Sous la supervision directe de l’Administrateur Régional Chargé de la Santé du Personnel et en étroite collaboration avec l’Administrateur Régional Chargé du Bien-être du Personnel, le titulaire du poste aura à apporter son soutien aux projets/programmes de santé et de bien-être identifiés au niveau régional, en étroite collaboration avec le Service Médical et de Bien-Etre au Siège du HCR et ayant pour objectif la prévention, la protection et la promotion de la santé du personnel UNHCR dans la région. En particulier, il devra assumer les tâches suivantes, en accord avec les principes et valeurs humaines des Nations Unies et en adhésion avec le Code de Conduite de l’UNHCR :

· Recevoir, examiner et acheminer tout le matériel entrant en indiquant les points prioritaires et en rajoutant toute information complémentaire pertinente dans le fichier médical informatisé à l’attention du médecin.

· Recevoir les fonctionnaires, organiser les consultations avec le Médecin et répondre aux demandes de renseignements de nature médico-administrative.

· Préparer la correspondance de nature médicale et semi-technique en anglais et / ou français.

· Procéder aux demandes de mission, recrutement, examens périodiques et de sortie et vérifier que les dossiers médicaux sont complets

· Traiter les demandes d’évacuations médicales du personnel national (ne nécessitant pas une ambulance aérienne) et informer les bureaux des pays et le siège des recommandations formulées par le médecin -.

· Gérer toute la documentation relative au congé de maternité, congé de maladie et le cas échéant, faire suivre les notifications de congés de maladie à l'administration.

· Introduire toutes les informations traitées dans la base de données du service médical.

· Respecter le secret absolu lorsqu’il s’agit de questions médicales sensibles et confidentielles.

· Aider à la maintenance numérique des dossiers médicaux du personnel actuel, des anciens fonctionnaires et de leurs familles.

· Consolider les statistiques en matière de mortalité et de morbidité, des évacuations, des accidents imputables au service, des congés de maladie, des demandes d'indemnisation, et des cas d'invalidité pour les pays couverts.

· Gérer les demandes de participation à des cours de secourisme.

· Fournir un soutien administratif aux voyages, à la formation et aux autres activités opérationnelles de l’Administrateur Régional Chargé de la Santé du Personnel.

· Dispenser une formation sur l'évacuation médicale, le congé de maladie, le congé de maternité, l’invalidité et les procédures d'indemnisation du personnel à l’attention des RH et des agents administratifs de la région.

· Effectuer toutes autres tâches connexes selon les besoins, y compris un soutien occasionnel pour le secrétariat administratif régional.

· Avoir terminé ses études secondaires et obtenu un Diplôme ou Certificat en Secrétariat médical.

· Minimum 5 ans d'expérience administrative dans un service médical des Nations Unies ou dans un environnement équivalent.

· Excellentes capacités de communication, de présentation et de rédaction, et aptitude à comprendre la terminologie médicale diversifiée.

· Connaissance des assurances UNSMIS, MIP, de la Commission d'Indemnisation des Nations Unies (CINU) et des règles de la Caisse des Pensions.

· L’expérience en formation et facilitation est un atout.

  1. BACKGROUND AND CONTEXT

Founded in 1945 by U.S. Lutherans to respond to the humanitarian needs of post-war Europe, Lutheran World Relief (LWR) today reaches millions of people around the world through its programs in emergency response and sustainable development. Driven by local needs and working with local partners, LWR focuses on underserved rural communities, with particular emphasis on improving livelihoods for small-scale farmers and on ensuring sustainability by strengthening local organizations’ capacity. LWR holds itself to the highest standards of transparency, accountability and stewardship, testing innovative approaches then seeking ways to bring proven methods to scale.

LWR contributes to sustainable economic development in countries through building resilient local communities and expanding economic growth opportunities. This is done by targeting smallholder farmers from developing countries to expand their production, access markets, and build relationships with exporters and buyers. LWR is currently developing an integrated value chain development project with the goal to sustainably improve year-round availability, access and utilization of nutritious foods among households exposed to recurring climate shocks in the Tahoua Region of Niger. The project, designed with a holistic approach to food security, will increase months of food availability by boosting rain-fed and homestead-level production of diverse nutritious food. In doing so, LWR will 1/ increase beneficiaries access of quality production inputs for nutritious food, 2/diversify household cereal productions 3/ increase adoption of key nutrition practices.

  1. PURPOSE

The consultant will participate in the technical proposal design workshop, providing technical expertise in the areas of health and nutrition. The consultant will lead the design and proposal development for the health and nutrition components of the project, coordinating closely with the LWR team and other key technical consultants. S/he will be supported by relevant LWR HQ and field staff.

Duration of Consultancy: Up to 10 days

  1. SCOPE

Expected Results:

· Submit to the Lead Technical Proposal Writer and key LWR proposal design staff a comprehensive narrative for the health & nutrition components of the proposal in accordance with the proposal results framework; preferably in English

· Contribute in reviewing and finalizing the proposal budget, more specifically on the health & nutrition activities associated costs.

Responsibilities:

· Participate in the facilitation planning for the technical design workshop:

o Contribute to the overall workshop planning process, supporting an integrated design approach across the various sectors including agriculture and economic development

o Develop tools that would facilitate the technical design of the health & nutrition interventions

· Lead health & nutrition intervention design:

o Provide technical leadership in identifying and proposing nutrition based activities within the program development strategies;

o Incorporate strategies that will complement national health & nutrition policies in Niger and best practices applied by donors in the targeted project intervention area

o Design Behavior Change Communication (BCC) approach that is appropriate to the local context

o Integrate a gender-sensitive approach, focussing on house-hold level planning and budgeting that supports good nutrition

o Build the budget to support the health & nutrition interventions

· Contribute to overall proposal writing:

o Write the health & nutrition sections of the proposal narrative, including the problem analysis and other background information, activity descriptions, and other relevant sections

o Provide input on start-up, reporting, monitoring and evaluation, and other components of the proposal as needed, to ensure technical soundness of the proposal

Program Overview

Pathfinder is seeking a Principal Investigator candidate for the CDC Increasing Access to HIV Prevention, Care and Treatment Services for Key Affected Populations (KAP) in Mozambique project. The purpose is to support the implementation of integrated HIV/AIDS prevention, care and treatment programs in the Republic of Mozambique.

Position Purpose

The Principal Investigator provides overall leadership and management to the program. His or her primary responsibility is to ensure that the program produces the results specified in the annual work plans, to the required standard of quality and within the specified constraints of time and cost. The position acts as the main point of contact with CDC and the key liaison between CDC and other stakeholders that are involved in program implementation. The Principal Investigator also ensures the program is represented in national technical, policy and planning forums with CDC, Government of Mozambique and other key stakeholders. He/she is also responsible to coordinate Pathfinder’s relationship with partners and donors related to the HIV and Family Planning field in the country.

Key Responsibilities

· Provide strategic direction of all project activities. Develop and update the project strategic plan, ensuring that programmatic directions are technically sound, evidence-based, and consistent with CDC priorities.

· Develop reports to donors and to Pathfinder.

· Create abstracts and articles on the experience to be presented in national and international conferences.

· Oversee development of materials, manuals, curriculums, and other tools to ensure they are evidence-based and tailored to the project’s target populations.

· Develop and update technical strategies.

· Lead the implementation of new approaches/strategies.

· Ensure that project performance objectives and mandates are implemented in a timely fashion and meet the highest quality standards.

· Cultivate and strengthen positive, productive relationships with the Government of Mozambique ensuring that Pathfinder is consistently viewed as an effective implementing partner achieving project targets.

· Manage and coordinate activities of subcontractors and partners to create synergy and ensure that project responsibilities are carried out in accordance with donor regulations.

· Employ management procedures to ensure resources are in place, adhered to, and in compliance with donor rules and regulations. In collaboration with Human Resources department, select, hire, and supervise staff; assign roles and responsibilities, manage performance.

· Provide leadership and direction to Monitoring and Evaluation strategies, frameworks, plans and indicators to capture project performance and results. Lead a periodic implementation review process to monitor progress and to identify specific actions that may be needed to achieve expected results.

· Oversee budget pipeline development and monitoring and conduct monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables.

· In collaboration with project staff, establish and maintain the ongoing administrative and financial operations, ensuring compliance with Pathfinder’s policy and CDC contract provisions.

· In coordination with the Pathfinder Contracts Officer, contract with and manage local individuals/organizations for identified tasks according to donor and Pathfinder procedures. Negotiate consultancy agreements and develop capacity of local partners in mandated program areas.

· Partner successfully with Pathfinder’s Headquarters financial, technical, and operations officers by providing accurate and timely reporting and updates on the project progress.

· Ensure that appropriate security guidelines and procedures are established, maintained, updated regularly, and adhered to by staff. Monitor the security situation and provide leadership for staff in emergencies.

· Responsible for making sure that the project progresses according to contract, and acting as a liaison with the representative to the donor in regards to matters of operation and must be aware of all contractual obligations and make sure that they are met on the project. Basic Requirements · Master’s degree in business or public administration, social work, public health, or other related field.

· Minimum of 10 years of progressive experience managing public health or development programs in sub-Saharan Africa (preferably Mozambique) or other resource-limited settings, including demonstrated financial and human resource management experience.

· Experience managing CDC or internationally funded health programming.

· Demonstrated experience interacting with high-level stakeholders and host country government officials.

· Broad understanding of comprehensive health, population, and nutrition context in Mozambique and familiarity with government structures in Mozambique.

· Expertise in the management of HIV prevention, care and treatment activities.

· Demonstrated experience with the development of capacity building among and collaboration between Governmental and non-governmental partners.

· Demonstrated experience successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities.

· Proven ability to create and maintain effective working relations with senior-level personnel in international organizations, NGO partners, host country governments, and U.S. Government Agencies.

· Direct senior staff supervision experience required, including proven ability to manage, motivate, and mentor staff at all levels and create a positive team environment.

· Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.

· Strong presentation skills including the ability to present to CDC and other key stakeholders.

· Excellent diplomatic, interpersonal, negotiation and communication skills.

· Strong decision-making and problem-solving skills.

· Fluency in spoken and written English required.

· Strong computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.

Qualifications Essentielles
1) Diplôme de fin d'études secondaires ;
2) Au moins quatre années d'expérience en tant que chauffeur ; états de service attestant d'une conduite prudente. Une expérience de l'encadrement constituerait un atout ;
3) Connaissance du code de la route, des prescriptions et des outils d'entretien, ainsi que du matériel de bureau de base ;
4) Permis de conduire en cours de validité.

CONNAISSANCES LINGUISTIQUES
La maîtrise du français est essentielle. Une connaissance pratique de l'autre langue de travail de la Cour, l'anglais, est souhaitable. La connaissance d'une autre langue officielle (arabe, chinois, espagnol ou russe) serait considérée comme un atout.
