Zimbabwe: Project Manager Maternal and Neonatal Health

SolidarMed implements a thriving country program in the Districts of Zaka and Bikita, Masvingo Province and will start in a third district in the same province in 2015.

Purpose of the position:
• Manage and implement SolidarMed’s Maternal and Neonatal Health project in Zaka and Bikita District
• Coordinate with project partners and link stakeholders
• Lead policy dialogue, knowledge exchange and networking in the area of maternal and neonatal health and in coordination with the Country Coordinator and promote and/or conduct operational research

Currently, the program consists of the following components:

• Maternal and Neonatal Health
• Decentralized HIV and TB diagnosis, treatment and care
• Hospital assistance Musiso and Silveira Mission Hospitals
• Operational research and policy dialogue

Key tasks and responsibilities as project manager Maternal and Neonatal Health:
• Assume the implementation, overall management and further development of the SolidarMed project “Maternal and Neonatal Health”
• Support the District health directorate with quality assurance and scaling up of services and evidence-based interventions for improvements in maternal and neonatal health, and with the piloting of new strategies
• Ensure coordination and effective communication with partners and stakeholders
• Ensure adequate use of all aspects of project cycle management tools
• Apply scientific evidence, promote lessons learned, network with research organizations and participation in research programs
• Coordinate with stakeholders such as the Provincial Health Directorate, Ministry of Health, other NGO’s, community groups etc.
• This position is not a clinical position, but includes participation in clinical mentoring and bedside teaching
• Apply project management tools such as budget control, planning, monitoring and review (Project Cycle Management) as well as reporting
• Contribute to fundraising (by writing the annual Project Description) and the strategic development of the project

To best fit into our active, interdisciplinary team we expect the following qualifications:
• Physician with clinical and public health working experience in the area of maternal and neonatal health in a developing country, preferably Africa
• Expertise in the area of PMTCT
• Degree in public health
• Sound experience in Project Cycle Management (including participatory planning, logical framework, report writing)
• High social competence, intercultural sensitivity, communication skills and networking capacity;
• Interest in knowledge sharing and scientific exchange
• Ability to assume responsibility and leadership within a team with flat hierarchies
• At least basic knowledge of the principles of operational research
• Solid computer skills: MS office suite (WORD, EXCEL, Powerpoint) and Internet
• Willingness to live in a safe, rural, remote area of Africa
• You are dynamic, hands on and develop initiatives

Language skills
• Excellent English (written and spoken)
• German would be an asset

The Communications Lead will be the technical and managerial head for social and behavior change communications supporting the livestock, dairy, and nutrition/hygiene components as well as for overall project-related communications.

Position Summary: TMG is looking for a seasoned professional to be the Communications Lead for the project. The incumbent will:

  • Lead the design and production of communications products supporting project activities, including counseling tools, reminder materials, informational brochures and posters, mass-media (radio) spots, social media and mobile communications.
  • Develop and oversee the implementation of social and behavior change strategy for the project’s technical components as well as for the overall project
  • Direct project communications and knowledge management
  • Support formative research, as needed, to inform the design of project interventions. Specific qualitative research methodologies to be employed may include Trials of Improved Practices, focus group discussions and in-depth interviews.
  • Develop and help track critical metrics for assessing the effectiveness of communications activities
  • As needed, manage contracts and deliverables with contractors such as Creative Agencies and media outlets

Qualifications:

  • Bachelor’s degree or higher in one of the following or related fields: communications for development, health or agricultural education and/or communications, strategic communications, public communications, communications studies
  • Minimum of 5 years of relevant communications experience working with government entities, UN agencies, PVOs or NGOs

Objective:

The proposed two-year M&E services contract is to assist DFID to design and implement a monitoring, reporting, and evaluation strategy and provide M&E technical assistance for the Livelihoods and Food Security Program (LFSP). SI is seeking a full-time Team Leader to oversee and guide all project activities, provide supervision to the design and implementation of evaluations and monitoring assignments, and serve as the primary liaison to the DFID office.

Responsibilities and Tasks:

  • Develop the work plan and budget, coordinate activities, arrange and lead periodic meetings, consolidate individual input from team members, and coordinate the process of assembling the final findings and recommendations into high-quality document;
  • Write the final report in concert with the Senior M&E Specialist;
  • Lead the preparation and presentation of the key evaluation findings and recommendations to the DFID/Zimbabwe team and other stakeholders;
  • Provide overall leadership for the team and be the principal liaison with DFID;
  • Oversee implementation of a robust baseline for the LFSP program;
  • Lead the design and implementation of a monitoring system for gathering data and information to assess implementation progress;
  • Consolidate quarterly and annual program reports;
  • Provide necessary feedback to the lead management organizations (MO);
  • Track progress against target results as set out in the Business Case, parent log frame and project proposals;
  • Inform DFID-led annual reviews by required reports and monitoring information;
  • Oversee the Senior M&E Specialist in carrying out thematic and formative evaluations e.g. cross cutting issues such as gender, power relations and innovative approaches within the program;
  • Oversee the Senior M&E Specialist in implementing a program impact mid-term review and impact final evaluation, and;
  • Consider a follow-up evaluation around two years after the program has ended to ascertain the sustainability of the program.

Qualifications:

  • A minimum of a Master’s Degree in development studies, political science, law, international relations, monitoring and evaluation, or related field;
  • Ten years of professional experience of designing, implementing, monitoring and analyzing qualitative and quantitative research and evaluation;
  • Demonstrated ability to employ a range of different and innovative methodologies in complex, multi-component development programs;
  • Experience of evaluating rural development programs;
  • Experience of working in Southern Africa and Zimbabwe is desirable;
  • Extensive international experience;

Background

Zimbabwe has made significant strides in increasing access to education for all children. The country’s education system earned a reputation by the late 1980s as one of the best in Africa. By 1990, Zimbabwe had achieved near-universal access to basic education while simultaneously maintaining high levels of quality and equity. The country reported the highest adult literacy rates in Africa well into this decade. However, between 2000 and 2008, the country went through a precipitous economic decline that depleted the financial, physical and human capacity of the education sector, with serious threats to access, quality and equity. A report on the progress made towards the achievement of Education For All (EFA) goals indicates that in 2006, only 70% of pupils managed to complete the primary school cycle (MoESAC, 2006). Recent statistics estimate that between 10% and 15% of children in Zimbabwe have never attended primary school (MOESAC Draft Strategic Plan 2010). In addition, a significant number of children, including those in extremely remote communities, those from indigent households as well as orphans and vulnerable children (OVC) either fail to make the transition from primary into secondary school or drop out. Many are now too old to be reincorporated into the schooling system. To add to the challenge, thousands of adolescents who have left school or who have failed to enrol in secondary schools have few, if any opportunities to improve their knowledge or practical skills. In the Education Medium Term Plan of 2011-2015, the Government prioritized reducing the number of children of school going age and young people who are out of school due to a variety of complex challenges.

Objective

The overall objective of this assessment is to determine the magnitude of the problem of out of school children and provide a holistic understanding of the broad and complex reasons for dropping out, how this takes place and the different situational contexts of out of school children and young people. Specific objectives are to:

a) Determine the number of out of school children and young people and those who at the risk of dropping out of school;

b) Profile the children and young people who are out of school; who are they, where are they, why are they out of school?

c) Identify education opportunities out of school children and young people are accessing;

d) Identify and profile government, civic society and commercial organisations and individuals offering out of school non formal education programmes; and

e) Make recommendations that will guide the design of policy and programmes interventions that more adequately respond to the diverse needs of out-of-school children and young people.

Methodology & Expected Output

The assessment will draw on a range of approaches that look at identifying, quantifying and profiling school children and young people of school going age who are out of school. The assessment will be two-pronged and follow a phased approach- outputs at each phase must be reviewed by the committee, before the subsequent phase starts. The work will consist of the following parts:

a) An in-depth review and analysis of literature related to Out of School Children and where possible, secondary data analysis of existing data sets to identify, establish and explain emerging trends and provide disaggregated data on the distribution of out-of-school children, vulnerability profiles, access to education, livelihood activities and other relevant characteristics.

b) A Qualitative Assessment of the children and profile institutions offering education programmes for out of school children and youth. The assessment should expound on issues emerging from the desk review and the broad and complex reasons for dropping out, how dropping out takes place, who drops out, and the challenges in utilizing opportunities for formal and non-formal education.

Specific outputs from this consultancy will be as follows:

a) A Report of the literature review and a secondary analysis of existing quantitative data sets and qualitative assessment.

b) A Report of the Qualitative Assessment profiling the reasons who children drop out of school.

c) A compilation of record of programmes and courses offered by government, Religious Organizations, NGOs and Commercial enterprises for out of school youth;

d) Report highlighting innovative practices and making recommendations to the MoPSE; and

e) Feedback at a workshop organized by UNICEF in conjunction with the MoPSE.

Consultancy Requirements

a) Minimum Master’s Degree for the team leader, with a focus on continuing education; a PHD is an added advantage;

b) At least 5 years’ experience in alternative education and /vocational training;

c) Local Language competencies and strong communication skills;

d) Strong participatory research methodology and publishing experience;

e) Technical competence in statistical data analysis and technical expertise will be required in areas such as qualitative research, technical and vocational education management, education financing and community development

f) Proven record of administering large scale commissioned research and experience in programme designing.

g) extensive experience in similar study programmes, preferably in African countries

The role

Overall Objective

The overall objective of this project is to contribute to the reduction of morbidity and mortality due to WASH related diseases; to reduce the burden of water collection on women and girls and to improve dignity, basic education outcomes, gender equality and significant progress toward the MDGs by 2015. The specific objective is to reduce by 25 per cent those without access to safe water supply and sanitation in rural areas of five provinces through contributing to WASH sector recovery as well as modeling of best practices for national replication and informing national policy, strategy and guideline development. An immediate objective of this project is to increase equitable and sustainable access to and use of safe water supply and improve sanitation from 61 to 80 per cent and 52 to 76 per cent respectively. In addition, it is aimed at improving hygienic practices among the rural population in 33 low WASH access and cholera prone districts of Matabeleland North, Matabeleland South, Masvingo, Midlands and Mashonaland West provinces (up to 3,500 rural communities and 1,650 schools) by June 2016.

The overall objective of the consultancy is to provide technical support in the smooth conclusion of Phase 1 and preparation of Phase 2 of the Rural WASH Project

The specific tasks are:

· Develop a plan for the assignment and agree on the plan with UNICEF.

· Review and validate the Implementing Partner’s end of project and PCA reports.

· Conduct final assurance visits to the 10 Child Friendly School sites, assess progress against PCA and related budgets and prepare status reports for the same.

· Coordinate PCA negotiations with the 10 Rural WASH Project implementing partners.

· Assess Rural WASH Project implementing partners’ performance during Phase 1 of project implementation and to advise UNICEF on possibilities of negotiating new PCAs for Phase 2.

Review IP proposals and provide technical advice on appropriate project implementation planning, budgeting and monitoring, taking into account the overall project design.

Major Tasks & Deliverables

· Provide technical advice and guidance on developing bankable proposals and budgets.

· Prepare relevant documents for submission to the PCA Peer Review Group

· Submit monthly reports on achievements on the assignment.

· Assurance inspection of Child Friendly Schools Project sites.

· Review RWP Phase 2 IP proposals and Budgets and preparation of relevant documents for the PCA Peer Review Process

Consultancy Requirements

The competencies required from the consultant will have the following:

  1. A minimum of 10 years of relevant work experience in the field of WASH at national or international level.
  2. Demonstrated experience and clear understanding of the WASH sector and familiarity with the WASH sector in Zimbabwe is a must.
  3. Excellent writing and communication skills in English
  4. Expertise in the review of research work is essential.
  5. Strong analytical (qualitative and quantitative) and conceptual skills

Overview of Position

Reporting to the I-TECH Country Director, the VMMC Program Manager will play a central role in developing implementing strategies in order to meet the set targets while ensuring that quality and efficiency are attained. He/she will work closely with ZACH, ZiCHIRe, MOHCC, CDC, and I-TECH HQ.

Responsibilities

  • Provide strategic programmatic and technical leadership to the I-TECH VMMC program and ZAZIC partners to ensure successful VMMC program implementation.
  • Lead the development of annual work plans, including identifying deliverables, tasks, accountabilities, and results indicators, and in establishing mechanisms to assure efficient work plan implementation.
  • Responsible for program quality by developing, implementing monitoring and evaluation of support supervision plans, quality assurance plans, and frequent in the field data quality audits for ZAZIC supported districts.

Zimbabwe: Project Director - Livelihoods and Food Security Programme

The Project Director (PD) will lead the implementation of a proposed three year $7.6 million programme that supports FAO’s DFID-funded Livelihoods and Food Security Programme (LFSP) in Manicaland, Zimbabwe. GOAL is the lead agent with two other international and one national NGO. This is part of a larger DFID funded programme that additionally addresses market linkage, access to formal financial services and productive safety nets, the programme aims to improve public and private agricultural extension services, increase agricultural productivity across multiple value chains, increase food and nutrition security (including through bio-fortification) and strengthen community based micro-finance.

GENERAL POSITION SUMMARY:

The PD will provide overall leadership, management and strategic vision to the implementation of the LFSP programme, to ensure that the programme meets its targets and deliverables on-time and within budget. The PD will supervise programme staff and ensure accountability to GOAL policies and donor rules and regulations. S/he will be the primary programme representative to donors, relevant government entities, partners, other implementers and stakeholders.

ESSENTIAL JOB FUNCTIONS:

Strategy and Vision

  • Lead the development of a vision and strategy for the programme shared with programme team and key stakeholders.
  • Play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the program and the country office

Program Management

  • Oversee consortium program start-up, management and administration. Ensure program implementation is on time, target and budget, using effective Monitoring, Evaluation, Accountability and Learning (MEAL) systems to reach desired impacts.
  • Ensure that programme implementation is responsive to communities and partners and consistent with GOAL’s relevant programme guidelines, principles, values, quality standards and strategic plan.
  • Ensure beneficiaries are effectively targeted according to transparent criteria.

  • Represent GOAL and consortium partners at government, donor, NGO and other relevant events, in close coordination with the Country Director.

Security

  • Work closely with the GOAL security focal point to develop and maintain systems that promote the safety and security of all team members.
  • Ensure that programs are designed and implemented with a clear analysis and understanding of security.

ACCOUNTABILITY:

  • GOAL team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

KNOWLEDGE AND EXPERIENCE:

  • Advanced Degree in Agricultural Economics, Agribusiness or relevant similar area
  • Management or oversight of two projects in the agricultural livelihoods / extension / rural finance sectors
  • with a minimum value of $5m eachwithin the last 10 years
  • Strong skills and a track record in strategic visioning, leadership, and inspiring teams.
  • Effective personnel management, coordination, and decision-making skills, with proven ability to be accountable for all components of the program.
  • Competent in building networks, strong problem-solving skills, and ability to influence with effective listening, persuasion, negotiation and other techniques.
  • Strong understanding of donor compliance, ideally with FAO experience
