The Danish Red Cross is seeking an experienced disaster management delegate for the position as DRC Country Coordinator for South Sudan. The Country Coordinator forms part of the East Africa/Horn of Africa team and is overall responsible for developing and implementing DRC’s strategic plan for South Sudan and for the successful management of DRCs programme portfolio as well as the partnership with South Sudan.

The Danish Red Cross supports a number of Red Cross National Societies in the East Africa/Horn of Africa region. The support focuses on emergency support, psycho social support, disaster risk reduction, health, volunteer management and organizational development. We emphasize strengthening of partner organisations, both within organisational development and operational capacity building. We see integrity, transparency, autonomy and sustainable volunteer structures as conditions for building sustainable operational capacity.

DRC has cooperated with the South Sudan Red Cross (SSRC) since 2005 and is currently expanding its operations in response to the escalating emergency needs. With support from the Danish Government, DRC assists the SSRC to respond to the many humanitarian needs in the country spurred by the conflict situation.

The current programme portfolio includes a disaster management capacity building programme to strengthen the capacity of SSRC to respond to the humanitarian needs in the country, a life-saving disaster response intervention, as well as a psychosocial programme for people affected by the conflict. There is currently one other DRC programme delegate in the country.

Responsibilities
As Country Coordinator, you will ensure that Danish Red Cross’ obligations in South Sudan concerning emergency response programmes and capacity building measures are adhered to and donor reporting (narrative and financial) are properly carried out. In addition, you will ensure that relevant Red Cross and donor guidelines and policies are adhered to. In coordination with SSRC, you will liaise with relevant agencies and donors as well as participate in coordination and information sharing within the Red Cross Movement. Furthermore, you will ensure that programme funds are used and accounted for in accordance with approved activity plans, budgets and provisions.

Expanding the portfolio will also constitute a substantial part of your responsibility. While the DRC Head of Region is overall responsible for all DRC staff in East Africa region, you will be the technical line manager for one other international delegate based in the country. In your capacity as disaster management delegate, you will provide technical assistance, managerial and professional support to your counterparts in SSRC with respect to the preparation, implementation, supervision, monitoring and evaluation of programme activities.

Experience and qualifications
You have a minimum of 7-years of solid experience in the implementation of disaster management programmes. Experience from the East Africa region and the Red Cross Movement will be an advantage. Experience with DANIDA specific funding, hereunder implementation and reporting procedures is a strong asset.

You have a relevant educational background and we expect that you have good analytical skills and that you can handle stressful situations. You possess excellent communication, coordination as well as networking and facilitation skills. You are self-motivated and due to the emergency situation in the country, you will be ready to hit the ground running. The ability to work in a challenging and stressful and complex conflict environment is essential.

Project cycle and financial management experience as well as project proposal writing is essential and excellent English speaking and writing skills are key requirements. You must be self-supporting in computers and possess a valid international driving license.

Employment Conditions

The starting date is 15 January 2015 or soonest thereafter and the length of the contract is 12 months with the possibility of extension.

Your duty station will be Juba, South Sudan. The position is a non-family duty station. Travelling to the programme areas will take place regularly and will require at least 30% of the contract period. You will report to the DRC’ Head of Region for East Africa region based in Kampala, Uganda. The salary including all allowances and pension will be between DKK 41,500 and 42,500 pending qualifications and experience.

Profile

Xavier Project is an international NGO working Kenya and Uganda. We aim to provide opportunities to refugees living in urban areas in Kenya and Uganda who are otherwise excluded from the means to live a fulfilled and dignified existence so that they will be able to take back control of their lives and make a positive change whether to their new communities or to their country of origin. Xavier Project is primarily an education focused NGO, and while we have media and livelihoods programmes educational interventions make up the core of our activities within these programmes.

Xavier Project is registered as a local NGO in Uganda, an international NGO in Kenya and a company and charity in UK. All operations are in Kenya and Uganda, but a majority of funds are raised in UK. We have a three way partnership agreement between the branches of Xavier Project and one executive team primarily based in the Xavier Project headquarters in Nairobi. Xavier Project currently employs 25 permanent staff and has an annual income of $250,000 which has been increasing by 50% every year since its founding in 2008.

Background

Urban refugees in East Africa face unique challenges. Culturally, it is difficult to assimilate into their new communities as they can be victims of xenophobia and can struggle from language differences. They cannot easily find jobs in a saturated and often nepotistic job market. There are administrative barriers to economic sustainability such as the challenge of obtaining work permits, and the rejection of foreign qualifications from employers and institutions. At present many refugees in Nairobi or Kampala do not have access to quality, relevant education delivered in a safe environment and their opportunities in education lag behind those of their local counterparts. In both Kampala and Nairobi there are over 10,000 refugee children who are not in formal education, amounting to around 50% in Nairobi and 60% in Kampala. 80% of those in formal education are not happy with the quality of the education they are receiving.

Added to this, most urban refugees are hoping to be resettled in developed countries, yet they know very little about the resettlement process, and their chances of being resettled. Less that 5% of urban refugees are resettled in any given year. Many refugees believe that the more vulnerable they are, or appear to be, the more likely their chances are of being resettled.

The pursuit of resettlement combined with the unique challenges faced by refugees leads to a negative attitude by refugees towards integration into their new community. This has a corrosive impact on the whole community. However, there are positive opportunities for refugees to take up in Kampala and Nairobi, whether offered by the government, NGO agencies or refugee run grass-roots organisations. Given their chances of resettlement it makes sense for refugees to make the most of the opportunities available to them in their host countries, such as education, livelihoods and vocational prospects offered by agencies. What is more, a more positive attitude and better communication among the refugee population should lead to vital innovation from refugees themselves. Tamuka media programme is educating refugees on the opportunities available to them and enabling them to communicate with each other and the wider world. Among other ambitions, the education programme is enabling refugees to receive an education that is more relevant to their challenges and their ambitions. Meanwhile, our livelihoods programme is enabling refugees to access affordable loans and learn the business skills they need to grow their careers.

Job Description and Expectations

As Education Partner for UNHCR in urban areas, Xavier Project is expanding a school visitation programme to 40 primary schools with high refugee populations. The visitation programme will visit each school once per week for a month and engage in various activities. Xavier Project is looking for an education specialist who will run capacity building sessions with the teachers that will cover all areas related to refugees, and work with teachers to improve the quality of the education they deliver. The team will engage with the senior management of the schools to ensure that each school has a governance structure in place, encourage the involvement of parents in the supervision of school activities, train PTAs and school management committees (SMCs) on good school management, establish student school committees (ideally with refugee members) and encourage exchange visits of PTAs and SMCs between schools. The team will also engage the senior management on the safety of refugee children in their schools, and review the protection policies in place. Teachers will learn about the impact that the trauma of being a refugee has on the learning of the students. The visitation team will work in partnership with other agencies to ensure that resources are saved and collaboration is maximised. An Education-in-Emergencies framework in each school will be established. The same schools will receive material support where necessary to build the capacities of the institution.

The Education specialist will work closely with the Xavier Project Director Edmund Page who is a qualified teacher, and the Kenya Director of Education to develop good working practice. The education specialist will also be a member of the Xavier Project executive committee and in that capacity will be expected to offer advice and support to other areas of the Xavier Project beyond the Education Programme

Requirements

Essential:

· Qualified Teacher

· Experience in training teachers

· At least 10 years’ teaching experience

· Excellent communication skills in English (both written and oral)

· Good knowledge of MS Office

· Ability to work sensitively with refugee population or demonstrated experience working with marginalised communities

Senior Strategy Specialist

The Senior Strategy Specialist shall be responsible for the **following activities*:*

Directement rattaché(e) à la Direction de l’Action d’Urgence de Handicap International France, l’expatrié(e) sera mandaté(e) pour la mission suivante :

CONTEXTE DE LA MISSION

La République Centrafricaine est enlisée depuis décembre 2012 dans une crise politico-militaire complexe à laquelle s’est ajoutée un conflit interreligieux entre chrétiens et musulmans. Cette crise s’est aggravée en décembre 2013, moment qu’ont choisi les Nations Unies pour déclencher une réponse de type L3 dans le pays.

Malgré l’arrivée au pouvoir de la Présidente de transition Catherine Samba-Panza en janvier 2014 et la nomination d’un nouveau gouvernement en août, composé de membres de l’ex-Séléka et des milices anti-Balaka, la situation reste tendue tant sur le plan sécuritaire qu’humanitaire. Actuellement, plus de 2,5 millions de personnes ont besoin d’assistance en RCA et parmi elles 508 000 personnes déplacées par les conflits récurrents.

De plus, la RCA connait actuellement un regain de violences notamment à Bangui et à Bambari où de nombreux affrontements entre forces armées internationales et groupes armés, entre groupes armés voire entre factions d’un même groupe armé se développent. Aujourd’hui, la crise que traverse le pays place les acteurs humanitaires face à des défis tels que la sécurité ou la logistique.

C’est à la lumière de ces événements qu’Handicap international, qui a eu un engagement fort dans le pays entre 1994 et 2004, sur des programmes de développement, souhaite aujourd’hui se positionner en RCA afin d’apporter son expertise en termes de logistique et de réponse aux besoins spécifiques des populations.

HI envisage donc un déploiement de ses équipes sur place pour la mise en place d’une plateforme dont le but serait de mutualiser et de rationaliser les transports au profit des organisations déjà présentes afin d’apporter un soutien aux populations les plus vulnérables.

OBJECTIF DE LA MISSION

Projets Plateforme :

Ø Améliorer la qualité des moyens de transports utilisés par les acteurs humanitaires

Ø Renforcer la disponibilité et faciliter l’accès des acteurs humanitaires et des transporteurs locaux à des pièces détachées de qualité

Le déficit de garages mécaniques, capables d’assurer la maintenance et la réparation de la flotte de véhicules des différents acteurs humanitaires sur le marché local, associé à la difficulté de trouver des pièces détachées de qualités ; représentent une des principales contrainte logistique des acteurs, après le mauvais état des infrastructures et l’insécurité.

Il apparait ainsi indispensable la mise en œuvre d’un garage de maintenance à Bangui ouvert en priorité aux Organisations Non Gouvernementales, et Agence des Nations Unis sur leur flotte de véhicules en propre.

PRINCIPALES RESPONSABILITES DE L’EXPATRIE

Basé à BANGUI, sous la responsabilité directe et en soutien au Chef de Mission, vous êtes responsable de :

§ Du référencement et de l’évaluation précise des besoins des organisations partenaires en termes de transport/garage

§ D’assurer une coordination fluide et réactive entre les bases d’activités dans le pays et de la supervision opérationnelle des activités des bases

§ De l’exécution du transport pour les partenaires (suivi et reporting)

§ De la gestion rationnelle (optimisation) des capacités de la flotte

§ De la gestion rationnelle (optimisation) des capacités d’entreposage

§ Du suivi administratif de l’activité (protocoles d’accord, contrats)

§ Du recrutement, de l’organisation et de la supervision des équipes nécessaires au bon fonctionnement de vos activités

§ Du reporting consolidé des activités transport de toutes les bases au chef de mission

§ Du respect des consignes de sécurité de la mission et garant de la sécurité de votre activité

§ Sur délégation du Chef de Mission, représenter Handicap International auprès des bailleurs de fonds, des autorités locales et des partenaires

PRINCIPALES ACTIVITES DU POSTE

ACTIVITE TRANSPORT/ENTREPOSAGE/GARAGE

  • Définir les priorités en collaboration avec les partenaires et les responsables de base
  • Organiser et superviser les équipes sous votre responsabilité
  • Définir l’organisation du projet plateforme et l’adapter au contexte
  • Elaborer les outils de suivi de l’activité, consolider les données et les exploiter (pour le suivi des indicateurs d’impact du programme)

  • Optimiser la gestion des entreposages en fonction de l’organisation des transports
  • Elaborer et mettre en place les outils de suivi des biens transportés (waybill, réception, sorties etc…) et de l’entreposage (entrée / sortie entrepôt)
  • Planifier les approvisionnements et éventuellement les lieux d’entreposage en fonction des demandes des partenaires
  • Mettre en œuvre, organiser et superviser les activités du garage à BANGUI
  • Etre le garant du respect du mandat de la plateforme
  • Mettre en place la matrice de priorisation des demandes afin de pouvoir les hiérarchiser et gérer les moyens disponibles en adéquation avec la stratégie opérationnelle définie conjointement avec le chef de mission
  • Maîtriser (après formation si besoin) les logiciels A2B & A2S pour un suivi optimisé des activités
  • Créer ou améliorer les outils liés à l’usage des services de la plateforme par les partenaires
  • Etre garant de l’archivage projet des sources de vérification (protocoles d’accords, termes de référence, fiches projets…)

REPRESENTATION

  • Vous êtes l’interlocuteur principal de Handicap International auprès des fournisseurs et des entreprises, pour toutes questions relatives à votre projet
  • Vous participez activement aux réunions de coordination et d’information cluster

GESTION d’equipe

  • Vous assurez le suivi quotidien de l’équipe expatriée dans l’accomplissement de son travail : détermination et exécution de leurs tâches (chronogramme d’activités), organisation des réunions et des briefings, organisation des équipes ;
  • Vous êtes à même de fournir des réponses aux questions (RH) de votre staff (après consultation auprès de l’administrateur si besoin)

  • Assurer, en coordination avec le coordinateur administratif, le suivi budgétaire des lignes relatives votre projet

  • En lien avec l’administrateur et le Chef de Mission, préparer et suivre le budget prévisionnel du projet dans le respect des procédures HI et Bailleur

SECURITE

  • Garantir le respect des consignes de sécurité dans la mise en œuvre de vos activités
  • Garantir la sécurité des personnes, du matériel, des stocks, des transports avec l’appui du référent sécurité de la mission
  • Se tenir informé des principales évolutions de contexte, notamment en lien avec les priorités d’intervention humanitaires
  • Planifier et prioriser les activités en tenant compte des urgences qui peuvent survenir, définies comme telles par la communauté humanitaire

PROFIL RECHERCHE

Formation et Expérience :

  • Formation supérieure liée à la logistique et à la gestion de projet de préférence dans le domaine de la solidarité internationale
  • Expérience confirmée dans l’aide d’urgence ou de post-urgence, avec exercice du rôle de chef de projet

StARS currently runs two programs for unaccompanied children and youth aged 13-19 years; the Unaccompanied Children and Youth (UCY) psychosocial program and the Unaccompanied Youth Bridging Program (UYBP). The UCY Psychosocial program provides community-based individual and group psychosocial support to youth, connecting them to the communities, helping them advocate for their needs and building their knowledge of services and access to education. The UYBP education program runs two full-time programs a year, focusing on English, mathematics and IT; and incorporates psychosocial group activities which aim to build participants’ self reliance and living skills. StARS is seeking an experienced and enthusiastic UCY Groups Developer to help develop and implement a curriculum of psycho-educational groups targeting unaccompanied youth across both of these programs.

Role: Working together with the UCY Psychosocial Program Coordinator and the UYBP Coordinator, the UCY Group developer will work across programs to develop psycho-educational groups for UCY in 2015 to be run at both StARS premises and within refugee communities.

Responsibilities

All duties are carried out under the supervision of the UCY Psychosocial Program Coordinator and also the UYBP Coordinator.

Curriculum development and implementation

  • To develop and implement a curricula for:

  • Psycho-educational groups for UCY attending the UYBP program twice a week.

  • Community-based psycho-educational groups targeting new arrivals in Cairo. In close collaboration with UCY psychosocial workers.

  • A leadership training for older UCY to develop their advocacy and leadership skills with the aim for them to become youth advocates within their communities. This will be jointly developed with the UCY program coordinator in collaboration with the UYBP Coordinator.

· To create workshops and groups that build self-reliance and coping skills and include workshops on SGBV, stress, budgeting, nutrition, “Know your Rights,” art therapy, and other topics which could improve their psychosocial well-being and living skills.

· To develop thorough workshop plans and documentation which support groups that may be used in the future by other psychosocial workers or volunteers.

· To ensure that the development of the program includes child participation and adheres to the UN Convention on the Rights of the Child.

· To facilitate all workshops and groups in the UYBP program to be run twice weekly.

· To co-facilitate groups with UCY psychosocial workers in order to ensure effective implementation of the psycho-educational groups that take place in refugee communities.

Psychosocial

· To identify children at risk and highlight them to UCY psychosocial workers and coordinator as necessary.

· To establish programs based on psychosocial principles and the UN Convention on the Rights of the Child.

Supervisory

· To assist the UCY Program Coordinator in training psychosocial workers in delivering psycho-educational groups and activities to their clients in their communities and at StARS

· To assist the UYBP Coordinator in working with teaching assistants.

Finance/Administration

· To monitor and maintain financial records and procedures as per StARS financial rules, and ensure proper financial documentation of all activities.

· To undergo probation and regular performance appraisals.

· To participate in StARS strategic planning, periodic meetings, and other events as needed.

Communication/Reporting

· To communicate regularly with UCY program coordinators.

· To submit activity reports as requested.

· To promote information sharing within UCY programmes and StARS on all issues affecting the populations we serve.

· To collect data on all group participants as required.

· To conduct pre- and post-tests, administer questionnaires, and conduct any other monitoring and evaluation as needed.

· To communicate with funders in proposal writing and reporting as requested.

· To build and maintain strong relationships with refugees communities.

Qualifications & Experience

The ideal candidate will be energetic, articulate, and comfortable interacting with diverse segments of society. She or he will have demonstrated a firm commitment to human rights and refugee issues.

Essential qualifications:

· Bachelor’s degree or equivalent relevant experience

· English being the official language of UNHCR Cairo and StARS, the UCY Groups Developer must be fluent in oral English and have good writing skills.

· Fluency in Arabic or a refugee language is an advantage.

· Experience working with vulnerable youth in a refugee, post-conflict, or humanitarian emergency setting is essential.

· Experience in developing curricula and running groups or workshops for adolescents or young adults.

· Proven ability to work as part of a multi-cultural team.

· A positive attitude and sensitive manner when dealing with clients including a range of interviewing skills for dealing with challenging scenarios, particularly in advocating for survivors of violence, trafficking, torture, and SGBV.

Job Purpose:
