Contexte et justification

La région de Diffa, au sud-est du Niger, connait depuis quelques mois une recrudescence de situations d’urgence liées à une combinaison de causes dont celle du conflit dans le Nord Est du Nigéria. Ce conflit occasionne des mouvements de populations du Nigeria vers la region de Diffa qui abrite ainsi plus de 70,000 personnes déplacées dont 78% de retournés et 22% de réfugiés. Parmi ces populations, il y a environ 12,300 enfants en âge d’aller à l’ecole.

La situation humanitaire à Diffa est complexe du fait de la situation sécuritaire problématique et du fait du contexte hors camp (les déplacés vivent avec les populations autochtones) d’où la difficulté de distinguer autochtone et déplacé. Les enfants de ces déplacés qui vont à l’école fréquentent les écoles publiques, ajoutant ainsi la pression sur les infrastructures et mobiliers scolaires existants (vétustes et en nombre insuffisants), les fournitures et manuels scolaires insuffisants dans une région qui souffre de pauvreté avec une population vulnérable.

En ce qui concerne la situation scolaire des enfants réfugiés, on note une demande éducative appréciable de la part des parents malgré une fréquentation scolaire instable notamment dans la zone du lac.

C’est dans ce contexte que UNHCR a décidé de élaborer un projet d’éducation a distance qui puisse permettre aux enfants refugiés nigérian, qui fréquentaient le cycle secondaire de pouvoir poursuivre leurs études avec un curricula Nigérian dans la Région de Diffa.

Objectif général du poste

Le Chef de projet, sous la supervision du Responsable et point focal éducation et protection de COOPI Niger, est en charge de la mise en œuvre et du bon déroulement du projet d’éducation à distance.

Il assure l’adéquation et le maintien des systèmes mis en place, en regard des exigences du bailleur, afin de garantir la bonne mise en œuvre des activités planifiées, dans le respect constant des valeurs et de la vision de COOPI.

Il est responsable de la gestion opérationnelle du projet en collaboration avec les partenaires concernés. Il est responsable de la mise en œuvre des activités sur le terrain et de l’atteinte des résultats escomptés. Il encadre et supervise l’équipe du projet, maintenant un bon environnement de travail pour l’atteinte des objectifs du projet.

a) Gestion opérationnelle du projet :

•Assurer la mise en œuvre et le suivi du projet, sur la base des outils que sont plan d’action et cadre logique de l’opération ;

•Assurer la gestion des ressources humaines du projet ; Encadrer et manager l’équipe du projet ;

•Assurer le suivi opérationnel, contractuel, technique et financier du projet ;

•Développer et assurer de bonnes relations avec les bénéficiaires et partenaires locaux de l’action, les autorités locales et nationales, les représentants de la société civile;

b) Gestion administrative et financière du projet :

•Assurer un suivi financier régulier du projet sur la base du budget établi avec le bailleur, en coordination avec les services administratifs et financiers de COOPI ;

•Produire, avec l’équipe administrative et financière, les rapports financiers ;

•Respecter et faire respecter, en matière de passation de marchés (travaux, biens et services) et de paiements, les procédures de COOPI et du bailleur de fonds ;

•Assurer/ Superviser la bonne logistique du projet : commande, achats, transport.

Profil du candidat

— Formation en cycle de projet (urgence / développement) et/ou expérience dans le domaine de la gestion de projets d’urgence et développement ;

— Expérience dans la gestion de projets d’éducation

— Maîtrise de l’outil informatique (Word, Excel).

— Maitrise du français, bonne maitrise de l’anglais

— Très bonne capacités rédactionnelles

— Bon relationnel, dynamique

— Capacités à s’adapter au contexte local : géographique, culturel

— Apte à évoluer dans un environnement isolé

The Representation of the United Nation High Commissioner for refugees in Djibouti launches a call for expression of interest for the implementation of the livelihood project intended to refugees based camps in Ali Addeh and Holl-Holl and urban refugees in Djibouti during the year 2015.

The purpose of the Call for Expression of Interest is to solicit interest from existing or prospective partners that wish to participate in the Djibouti UNHCR operation and contribute complementary resources (human resources, knowledge, funds, in-kind contributions, supplies and/or equipment) to achieving common objectives.

Title and project identification: Care and maintenance intended to Somali and Eritreans refugees and asylum seekers of Djibouti

Operational Context

Djibouti is a small country located in the East/Horn of Africa region, at the entry point to the Red Sea. It is strategically located on one of the busiest international maritime routes and plays a pivotal role in the international community’s efforts to fight piracy in the Gulf of Aden and the Indian Ocean. The country is also actively engaged, both politically and militarily, in the search for peace and security in Somalia.

The country maintained cordial relationships with its neighboring countries. However, the standstill in the border dispute with Eritrea also remained. Although the situation remained calm at the border between the two countries, the dispute has not found a decisive settlement yet. At the same time, Djibouti, like other countries in the region, has been faced with repeated threats of terrorist attacks which pushed the authorities to tighten security measures in the country. Movements of refugees across the country were subjected to tighter controls and police round-ups conducted in Djibouti town in order to curb illegal migration. Based on the precariousness of the stability in the region and especially in Somalia, this situation will continue to adversely affect refugee protection and will remain an operational challenge.

Brief presentation of the sectorial needs, objectives, intended results and main activities

Livelihood is currently underdeveloped and a basic level analysis is required to contribute to the self-reliance of refugees. The main sectorial problems raised by the persons of concern to UNHCR are:

1) Insufficient financial resources, to be able to meet basic needs. The refugees have proposed to increase the amount of credit and revise the methodology used by implementing partners for issuing loans. Assess the possibilities of giving grants as opposed to credit.

2) A lack of economic opportunities and a high unemployment rate in Djibouti at more than 60%.

3) A lack of vocational training that is suited to the needs of the markets and enterprises in Djibouti. The majority of trainings does not support refugees to obtain job opportunities in Djibouti. In 2013, IOM has trained 122 refugees, but 80% of them are not yet employed due to a lack of employment opportunities.

4) The remote camp location and its poor commercial infrastructure do not favor the development of commercial activities.

5) Unfamiliarity with saving and credit schemes and uncertainty of their stay and long procedures which do not favor the beneficiaries to access the credit and to repay it without problems.

6) The inclusion of persons with specific needs (PSN) regarding income generating activities and access to credit has been insignificant. The PSN are among a group of refugees that have not been included as they face problems of moving outside the camp to explore opportunities or activities.

7) Undeveloped livestock business and market. The conditions for buying and selling of animal products at the camps need to be improved since this is a sector with a strong capacity to influence the improvement of economic conditions of the refugees.
Among several solutions, refugees and partners have recommended these following possible solutions:

1) Increase the envelope and the budget of microcredit and income generating activities: - Facilitate access to microcredit or to other financial services (formal and informal) - Identify, form and train groups receiving microcredit, practice savings culture - Support groups through microcredit

2) Diversify and intensify the vocational and professional training and the training of the French language to facilitate the economic exchange

3) Use local and available capacities of refugees at the camp level for the trainings

4) Revise the procedures put in place for Income Generating Activities and the standard operating procedures for credit to allow the access to the funds for a great number of refugees

5) Develop the livestock business and related infrastructure - Distribute young goats to groups to enhance the development of livestock in the camps - Support the kitchen gardens in the camps

6) Reinforce the cash circulation where possible through a cash and voucher program in the camps to improve the economic conditions in the camp

7) Lobby large businesses or enterprises for employment of refugees

8) Develop commercial infrastructure in the camps

9) Reinforce the activities for food for work such as road building and construction

10) Support the access to agricultural and livestock production in camp

As of 31 July 2014, Djibouti hosts 20,687 refugees and 3,814 asylum seekers (total population of concern is 24,501). The refugee population is 95.64% Somalis, 2.59% Ethiopians, 1.66% Eritreans and 0.11% nationals from other countries (Yemen, Sudan, Iraq, Bangladesh, Burundi, RDC…etc.). 82.9% of the population is living in the camps (18,134 in Ali-Addeh and 2,202 in Holl Holl) where a multi-sectorial assistance is delivered by UNHCR and its partners. The remaining 4,165 is urban caseload. The past few weeks were marked by reduced registration of new arrivals

Period covered:1 January 2015 until 31 December 2015.

Main country work languages: French and Somali. At the camp, Somali and English are the common languages.

Despite achieving good results in 2013, the hygiene and sanitation situation needs to be improved, mainly in terms of good practices. Problems related to a lack of sufficient hygiene practices are due to several factors, of which the most relevant are: persistence of open defecation especially for under 5 children; latrines are not properly used by some beneficiaries; waste and rubbish are not placed in trash bins; low participation of communities during mass cleaning campaigns; an increase of the number of diarrhea cases during the rainy season; the provision of soap is not systematic; no or incomplete packages of hygienic kits (only soap and flexible jerrycans); an insufficient number of latrines per family; the presence of flies and mosquitoes from April to September; a lack of sufficient awareness messages on good hygiene practices; community outreach remains very fragile in terms of health promotion and behavior change.

To improve good hygiene practices these solutions have been suggested by beneficiaries: increase the number of family latrines (encourage families which do not have one to construct their own latrine); provide pots to families for children under the age of five; increase the distribution of hygiene kits (soap, razors, jerrycans, nail clippers, underwear, cloths ...); reinforce community participation in hygiene promotion and sanitation; strengthen the vector control (insecticide spraying, distribution of mosquito nets); increase awareness raising within communities on good hygiene practices; enhance awareness campaigns on hygiene around the camp.

Brief presentation of the sectorial needs, objectives, intended results and main activities

The category of persons with specific needs consists among others of persons living with disabilities (PLWD), the elderly and single women. In 2013, 256 individuals with disabilities were identified; this number is not exhaustive and needs to be regularly updated. The specific problems identified are

  • Inadequate provision of aids to PLWD to improve their access or well-being. Due to an insufficient budget and the high cost of materials such as mobility, hearing and vision aids their provision have been limited. This also includes support to medical examinations.
  • Dependency syndrome among the community, disability is considered to be inability; most of the PLWD consider themselves to be weak and want to be fully supported. The dependency syndrome which was enhanced in the past did not provide opportunities for the community and in particular PLWD to explore and use their potentials to obtain dignity to their lives.
  • Lack of consultation and coordination with ISN issues. Apart from the diabetic association in Ali Addeh, no other forums for individuals with disability currently exist. The elderly and chronically ill are among the less consulted groups. Due to a lack of consultation with ISN consideration of their issues such as camp planning, distribution, support at the hospital, education services, food distribution and the type of food have been lacking in the program.
  • Resettlement is viewed by many of ISN as the ultimate solution to resolve their problems. This thinking has hindered their ability to explore the opportunities available in their community and environment to positively engage to play an active role to improve their lives

The following solutions have been recommended by persons of concern and relevant partners

a. Provision of aids and material support, i.e. mobility aids and wheelbarrows to support the different needs of individuals and families or community to be able to support them.

b. Initiation of a community rehabilitation center to increase support and capacity of stakeholders.

c. Engaging of psychosocial counselors to facilitate capacity building and empowerment processes to the individuals and community at large.

d. Reviewing of procedure plans to take into consideration their particular needs.

e. Establishment of community based self-help structures and groups linking with existing national structures to avoid duplication and enhancing integration with host community programs.

The Representation of the United Nation High Commissioner for refugees in Djibouti launches a call for expression of interest for the implementation of the energy project intended to refugees based camps in Ali Addeh and Holl Holl and urban refugees in Djibouti during the year 2015.

The purpose of the Call for Expression of Interest is to solicit interest from existing or prospective partners that wish to participate in the Djibouti UNHCR operation and contribute complementary resources (human resources, knowledge, funds, in-kind contributions, supplies and/or equipment) to achieving common objectives.

Operational Context

Djiboutiis a small country located in the East/Horn of Africa region, at the entry point to the Red Sea. It is strategically located on one of the busiest international maritime routes and plays a pivotal role in the international community’s efforts to fight piracy in the Gulf of Aden and the Indian Ocean. The country is also actively engaged, both politically and militarily, in the search for peace and security in Somalia.

The country maintained cordial relationships with its neighboring countries. However, the standstill in the border dispute with Eritrea also remained. Although the situation remained calm at the border between the two countries, the dispute has not found a decisive settlement yet. At the same time, Djibouti, like other countries in the region, has been faced with repeated threats of terrorist attacks which pushed the authorities to tighten security measures in the country. Movements of refugees across the country were subjected to tighter controls and police round-ups conducted in Djibouti town in order to curb illegal migration. Based on the precariousness of the stability in the region and especially in Somalia, this situation will continue to adversely affect refugee protection and will remain an operational challenge.

Brief presentation of the sectorial needs, objectives, intended results and main activities

Among the challenges of the Djibouti operation, access to kerosene and other sources of energy for persons of concern to UNHCR is a considerable gap in the context of financial constraints. Furthermore, the climate and the environment do not enable UNHCR and implementing partners to provide alternative solutions such as firewood because the country is characterized by a semi-arid environment without trees. Cutting trees in the country is forbidden. It also presents a high risk of SGBV against women who are forced to go very far from the camps to collect firewood. In 2014 UNHCR has initiated a pilot project with the Ministry of Environment to provide firewood, harvested under supervision, to households. While awaiting the results of this project, the following issues have been noted since the past few years: insufficient quantity of kerosene provided (one liter/person/month); irregularity of kerosene distribution; a lack of a sustainable energy strategy; the possibilities of renewable energy are not sufficiently explored (only a pilot project of solar lanterns and improved stoves was implemented in 2011 but not evaluated for possible extension); low funding of the energy program; and insufficient funds to sustain research for new technology based on local materials.

To improve the situation, UNHCR and its partners have to explore new and alternative solutions which could improve access to sufficient energy for the persons of concern. The following root solutions should be envisaged: develop and implement a strategy for the access to sustainable energy; provide households with energy-saving equipment (such as improved stoves); provide training to persons of concerns on energy-saving practices; explore alternative energy such as solar technology (provide solar cooking equipment/ solar household lanterns); improve awareness on energy-saving; and conduct an assessment on energy

As of 31 July 2014, Djibouti hosts 20,687 refugees and 3,814 asylum seekers (total population of concern is 24,501). The refugee population is 95.64% Somalis, 2.59% Ethiopians, 1.66% Eritreans and 0.11% nationals from other countries (Yemen, Sudan, Iraq, Bangladesh, Burundi, RDC…etc.). 82.9% of the population is living in the camps (18,134 in Ali-Addeh and 2,202 in Holl Holl) where a multi-sectorial assistance is delivered by UNHCR and its partners. The remaining 4,165 is urban caseload. The past few weeks were marked by reduced registration of new arrivals

Period covered: 1 January 2015 to 31 December 2015.

Main country work languages: French and Somali. At the camp, Somali and English are the common languages.

Based on the precariousness of the stability in the region and especially in Somalia, this situation will continue to adversely affect refugee protection and will remain an operational challenge.

Brief presentation of the sectorial needs, objectives, intended results and main activities

The refugee education does not follow a validated curriculum by the Djiboutian Ministry of Education. Lobby and advocacy is ongoing to further ensure the active participation of the Ministry of Education in refugee education.

Over the years, only a limited number of refugee parents could afford sending their children to private schools or across the border to Ethiopia for further studies. A lack of continuity of education programs, low motivation due to a lack of future education prospects, a lack of successful role models to motivate the youth to remain in school has led a number of them moving to the cities in search of livelihoods, or joining clandestine migration to Yemen and beyond, while others, particularly girls, have been forced to work as domestic workers or even into prostitution. In addition, support to children with disability has been very limited. Schools offering education for those with speech, hearing or vision impairment are in Djibouti town and have a limited capacity. Most children continue to remain home, in particular those with multiple disabilities, mental disorders and hearing impairments.

Access to secondary education for refugee children in Djibouti remains a major problem for education in the camps. The few children who have completed primary school are not accepted in public secondary schools either because their refugee documents are not recognized or because they lack a sufficient knowledge of the French language. Among the Ethiopians and Eritreans who arrived in Djibouti, several have completed primary and secondary education but they lack further training on skills and knowledge of the French language which can enable them to integrate within the host community and participate and contribute to the social and economic aspects of their life. Furthermore, around 50% of children attending school are in classes that are not within their age group. The age ranges from 6 to 27 years in primary school, while in the secondary school program out of the 24 enrolled children, only five are between 14 and 17 years old. A number of new arrivals, particularly among the Somali refugees, have not been able to attend school in their country of origin. In addition, the UNHCR database in Djibouti contains erroneous data on age as many refugees don’t know their date of birth. Other factors that hinder the access, retention, quality and protection of children in education, include low community participation and motivation of parents in seeing the value of education for their children’s future, particularly for girls; inadequate school materials and learning space; parents who don’t have the means to support their children; inadequate clothing and means of existence -in particular among girls- thus forcing them to drop out of school and search for work; lack of a school canteen to complement the food ration provided to those in camps which only lasts for 20 days while in urban areas there is no food provision at all; poorly qualified teachers and an underrepresentation of female teachers; a lack of documentation for those in town; and a lack of recognition of the camp education program by the authorities.

To improve the education the following actions needs to be implemented:

  • Initiating a post primary Education program (secondary education and scholarships for tertiary studies) to benefit the population in refugee camps and in urban areas,
  • Enhance retention of children at the primary level as well as those to be enrolled at secondary level and motivate parents to enroll and support their children. This is also part of the durable solutions strategy,
  • Provision of support to children with disabilities to access education by providing the necessary assisting materials and installing appropriate infrastructures to enable those who can attend school to access, while those who may not be able to be supported with life skills education,
  • Reinforce the capacity building of the teachers, the parents and the community to enable them to manage children with disabilities,
  • Provision of adequate learning and teaching materials in the refugee camps and in urban areas,
  • Initiation of school feeding programs in primary schools in the camps, and support to children who attend schools in urban areas, i.e. provision of oil or food ration to support enrolment and retention of students,
  • Improvement and increasing of learning spaces to also consider the needs for individuals with disabilities,
  • Provision of clothes and other materials, i.e. sandals, to extremely vulnerable children
