SUMMARY:

Counterpart International is seeking a Chief of Party (COP) for an anticipated USAID-funded Enhancing Civil Society Contribution to the Public Policy Process program in Morocco. The program will support civil society organizations (CSOs) to contribute more effectively to lawmaking and the public policy process, as well as the Government of Morocco to engage civil society in developing, implementing, and overseeing public policy. DUTIES AND RESPONSIBILITIES:

• Provide vision, leadership, strategic management and oversight of donor-funded programs.

Requirements

QUALIFICATIONS:

• A Master’s degree in a related field, such as political science, law or public policy.
• Minimum of 10 years of civil society development field experience, preferably in Morocco or a similar country.
• Minimum ten (10) years of progressively responsible management experience, with significant experience administering donor-funded programs in the areas of organizational capacity development, youth development and employment, public policy, or advocacy.
• Demonstrated success with developing and operationalizing civil society development work.
• Leadership in engaging private civil society as well as government institutions to collaborate on enhancing citizens’ participation in governance.

Senegal: Value Chain Specialist - Agriculture Productivity

Counterpart International is seeking a Value Chain Specialist (VCS) to support the USAID/Senegal Naatal Mbay Project based in Senegal. The project’s goal to increase the agriculture sector’s contribution to economic growth through an inclusive, private sector-led value chain approach is supported by three key components: (a) increase agriculture productivity in the rice, maize and millet sectors; (b) improve agriculture markets; and (c) strengthen the agriculture policy environment. The VCS will be responsible for identifying maize and rice value chains linking smallholder producers to markets and exploiting these opportunities for the benefit of said farmers. This position will seek to increase overall rice and maize production of smallholder farmers and improve processing and storage to decrease post-harvest losses. Identify all players in the selected value chains and increase the ability of poor farmers to access market information, look for innovative product outlets, develop and introduce more efficient and better use of and access to inputs for poor farmers. These activities will involve the analysis of current value chains and the identification of gaps, opportunities and constraints that currently limit market access and participation to smallholder farmers. This position will work in close collaboration with the Capacity Development Specialist to ensure overall better market performance and integration of small holder producers. The VCS should also have knowledge about gender, youth and excluded persons as it relates to agricultural inputs, outputs and access to markets, which is a cross cutting theme of the program.

DUTIES AND RESPONSIBILITIES:

• Conduct value chain assessment of maize and rice; map existing value chain levels that involve private sector actors, processors, associations, and farmers.
• Identify and collaborate with maize and rice value chain actors and potential players at all levels.
• Identify gaps, challenges, constraints, and opportunities in both market access and production and storage of maize and rice.
• Facilitate market driven linkages between smallholder farmers, input/output dealers, wholesalers, processors and marketers and other relevant players.
• Oversee agricultural production activities, focused on “best fit” agricultural technologies with regional and local groups to facilitate increased innovation with project partners and technical assistance recipients.
• Improve marketing systems with stakeholders involved in the value chain associations and increase the use of business service providers to improve marketing plans, working with selected food processors, implementing partners, and suppliers.
• Provide technical agricultural and market access guidance services to grantees/implementing partners for widespread distribution.
• Recommend sustainable value chain development models for maize and rice.
• Target and integrate women, youth and disadvantaged groups into trainings and market access operations.

REQUIREMENTS:

• Master or equivalent in agriculture, business management or similar social science field.
• At least six (6) years of field experience analyzing, developing and strengthening farmer’s ability to participate in value chains.
• Must have strong knowledge of value chain management, development and expansion.

• Work experience increasing productivities of rice and maize is required.

Zambia: Manager, Finance and Compliance

Counterpart International is currently seeking a Financial and Compliance Manager for its anticipated 5-year Fostering Accountability and Transparency in Zambia (FACT Zambia) project. The Gender Specialist should have competence and extensive past experience working on gender-related projects, conducting in-depth gender analyses, and integrating gender across a program’s components. Additionally, the Gender Specialist will be involved in the monitoring and evaluation process of gender-related activities, including developing and ensuring good indicator reporting and writing official reports.

DUTIES AND RESPONSIBILITIES:

• Conduct a gender analysis as part of the project assessment team to identify relevant gender roles, gaps, opportunities, and power differences and to analyze why such disparities and differences exist, and to assess their potential impact on achieving program objectives.
• Develop and support the implementation of a gender strategy and a gender action plan integrating findings from the gender analysis into the program design in an effort to mitigate the obstacles that prevent males and females from fully participating in program activities and to ensure equitable program impact on males and females.
• Design program activities that are sensitive to male and female gender roles, including sensitizing male stakeholders to the benefits of reducing gender inequality and engaging male support for female participation and leadership.
• Work with local partners, including subgrantees, to ensure gender integration into their program design and activities, as well as within their organizational structure and program management.
• Coordinate with implementing partners to ensure gender integration into overall program strategy and all activities.
• Work with the program’s other technical specialists to ensure that gender is properly integrated into all trainings, capacity building activities, and technical assistance to partners and assistance recipients.
• Increase the capacity of civil society organizations to advocate on women’s issues as well as integrate attention to gender in advocacy efforts on other issues.
• Contribute to the development of annual work plans, performance monitoring systems and tools, and writing of progress, quarterly and final program reports.
• Coordinate with and support the Monitoring and Evaluation (M&E) team in establishing and implementing reporting systems for USAID data and ensure the collection of gender-disaggregated information.

Burundi: Finance & Admin Manager - Youth for Peace Building

The Capacity Development Specialist will be responsible for maintaining excellence in our technical capacity building activities with local organizations and will ensure effective communication among the implementing partners, government actors and communities. Rwanda: Operations and Logistics Manager

DEPARTMENT/ COUNTRY PROGRAM DESCRIPTION/ MISSION

The overall goal of ARC’s program in Rwanda is to improve life’s conditions and capabilities of the displaced refugee population from eastern DRC by ensuring the provision of basic services (adequate health care, shelter, water, sanitation & hygiene, gender based violence prevention and detection, HIV/AIDS prevention & treatment) and enabling economic recovery in five refugee camps located in Byumba (Gihembe camp), Kibuye (Kiziba camp), Gatsibo (Nyabiheke camp), Nyamagabe ( Kigeme) and Gisagara (Mugombwa) in Rwanda.

PRIMARY PURPOSE OF THE POSITION

ARC is looking for an experienced, result driven, innovative and highly conscientious individual to manage and coordinate its logistics and operations to provide outstanding support to its program in the country. The Operations and Logistics Manager (OLM) will provide leadership to improve the performance of all logistical and operational functions to achieve better service delivery and cost-effectiveness using best and emerging practices in operations management and putting to profit technological innovations.

Within a matrix management structure, the OLM will report to the Country Director and directly supervise a team of logistics staff based in Kigali and also provide technical support and capacity building to logistics personnel in the field. The OLM is a member of the management team and will work in close coordination with other departments and management staff to provide outstanding support to the field operations and to collaborate with Head Quarters on operational issues.

The successful candidate will be a self motivated, client oriented operations manager with strong sense of personal ethic, integrity, a big appetite for quality improvement and accountability to improve stewardship of ARC’s resources. The OLM will be a key contributor in helping ARC Rwanda to navigate towards a period of change to achieve its new country strategy.

This is a Kigali based position with frequent travel to field sites (20% of time).

MAJOR AREAS OF ACCOUNTABILITY/PRIMARY DUTIES/RESPONSIBILITIES

Operations Management (30%)

· Coordinate and plan operational activities of the Kigali Head Office in collaboration with Administrative Manager to insure outstanding customer care and efficient use of resources;

· In collaboration with the Country Director and the management team, insure maintenance and update of the organizational structure with clear organigrams and job descriptions for all teams and staff;

· Maintain internal Standard Operating Procedures (SOPs) and operational policies;

· Insure full compliance of operations with ARC and donor rules, regulations and policies;

· Knowledge building and sharing with regard to management of operations, organization of staff training and synthesis of lessons learnt/best practices;

· Stay abreast of relevant donor policies, procedures, rules and regulations and train ARC program and partner staff in these policies;

· Process and, if necessary, update service contracts for all the office related services;

· Manage all ARC’s facilities (Offices, Guest Houses, Warehouses, etc.) and provide support for International staff housing facilities;

· Insure effective circulation of mail and documentation around the different ARC offices around the country;

· Negotiate and administer all leases and contracts for all ARC rented premises and equipment. Ensure safety and maintenance of premises and equipment;

· Put in place appropriate controls and systems to insure compliance with all operational policies including regular spot checks, audits and verifications;

· Oversee the management of all communication assets and services to insure communication needs are covered efficiently;

· Oversee the management of all IT related activities including IT support function, network administration, data management and web services, electronic communication including email and dissemination of data, user trainings for ARC standard applications, provision of day to day IT support to staff and ensuring adherence to ARC IT standards.

· Prevent fraud and corruption in all operations by insuring appropriate controls and oversight are in place. Thoroughly investigate all allegations of fraud if any and diligently report to the Country Director for action.

Supply Chain Management (60%)

a. Procurement

· Supervise and support the procurement team for the transparent and auditable management of all procurements of the Country Office in line with the policies and procedures of ARC;

· Ensure that monthly and quarterly procurement plans are developed, submitted, and within budget limits and compliant with donor requirements;

· Manage all tender processes to insure effectiveness, transparency, accountability and the purchase of goods and services at the best market prices possible;

· Coordinate regular market assessments to maintain accurate knowledge of market prices for most common goods and services;

· Put in place and maintain a suppliers database and introduce cost-effective and transparent bid collection practices;

· Build and maintain constructive and ethical business relationship with suppliers and private sector’s operators to ensure that ARC gets value for money in the supply chain process;

· Oversee the management of a procurement tracking system including the preparation of weekly tracking reports;

· Prepare monthly status reports on procurement, assets, contractor database and payments;

· Ensure the timely completion of all purchases/procurements and regular submission of procurement committee minutes;

· Design and manage all contracts for goods and services in collaboration with ARC Legal Advisor;

b. Logistics

· Collaborate with Senior Program Coordinator to ensure compliance with all IP Dashboard indicators related to operations and logistics;

· Ensure timely and appropriate establishment of all logistics infrastructures (warehousing, transport, distribution) and associated operating , management and monitoring systems;

· Ensure that donor compliance is adhered to throughout the procurement and logistical process;

· Proactively develop the skills of ARC staff to understand and utilize supply chain tools and services to design and implement quality programming;

· Supervise supply chain staff to provide logistical support to all programs and ensure proper warehousing, communication, procurement, assets and stock management, and transportation for all ARC areas of operation;

· Ensure that the vehicle fleet owned by or lent to ARC is managed according to ARC and/or donor’s policies and procedures, including efficient fuel consumption, maintenance and repairs, mileage monitoring etc. ;

· Represent ARC in logistics coordination meetings and ensure coordination with partners, local authorities, UN bodies and INGOs.

Security Management (10%)

· Monitor and report on the security situation in Rwanda and the region on a regular basis;

· Constantly update the Field Security Manual and procedure and disseminate them to the staff;

· Improve capacities by organize regular trainings and simulations to maintain emergency and security preparedness;

· Manage all security incidents and crisis;

· Brief all staff and visitors on basic security procedures when required;

· Insure safety of all ARC assets, supplies and premises including the contracting of appropriate insurance coverage;

· Conduct regular and detailed risks analysis and put in place appropriate mitigation and contingency measures;

· Diligently implement all recommendations from management and HQ on security management;

· Collaborate with Program team to improve emergency preparedness including DRR;

· Put in place a 24/7 stand-by operational security network with security focal points in all sites;

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

· Minimum of 5 years of operations and logistics management experience with humanitarian or development programs at the international level in diverse settings;

Zambia: Environment Officer

Counterpart International is currently seeking an Environment Officer for its anticipated 5-year Fostering Accountability and Transparency in Zambia (FACT Zambia) project. The program will improve the ability of Zambian civil society organizations (CSOSs) and citizens to collaborate with selected government entities to enhance and promote transparency and accountability in the delivery of targeted public services. The first objective of the program is to encourage civic participation among Zambians by strengthening the ability of CSOs to engage with grassroots constituencies in the areas of education, health and HIV/AIDS, sustainable rural livelihoods, and environment. The second objective aims to increase and improve the engagement between citizens and government service providers in these sectors. The Environment Officer will provide technical expertise and guidance in the design and implementation of activities related to sustainable rural livelihoods and environment. In particular, activities will focus on enabling communities to advocate for environmental issues, such as improved natural resource management.

DUTIES AND RESPONSIBILITIES:

• Provide vision, leadership, strategic management and oversight of the program’s activities focusing on sustainable rural livelihoods and environment in Zambia.
• Inform the technical direction of the project and provide technical expertise to program design, collaboration activities, and reporting to support community involvement in environmental issues.
• Provide training and technical assistance to grantees supporting sustainable rural livelihoods and environment interventions.
• Oversee all livelihoods and environment-related materials, projects, events and staff performance.

REQUIREMENTS:

• Minimum five (5) years’ experience in a leadership position responsible for developing sustainable livelihoods and environment interventions and the technical aspects of their implementation, especially related to civic engagement.
• Experience working successfully with various stakeholders including government agencies, community-based organizations, environmental groups or comparable entities in Zambia.

Morocco: Deputy Chief of Party (local hire)

SUMMARY:

Counterpart International is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded Enhancing Civil Society Contribution to the Public Policy Process program in Morocco. The program will support civil society organizations (CSOs) to contribute more effectively to lawmaking and the public policy process, as well as the Government of Morocco to engage civil society in developing, implementing, and overseeing public policy. As DCOP, this position will represent Counterpart to USAID, local and national partners, and other relevant donor organizations in Morocco. The DCOP will assist the COP in program management, monitoring, and reporting; developing and maintaining partnerships to meet activity objectives; providing technical expertise; and handling administrative and supervisory responsibilities as specific by the COP. In addition to working closely with local partner organizations and government stakeholders, the successful candidate will provide vision and technical leadership on issues of civic participation in governance, organizational capacity development (OCD), and public policy and advocacy. S/he will provide financial and administrative oversight and day-to-day management of the program. This position is open to local candidates only.

DUTIES AND RESPONSIBILITIES:

• Support the Chief of Party in the overall management of the program.
• Provide technical and managerial leadership in the areas of organizational capacity development, advocacy, youth engagement and gender integration.
• Ensure program implementation is in compliance with Counterpart’s policies/procedures, GOM and USAID rules/regulations, particularly with respect to financial and grant management.
• Ensure program quality assurance and impact assessment through regular project monitoring & evaluation, and sustained knowledge capture and sharing through periodic assessments.
• Build relations and coordinating with key stakeholders, including USAID, the Government of Morocco (GOM), provincial governments and local non-governmental organizations (NGOs) and CSOs.
• Participate in developing program reports including quarterly reports, annual results reports, pipeline and resource estimates.

QUALIFICATIONS:

• Bachelor’s degree in law, public policy, public administration, or related area; master’s degree preferred.
• Minimum eight (8) years of experience working in civil society development in Morocco.
• Minimum three (3) years of experience administering donor-funded programs in the areas of organizational capacity development, public policy, or advocacy.
• Demonstrated success developing and operationalizing civil society development work in Morocco.
• Leadership in engaging private civil society as well as government institutions to collaborate on enhancing citizens’ participation in governance.

Morocco: Grants Manager - Enhancing Civil Society

SUMMARY:

Counterpart International is seeking a Grants Manager for an anticipated USAID-funded Enhancing Civil Society Contribution to the Public Policy Process program in Morocco. The program will support civil society organizations (CSOs) to contribute more effectively to lawmaking and the public policy process, as well as the Government of Morocco to engage civil society in developing, implementing, and overseeing public policy. The position will provide overall grant management for Counterpart’s local partners. Under the supervision of the Deputy Chief of Party (DCOP), and with support from the CSO Capacity Development Specialist, the Grants Manager will be responsible for the day-today management of the grants program. The Grants Manager will ensure effective management and monitoring of the grants with a focus on compliance with USAID rules and regulations. The Grants Manager should have relevant experience in grants administration, program and financial reporting, and USAID rules and regulations.

DUTIES AND RESPONSIBILITIES:

• Ensure that the sub-grants to local CSOs and any other sub-grantees are implemented as per program objectives, design and USAID sub-grants regulations.
• Under the guidance of the COP, supervise the Grant team’s grant-making process from start to finish.
• Maintain an up-to-date grants manual for the program.
• Design and oversee the issuance of RFAs.
• Shortlist and evaluate grant applications including letters of interest, budgets and full proposals.
• Negotiate with potential grantees and finalize agreements.
• Ensure accurate grant close-out procedures.
• Supervise the grant team’s review of financial and program reports for submission to the COP, as well as documentation to ensure that grantees meet both Counterpart and USAID rules and regulations.

QUALIFICATIONS:

• A university degree in business administration, international development, or related field is required.
• Minimum five (5) years of experience in the areas of: grants management using cost reimbursable grants, fixed obligation grants, and contracts; have a working understanding of USAID grant regulations.
• At least four (4) years’ work experience with USAID-funded programs, including demonstrated knowledge of USG rules, regulations, policies and procedures.
• Knowledge of MS Word, Excel and Quickbooks accounting software.
• Excellent organizational, analytical, oral and written communications skills.
• Demonstrated supervisory and leadership skills.
• Ability to work well in a team environment, strong interpersonal skills, able to work effectively with civil society organizations, USAID, project staff, and other beneficiaries.
