South Sudan: Country Coordinator / Disaster Management Delegate

The Danish Red Cross is seeking an experienced disaster management delegate for the position as DRC Country Coordinator for South Sudan. The Country Coordinator forms part of the East Africa/Horn of Africa team and is overall responsible for developing and implementing DRC’s strategic plan for South Sudan and for the successful management of DRCs programme portfolio as well as the partnership with South Sudan.

The Danish Red Cross supports a number of Red Cross National Societies in the East Africa/Horn of Africa region. The support focuses on emergency support, psycho social support, disaster risk reduction, health, volunteer management and organizational development. We emphasize strengthening of partner organisations, both within organisational development and operational capacity building. We see integrity, transparency, autonomy and sustainable volunteer structures as conditions for building sustainable operational capacity.

DRC has cooperated with the South Sudan Red Cross (SSRC) since 2005 and is currently expanding its operations in response to the escalating emergency needs. With support from the Danish Government, DRC assists the SSRC to respond to the many humanitarian needs in the country spurred by the conflict situation.

The current programme portfolio includes a disaster management capacity building programme to strengthen the capacity of SSRC to respond to the humanitarian needs in the country, a life-saving disaster response intervention, as well as a psychosocial programme for people affected by the conflict. There is currently one other DRC programme delegate in the country.

Responsibilities
As Country Coordinator, you will ensure that Danish Red Cross’ obligations in South Sudan concerning emergency response programmes and capacity building measures are adhered to and donor reporting (narrative and financial) are properly carried out. In addition, you will ensure that relevant Red Cross and donor guidelines and policies are adhered to. In coordination with SSRC, you will liaise with relevant agencies and donors as well as participate in coordination and information sharing within the Red Cross Movement. Furthermore, you will ensure that programme funds are used and accounted for in accordance with approved activity plans, budgets and provisions.

Expanding the portfolio will also constitute a substantial part of your responsibility. While the DRC Head of Region is overall responsible for all DRC staff in East Africa region, you will be the technical line manager for one other international delegate based in the country. In your capacity as disaster management delegate, you will provide technical assistance, managerial and professional support to your counterparts in SSRC with respect to the preparation, implementation, supervision, monitoring and evaluation of programme activities.

Experience and qualifications
You have a minimum of 7-years of solid experience in the implementation of disaster management programmes. Experience from the East Africa region and the Red Cross Movement will be an advantage. Experience with DANIDA specific funding, hereunder implementation and reporting procedures is a strong asset.

You have a relevant educational background and we expect that you have good analytical skills and that you can handle stressful situations. You possess excellent communication, coordination as well as networking and facilitation skills. You are self-motivated and due to the emergency situation in the country, you will be ready to hit the ground running. The ability to work in a challenging and stressful and complex conflict environment is essential.

Project cycle and financial management experience as well as project proposal writing is essential and excellent English speaking and writing skills are key requirements. You must be self-supporting in computers and possess a valid international driving license.

Employment Conditions

The starting date is 15 January 2015 or soonest thereafter and the length of the contract is 12 months with the possibility of extension.

Your duty station will be Juba, South Sudan. The position is a non-family duty station. Travelling to the programme areas will take place regularly and will require at least 30% of the contract period. You will report to the DRC’ Head of Region for East Africa region based in Kampala, Uganda. The salary including all allowances and pension will be between DKK 41,500 and 42,500 pending qualifications and experience.

Kenya: Disaster Risk Reduction Consultant

Every year, Africa is faced with droughts, floods, cyclones and other disasters. Africa has the highest mortality-related vulnerability indicators for drought. In the last 30 years, 70% of the worst global droughts have occurred in sub-Saharan Africa. One third of African lives in drought-prone areas. Climate change has led to an increase in hydro-meteorological events. 25% of disaster events in Africa are related to flooding. The number if people expose to floods in Africa grew from 500,000 per year in 1970 to around 2 million people nowadays. 4.87% is the rate of population growth per year in Africa, the fastest urbanizing continent. With more than 1.4 million volunteers across Africa, the Red Cross Red Crescent is uniquely placed to contribute to disaster risk reduction , given its long history of building community preparedness and readiness to respond to disasters.

1.PURPOSE AND SCOPE

****3.1 *Purpose*****

The external review will help the IFRC Africa DM Coordinator to implement a DRR Program in Africa before the end of the year. The consultant will also manage a team of 3 people that will also work on the implementation of the program.

  1. Scope

The review will cover seven countries in West Coast of Africa, and the nine cities that are part of the urban DRR program. At the IFRC level, the consultant will look at the overall coordination of the DRR Program funded by a Partner National Society.

  1. DELIVERABLES/OUTPUTS

The expected outputs are:

  1. Inception report, detailing the schedule and costs for the evaluation;
  2. Briefing by IFRC Disaster Management Coordinator for Africa;
  3. Draft report, including the DRR Framework for West Coast and the floods modelling for the urban DRR program that will be delivered by the team;
  4. Final report
  5. Zone-level debriefing

All products arising from this evaluation will be owned by the IFRC. The consultant will not be allowed, without prior authorization in writing from the IFRC, to cite or present any of the analytical results as his or her own work or to make use of the evaluation results for private publication purposes.

  1. PROPOSED SCHEDULE

The consultant will be recruited in October 2014. The initial findings from the field missions will be shared on 1 December 2014. The consultancy period will be for a maximum of 40 working days.

  1. TECHNICAL REFERENCE GROUP

The consultant will be supported by a technical reference group, including specialists in disaster DRR and urban risk management. The reference group, in support of the IFRC DMC for Africa, will engage with, discuss issues, guide and provide feedback to the consultant.

  1. REVIEW TEAM COMPETENCIES AND QUALIFICATIONS

The consultant will act as a team leader and will have the overall responsibility to lead and manage the team. He/she will report to the IFRC Africa DMC and will be responsible for:

  1. Managing the relationship with National Societies and external agencies during the mission, ensuring that he/she, as well as the other team members, act in accordance with the best interests of the IFRC and the Red Cross/Red Crescent Code of Conduct;
  2. Submitting a report and briefing the technical reference group;
  3. Leading a final debriefing of the field mission and overall outcomes to the Africa DMC and Africa Zone;
  4. Overseeing the preparation of an interim and final narrative report; and
  5. Acquitting all financial expenditures.

Competencies of the Consultant

  • Experience in strategic planning.
  • Strong knowledge of the Red Cross/Red Crescent Movement and its disaster response tools.
  • Knowledge of the African context.
  • Experience in organizational development, disaster response and strategic planning.

Demonstrated experience in planning and implementing evaluations of humanitarian relief operations required.

Minimum of 5 years of monitoring and evaluation experience required.

  • University degrees at the post-graduate level in a relevant field of study.

Demonstrated competence in managing quantitative data and carrying out inferential statistics required.

Proven track record of conducting qualitative research, including the development of interview schedules and qualitative data analysis required.

Experience in qualitative data collection and data analysis techniques (especially in the design of coding schemes).

Excellent written and spoken English skills required, as well as excellent analytical, writing and presentation skills.

Strong computer skills in spread-sheet, word processing, database management (MS Access) statistical analysis software familiarity (SPSS, Stata), and presentation software required.

Strong interpersonal and organizational skills required.

Experience working with government representatives of several countries strongly preferred.

Demonstrated capacity to work both independently and as part of a team.

  • Strong interpersonal and communication skills.

Zimbabwe: Consultancy : Building Disaster Resilient Communities in Zimbabwe

ACF-UK is currently recruiting a consultant with experience in the evaluation of humanitarian / development projects and specific experience on evaluation of DRM and nutrition integrated projects for the external evaluation of the programme: “Building Disaster Resilient Communities in Masvingo and Manicaland Provinces, Zimbabwe”.

South Sudan: Disaster Risk Management and Emergency Response Manager

Plan emergency teams are providing vital aid to thousands of people who have been forced to flee violence in South Sudan. More than 1 million children and adults have been displaced since fighting broke out between government and rebel troops in December 2013 and Plan recognizes that the geographical context and recent history have left the communities of South Sudan highly vulnerable to emergencies from political and inter-ethnic conflicts, influx of returnees, food insecurity, long dry spells and floods.

Plan has already supported thousands of affected families with food and nutrition, clean water, hygiene and sanitation – but much more needs to be done.

Plan has undertaken a needs assessment and developed a response plan in four states - Central Equatoria, Eastern Equatorial, Lakes and Jonglei focussing on conflict affected, returnees and marginalised and vulnerable groups in addressing their priority needs.

Accountable for the overall performance of the Emergency Response and Disaster Risk Management teams you will oversee all aspects of emergency and disaster risk management and lead the development and evolution of well funded and coordinated responses. Providing leadership, coaching for results and supporting the emergencies and disaster risk management teams, you will be an experienced leader with proven skills in the development and management of effective and motivated teams. As a representative of Plan in South Sudan, you will create effective networks and partnerships with likeminded organisations for overall enhancement of Plan’s response and the profile of the organisation.

With demonstrable experience designing and leading large scale emergency responses, knowledge of the key programme areas and a sound understanding of integrated development issues and critical analysis of child poverty you will bring passion, determination, and fresh thinking to our work, with the aim of expanding both our reach and our impact, and making change work for millions of children. Previous experience in ongoing conflict or post conflict areas would be advantageous.

Location: Based at the Country Office in Juba with frequent travel (approximately 50%) to the Programme Units and other field’s offices and communities. This may include remote, insecure areas with limited infrastructure.
