OVERVIEW OF THE POSITION
Under the direct guidance and supervision of the Chief Medical Officer and in close coordination with the ETU Team Leader, the incumbent will be responsible and accountable for effective supervision, monitoring, coordination and timely implementation of all clinical management and infection control practices to ensure effective management of Ebola Treatment Units (ETU) operations.
Safety:
· The ETU Medical Coordinator is aware of the risks involved in working in the ETU.
· The ETU Medical Coordinator follows all regulations concerning infection control and protective measures.
· Non-adherence to the safety regulations can result in immediate dismissal.
GENERAL FUNCTIONS
· Oversee the entire coordination, administration, implementation of clinical management of ETU related operations, as the designated ETU Medical Team Leader; Manage the resource deployment, activation, shifts, reporting and monitoring of ETU operations;
· Supervise the direct application of updated and effective safety, quality control and quality assurance (QA/QC) measures, care protocols, and internationally accepted infection control standard operating procedures (SOPs) in both clinical and non-clinical aspects of ETU management in coordination with the Infection Control Officer.
· Coordinate on-site Ebola related training/re-training of all staff involved in ETU operations in coordination with the IOM Chief Medical Officer;
· Assign tasks, assess performances of health personnel, amend procedures, alert on IOM management teams shortcoming and incidents, review medical cases as needed.
· Liaise, coordinate with key counterparts and partners such as Ministry of Health and Social Welfare (MOHSW) and local health authorities, World Health Organization (WHO), and with IOM Liberia project management team. among others where appropriate;
· Monitor and analyze ETU clinical services’ process to increased effectiveness, identify need and recommend solutions ;
· Provide periodic technical updates and documentation/ dissemination of best practice materials; contribute to regular reporting;
· Other duties that may be assigned.
ESSENTIAL EXPERIENCE
Education
University Degree in Medicine from an internationally accepted institution, with advanced degree or extensive experience in public health; or postgraduate training in infectious diseases, or microbiology with training in infection control;
Work Experience
A minimum of 10 years’ experience in clinical care in hospital settings; treatment of communicable diseases (e.g. tuberculosis, cholera, dengue haemorrhagic fever etc); substantial experience in infection control measures, safety practices and bio-waste management;
Experience in humanitarian crisis, natural disasters, infectious diseases and resource poor settings
Key Competencies
Excellent communication and negotiation skills; demonstrated management skills, monitoring, leadership and supervision of staff; ability to make effective decisions under time pressure; ability to work effectively and harmoniously in multi-cultural settings.
Excellent knowledge of spoken and written English.
