Somalia: Project Manager- Shelter

The NRC Somalia Programme is part of the NRC Horn of Africa ,Yemen, Uganda & South Sudan regional programme. Operations in the region began in Somali land in 2004, expanded to Puntland in 2006, South Central in Somalia and Kenya in 2007. Since 2011, five more programmes have been established in the region: Ethiopia, Yemen Djibouti, South Sudan & Uganda. Recently the NRC South Sudan and Uganda programmes were incorporated into the region. Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution; and Information, Counseling and Legal Assistance (ICLA) . The Regional Office is situated in Kenya (Nairobi), with a country office in Addis Abeba (Ethiopia), Juba (South Sudan), Mogadishu (Somalia) and Sanaa (Yemen) and Adjumani (Uganda)

The Project Manager- Shelter ( Shelter PM) is responsible for the overall planning and implementation of the NRC Shelter Project in South & Central Somalia. The Shelter PM is to further develop and coordinate the Shelter programme in South & Central Somalia, in close collaboration with the Area Manager for South Central of Somalia.

Job description

  • Develop, coordinate and manage the Shelter Project in South & Central Somalia, in line with proposals, strategies and donor requirements.
  • Manage, train and develop the shelter project team
  • Ensure high technical quality and transparent processes
  • Adherence to the shelter tools and handbooks and other NRC policies
  • Represent the NRC Shelter in internal and external forums
  • Responsible for project documentation
  • Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.

  • Promote the rights of IDPs/returnees and explore and asses new and better ways to assist
  • Implement project specific protection priorities
  • SPECIFIC RESPONSIBILITIES:
  • Quality control of all Shelter activities – travel regularly to all the NRC construction sites ensuring that all constructions are in accordance with norms and standards
  • Guarantee the continuation of on-going shelter activities and initiate complementary ones
  • Ensure a constructive co-operation with other NRC programs in South & Central, local authorities, other international and local NGOs as well as the UN Agencies

Qualifications

  • Minimum 3 years of experience from working as a Project Manager in a humanitarian/recovery context
  • Relevant experience and/or higher education, preferably within architecture or engineering or related fields of study
  • Technical practical experience with planning and execution of school and housing/construction projects
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

Who are we?**
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects.DRC has six project offices throughout Iraq, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.
Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The DRC response is designed around 4 majors sectors: Food /NFI distribution, Protection, Shelter and livelihood support. Duties
The shelter Coordinator has the overall responsibility for leading, coordinating and overseeing DRC shelter activities in the DRC areas of operations over Lebanon.
• Provide technical support, guidance and follow up to the shelter team;
• Ensure that staff adhere to shelter best-practice and professional standard and principles through capacity-building and on-the-job support;
• Identify technical gaps in the program and identify/implement solutions to meet these gaps;
• Develop comprehensive and tailored capacity building plans for shelter staff and implementing partners based on respective needs and ensuring quality services;
• Develop SoPs and relevant tools as per need and take care of the roll out and follow up of their implementation
• Thorough follow up of the Strategy, methodologies, SoPs and tools implementation at field level and report to the Heads of Office and the head of Programme on deviations from the agreed framework.
• Assist the field-based shelter managers in the assurance of donor compliance, including appropiate and timely spending of grants to achieve program goals, grants reporting contributions, use and distribution of supplies and resources;
• In coordination with the Grants Manager support the submission of timely, accurate and well-written donor reports and other reporting requirements of shelter programming;
• Design and coordinate the shelter strategy for DRC Lebanon after consultation with field-based managers;
• Repesent DRC before relevant donors at Beirut and, when relevant, field levels on shelter programming and shelter-related issues;
• Activity participate in Shelter Working Group, field-working groups and relevant Task forces
About you
To be successful in this role you must havea minimum of 5 years field experience including duty stations in hostile security environments; Relevant degree preferably related to architecture, planning or civil engineering; Practical experience with planning and implementation of housing repair and construction projects; Management experience with medium-size infrastructure projects in development settings; full proficiency in spoken and written English.
Proficiency in Arabic is considered an advantage

Context:

Timely and accurate information is integral to successful coordination of humanitarian action. The ability to collect, collate, analyse, disseminate and act on key humanitarian information is fundamental to effective response. Under the overall supervision of the Operations Coordinator, direct supervision of the Cluster Coordinator - Shelter and Non Food Items (NFI) and in close coordination with the Information Management Unit, the Information Management Officer will assist with the implementation of information management and reporting activities to support monitoring and delivery of assistance as well as internal and external communication and media related activities for IOM in South Sudan.

The Information Management Officer will support the Cluster Coordination by means of :

• Providing leadership in emergency and crisis preparedness, response and recovery;

• Working in partnership to prevent and reduce shelter-related morbidity and mortality;

• Ensuring evidence-based actions, gap-filling and sound coordination; and

• Enhancing accountability, predictability and effectiveness of emergency shelter

  1. Ensure that Cluster partners provide timely, consistent and compatible data and information on all shelter needs and assistance provided for operational analysis and decision-making.
  2. Support the Office for the Coordination of Humanitarian Affairs (OCHA) in cross-Cluster information management and analysis at the strategic level.
  3. Ensure the dissemination and adaptation as necessary, of information management tools that meet Cluster needs.
  4. Ensure linkages with all Cluster stakeholders, particularly national actors, for enhanced sectoral risk mapping and gap identification.

  6.   7. Maintain data quality and accuracy in line with IOM's policy and Mission's requirement.
  8. Promote use of and training on the use of these reporting tools among shelter assistance providers and other stakeholders.

  • At least one year experience in the emergency humanitarian operations;
  • Knowledge of the United Nations System and the Non-Governmental Organizations humanitarian community;
  • Knowledge of shelter-related technical guidelines, standards, and indicators;
  • Proven statistical analytic skills and experience in web design and programming;
  • Knowledge of multi-variant mapping techniques;
  • Ability to translate planning specifications to technical briefs for data capture and analysis, and vice versa;
