Objectives and responsibilities of the position

Job Description

One Acre Fund works closely with local and national governments. Our principal focus is the Ministry of Agriculture in countries where we operate, but we also pay close attention to other actors in the agricultural sector. Our aim is to share information on what we do. We also require detailed insights into the strategic, regulatory, and legislative issues affecting the sector.

Our government relations team supports field operations to provide vital services to farmers. It also informs our wider policy, communications, and outreach work. We believe that powerful opportunities exist to partner with the government to shape and implement effective policy, coordinated with our significant field presence.

This role will be spent 50% working on Kenya and 50% on Uganda. In Kenya, the analyst will work closely with our local government relations team to grow and enhance our outreach to county governments. Occasional interactions with Kenya’s national government will also be required. For Uganda, One Acre Fund is running a trial program in Kamuli and it is therefore necessary to establish local government relations, whilst beginning relationship building with Uganda’s national government too. If the Kamuli trial is successful, we expect to formally launch our program in Uganda, and the analyst will transition to being 100% on Uganda government relations.

The successful applicant will work closely with the government relations and policy team. There are several major duties:

Kenya

  • Coordinate the activities of four local government relations staff that cover fifteen counties.
  • Deliver trainings on work planning, strategic thinking, IT skills and mentoring for the local government team.
  • Enhance quarterly reports, field visits, and overall local government outreach.
  • Maintain One Acre Fund relations with key local agricultural sector actors such as regulators, research institutions, donor programs, partner organizations, and local media.

Uganda

  • Manage early-stage local government relations in Kamuli.
  • Identify local government relations support needed for operations expansion.
  • Establish national government relations with key agricultural sector actors such as the Ministry of Agriculture, regulators, research institutions, and donor programs.

East Africa

  • Interpret and explain policies and laws applicable to One Acre Fund field operations.

Job Description

One Acre Fund is looking for an exceptional individual to serve as Business Development Manager. This position will help design and carry out a strategy to engage bilateral and multilateral organizations in country mission offices and head offices to support our work. Additionally, the role will support identification and engagement with the world’s large family and corporate foundations. The Business Development Manager will serve as a spokesperson for the organization in African capitals while simultaneously shepherding complex, large-scale funding proposals from identification to development to fruition. Liberia: Occupational Health Officer (Ebola Response)

Context:

Under the overall guidance and supervision of the Chief of Mission (CoM) in Liberia and technical oversight and policy guidance of Occupational Health Unit (OHU) in Geneva, the successful candidate will be responsible and accountable for the supervision, effective coordination and implementation of efficient occupational health and personal well-being support of all IOM international and national staff working within IOM Liberia’s Ebola response operations.

S/he is expected to carry out his/her duties in accordance with the strictest ethical standards, safety of IOM personnel, building and maintaining of partnership with relevant counterparts and local health facilities as needed, and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Monitor the physical health and psychosocial well-being of international and national staff working in various sections of the IOM Ebola operations at all times given the intensity, highly stressful and exceptional circumstances of the Ebola operations.
  2. Ensure that all staff has access to necessary medical information including prevention, protective measures against Ebola, Malaria, and other endemic diseases in the country.
  3. Facilitate staff’s access to United Nations (UN) and approved health care facilities (e.g. access to humanitarian workers hospitals or private clinics) and to humanitarian “flights” (e.g. United Nations Humanitarian Air Service (UNHAS)/ World Food Programme (WFP)) as needed; coordinate with Occupational Health Unit and Health Insurance Management (HIM) Medical Officers in case of emergency medical evacuations or necessary travel for health reasons.
  4. Maintain data protection and confidential medical documentation of staff. Share medical concerns and documents only with the OHU/HIM Medical Officers.
  5. Coordinate and liaise with the Occupational Health Unit on a regular basis.
  6. Monitor and analyse staff occupational health and well-being issues, working environment, length of stay at work posts, and occupational health hazards, specifically aimed at increasing effectiveness, recommending specific actions, and assist in the development of monitoring protocols.
  7. Report on identified health risks in the IOM working (e.g. offices, ETUs) and living environment (e.g. compound) needs and constraints, and advise OHU and CoM on progress, plans, priorities, and issues related to occupational health and well-being of IOM staff.
  8. Inform OHU/HIM doctors immediately of any acute emergency. Deal with it locally with support of the UN Doctor and/ or other Doctors in recognized Health Structures locally, in coordination with the IOM OHU/HIM doctors.
  9. Inform OHU/HIM doctors of any possible mental health risk of staff (e.g. when the coping mechanisms of staff are no longer sufficient to manage an acute stress, their anxiety or if symptoms of depression occur); and refer him / her to the available psychosocial services (e.g. UN Counselor) that the Occupational Health Specialist will have identified locally.
  10. Maintain an inventory of essential medicines and supplies at the IOM Office for the use of IOM staff and be in charge of this small pharmacy.
  11. Request purchase of certain items in coordination with OHU.
  12. Give minor medications for general ailments and health care issues to IOM staff only (not their families), only in case staff cannot access non-ebola clinics.
  13. Maintain relationships with external counterparts (e.g. private clinics, Army Hospitals, UN agencies, NGOs etc.) and the IOM Security Officer in the country to update and/or harmonize the Standard Procedures (e.g. Standard Evacuation Procedures and Procedures in case of suspicion of Ebola amongst staff) as well as IOM’s health and well-being standards.
  14. Undertake on a regular basis duty trips to ETUs locations to evaluate the health risks in the working environment and the living conditions of IOM compound(s). Give recommendations on how to improve the wellbeing of staff on each site.

Under the overall guidance of the Chief of Mission (CoM) in Liberia, and the direct supervision of the Senior Medical Coordinator, and particularly within the scope of IOM operations in Liberia including the activities of IOM-assisted Ebola Treatment Units (ETUs), the successful candidate will be responsible and accountable for all external communication with communities living within access perimeter of all ETUs, as well as other external government and non-government partners.

S/he is expected to carry out his/her duties in accordance with the strictest ethical standards, emphasis on the safety of IOM personnel, the building and maintaining of partnership with agencies and Government and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Carry out national and local social, cultural and anthropological assessments regarding community perceptions of the Ebola disease, including local beliefs and practices related to known Ebola risk factors, as well as perception towards external humanitarian assistance provided to contain the outbreak.
  2. Assess periodically changing trends in community perceptions towards Ebola, including through Knowledge, Attitude and Practice (KAP) surveys, and advise the Senior Medical Coordinator on effective approaches, problems encountered, future risks that should be watched closely and make practical recommendations to enhance vigilance in these areas.
  3. Establish IOM’s external communication strategy related to ETUs operations, delineating the objectives and benefits of ETUs for the Liberian people, and the importance of community support to these ETUs.
  4. Identify and establish partnerships with local partners/ NGOs for the purpose of community outreach and dissemination of ETU-related messages.
  5. Monitor and supervise the transmission of agreed external messages on the Ebola outbreak and the work of the ETUs to relatives and friends of ETUs patients.
  6. Liaise with the Government and UN team focal points on social mobilization (i.e. UNICEF, WHO) and coordinate messages, geographical areas of focus.
  7. Liaise with NGOs, CBOs, community leaders (if local NGOs/CBOs are not available), to ensure that targeted communities of ETCs are sensitized to the workings of the ETCs and ensure their buy-in/support to the ETCs.
  8. Develop IEC materials/comics with key messages and ensure distribution to communities in close coordination with NGOs, CBO.
  9. Identify potentials for planning and carrying out mass information campaigns on the work of the ETUs and importance of community participation to fight the Ebola outbreak.
  10. Ensure proper documentation of outreach and campaign activities carried out to support internal and external publication on the social aspects of the Ebola outbreak and presentation of results at national and international meetings in coordination with the IOM Public Information Officer.
  11. Represent IOM at related coordination meetings, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding the socio-cultural aspect of the Ebola outbreak and consequent humanitarian assistance on the affected communities; key counterparts will include Ministry of Health, World Health Organization (WHO), UNICEF, Médecins Sans Frontieres (MSF), International Medical Corps (IMC) other partner agencies among others, and other stakeholders.
  12. Provide periodic technical updates and documentation/ dissemination of best practice materials with regards to implementation of the Ebola-related communication strategy in close coordination with IOM Liberia team, and MHD at Headquarters as appropriate.
  13. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs, as well as for donors and partner agencies.

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement on 23 January 2014, fighting has continued between Government and opposition forces, resulting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country. The IRC South Sudan country program is continuing to respond to the ongoing emergency situation and is looking for emergency response staff to assist with this.

After an initial scale up phase immediately upon the start of the conflict, IRC South Sudan is now launching a second scale up phase to further strenghten its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi - sectoral rapide response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aim to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter - cluster. Deployment will be done alongside other mobile team partners. Offices in Nyal, Koch and guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant.

SCOPE OF WORK:

The Rapid Response Protection Manager is responsible for managing mobile protection teams and overseeing implementation of IRC's rapid response programming within the area of the mobile operations. The position reports to the team leader and will receive technical support from the Protection and Rule of Law Coordinator.

KEY RESPONSIBILITIES:

  • Program Management

  • Lead initial rapid assessments to provide a quick overview of the emergency protection situation on the ground in order to estimate the immediate needs of the population within the area of mobile operations

  • Oversee ongoing protection monitoring activities to evaluate barriers in accessing services, assistance and information
  • Provide quality and timely protection monitoring reporting to support the advocacy work
  • Oversee the implementation of the rapid response to ensure that the protection program is implemented according to schedule and budgets, international standards, and program objectives
  • Work closely with other IRC sectors present in the same location and integrate program components to the extent possible
  • Participate in the development of proposals, budgets and concept notes in coordination with the Protection and Rule of Law Coordinator, DDP, Grants team, and HQ Technical Unit

  • Staff Management

  • Recruit national staff in conjunction with the Human Resources Department

  • Supervise protection staff directly, providing ongoing leadership to the project team and overseeing implementation and coordination of activity plans to ensure targets are met

Job Description

As One Acre Fund’s client base grows, so does the amount and diversity of farm inputs and other products it needs to deliver. In the coming years, One Acre Fund will deliver roughly 15,000-30,000 metric tons of products to farmers across East Africa. The East Africa Logistics Manager will be the overall lead for this core aspect of our business, managing the physical and technical business processes required to successfully and efficiently deliver these products.

As part of successfully managing the delivery of life-changing farm inputs, the East Africa Logistics Manager will be responsible for building, growing, and developing an international logistics team spread across at least four countries in East Africa. Job DescriptionAs our organization grows and expands its services, regulatory and legal considerations are increasingly relevant to our work. The East Africa legal analyst, based in Nairobi, will oversee One Acre Fund compliance with local laws and be the point person for all legal research and advisory functions. The role will require regular travel, initially in East Africa, and in future to One Acre Fund expansion countries across Africa. Working closely with the government relations and policy team, the analyst will advise on laws affecting our operations in East Africa. Further, the analyst will support policy recommendations by interpreting legal matters applicable to our work.

Initially focusing on Kenya, Tanzania, and Uganda, the analyst will undertake various projects for each country. Among other duties, the legal analyst will develop an inventory of applicable laws, maintain a schedule of relevant applications and renewals, and generally be responsible for regulations and licenses relevant to our field activities.

The analyst will also be responsible for registering One Acre Fund in new countries, and updating our legal status in existing countries when necessary. They will anticipate key changes in the legal environment and provide briefings to the government relations and policy managers. Last, they will advise the policy manager with regard to how regulatory and legal considerations might affect our policy recommendations to East African governments.

The legal analyst will be responsible for the following:

Operational Support

  • Regulatory compliance: Oversee licenses, regulations, and approvals related to regulators such as KEPHIS, PCPB, KVB, and NEMA. Anticipate operational hurdles based on the regulatory landscape and proactively identify potential operational risks.
  • Local country registration and analysis: As we expand across Africa, One Acre Fund needs to evaluate the legal systems of potential new countries, determine the proper legal structure and find and manage local counsel in the process of creating new One Acre Fund entities. The analyst will be responsible for evaluating these opportunities and working to make the proper recommendation.
  • Field work support: Undertake field visits to remain familiar with the work of operations and support teams and to ensure compliance within relevant legal and regulatory frameworks.

Liberia: Epidemiologist (Ebola Response)

Context:

Under the overall guidance and supervision of the Chief of Mission (COM) in Liberia, and the direct supervision of the Senior Medical Coordinator, and particularly within the scope of IOM operations in Liberia including the activities of IOM-assisted Ebola Treatment Units (ETUs), the successful candidate will be responsible and accountable for the establishment and implementation of an Ebola Surveillance System. S/he will analyse and report on epidemiological trends related to ETUs activities, producing statistics on programmes indicators and other outcomes of interest within the operations of IOM-assisted (ETU)s in Liberia, and will liaise with other parties nationwide to contribute to the general analysis of the epidemic’s trend.

The successful candidate is expected to carry out his/ her duties in accordance with strictest ethical standards, emphasis on the safety of IOM personnel, the building and maintaining of partnership with agencies and Government, and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Establish an Ebola Surveillance System centralized at the IOM Office in Monrovia, and implemented in each IOM-supported ETUs operated throughout Liberia. The surveillance system will focus on capturing the occurrence of events (especially the indicators set in the matrix) and trends such as demand for services, admission, mortality, cure-rate, etc.
  2. Periodically collate and review formally published, official and draft literature on all matters related to the Ebola outbreak: incidence/ prevalence, the size of key vulnerable populations, and bio-behavioural risk factors present in affected communities in Liberia, communities surrounding the ETUs, and the broader West Africa region as it might affect IOM’s work; assess data adequacy and limitations and make realistic recommendations for affordable steps to improve data availability and quality for decision making.
  3. Advise the Senior Medical Coordinator and supervise the systematic collection and analysis of ETUs data, as well as the implementation of community surveys on Ebola-related Knowledge, Attitude and Practice (KAP), Ebola prevalence/ incidence, and risks factors.
  4. Serve as IOM’s focal point in coordination and liaison with the ETU-based staff; train ETUs staff on, and supervise ETUs staff adherence to surveillance and research protocols and standard operating procedures as set up by the project.
  5. Provide technical assistance to the statistical analysis of the Ebola National Surveillance System and broader Heath Information System database.
  6. As appropriate, identify potentials for conducting ETUs operational research in order to inform treatment policy and disease management guidelines and standards – for IOM internal use as well as that of the wider Ebola response community.
  7. Ensure proper documentation of studies carried out to support publication in internal and external literature and presentation of results at national and international meetings.
  8. Advise the Senior Medical Coordinator on epidemiological trends related to Ebola incidence and its complications, Ebola-related community risk factors and other communicable diseases of public health importance, and recommend priority areas of subsequent interventions; identify areas of potential future risk that should be watched closely and make practical recommendations to enhance vigilance in these areas.
  9. Represent IOM at health and other related coordination meetings, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding Ebola-related surveillance and epidemiological trends; key counterparts will include Ministry of Health, World Health Organization (WHO), Médecins Sans Frontieres (MSF), International Medical Corps (IMC) other Health Cluster partner agencies among others, and other stakeholders.
  10. Provide periodic technical updates and documentation/ dissemination of best practice materials with regards to implementation of the Ebola Surveillance System in close coordination with IOM Liberia team, and MHD at Headquarters as appropriate.
  11. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs, as well as for donors and partner agencies.
  12. Undertake duty trips to ETUs locations on a regular basis.
  13. Perform such other duties as may be assigned.

  • Liaising with USAID, host-government counterparts, other USAID Partnership for Education activities, and local partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements
  • Managing and supervising the work of project personnel and subcontractors with a focus on core results, achievement of work plan and targets, and timely implementation
  • Ensuring that all project assistance is technically sound and appropriate

Qualifications:

  • Master's degree in education, social and behavioral sciences, communications, or related field required
  • Ten years of experience in the field of education or behavior change communications
  • Chief of party experience on USAID-funded or similar international donor-funded programs
  • Experience with activity design, development, and implementation
  • Familiarity with the political, social, and cultural context in Ghana preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
