Médecins du Monde-France is present in Egypt since the end of 2004.

From 2005 to 2012, it implemented and completed projects to improve health care access for children in street situation.

In May 2014, Médecins du Monde-France has launched a project to improve access to mental health services among most at risk populations in Great Cairo.

In Egypt, the populations most at risk of incurring in mental distress are women victims of violence, disadvantaged children, prisoners, and persons with disabilities. People living with HIV/AIDS and hepatitis C are as well affected by mental distress.

Main challenges assessed in the field of mental health care and support to marginalized populations in Cairo are:

  • No adequate integrated services and support programmes at the community level
  • Lack of mental health care services at the Primary Health Care level, and above all in marginalized and deprived areas
  • Widespread stigma around the concept of mental health and towards persons suffering of any kind of mental health distress
  • No existence of a platform for exchange and dialogue among non-state actors, families networks, patients, health and social practitioners and local authorities concerned by mental health issues.

Mdm's project main components are capacity building of medical and social staff of Primary health centres and local NGOs, health education, anti-stigma activities and advocacy initiatives.

TASKS AND RESPONSIBILITIES:

You will work under the supervision and in close collaboration with the General Coordinator in Cairo.

You will supervise, organise and participate in the implementation of the mission’s medical activities.

You will ensure to integrate a public health approach in the program’s planning, assessment and implementation.

More specifically you:

Assessment,implementation and project monitoring :

  • assess needs, feasibility of activities, resources needed, definition of priorities and timing, through a participatory approach with MDM team, local partners and beneficiaries
  • supervise the accurate and ethical medical content throughout program’s planning and activities implementation
  • coordinate the activities implemented by the Medical team: documentation and gathering of technical information, development of material, educational material
  • organize and participate to meetings with the partners and other MdM networks in Cairo
  • participate in meeting and discussions with local authorities (Ministry of Health)
  • set-up new health projects (field assessment visits; medical recruitment; planning; follow-up)

Activities monitoring:

  • create monitoring tools with the MdM team and ensure their distribution and explanation to the project partners
  • ensure data collection and analysis according to planned indicators

Project evaluation and reporting process:

  • gather data and documentation
  • participate in the organisation and animation of meetings with all actors of the project
  • participate in analysis and reporting

Management of the mission and fundings search (in collaboration with the general coordinator)

  • update the health aspects of the country strategy
  • support with technical information in cases of project modifications or updates
  • ensure the respect of donors requirements
  • participate with the general coordinator in the project budget construction and supervision on medical items and medical related activities;
  • writing with the general coordinator new project proposals

Capacity Building of the technical team:

  • training the medical team on: reporting, health needs assessment and analysis
  • provide the team with planning and organization tools

Communication, representation:

  • ensure the exchange of medical / technical information with the head office; supervise the respect of procedures and of the obligation to give information within the team
  • participate in the negotiations and in the development of agreements with Health local partners and authorities

Team management

  • You will directly supervise and evaluate the Technical Team

Zambia: Chief of Party, Traditional and Community Leadership Response to HIV/AIDs

Plan International is seeking Chief of Party (COP) candidates for the anticipated Traditional and Community Leadership Response to HIV/AIDS Activity in Zambia. The project will concentrate on strengthening traditional, religious, community, ministries, and parliamentarian's leadership role in the HIV/AIDS response in their communities. Focus will be put on building the capacity of leaders to transmit accurate messages and to engage and mobilize their communities to participate in HIV/AIDS activities.

This position is contingent on securing donor funds and the contract duration and start-date are yet to be confirmed.

The COP will have authority and oversight over the project, including managing all activities of sub-recipients, coordinating all program-focused strategic planning and decision making, and staff management. Serving as key liaison with USAID, the Government of Zambia, implementing partners, and other stakeholders, primary responsibilities include providing overall leadership, management, and general technical direction of the program, assuring an integrated vision among different components and actors, and ensuring program performance, achievement of program requirements and adherence to donor regulations.

You will be a health professional with knowledge and a clear understanding of community centred development in Zambia or a similar social context. Having demonstrable experience in USAID project management and administration policies, procedures and reporting requirements you will be adept at meeting rigorous timelines and tracking project results. A clear leader you will be able to demonstrate the necessary skills to effectively manage staff and multi-stakeholder relationships with the ability to influence decision-making at the local and national level to create positive change.

· Expérience minimum de 5 ans en gestion de projet avec au moins une première expérience en coordination en Afrique au sein d’une organisation nationale et/ou internationale (ACF comme un atout).

Central African Republic: MdM recherche un COORDINATEUR GENERAL (H/F) pour la République Centrafricaine

Médecins du Monde, association médicale militante de solidarité internationale, s'engage depuis plus de 30 ans à soigner les populations les plus vulnérables ici et là-bas, à témoigner des entraves constatées quant à l’accès aux soins, à obtenir des améliorations durables des politiques de santé pour tous.

Association indépendante nous agissons au-delà du soin en dénonçant les atteintes à la dignité et aux droits humains et en nous battant pour améliorer la situation des populations précaires.

A l’international, MdM travaille dans 46 pays sur tous les continents et sur 4 thématiques prioritaires (soins aux migrants et aux déplacés, promotion de la santé sexuelle et reproductive, lutte contre le VIH et réduction des risques liés à l’usage de drogue, crises et conflits).

MdM a été présent en RCA de 1996 à 2000 sur un projet VIH-SIDA et a mis en œuvre un Centre de Dépistage Anonyme et Volontaire (CDAV) dans le centre-ville de Bangui.

Suite au Coup d’Etat du 24 mars 2013, MdM France a souhaité retourner en RCA afin de mettre en place des projets auprès des populations les plus vulnérables.

Une équipe composée d’un voltigeur logistique et d’une voltigeuse médicale est partie en RCA en juin afin d’évaluer les besoins sanitaires et de proposer des pistes de projet.

Un projet d’urgence de 3 mois a été mis en place en aout 2013, par le truchement de partenaires locaux, en attendant d’être officiellement enregistrés et habilités à intervenir (soutien à 4 structures de santé de soins de santé primaire et de santé sexuelle et reproductive à Bangui et à la périphérie).

Depuis janvier 2014, MDM-F intervient au niveau des préfectures de Bangui et d’Ombella M’Poko par le soutien d’abord des dispensaires sur des sites de déplacés et ensuite par un soutien de quatre centres de santé publiques et d’un hôpital. MDM-F est un acteur dynamique dans la communauté humanitaire portant/défendant des enjeux de plaidoyers, notamment ceux afférents à la mise en place de la gratuité des soins.

Le/La Coordinateur/trice Général(e) est responsable de l’équipe de MDM en RCA. Il/ elle coordonne directement et supervise l’équipe de la coordination.

DESCRIPTION DU POSTE :

La mission principale est d'assurer la responsabilité, la gestion et la coordination des projets de Médecins du Monde France en République Centrafricaine.

  • Représenter MdM en RCA auprès des autorités et des acteurs de la communauté internationale
  • Etre responsable de la sécurité de la mission
  • Veiller à la planification, la mise en œuvre et l’évaluation du projet d’intervention
  • Assurer le management des équipes de la mission
  • Assurer la bonne circulation de l’information entre le siège et le terrain
  • Les missions principales du Coordinateur Général sont:

1) La représentation et la coordination

  • Etre point focal pour les relations extérieures de MdM en Centrafrique que ce soit avec les bailleurs de fonds, les autorités locales, les acteurs humanitaires
  • Prendre une part active dans les organes de coordination en place ; participer aux réunions de coordination avec les acteurs humanitaires

2) Gestion de la sécurité

  • Assurer de façon continue une veille géopolitique et une analyse de la situation
  • Assurer un échange d’informations régulier avec le coordinateur logistique en charge de la mise en place des procédures sécurité
  • Valider les modifications proposées par le coordinateur logistique pour la mise à jour du plan de sécurité et d’évacuation en fonction de l’évolution du contexte
  • Gérer les potentiels incidents sécuritaires, appuyé par le coordinateur logistique

3) Gestion de projets

  • Veiller à la planification, la mise en œuvre et l’évaluation des programmes en collaboration avec le coordinateur médical
  • Coordonner les services de support à ces programmes : logistique, administration/finance, RH
  • Initier et conduire la définition des stratégies opérationnelles en fonction de l’évolution de la situation sanitaire et humanitaire en collaboration avec le coordinateur médical et le desk à Paris
  • Identifier et élaborer les projets futurs de MdM en RCA en collaboration avec le coordinateur médical
  • Compiler les informations et rédige les rapports du projet en collaboration avec le coordinateur médical
  • Rédiger les propositions de projet et notes de concept à soumettre à MdM pour validation interne et aux bailleurs de fonds en collaboration avec le coordinateur médical
  • Rédiger des rapports internes et pour les bailleurs de fonds
  • Rechercher des financements auprès des bailleurs de fonds présents en RCA
  • Rédiger et signer les conventions de partenariats avec les partenaires du projet en collaboration avec le coordinateur médical

4) Management

  • Définir l’organisation du travail et des postes
  • Organiser des réunions régulières de coordination avec les équipes
  • Fixer les objectifs individuels et collectifs et les suit ;
  • Réaliser les briefings d’arrivée et bilans de mission ;
  • Animer la dynamique de son équipe (intégration, régulation des conflits…),
  • Prendre ou valider les décisions de rupture de contrats ;

5) Communication

  • Assurer la remontée des informations vers le siège (rédaction de SITREP)
  • Participer aux actions de plaidoyers vis-à-vis des autorités locales, des acteurs humanitaires locaux, des bailleurs de fonds
  • Communiquer avec la presse en accord avec le siège de Médecins du Monde

We are currently seeking a Chief of Party for the anticipated USDA-funded Food for Education project in Rwanda. The project’s primary focus will be to improve the literacy and health and dietary practice of school aged children. This will be achieved through improved literacy of school aged children and increased use of health and dietary practices. Responsibilities:

Purpose of the Consultancy:

UNICEF South Sudan (Education Section) is looking for an experienced Peacebuilding and Education Specialist to provide solid technical and field based support towards the Peacebuilding, Education and Advocacy project in South Sudan.

Background:

South Sudan, a newly independent state with a population of about 8.4 million, 70% of whom constitute young people, is emerging from decades of conflicts recently compounded by what erupted on 15th December 2013. The effects emerging from this protracted violence remain a primary development and emergency concern impinging on the achievement of the national strategies for sustainable peace as well as the various international instruments such as the Convention on the Rights of the Child and the Millennium Development Goals (MDG’s). The need for a comprehensive support peacebuilding strategy aimed at redressing the lost generation is something that requires the collective engagement of all hence PBEA programme aims to position education in promoting sustainable peace for all.

Justification:

The PBEA conflict analysis conducted in South Sudan identified various root causes some of which included limited resources, unemployment, poverty, gender-based violence, trauma to mention a few. Education that is conflict sensitive has the ability to serve as a spring board through which knowledge, attitudes and core values anchored on intellectual, interpersonal and psychosocial development necessary for effective management of everyday life challenges are learned and practiced.

The current institutional capacities are inadequately prepared to deal with these conflicting realities and it is imperative that all sectors are supported to work towards rebuilding and repositioning the new national recovery and development process. In particular, the education sector in South Sudan is greatly endowed with great potential and resources to contribute productively towards the national reconstruction phase and this needs to be well articulated and supported within a solid theoretical stance.

In 2011, UNICEF received funding for a new global programme on Peacebuilding, Education and Advocacy (PBEA) from the Government of the Netherlands and South Sudan was selected as one of the 14 participating countries. The country outcomes focus on institutional capacity building, individual engagement through community and youth participation as well as adequate generation and use of evidence and knowledge in policies and programming. This will subsequently help in establishing linkages between education, conflict and peacebuilding. Although some initiatives have already started, many others are part of the multi-dimensional response strategy that is still being implemented. Moreover, the international community is increasingly recognizing the untapped potential of resources and social services including education in restoring peace and stability hence the need to properly support educational interventions that promote the role of education in peacebuilding.

Main function of the consultancy;

The consultant will assist the Life Skills, Peacebuilding and Education Unit under the overall supervision of the Unit Manager

to achieve the following key tasks:

  • Review the PBEA field support project to identify gaps and areas needing to be leveraged as the project draws to closure at the end of 2015.
  • In consultation with partners, identify and/or develop strategies to support specific PBEA interventions so as to address the identified gaps and strengthen success components that are offering a greater comparative edge.
  • Conduct at least six conflict sensitivity training including conflict sensitive spot checks with government, civil society and teachers at state level.
  • Provide two new partners (PCAs) and support the already existing ones with technical expertise to innovatively strengthen results for Peacebuilding and life skills for transformative change such as Transitional Justice Education and Pastoralist Education.
  • Produce three publishable human stories to show case experiences and lessons within the PBEA programme
  • Support Media component by contributing articles to Newsletter, magazine and radio programmes for PBEA in South Sudan.
  • Support the documentation of three case studies including the one on gender in the context of peace building.
  • Establish functional inter-agency thematic groups in at least three new states and harness the capacity to maximize on peacebuilding synergies that promote sustainable peace for national development.

  • Report on the rapid gap analysis on existing PBEA interventions and modalities for improved performance for results
  • Report on appropriate field support focusing on existing interventions and specific modalities for leveraging their comparative edge in the current context.

QUALIFICATIONS OR SPECIALISED KNOWLEDGE/EXPERIENCE REQUIRED

Only those persons who satisfy the following requirements will be considered as potential candidates:

  • A minimum of five years of progressively, responsible professional work experience at the national and international levels in programme planning and management in peacebuilding within the education sector
  • Proven extensive, professional experience and expertise in the areas of both peacebuilding and education and or related areas, preferably with conflict-affected or post-conflict and sector planning programme experience for other national/international agencies or development organizations
  • Experience in high data quality data collection, research and analysis and delivering support services at community level
  • Experience in complex emergencies/conflict-affected contexts strongly preferred
  • Demonstrated sufficient managerial technical capacity to undertake the assignment
  • Advanced university degree in social sciences (sociology, psychology, education, peacebuilding, international and development studies or other related technical field);

  • Preparing the methodologies and data collection instruments;
  • Conducting fieldwork in Pakistan and Nigeria;

Qualifications:

The ideal candidate for this position will have the following experience and skills:

  • A Bachelor’s degree in a social science or a related field of study; a Master’s degree is highly preferred;

Objective 1: Conduct a study of Participatory Vulnerability and Capacity of

Communities (EPVC)

****Project Background****

For the past 2 years, Coram Children’s Legal Centre (CCLC) has been leading an EU funded project in South Africa in collaboration with a local partner; the Legal Resources Centre, a Johannesburg based, national NGO. The project, ‘*Ending unlawful deprivation of liberty of women and children in South Africa*’, aims to ensure that women and children who are at risk of immigration detention have access to justice and that they are not subject to unlawful detention. Both international law and the domestic law of South Africa prohibit the detention of unaccompanied asylum-seeking, refugee and migrant children, and place limitations on the detention of refugee and asylum-seeking adults, including women. Despite this protective legal framework, women and children seeking asylum, escaping violence and trafficked women and children are routinely exposed to the risk of immigration detention in South Africa.

****Scope of Role****

During this short term position, the successful candidate will be required to research South African immigration, refugee and child law and draft accessible guides to be published online. These are intended to be used by non-legal professionals who work with child and women migrants and for child and women migrants themselves. A list of topics for the guides will be provided.
