Every year, Africa is faced with droughts, floods, cyclones and other disasters. Africa has the highest mortality-related vulnerability indicators for drought. In the last 30 years, 70% of the worst global droughts have occurred in sub-Saharan Africa. One third of African lives in drought-prone areas. Climate change has led to an increase in hydro-meteorological events. 25% of disaster events in Africa are related to flooding. The number if people expose to floods in Africa grew from 500,000 per year in 1970 to around 2 million people nowadays. 4.87% is the rate of population growth per year in Africa, the fastest urbanizing continent. With more than 1.4 million volunteers across Africa, the Red Cross Red Crescent is uniquely placed to contribute to disaster risk reduction , given its long history of building community preparedness and readiness to respond to disasters.
1.PURPOSE AND SCOPE
****3.1 *Purpose*****
The external review will help the IFRC Africa DM Coordinator to implement a DRR Program in Africa before the end of the year. The consultant will also manage a team of 3 people that will also work on the implementation of the program.
- Scope
The review will cover seven countries in West Coast of Africa, and the nine cities that are part of the urban DRR program. At the IFRC level, the consultant will look at the overall coordination of the DRR Program funded by a Partner National Society.
- DELIVERABLES/OUTPUTS
The expected outputs are:
- Inception report, detailing the schedule and costs for the evaluation;
- Briefing by IFRC Disaster Management Coordinator for Africa;
- Draft report, including the DRR Framework for West Coast and the floods modelling for the urban DRR program that will be delivered by the team;
- Final report
- Zone-level debriefing
All products arising from this evaluation will be owned by the IFRC. The consultant will not be allowed, without prior authorization in writing from the IFRC, to cite or present any of the analytical results as his or her own work or to make use of the evaluation results for private publication purposes.
- PROPOSED SCHEDULE
The consultant will be recruited in October 2014. The initial findings from the field missions will be shared on 1 December 2014. The consultancy period will be for a maximum of 40 working days.
- TECHNICAL REFERENCE GROUP
The consultant will be supported by a technical reference group, including specialists in disaster DRR and urban risk management. The reference group, in support of the IFRC DMC for Africa, will engage with, discuss issues, guide and provide feedback to the consultant.
- REVIEW TEAM COMPETENCIES AND QUALIFICATIONS
The consultant will act as a team leader and will have the overall responsibility to lead and manage the team. He/she will report to the IFRC Africa DMC and will be responsible for:
- Managing the relationship with National Societies and external agencies during the mission, ensuring that he/she, as well as the other team members, act in accordance with the best interests of the IFRC and the Red Cross/Red Crescent Code of Conduct;
- Submitting a report and briefing the technical reference group;
- Leading a final debriefing of the field mission and overall outcomes to the Africa DMC and Africa Zone;
- Overseeing the preparation of an interim and final narrative report; and
- Acquitting all financial expenditures.
Competencies of the Consultant
- Experience in strategic planning.
- Strong knowledge of the Red Cross/Red Crescent Movement and its disaster response tools.
- Knowledge of the African context.
- Experience in organizational development, disaster response and strategic planning.
Demonstrated experience in planning and implementing evaluations of humanitarian relief operations required.
Minimum of 5 years of monitoring and evaluation experience required.
- University degrees at the post-graduate level in a relevant field of study.
Demonstrated competence in managing quantitative data and carrying out inferential statistics required.
Proven track record of conducting qualitative research, including the development of interview schedules and qualitative data analysis required.
Experience in qualitative data collection and data analysis techniques (especially in the design of coding schemes).
Excellent written and spoken English skills required, as well as excellent analytical, writing and presentation skills.
Strong computer skills in spread-sheet, word processing, database management (MS Access) statistical analysis software familiarity (SPSS, Stata), and presentation software required.
Strong interpersonal and organizational skills required.
Experience working with government representatives of several countries strongly preferred.
Demonstrated capacity to work both independently and as part of a team.
- Strong interpersonal and communication skills.
