Background:
UZ-UCSF Collaborative Research Programme on behalf of I-TECH is seeking suitably trained and qualified applicants to fill theposition of Voluntary Medical Male Circumcision (VMMC) Program Manager. The International Training and Education Center for Health (I-TECH) is collaboration between the University of Washington and the University of California, San Francisco. It is a center in the University of Washington's Department of Global Health and has offices throughout Africa, Asia, and the Caribbean. Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through Centers for Disease Control and Prevention (CDC), I-TECH is supporting Zimbabwe Ministry of Health and Child Care (MOHCC) in scaling up VMMC services in 21 districts. I-TECH is in partnership with its sub-grantees Zimbabwe Association of Church-related Hospitals (ZACH) and Zimbabwe Community Health Intervention Research Project (ZiCHIRe) in a consortium named ZAZIC.
Overview of Position
Reporting to the I-TECH Country Director, the VMMC Program Manager will play a central role in developing implementing strategies in order to meet the set targets while ensuring that quality and efficiency are attained. He/she will work closely with ZACH, ZiCHIRe, MOHCC, CDC, and I-TECH HQ.
Responsibilities
- Provide strategic programmatic and technical leadership to the I-TECH VMMC program and ZAZIC partners to ensure successful VMMC program implementation.
- Lead the development of annual work plans, including identifying deliverables, tasks, accountabilities, and results indicators, and in establishing mechanisms to assure efficient work plan implementation.
- Responsible for program quality by developing, implementing monitoring and evaluation of support supervision plans, quality assurance plans, and frequent in the field data quality audits for ZAZIC supported districts.
- Work closely with MOHCC, I-TECH and the ZAZIC partners M&E leads to develop and implement the VMMC program evaluation strategy.
- Lead planning and implementation of ZAZIC implementing partners review meetings as well as biannual district review meetings
- Provide leadership for effective demand creation activities within the consortium
- Ensure timely dissemination of program data submitted by ZAZIC partners to critical stakeholders for the purposes of informing programmatic decisions.
- Work with the ZAZIC partners to monitor program adverse events (AEs) through timely reporting, active tracking, as well as leading regular clinical case reviews of the AEs.
- Work with the ZAZIC implementing partners to monitor usage of VMMC program assets and resources in order to achieve efficiency and cost-effectiveness.
- Prepare ZAZIC progress reports to MoH and CDC
- Represent the ZAZIC consortium in critical meetings pertaining to VMMC convened by MOHCC, CDC, or other significant stakeholders.
- Lead the identification of operational research opportunities and documentation of best practices.
Qualifications and Experience
- Medical degree with Masters in Public Health or other related field or equivalent experience.
- Experience in the scale-up of VMMC programs regionally including skills and knowledge of WHO-approved VMMC procedures.
- At least 5 years experience in managing a national, regional or district health programs
- Experience working with the Government of Zimbabwe, USG funded programs, and funding organizations.
- Demonstrated skills in data analysis, program design, strategic planning, program coordination, implementation and evaluation
- Excellent problem-solving, decision-making, organizational and communication skills, with ability to prioritize multiple tasks and work effectively in a demanding environment
- Excellent interpersonal skills, including patience, flexibility, diplomacy, cross-cultural communication, willingness to listen, and respect for colleagues
- Demonstrated ability to work both collaboratively and independently
- Clear written and verbal communication skills, and close attention to detail
- Fluency in English and one or more of the local languages (Shona and/or Ndebele)
- Ability to travel extensively throughout Zimbabwe at short notice.
