Required Qualifications:

· Master’s degree in Social Science or related qualifications from a recognized institution.

· A minimum of 3 years’ international experience, preferably from refugee/IDP relief programs in politically complex and emergencies contexts.

· Ability to work in team environment, but able to perform job functions with limited supervision when required

· Analytical skills that can be applied to project design and budget development

· Strong knowledge of private donor - grant proposal process is desirable

· Solid writing skills with experience in developing concepts notes, donor proposals and reports in English and in French.

· Sound understanding of project management cycle, humanitarian principles and managing programs that adhere to the SPHERE and HAP standards.

· Experience in previous implementation of WASH – Livelihood – Social Cohesion programs preferable.

· Strong organizational, interpersonal, verbal and written communication skills. Strong computer literacy.

· Ability and willingness to work and live under difficult circumstances.

Position Description: Program Coordinator

Department/Unit: DWS Country Program in Central African Republic (CAR)

Direct SupervisorDWS Representative of country program in CAR Supervises All program related matters with timely and professional advice.

Content of the position:Basic Purpose The Program Coordinator is a member of the Central African Republic Management Team and as such is responsible for ensuring that the LWF/DWS country program Representative is provided with timely and professional advice on all program related matters.

Position Environment and Dimensions The Program Coordinator shall take advice on programmatic matters from the LWF/DWS Program Officer in Geneva and, as appropriate, any regionally based program thematic or PME Officer.

Main duties

1. Program Unit Management and Staff Development:

a. to assist the LWF/DWS Representative or his/her designate in the overall coordination, management and support of all LWF/DWS projects in CAR country program;

  1. to be responsible for the supervision, coordination and training of the program unit staff, and ensure that they carry out their functions in a timely, coordinated and participatory manner;
  2. to coordinate relevant and appropriate training as part of the LWF/DWS overall strategy of capacity building, community development and empowerment, staff development, training and exchange;
  3. to develop comprehensive and clear orientation, briefing and induction course/programs for newly recruited staff and/or existing staff employed in a new capacity within the program;
  4. to be part of the interview panel for the recruitment of senior level project and program level staff.

2. Strategic Planning and Project Cycle Management:

a. to provide leadership in the development and implementation of a country program strategy (including a fund raising strategy), through participation in planned meetings, evaluations and events as well as sourcing of relevant information and liaison with other players / stakeholders;

b. to be responsible for the planning and establishment of any new project interventions, both emergency and development activities, and to ensure that these proposals are established within the LWF/DWS (and ACT where appropriate) guidelines (and strategic plans) and the program’s strategic plan;

c. To be responsible for the in-country reporting and communication between the field office and the office in Bangui.

d. to ensure that project proposals, reports and other documentation relating to program matters are developed, finalized and submitted in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF/DWS policy and guidelines;

e. to fulfil the highest programmatic, administrative, quality and accountability standards through adopting and implementing the DWS policies and guidelines such as the Rights Based Empowerment as well as adhering to the Codes of Conduct and other quality assurance guidelines to which DWS is a signatory (eg.SPHERE standards, HAP etc);

f. to maintain a coordinated and effective working relationship with identified partners, with project managers and program level sector managers (ie. Finance, Logistics, Personnel/Administration).

3. Program Coordination and Networking:

a. to plan regular staff coordination meetings and to develop the agenda in liaison with the LWF/DWS Representative or his/her designate and other sector managers;

b. to participate in the relevant fora, meetings and networks (in country) with relevant active partners to discuss and take action on program matters (planning, coordination, implementation, training, M&E, liaison);

c. to liaise with government, NGOs, implementing partners, related agencies, member churches and other agencies regarding program activities to ensure effective planning and coordination;

d. to be the primary point of contact for program issues for project managers, other NGOs, related partners/agencies and donors;

e. to make regular field trips to monitor, follow up and discuss important program matters with the project management, and to report back to the Country Management Team in the country office;

f. to be a member of the Country Management Team in the country office and participate in meetings as and when called by the LWF/DWS Representative, to discuss pertinent and pending policy and program issues;

g. to assume such other responsibilities as may be assigned to her/him by the LWF/DWS Representative, or the person designated by him/her.
