Objective of the Programme:

The DFID Security Sector Accountability and Police Reform (SSAPR) is a five-year pilot programme supporting the Democratic Republic of Congo National Police reform process since 2009. SSAPR is designed to promote the development of a national police that works for the benefit of citizens through improved security and rule of law, using a holistic approach bringing together state and non-state actors as key actors for change. The Programme is composed of 4 components: 1) Police Support Project (PSP) for the institutional development and capacity building of PNC; 2) Security Sector Oversight and Coordination (SSOC) for ministry-level capacity building; External Accountability (EA) for the control and oversight of security and justice provision and 4) Monitoring and Evaluation for an assessment of impact of actions and lessons learned; and is implemented by PWC, DAI Europe and EDG. SSAPR is running in 3 provinces: South Kivu, Bas Congo and Western Kasai and is on its final phase of implementation.

Scope of Work:

For the consolidation phase of SSAPR, it is important to collect data regarding first-hand accounts and initiatives in the 3 provinces showing impact and positives changes brought by SSAPR/EA actions. To this end, EA is seeking the recruitment of a short-term mid-level international consultant to provide support to SSAPR/EA Team to gather the required information. The purpose of the proposed assignment is to collect data of anecdotal and success stories showing community engagement in PdP process and any positive developments, including the real impact of actions initiated thus far and lessons learnt by the actors/communities themselves. Additionally, in Kinshasa, the consultant will conduct an audit on SSAPR/EA Grant Management process to ensure programme compliance with DFID and DAI rules and regulations.

The consultant will conduct field visits in the 3 provinces and meets with all partners to collect data. Additionally, he will have to work in close collaboration with EA M&E and Grant Manager to conduct an audit to assess the management of Grants.

Duties and Responsibilities:

Desk study of existing activities reports; this will serve as background to inform about activities implemented and results recorded

Visits in the 3 pilot provinces

Work closely with SSAPR/EA provincial staff and M&E and Grants Manager

Conduct a thorough mapping of relevant actors, meet with them and collect anecdotal stories and actions initiated locally for positive change

Identify lessons learnt and good experiences

Conduct an audit on Grant management process and provide support to correct problems identified

Expected Outcomes:

Propose a mechanism that can be undertaken with partners (including communities) to gather the data required to inform the final report

Data collection of anecdotal, success stories and impact of EA activities

Present a report of findings

Present a report on Grant management audit
