Org. Setting and Reporting

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations
agency for human settlements. It is mandated by the UN General Assembly to promote
socially and environmentally sustainable towns and cities with the goal of providing adequate
shelter for all. The post is located in the Urban Basics Services Branch (UBSB), Water and Sanitation (WATSAN) Unit, Accra, Ghana. Under the overall guidance of the Coordinator of UBSB and the direct supervision of the Unit leader, Water and Sanitation Unit, the incumbent will be responsible for the following:

Responsibilities

(1) Coordinate the development and implementation of the work programme of the Branch in West Africa by: a) Identifying needs and opportunities and advising the Coordinator on new substantive directions and activities to pursue within the region; b) Participating in advisory missions to carry out consultations and other activities aimed at the development of strategies and programmes; c) Preparing proposals for resource mobilization; d) Assisting in the implementation of UN-Habitat Strategy and work plan in the West African Region; e) Providing financial, contractual and budgetary oversight; f) Providing guidance to national Governments in support of the development of the UN-Habitat Water, Sanitation and Hygiene (WASH) network. g) Preparing and submitting regular status reports on WASH activities;

(2) Providing management/operational support for the Joint UN Programme on Water, Sanitation and Hygiene in Disaster Prone Communities in Northern Ghana by :

a) Leading the process for information gathering, collation and management; (b) Operationalising resilient WASH solutions to increase access to services in disaster prone communities; (c) Promoting education programmes and awareness of hygiene practices within the beneficiary communities and schools; (d) Enhancing local capacity to sustainably manage the
WATSAN facilities and related services; (e) Contributing to measures to enhance disaster preparedness; (e) Planning resource requirements and setting priorities for the implementation of activities and the allocation of inputs; (f) Developing mechanisms for ensuring systematic mainstreaming of cross cutting issues of gender, youth and human rights in the project activities; (g) Monitoring emerging needs during implementation and offering assistance in meeting those needs; (h) Identifying actions, designing proposals these actions, and
formulating implementation modalities; (i) Ensuring proper documentation of programme experiences; (j) coordinating and monitoring project progress; (k) Coordinating the
preparation of regular project reports; (l) Providing substantive
guidance to meetings of the Steering Committee and the Joint UN and National implementing
Partners.

Education

Work Experience

A minimum of five (5) years of progressively responsible experience in Urban Basic Sevices or related field. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Experience in project or programme development and management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post
advertised, fluency in spoken and written English is required. Knowledge of a second UN
language is an advantage

COUNTRY PROGRAM MISSION**

Since 1994 American Refugee Committee (ARC) has been operating in South Sudan which covers five states with programs and services reaching over 400,000 returnees, IDPs, refugees and host community members.

Currently, ARC implements programs in Primary Health Care and Gender Based Violence but is currently expanding to Secondary Health Care WASH, and Food Security. ARC has program activities in Central and Eastern Equatoria, Northern Bahr el Ghazal and Warrap States. This project will be implemented in Aweil State Hospital.

PRIMARY PURPOSE OF THE POSITION

The Senior Registered Nurse is responsible for providing technical guidance to all the nursing and support staff to deliver quality comprehensive emergency obstetric and neonatal care (CEmONC), trauma care, general surgery, gynecology, pediatrics, and internal medicine in a rural hospital setting. This includes injecting fresh energy, enthusiasm, and skill-building techniques into the current nursing cadre, key to sustaining the project’s capacity-building goals beyond the life of this project.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES

Team management

  • Provide leadership support to the nursing and midwives team in the various departments
  • Ensure and organize weekly activities schedule (ward rounds) with nurses, midwives and other relevant medical staff
  • Ensure consistent readiness, responsiveness and quality of emergency obstetric care among nurses and midwives
  • Organize and lead weekly meetings with nurses and midwives
  • Carry out routine performance reviews of the nursing and midwives
  • Ensure data quality, timely reporting, and use of data in service improvements among nursing and midwife staff. Ensure availability of appropriate register books in each department; ensure nurses and midwives are trained and accurately complete register books. Complete summary reports and submit to Chief Medical Doctor for departments, as directed. Discuss data with staff during regular staff meetings to formulate recommendations for improvements in service delivery.
  • Ensure adherence to high standards in infection prevention among supervised staff, including adherence to universal precautions by all staff, proper equipment sterilization, as well as adherence to waste segregation and proper disposal
  • Ensure compliance with referral system among supervised staff, including entry of referral forms into appropriate register books, completion of feedback forms to referring facilities, and follow up, as required, of discharged patients.
  • Perform any other duty assigned by line manager

Patient care

  • Provide appropriate treatment for pregnant women who are ill, obstetric complications, trauma, neonatal emergencies, complications of abortion, post-natal complications, and treatment of severely malnourished children
  • Conduct routine consultations, as necessary, of patients of all ages and medical needs, but focusing specifically on focused antenatal care, pregnant women who are ill, routine delivery services, post-natal consultations for the mother and baby, and other reproductive health consultations. Functions include history taking, diagnosis, investigation using appropriate diagnostic drugs, treatment procedures according to MOH guidelines and prescription of drugs as recommended by Medical Doctor
  • Implement continuous quality improvement of CEmONC and outpatient MCH services through:
  • Supportive supervision of clinical staff, specifically nurses and midwives
  • Assist in implementing schedule of regular clinical skills updates and continuous medical education,
  • Ensure supervised staff understand and adhere to South Sudan treatment protocols
  • Assist in routine maternal death audits and reporting of accidents, near misses, and adverse events
  • Ensure good patient flow and consultations of the medical departments

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • Higher diploma or degree in Nursing from a recognized institution, Master’s degree in Public Health is an advantage
  • At least three years management experience in a rural hospital setting, including experience supervising and mentoring clinical staff
  • Experience in people management skills leading a team
  • Excellent communication skills – written and spoken and computer skills
  • Strong interpersonal skills, creativity, flexibility, adaptability and empathy
  • Fluent in English; Juba Arabic is an added advantage
  • Clinical skills and demonstrated technical expertise in several of the following areas: emergency obstetric services (including Caesarean deliveries and blood transfusions), focused antenatal care, essential inpatient care for pregnant women who are ill, outpatient MCH services, essential newborn care, post-natal and post-abortion care, prevention of mother-to-child transmission of HIV (PMTCT), clinical management of rape, family planning, general nursing care and basic life support.

Job Summary:

CRS/Rwanda seeks a qualified candidate for a Chief of Party (CoP) II position to lead implementation of the CRS/Rwanda multi-sectoral nutrition program. The CoP will be responsible for ensuring high quality, result-oriented program implementation and timely achievement of project milestones and objectives. The CoP will represent the program to the donor, key government officials, research institutions and other international/local partners, ensuring high levels of visibility and strong collaboration with relevant key stakeholders. The CoP will also ensure effective consortium management, building on the strengths of each partner to promote strong program integration and holistic service provision and capacity building for vulnerable households and local government.

The overall goal of the proposed program will be to measurably reduce stunting in multiple chronically food insecure districts in Rwanda. CRS/Rwanda will identify vulnerable households and target support using CRS’ Integral Human Development Framework, with a focus on enhancing household/community assets and reducing unequal structures and systems. The proposed program will take a mult-sectoral approach to reducing chronic malnutrition, with a particular focus on enhancing resiliency and increasing household and community capacities to manage and mitigate risk.

Primary Responsibilities:

  • Leads and supports consortium partners to achieve program targets.
  • Manages all resources assigned to the project, and serves as the primary liaison among stakeholders including the donor, consortium members, implementing partners, Country Representative and relevant government ministries, raising decisions and issues as needed.

Program Quality:

The provisional six month budget for Plan Liberia's Community based response to Ebola is US$0.9 million however this may increase.

As Programme Manager you will be responsible for the overall coordination and management of all programmatic and financial aspects of the planned programme. You will ensure the development of detailed work plans and other technical documents, supervise the execution of activities, provide oversight of all administrative and financial arrangements and ensure timely delivery and accuracy of financial and narrative reports.

As Project Manager you may propose modifications to plans as necessary and contribute to the development of additional donor proposals. You will represent Plan externally at a national level in coordination with the Country Director.

South Africa: Australia Africa Partnerships Facility - Africa Program Support Group Panel

The Australian Government, through DFAT, is committed to broadening and deepening its engagement with African countries and institutions. The Australia Africa Partnerships Facility (AAPF) was designed in 2009 to support the expansion of Australia’s engagement with Africa’s development. The AAPF design established the following goal and objectives:

Goal: Develop partnerships between Australia and African countries that contribute to achieving African countries’ development priorities.

Objective 1: Build effective partnerships that contribute to the sustainable achievement of targeted development priorities in African countries.

Objective 2: Build and promote effective working relationships with African countries.

In January 2011, AusAID appointed Cardno as the Managing Contractor for the AAPF. The AAPF provides targeted capacity-building assistance across a range of areas, but primarily mining governance, agriculture and food security, governance and public policy (especially trade policy and negotiation, economic governance and public sector reform). The Australian Government prioritised these three sectors due to Australia’s significant experience and expertise in each of them.

In December 2013 a narrowing of scope to focus primarily on supporting DFAT’s *Extractives for Growth (E4G)*program on the African continent, with ongoing support to ‘manage out’ existing agriculture and food security and public policy activities was agreed. The AAPF is currently designing activities in the *Skills and Extractives, Extractives and Communities*and*Enabling Environment*pillars of the E4G Program.

Cardno Emerging Markets (Australia) Pty Ltd (Cardno), through the AAPF, has previously set up the Africa Program Support Group (APSG) which is a panel of experts that provides support services to DFAT’s program in Africa. This panel of experts has been in operation for over three years, and is now being re-tendered and updated to ensure that it continues to meet the ongoing needs of Australia’s programs in Africa. The APSG is a panel of pre-qualified individual consultants that Cardno can engage quickly to meet the ongoing needs of DFAT’s program. The Panel will be used for a number of tasks within their technical area, including provision of advice, project/ activity design, scoping missions, project review and monitoring, representation on DFAT’s behalf at conferences etc., and report writing. Cardno is now seeking applications from individuals to join the panel in three areas of technical expertise:

Kenya: Regional Change Manager for the Horn, East- & Central Africa (HECA) region

Oxfam International and its 17 affiliates worldwide have embarked on an ambitious ‘Vision2020’ strategic change process, building on all changes in the past few years. Top level decisions have been made by senior management and the confederation is ready to move into the next phase of implementation at country, regional and global levels.

The changes are expected to have a profound impact on much of our work on the ground and globally, as well as on the way we organise ourselves, our structures, staff and relationships with other stakeholders.

In the Horn, East & Central Africa region, a Regional Transition Group has recently been established, led by a fulltime chair and comprised of key Oxfam affiliates in the region. The objective of this group is to further design and implement the staff, whilst ensuring that much of Oxfam’s work continues. The RTG is complemented by the OI Country Directors of all ten countries in the HECA region. A first regional and country level roadmap has recently been designed, with clear milestones and timelines.

This Vision2020 change process requires change management capacity, both at country and regional level in HECA. We are looking for a an experienced and senior change manager who works directly with the RTG at regional level, and who is able to support country change processes too.

Objective of the position

To help shape a stronger Oxfam in the HECA region the Regional Change Manager will be responsible – in coordination and consultation with the Regional Transition Group - fordefining, coordinating and implementing change management and support plans for the country- and regional teams within HECA.

The regional Change Manager will report to the chair of the Transition Group for HECA and, when appointed next year, to the Oxfam Regional Director. The Regional Change Manager has a coordinating relationship with the OI Vision2020 change managers’ global team and works closely with the Countries Change Management teams.

You will need to co-ordinate with other Emergency Response team members and PLAN staff, especially Implementation Management, health and other relevant technical sectors, to ensure a rapid, proportionate and effective response.

Essential

·Proven years experience in emergency food assistance

·Extensive exposure to food aid programs management with international experience.

·Adequate knowledge and experience in food aid programs and donors standards appropriate to the management of the food programs.

·Knowledge of the Sphere standards, Code of Conduct for Red Cross/ Red crescent, Humanitarian Accountability Partnerships (HAPI) and other international humanitarian standards

·Experience in conducting initial rapid assessment of current situation in collaboration with local specialists to determine priorities and design a project based on this.

·Implement the project and develop M&E tools with periodic reporting

·Ability to manage livelihood, cash/voucher programming and knowledge of food sector is key

Qualifications and experience

  • Experience in psychosocial support and protection for children, especially in emergency settings

Lesotho: Project manager primary healthcare, with focus on MCH and TB and HIV

The project Health First Lesotho aims at improving access to integrated primary health care services at selected health centres, with focus on MCH and Tb/HIV through clinical mentoring, capacity building, and management support. Implemented in close collaboration with the District Health Management Team of Butha Buthe, the project aims at establishing good quality decentralized services and improving the continuum of care with a link to referral district hospitals. Due to Lesotho’s disease burden, the thematic focus is on TB, HIV and maternal and child health.

The project is embedded into the SolidarMed country strategy, which includes complementary targeted support of the hospitals in the programme area, as well as applied action research.
In addition, SolidarMed staff is closely involved in policy dialogue at different levels, applied action research and further project development.

Butha Buthe, Lesotho

The position includes frequent travels to Maseru (about 2 hours drive) and the other project site in Thaba Tseka District

Start of duty: February 2015, with flexibility.

Desired qualifications:
• Physician with at least 3 years of working experience
• Degree in public health
• Working experience in a low income country, preferably in Sub-Saharan Africa
• Clinical expertise in the area of Mother and Child Health; understanding of the TB and HIV epidemic
• Applied knowledge in project cycle management and report writing (English)
