About the Global Health Corps Fellowship: Global Health Corps is a one-year paid fellowship that pairs young professionals with organizations (fellowship placement organizations) that require new thinking and innovative solutions. About the Fellowship Placement Organization: Zambia CSO-SUN Alliance is a movement of national Civil Society Organizations (CSOs) working to raise the profile of nutrition in the national development agenda. We are a part of the Global Scaling up Nutrition (SUN) movement founded on the principle that all people have the right to food and good nutrition. As an alliance, we focus our attention on the first 1000 most critical days, a window of opportunity from pregnancy until a child's second birthday. During this period, good nutrition has the greatest impact on preventing maternal and infant mortality, and developing a child's cognitive and physical capacity. Our role as a civil society is to raise awareness and pressure government and others to ensure better-funded and broader scale effective programs to tackle nutrition challenges. We intend to achieve this by mobilizing, coordinating and building the capacity of civil societies to influence national efforts through constructive dialogue and advocacy with stakeholders, including the government, donors and private sector, thereby contributing to improved leadership and accountability towards the national SUN/1000 days movement. Furthermore, we enable Zambian CSOs to adapt and incorporate relevant positive lessons learned from other countries.

Fellowship Position Overview: The Program Officer will provide technical support for the Alliance, providing in-house supervision and guidance on nutrition. S/he will supervise the sub-national focal points and support the coordinator, especially for campaigns and advocacy.

Responsibilities:

  • Assist Country Coordinator in the implementation of CSO-SUN project
  • Facilitate capacity building in the implementation of the project
  • Establish partnerships with CSOs locally, regionally and internationally and leverage best practices and approaches to the SUN/1000 days program
  • Coordinate, monitor and implement activities dictated by the action plans and budget at the sub-national level
  • Establish and foster relationships between the Secretariat and the CSO-SUN Alliance structures at the sub-national level
  • Provide advice and guidance to sub-national focal points regarding performance against set plans
  • Generate and facilitate contributions of members of the CSO-SUN Alliance both at the national and sub-national level and structure them for newsletters and the web
  • Update the sub-national and national CSO-SUN Alliance membership

Summary/Background:
This position is part of the regional senior leadership team led by the Regional Director (RD). The DRD/PQ assumes selective responsibility delegated by the RD for technical and program quality, business development, as well as stewardship of CRS human, financial and material resources in accordance with the Agency Mission, including the following:

· Ensuring that the Agency’s overall vision is understood and incorporated into strategic planning and management in all country programs

· Providing strategic and programmatic leadership to regional technical staff;

· Providing technical and programmatic support to country program staff;

· Ensuring close and efficient coordination with headquarters (HQ) departments on common programming initiatives and departmental mandates; Ensuring that all appropriate opportunities for growth throughout the region are pursued.

The SARO region consists of the following country programs: Malawi, Madagascar, Zambia, Zimbabwe, Lesotho, Angola, a program office in Botswana, and outreach to Swaziland and South Africa. The DRD/PQ is expected to spend on average 50%[AK1]of her/his time travelling and providing direct support to country programs with emphasis on the three Top 12/DFAP countries of Malawi, Madagascar and Zambia, and to projects of strategic importance.

Job Responsibilities:With the general delegation of authority from the RD and in close coordination with the Country Representatives as well as relevant staff of the PIQA, RAD, HRD and OpEx Departments in CRS/HQ, the DRD for Program Quality assumes the following functions and responsibilities:

Primary Functions:

Quality Assurance

· Support HoPs/CPs in setting up and implementing relevant PQ processes and systems and using relevant tools for project design and management

o Project design & Proposal development utilizing Propack 1 + TAG/CAG

o Project Start up, Management, close-out

o MEAL system design in compliance with agency MEAL policies and procedures and according to Propack 2 & 3 and planning for baselines, mid-terms and final evaluations

o Knowledge management including consistent and regular use of Project Gateway and other agency PQ/BD data systems

o Cross-pollination among HoPs and program managers during regular learning reflections

o Coordinate selection of appropriate CP-level participants for global learning events

· Work with CRs, HoPs and relevant TAs to build Country Program capacity in cross-cutting PQ issues and Core Competencies, e.g.

o Gender strategy orientation, assessments and audit

Strategic Planning and Strategy Implementation

· Support and approve Country Programs in developing strategic plans, or sector specific strategies (eg emergency strategies) as applicable

· Coordinate country program and regional reporting on strategic initiatives

Talent Management: mentoring/coaching of HoPs, S/RTAs, training, orientation of new PQ staff, recruitment

· Coach and support HoPs in managing CP level PQ systems and processes and building the PQ capacity of programming staff

· Build capacity of HoPs and their staff

· Ensure that HOPs have developed the PQ part of core competencies

· Recruit/Orient/Mentor HoPs, Chiefs of Party, Senior/Regional Technical Advisors

· Facilitate HoP / PQ Communities of Practice and peer-to-peer learning and support in our regions and across regions as appropriate

TA Coordination

· Ensure high quality TA is provided to country programs based on their needs and classification

· TA coordination (helping CP identify needs, quarterly forecast, identify ways to fill gaps if TA not prioritized by PIQA) including HRD

· Organize, in collaboration with PIQA, local/regional communities of practice in relevant sectors

· Ensure that two-way TA feedback systems are implemented (i.e. that honest and constructive feedback is shared with TA supervisors and with CPs as applicable)

· Manage roster of regional consultants across SPA, core competency and other programming areas

Business Development: Coordination, Quality control, Capacity development

· Lead implementation of SARO’s business development strategy

· Supervise SARO’s RTA/BD[AK2]

· Support CPs to position for new opportunities

· Follow up/support meeting SARO’s growth targets

· Follow up/ensure CPs receive face-to-face debriefs and relay information to RAD/BDT

· Coordinate and ensure compliance with Proposal development and review process – from PIN onwards, including go/no go decisions, reviews (consolidate comments, final review and sign-off), guidance to HoPs on composition of proposal teams), etc.

Bridging PQ-MQ issues

· Support HOPs and RFO in projecting yearly budgets and tracking programmatic spending

· Work closely with DRD/MQ, RFO and HOPs in addressing ongoing programmatic-management issues such as operational delays which affect programmatic and spending performance

Other:

As applicable, oversee the Management of regional projects

· Track and analyze development of slow-onset emergencies, and contribute to Emergency Responses in region, as needed

· Representation with regional donors and partners, as applicable.

· Facilitate support to CP on Marketing and Communications: ensure best examples used with donors, policy makers, govts, peer NGO’s and other stakeholders

· Support advocacy priorities in the region, provide analysis, coordinate with CRS/Legislative staff in Washington

· Other tasks as delegated by RD

Qualifications:

Zambia: PHIA Project – Project Coordinator (Zambia)

POSITION SUMMARY:

In partnership with the Centers for Disease Control and Prevention (CDC), ICAP will conduct Population-based HIV Impact Assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.

Reporting to the Zambia PHIA Project Director, the Project Coordinator, Zambia PHIA Project will be responsible for overseeing the day-to-day operations of a national population-level HIV impact assessment (PHIA) in Zambia. The Coordinator will be responsible for coordinating all of the PHIA’s day-to-day activities in country, coordinate local institutional review board reviews and approvals, coordinate and support the field team, oversee the activities of sub-contractors, and support the overall implementation of the PHIA. The incumbent will support the training of staff on the study protocol, procedures, policies, relevant regulations and also ensure that the study protocol, standard operating procedures (SOPs), and other relevant policies and regulations are being followed. The Project Coordinator will report study site progress and maintain study regulatory files.

The Project Coordinator will provide oversight and management of specific in-country PHIA staff, to be determined, and will assist with the oversight of in-country sub-contracted survey and lab organizations.

MAJOR ACCOUNTABILITIES:

  • Support all aspects of the PHIA project, including protocol development and implementation, institutional review board submissions and maintenance of regulatory files.
  • Assist with recruiting, training and supervision of other ICAP PHIA project staff, as needed.
  • Understand and adhere to the protocol, SOPs, and other appropriate regulations, procedures and policies; assist in drafting and revising SOPs and training manuals, as needed.
  • Ensure that PHIA staff maintain confidentiality of study participants and adhere to principles of Good Clinical Practice (GCP) and ethics of human subjects research.
  • Conduct frequent field visits to ensure timely recruitment of participants and collection of high quality data.
  • Liaise with, support and coordinate outside contractors to ensure timely completion of contracted scopes of work while adhering to GCP and protection of human subjects research.
  • Liaise with representatives from the Ministries of Health (MoH) and CDC to discuss progress of the project and to address any challenges or issues that arise during conduct of the project.
  • Support communication needs of local and international investigators through organizing meetings, conference calls, and regular interactions.
  • Prepare progress and other reports and study documents, as assigned.
  • Participate in the preparation of scientific analyses, abstracts and publications.
  • Assist with capacity building workshops.
  • Perform other duties as assigned.

TRAVEL REQUIREMENTS:

  • Periodic domestic travel throughout Zambia to support the planning and implementation of the PHIA Project.

EDUCATION:

  • Requires a MPH or equivalent professional degree.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

  • Minimum three (3) years of research experience as a Project Coordinator.
  • Experience supervising project teams.

Zambia: Invitation for Expressions of Interest: The First 100 Most Critical Days Programme

In April 2013, the Government of Zambia launched the National Food and Nutrition Strategic Plan (NFNSP) 2011-2015. Within the NFNSP, the prevention of stunting by focusing on the First 1000 Most Critical Days of life (MCD) is the first strategic priority. To this end, a First 1000 Most Critical Days Programme (MCDP) has been developed by the NFNC and collaborating partners.

The Scaling-Up Nutrition (SUN) Fund is a joint financing mechanism established to support the Zambian National First 1000 Most Critical Days Programme. CARE and its partners, Concern Worldwide and the Nutrition Association of Zambia, are the management agent for the SUN Fund, supporting the NFNC and key line ministries (Ministry of Community Development, Mother and Child Health, Ministry of Health, Ministry of Agriculture and Livestock, Ministry of Local Government and Housing and Ministry of Education) to implement the First 1000 Most Critical days Programme.

Much of the work supported by the SUN Fund focuses on increasing capacity to provide nutrition services in the 14 priority districts, primarily through support to National and District level Government Line Ministries. The SUN Fund is promoting the scaling up of 14 Priority Interventions (see Annex 1). Each line ministry has lead responsibility for 1 or more of the priority interventions; most fall under MCDMCH but others fall under other Ministries e.g. water and sanitation (MLGH) or diversified foods/diet (MAL).

Each of the PIs has an ideal ‘pathway’ for implementation and will illustrate how interventions and service providers are linked to the household, mother and child. The formal government systems/staff/resources go as far as the district or to the health centres, but in general the formal systems do not reach far into the communities, especially in remote areas. Sun Fund has been supporting the supply side resources, through GRZ and others, but also needs to engage communities on the ‘demand’ side of the pathway. In order to do this, each ministry will need a community mobilization and engagement strategy, which builds on the district plan and maximises existing structures and optimises resources including time spent by volunteers.

Purpose of the Consultancy: To develop a community mobilization and engagement strategy for the SUN Fund that supports the Line Ministries to implement the priority interventions and reach as far and deep as possible into the communities to the target groups (including but not limited to: pregnant and lactating mothers, children under 2 and adolescent girls) .

Zambia: Maternal Child Health Advisor

The Maternal Child Health Advisor will be responsible for leading the integrated effort to reduce maternal child morbidity rates keeping with pursuing the National goals. The program will look to reduce malaria-related morbidity and mortality in up to four provinces in Zambia with a higher malaria burden. Duties:

Zambia: Rheumatic Heart Disease Project Manager - Zambia

Seeking Project Manager

Rheumatic Heart Disease Initiative, Zambia

Rheumatic heart disease (RHD) affects up to 70 million people worldwide and is a leading cause of cardiovascular-related death in the developing world.

Building on a longstanding partnership with physician colleagues in southern Africa, Novartis Institutes for BioMedical Research (NIBR; http://www.nibr.com/) is now engaged in a large-scale, multi-year initiative to combat RHD in Zambia. The Project Manager, Rheumatic Heart Disease Initiative, will be NIBR’s field representative based primarily in Lusaka, Zambia. This position is sponsored by NIBR but locally hired.

The Project Manager will be responsible for working with local partners the implement the program’s activities, which will include:

· Measuring the prevalence of RHD in Lusaka through population-based screening at 50 primary schools using state-of-the-art portable echocardiography

· Establishing strong collaborations with the clinical/scientific community and organizations (universities, research hospitals and other non-profit organizations) in Lusaka that are working on this and similar projects

· Rolling out a novel mobile phone-based electronic registry to track patients with RHD for 2-3 years

· Strengthening health systems that prevent and treat RHD in Lusaka’s main teaching hospital and up to 20 health clinics

· Raising awareness of RHD among the general public

· Monitoring the use of penicillin and related activities in accordance with the study protocol and as specified by Sandoz/Novartis

The Project Manager will work closely with senior leaders at NIBR, the Zambian project lead and other staff located at the Lusaka University Teaching Hospital. Novartis RHD-related activities may over time extend outside of Zambia and, if so, the Project Manager will be responsible for leveraging lessons learned from the Zambian experience to other contexts. Finally, working with local partners and the Project Directors he/she will be responsible for developing and delivering reports and presentations that describe the program’s success and lessons learned.

The ideal candidate will have the following:

· Advanced degree in life sciences, public health, or related degree

· International work experience and/or experience working in a multicultural environment is a must; experience working in Africa is preferred

· Strong communication skills; strong project management skills and ability to work in a highly matrixed environment are essential

· Ability to conduct needs assessments, develop and implement targeted programs/solutions, and to define and measure success of complex interventions is needed

· Excellent negotiation, communications (oral and written) and presentation skills are required; previous academic writing a plus

· Languages: English (with and in-depth understanding/sensitivity to cross-cultural issues)

I. Background/Introduction

Plan is an international, rights-based, Child-Centered Community Development organization working worldwide for the realization of children’s and other human rights to end child poverty in developing countries. 18+: Ending Child Marriages in Southern Africa is Plan’s sub-regional programme that aims at reducing and eradicating child marriages in four participating countries of Southern Africa, namely; Malawi, Mozambique, Zambia and Zimbabwe. The 18+ Programme is a flagship initiative of the Global Girls Innovation Programme (GGIP). 18+ as aprogramme is guided by six strategies, which are based on promising approaches used in other programmes. The programme does not address every driver of child marriage; rather, it focuses on core drivers that perpetuate early and child marriages. The programme adopts a “preventive” approach as opposed to a response, and therefore prioritises interventions that benefit girls aged 10 to 14 years old.

These strategies are:

  • Increase girls’ capabilities through safe spaces and group formation.
  • Increase girls’ and communities’ demand for girls’ education.
  • Enhance access to sexual and reproductive health information, services and rights.
  • Increase awareness and understanding at household level about child marriage, girls’ education and rights.
  • Motivate mobilization of communities, families and advocates to prevent child marriage.
  • Advocate for legal and policy change at all levels

It is against this background that the programme would like to engage the services of two interns/Volunteer to assist the sub-regional programme manager with the implementation of a new grant on ending child marriages at sub-regional level. The position will be available for a period of not less than 3 months and not more than 6 months.

Duties and Responsibilities

Under the supervision of the sub-regional programme manager, the programme is recruiting two interns to undertake the following specific tasks:

  • Contribute to Proposal Development processes.
  • Organize partner / implementing partner’s coordination meetings.
  • Collect and edit stories for the Plan’s 18+: Ending child Marriages in Southern Africa newsletter
  • Participate in the 18+ Steering committee and programme management meetings.

The HRH team partners with the Government of Zambia (GRZ) to set shared priorities and implement strategic, targeted, and effective programs that work to: (i) expand the number of healthcare workers in the country, (ii) optimize the distribution of the health workforce to improve equity of access and meet the needs of communities, and (iii) enhance the productivity of the existing health workforce. In effort to meet the third HRH objective, CHAI partnered with the MoH to plan, implement, and evaluate the National Community Health Assistant (CHA) Strategy, with the aim of formalizing and expanding the community health workforce through a phased approach, the first phase of which was a pilot, and the second phase, the scale up. In effot to ensure CHAs have skilled birth attendants to refer the community to at the rural health centre level, CHAI is working with the government to implement the scale up of skilled birth attendants (SBA) cadre(s)[1]. The HRH Analyst is responsible for assisting and managing all quantitative and qualitative data for the HRH team, guiding analytical and cost-effective HRH interventions. The HRH Analyst is a part of the CHAI Zambia HRH team, and reporting to the M&E HRH Program Manager. The HRH Analyst will work in close collaboration with the government and will interact on a regular basis with donors, NGOs, academic and research institutions and civil society.

• Bachelor’s Degree with a minimum of four years work experience within a demanding and fast-paced environment• Proven track record of effective project management and ability to generate results• Very strong quantitative skills, including significant experience with financial modeling in Excel• Excellent written and verbal communication skills, and strong interpersonal capabilities• Ability to handle multiple tasks simultaneously and set priorities• Ability to maximize available data to provide strategic recommendations• Self-motivated and ability to work under pressure on complex projects• Ability to deal with sparse data and ambiguity• Ability to work cohesively with many stakeholders (e.g. MoH, MCDMCH, GNC, etc.)• Excellent quantitative, problem solving, analytical and statistical analysis skills (including strong Microsoft Excel skills and experience with STATA or SAS)• Proficiency with MS Word, Excel, and PowerPoint• Ability to generate data driven reports and work in a fast-paced environment• Experience working effectively with diverse teams• Willingness to travel domestically• Zambian nationals are strongly encouraged to apply
