matters; key counterparts will include Ministry of Health, World Health Organization (WHO), Médecins Sans Frontieres (MSF), International Medical Corps (IMC) other Health Cluster partner agencies among others, and other stakeholders.
  7. Ensure that critical epidemiological and operational data are collected and analysed at the level of ETUs, and are transmitted as needed. Provide periodic technical updates and documentation/ dissemination of best practice materials in close coordination with IOM Liberia team, and MHD at Headquarters as appropriate.
  8. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs, as well as for donors and partner agencies.
  9. Undertake duty trips to ETUs locations on a regular basis.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

· Doctorate in General Medicine, Internal or Emergencies Medicine or a related field from an accredited academic institution with eight years of relevant professional experience; or

· University degree in the above fields with ten years of relevant professional experience;

· Post-graduate education in Public Health, Emergency Management, Humanitarian Assistance or Hospital Administration is an advantage.

Experience

  • Experience in clinical care in a hospital setting; treatment of communicable diseases (e.g. tuberculosis, cholera, dengue hemorrhagic fever etc.);
  • Experience in infection prevention and control measures, safety practices and bio-waste management including experience in evaluating health programmes and protocols;
  • Experience in working with government and/or at international agencies; including conceptualisation, analysis and implementation of programmes; and resource mobilization;
  • Knowledge of structures and functions of national and international health agencies, donors and organizations;
  • Experience in humanitarian crisis, natural disasters, infectious diseases and in a resource poor setting is beneficial;
  • Familiarity with the public health sector in the African region is an advantage.

Languages

Fluency in English is required. Working knowledge of Liberian Kreyol is an advantage.

Background:This position will support a global program to be awarded by USAID/Washington. The program is designed to increase the use of underutilized or emerging reproductive, maternal and newborn health (RMNH) priority interventions and commodities with a specific focus on the prevention and management of preterm birth (PTB) and low birth weight (LBW) complications. This program will focus on evidence, advocacy, and catalytic efforts that will be needed to increase use of critical under-utilized PTB/LBW prevention and care interventions and associated commodities. The program will scale-up evidenced-based and underutilized PTB/LBW interventions within 24 USAID priority countries by translating evidence into action at and below the national level, increasing capacity and performance for improved service delivery at facility and community levels, and increasing prioritization of PTB/LBW within national and global policies, protocols and initiatives. To demonstrate how to implement and scale-up interventions by addressing bottlenecks and testing new, integrative approaches, EP-SCALE will also support implementation in four demonstration countries from among USAID priority countries.

The Senior M&E/Program Manager will support the management and implementation of project activities, including overall responsibility for the design and management of all program monitoring and evaluation (M&E) activities. S/he will work with the Director and technical team as well as with USAID and other relevant partners to ensure that the M&E platform is state-of-the art and reflective of all aspects of the program and its partnerships. Building on PCI’s experience and competence, s/he will also lead the design and implementation of the program’s knowledge management strategy. The Senior M&E Advisor will work closely with partners involved in the design and implementation of research efforts to ensure that they are in keeping with overall program goals and that findings are integrated into program reporting, and knowledge management.

Key Duties and Responsibilities:

  • In coordination with PCI’s Strategic Information for Impact (SII) Unit, lead development and implementation of the program’s M&E activities including the development of effective systems for learning, documenting and sharing of program results.
  • Support the coordination, design and implementation of selected project evaluations, including baseline assessments and special studies
  • Represent the program with USAID/Washington’s recently-awarded Maternal and Child Survival Program (MCSP), and other partners such as the Grand Challenge: Saving Lives at Birth, the USAID Child Survival Grants Program, the Survive and Thrive Global Development Alliance, and the USG program Saving Mothers Giving Life to build a network of information for the prevention and management of prematurity and low birth weight and to ensure that the M&E framework is aligned with partner frameworks.

Under the direct supervision and guidance of the Chief of Mission (CoM) in Liberia, technical oversight and health policy guidance of the Director of Migration Health Division (Headquarters), and in close coordination with the Ebola Response Project Manager in Liberia, the successful candidate will be responsible and accountable for the overall supervision, effective coordination, reporting, and adherence to strategic directions of all the medical, infection prevention and control, occupational health and psychosocial support and social communication activities related to management of Ebola Treatment Units (ETU) and other health operations in Liberia.

Core Functions / Responsibilities:

  1. As Senior Medical Coordinator oversees the management, administration, implementation, internal and external coordination of all clinical services, as well as infection prevention and control, and related services of the management of the IOM Ebola Response Project in Liberia.

Manage internal medical coordination in all phases of the ETU operations with IOM Liberia senior management, Project Manager and core team leaders of the ETU medical care operations (e.g. medical doctors, nurses, operations and logistics liaison, pharmaceutical and medical supplies, administration and human resources, psychosocial support, occupational health, and social communications etc.).
  3. In coordination with the Project Manager and Project Officer liaise with the external recruitment agencies in filling up positions needed for the management of the ETUs; including organizing joint meetings, trainings, monitoring, evaluation and data analysis.
  4. Lead the development and implementation of the infection prevention control Standard Operating Procedures (SOPs) based on internationally accepted standards and guidelines (e.g. WHO, MSF, US Centres for Disease Control etc.) in the specific clinical sections and related services of the ETU set up:

i) Patient Admissions Unit (PAD);

ii) Patient Care Wards (CARE);

iii) Infection Prevention and Control (INF-Control);

iv) Pharmaceutical Supply and Medical Consumables;

v) Bio-waste Management and Body Removal;

vi) Occupational Health and Safety of Staff;

vii) Psychosocial Support (PSS); and Social Communications, etc.

  1. Supervise the IOM ETU Mobile Team (PAD, CARE, INF-Control, bio-waste management, etc.) to ensure continuous provision of quality services.
  2. Guide and direct the application of all safety, quality control and quality assurance (QA/QC) measures and infection prevention and control SOPs in both the clinical and the non-clinical aspects (e.g. logistics, WASH, transport, management of bio-waste and body removal etc.) in all ETU operations.
  3. Coordinate the on-site Ebola training requirements of all staff involved in ETU operations with external partners and IOM ETU section team leaders.
  4. Coordinate with Psychosocial Specialists and ETUs management staff the delivery of social communications and psychosocial support activities within the ETU. Liaise with Migration Health Division (MHD) in Geneva, as well as with the Head of Mental Health and Psychosocial Response Section as needed.
  5. Coordinate the resource deployment, activation, implementation, reporting and monitoring of clinical aspects of ETU operations.
  6. Advice the Chief of Mission, Project Manager and members of the senior management, MHD Director, RO Dakar Regional Director and MHD/DOE Regional Thematic Specialists (RTS) on progress, plans, priorities and strategies and developments related to ETU operations.
  7. Monitor and analyse the public health/clinical services’ process, specifically aimed at increasing effectiveness, recommending specific actions, and assist in the development of monitoring and evaluation protocols.
  8. Represent IOM at health and other related cluster meetings, liaise and coordinate with the national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health related matters; key counterparts will include Ministry of Health, World Health Organization (WHO), Médecins Sans Frontieres (MSF), International Medical Corps (IMC) other Health Cluster partner agencies among others, and other stakeholders.
  9. Provide periodic technical updates and documentation/ dissemination of best practice materials in close coordination with IOM Liberia team, DRD, DOE, and MHD at Headquarters as appropriate.
  10. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs, as well as for donors and partner agencies.
  11. Undertake duty trips to ETU locations on a regular basis.

South Sudan: Emergency Women's Protection and Empowerment (WPE) Manager

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement, fighting has continued between Government and opposition forces, resulting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country.

After an initial scale up phase immediately upon the start of the conflict, IRC South Sudan is now launching a second scale up phase to further strenghten its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi - sectoral rapide response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aim to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter - cluster. Deployment will be done alongside other mobile team partners. Offices in Nyal, Koch and guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant.

SCOPE OF WORK:

The IRC seeks a Protection Manager for the mobile teams.

The WPE RRT Manager will lead short term GBV emergency response deployments across South Sudan and will be responsible for establishing and managing emergency interventions and ensuring that all programming is implemented in line with IRC's GBV Emergency Response Model. He/She will be responsible for leading GBV assessments, programming design, implementation, building national staff capacity to provide direct support to women and girls and GBV survivors, mentor, supervise and monitor team activities, and ensure financial and logistical controls are implemented according to IRC protocols.

Position objectives: To ensure the technical quality of IRC programming, and that survivors of GBV have safe, timely access to basic case management, referral and psychosocial support services in emergencies

The WPE RRT Manager will be supervised by the RRT Team Leader and will be Juba based with up to 90% travel to targeted states across South Sudan. He / She will receive technical support from the WPE Coordinator based in Juba.

RESPONSIBILITIES:

  • Technical Quality

  • Provide technical guidance, oversight and support to WPE emergency interventions to improve the provision of quality case management and psychosocial support services to meet the needs of women and girls in emergencies.

  • Lead trainings on GBV case management, GBV emergency response and preparedness, Clinical Care for Sexual Assault Survivors for staff and partners.
  • Lead rapid GBV assessments in targeted areas to identify patterns and risks of GBV, assess gaps to inform short term emergency responses.
  • Oversee the implementation of IRC's GBV RRT emergency deployments to ensure it meets GBV best practice and adapts IRC GBV Emergency Response model to the South Sudan context.
  • Guide GBV RRT's start-up in targeted locations to provide short term emergency responses to GBV including GBV case management and psychosocial support interventions.
  • Ensure that ethical and sound data collection and information management systems are in place and harmonized advocacy.
