GOAL, has had a long and successful history of humanitarian operations in Sudan. Currently GOAL has programmes across four locations: North Darfur, Kassala, Blue Nile and Khartoum. Most field sites have been key conflict areas in the last five years. The main donors for the health programme include: USAID/OFDA, DFID, UNDP (UNCHF) & Irish Aid.GOAL has been providing humanitarian assistance in both Government of Sudan (GoS) and rebel held areas of Kutum, North Darfur State since February 2004. GOAL works with the Ministry of Health (MoH) and World Health Organisation (WHO) to sustain health services as the Government lacks the capacity to provide sufficient primary health facilities in this area of operation. GOAL supports Fata Borno and Kassab Internally Displaced Person (IDP) camps, with health and Water, Sanitation and Hygiene (WASH) services. GOAL has increasingly linked the humanitarian activities with activities that work to address the root causes of the needs, as is illustrated by the livelihoods programme which targets – among others – caretakers of beneficiaries of the nutrition programmes. GOAL is also empowering women through REFLECT circles.GOAL began working in Kassala in 2000 alongside the Ministry of Health (MoH) and has established partnerships with local, national, and international Non-Governmental Organisations (NGOs). Although GOAL ceased direct implementation in Kassala 2012, the organisation continues to implement a wide range of activities including HIV peer education programmes, nutrition, sanitation, women’s empowerment programs, and livelihoods activities through NNGO partners.GOAL first began implementing its integrated primary health care intervention in Kurmuk Locality in Blue Nile State in 2000 through provision of curative care, reproductive health, nutrition and WASH services. Activities were suspended in September 2011 due to the insecurity in the region. However, GOAL resumed support to health care provision through local NGOs from October 2012. An expansion of this partnership is underway in 2013.GOAL Sudan has its operational base in Khartoum providing logistical, financial and technical support to the field teams. In terms of programmes GOAL supports local partner NGOs to run CLTS and REFLECT programmes, as well as setting up income generating activities for REFLECT graduates in Omdurman prison and Dar es Salaam refugee camp in Khartoum. A school health club program partnership with MOH was also commenced in 2013.GOAL’s model of health programming traditionally includes three strands of interventions that respond to the many health needs in remote and marginalized areas. GOAL programmes include primary health care, nutrition interventions and community health programming. HIV, gender, child protection and sustainable environment themes cross-cut all programme sectors and activities. A major focus of our health programming is increasing GOAL’s commitment to our local partners (both Ministry of Health and local NGOs and CBOs). A second and closely related priority will be to define steps toward a long term exit strategy that maximizes ownership and sustainability among both our community and implementing partners. In each area the health programme responds to a unique set of opportunities and constraints that seldom remain constant. It is critical that health programming maintains a longer term vision but remains responsive to the changing context of each field site.

The Health Coordinator will be responsible for providing technical support, management and strategic direction to the Community Health, Curative and Nutrition Coordinators and to field-based health staff (both GOAL and Partner) who oversee programme implementation, led by the Area Health Manager. The health coordinator will assume overall responsibility for health-related reporting requirements and ensure that country wide health data (M&E system) is accurate and consistently recorded. An experienced analyst, s/he will suggest practical strategies for responding to changes in the operating environment as well as maintaining a focus on longer term objectives, based on regular monitoring efforts and periodic visits to field sites. S/he will represent GOAL at health sector meetings and to other key stakeholders at the national level and on behalf of field based teams.

Key duties
Provide technical support to field-based health staff with a focus on the following:

• Ensure evidence-based and timely programme activities• Build capacity of key staff who are ultimately responsible for delivering programmes (mentoring, delivery of specific trainings, feedback regarding site visits, data analysis)• Assist in development of donor reports and proposals, and as security allows, periodically visit field sites, based on agreed TOR with the Area Coordinator and Head of Programmes• Assist in the recruitment and induction of new GOAL health staff• Review all donor Budgets on a monthly basis with Country Finance Coordinator/Head of Programmes• Ensure that remote management plans are in place as required for the health field sites• Ensure that each field site has an annual health programme plan in place which outlines strategic development priorities for the programme• Liaise with GOAL Health Advisor based in HQ on any relevant technical issues, programme planning and other matters relating to the strategic direction of the health programme

  1. Support field based staff to maintain an accurate, consistent monitoring and evaluation system through support to field based health staff (both GOAL and Partner) led by the Area Health Manager, the Community Health, Curative and Nutrition Coordinators, and in coordination with the Area Coordinators (ACs);• Provide regular analysis of data with feedback to field based health staff and ACs• Submit timely donor reports, in coordination with the Head of Programmes (HoP) and AC• In close communication with the AC and HoP, develop health-related proposals and programme strategies based on emerging opportunities and changes in programme context• Assume responsibility for the health component KAPB survey carried out annually or as required at each field site• Ensure that HIS data is collected from each site monthly, analysed, and distributed to appropriate personnel• Ensure that each field site submits a monthly health report in a timely manner• Submit monthly health report to HoP, which includes a critical review of the health programme performance in the previous month and priority issues for the next month

  2. Work with the HoP/ CD on health proposal development and donor reports;• Assist in the planning, writing and submission of donor proposals for health• Keep up to date with donor calls for proposals and inform the HoP of any calls which you consider relevant to the GOAL programme• Assist with donor reporting preparation and review all donor reports with a health component before submission to HQ• Assist with development of donor health budgets and ensure that costs for the health programme are adequately calculated with support from the Finance Team

  3. Ensure HIV is mainstreamed throughout the GOAL Sudan program and work with GOALs Gender Advisor to ensure that gender is fully addressed within the health programme;• Support focal points in programs and operations to ensure the appropriate skills are in place• Based on KAPB survey and checklists findings develop HIV mainstreaming implementation strategy and follow up on roll out of the same• Work with health partner organisations to ensure that HIV and gender is mainstreamed within their respective organisations• Ensure that the impact of gender roles on health is fully reflected within the health programme• Ensure that health staff receive adequate technical support and training as required to enable them to address the issue of gender in health• Ensure that HIV and gender mainstreaming plans are in place for the health programme, that such plans are up to date and that these issues are addressed in all donor proposals and reports

  4. Representation of GOAL at Khartoum based health sector meetings, cultivating close relationships with donors, ministries and other key national stakeholders;• Representation of field perspectives at Khartoum meetings and feedback of discussions/ outcomes to AC and field health staff• Develop strong relations with key Federal level MOH and UN departments to ensure knowledge of policy/ strategy and interventions and development• Participate in and track national level discussions regarding key issues relevant to each field site, including actively advocating on behalf of GOAL, partners and communities. Feedback updates to the AC and field health staff to ensure follow up at state and field level

  5. Support programme coherence across field sites, in line with donor proposals, the country strategic plan, and in close coordination with the Head of Programmes, Area Coordinators (ACs) and senior staff of Partner Organisations;• Ensure close coordination with community processes team & appropriate sequencing of health activities• Support the integrated programme approach with other GOAL Sectors• Ensure that monthly spend on the programme health budgets is up to date and that spending is happening to plan and is being appropriately charged

  6. Cultivate and manage health partnerships (MOH, local NGOs);• Ensure minimum quarterly field visits to partners by Health Support team and that such meetings are documented with clear agreed action points• Hold quarterly review meetings at HQ level with Partners and ensure that such meetings are documented with clear agreed action points• Lead the development of partner proposals and the review of the same using the partnership tools.• Ensure that annual partner organisational is undertaken and that all partners have an MoU and work plan in place which is reviewed at quarterly review meetings• Assist health partners with developing Strategic Plans, donor strategies and other organisational tools as required

  7. Manage Khartoum-based Health Technical Support team (Community Health Coordinator, Curative Health Coordinator, Nutrition Coordinator and Health Support Officer);• Ensure Health support team conducts regular field visits, working with the ACs and health team members to develop detailed TORs for the field visits• Ensure that Health team submits comprehensive field reports in a timely manner;Carry out annual staff appraisals for Khartoum-based Health Technical Support Team per GOAL HR guidelines• Provide continuous appraisal of Khartoum-based health staff to ensure personal and professional growth and achievement of organisational objectives• Be fully conversant with GOAL policies and guidelines, including mainstreaming, HR, finance, administration and security protocols• Other related tasks at the request of the Head of Programmes or CD

Requirements• Primary degree qualification as Medical Doctor/ Medical Assistant /Midwife/ Nurse or other health related qualification• Post Graduate Health Degree in Public Health/Community Health or similar• Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities. • Excellent English speaking and writing skills • Good team player, flexible and capable of working with a multi-national country team.• At least 5 years of practical experience working in health programmes for an international NGO or equivalent experience for another organization internationally with management and coordination responsibilities. • Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities. • Experience in Health systems strengthening programming in a similar context• Excellent communication and training skills with track record of building/developing cohesive teams. • Good team player, flexible and capable of working with a multi-national country team. • Ability and willingness to travel to locations outside Khartoum and live in sometime basic conditions. • Good computer skills, including Word, Excel.

Desirable • Arabic language skills• Previous experience of working in Sudan• Experience in behaviour change approaches
