Somalia: Individual Consultant: Joint Review of the Annual Education Sector Plan for Somaliland

Objective of the Consultancy

The objective of this consultancy is to review and assess the 2014 Education Action Plan and the Somaliland Education Sector Strategic Plan (ESSP) 2012-2016 to evaluate the performance of the education sector in improving access to quality education in Somaliland.

In particular, the consultancy is to assess the progress against the Annual Action Plan and Aide Memoire which ultimately links with the implementation of the Education Sector Strategic Plan (ESSP) 2012-2016 in cooperation and partnership with the Ministry of Education and Higher Studies (MoEHS) and the Education Sector Committee. The assessment will feed into a JRES workshop (March 2015) which will provide an opportunity for the MoEHS and partners to convene to jointly analyze the sector, drawing upon the assessments. The results will then feed into the development of an Education Action Plan 2015-2016 and an Aide Memoire.

Expected Results & Deliverables

A draft report and a powerpoint presentation on field visits carried out jointly with Somaliland authorities and implementing partners to public and private, formal and non-formal education institutions at primary, secondary and higher education levels, to vocational education and training institutions, as well as to central and decentralised Somaliland authorities supporting the education sector.

Assess the implementation and progress of the Education Action Plan 2014-2015 and the extent to which the recommendations in the Aide Memoire have been implemented

Review of the ESSP 2012-2016 and identification of achievements made so far as well as of remaining gaps.

Support to the MoEHS in Somaliland in undertaking the second annual JRES, including the preparation for and support during a workshop with wide sector participation.

Based on the analysis from the JRES preparation and workshop, the development of a costed Education Action Plan 2015-2016.

Aide Memoire that captures sector review preparations - including field visits -, discussions, key findings and recommendations developed.

Benin: Governance (public & private sector) Advisor

Role profile

We are seeking an experienced Governance Advisor for the upcoming DFID-funded programme ‘FP2020: monitoring and accountability at the national and local level’. The programme aims to ensure that country-level commitments made at the 2012 London Summit on Family Planning are met. It will do this by supporting strategic national and local accountability mechanisms that build the capacity of a) civil society to advocate for, and, where appropriate, b) the state and service providers to respond to civil society actions to ensure and accelerate the delivery of those commitments.

Key responsibilities

This role will be responsible for delivering the programme at country level. The Governance Advisor will work closely with the Accountability Lead to:

  • Support operationalisation of the country operational plan
  • Build government capacity to engage with civil society, communities and clients
  • Implement a range of supply-side accountability interventions at a national and local level to build the capacity of the state to respond to and foster social accountability through interactions with citizens
  • Identify and build consensus among key stakeholders
  • Enhance willingness and ability of political elites, state bureaucrats and service providers to interact with their citizens

Qualifications and experience

The Governance Advisor will have substantial experience in mobilising and working with government within their respective countries and the skills and leadership required to oversee operations in focus countries that come under the umbrella of the hub. They will have had substantial experience in delivering programmes to a high level and oversight, monitoring and quality assurance of technical inputs from short term technical assistance and from partner organisations. They will have a deep understanding of accountability mechanisms and have successfully delivered programmes which seek to utilise both long and short route accountability mechanisms. They will have substantial experience of working effectively with teams at a distance and ideally within a multi-country programme. Experience of supporting capacity building of government at the national and sub-national level is essential.

Kenya: Micro Retail Sector Lead

The three-and-a-half year, DFID-funded Mombasa County Youth Employment Project, implemented by Adam Smith International, intends to address selected root causes of youth unemployment in Kenya’s second city, and thereby to encourage productive and sustainable job creation for Mombasa’s young men and women. It consists of a combination of skills development, market development, and policy and advocacy support. The project will be market-led, so that jobs and skills are focused on sectors of the economy that have long-term growth potential, and will align itself with the objectives and plans of the national and Mombasa County governments.

The Sector Leadwill be responsible for managing the project’s interventions in the micro retail sector. This is a full time position, resident in Mombasa, reporting to the project’s Market Development Component Manager and working closely with the rest of the project team.

Responsibilities

The Sector Lead will:

  • Manage successful delivery of the project’s interventions in the micro retail sector, including:
  • Strengthening market intelligence capacity of major manufacturers and suppliers (predominantly large FMCG companies) to better identify opportunities for engaging with micro retail enterprises;
  • Supporting development of alternative route-to-market strategies and distribution models used by manufacturers and suppliers to more effectively target micro retailers;
  • Facilitating improved collaboration and coordination among micro retailers, for example to strengthen buying power; and
  • Stimulating development of support services (e.g. ice production, distribution services, etc.) to encourage micro retail outlet activation and enterprise growth.
  • Develop effective partnerships with a range of stakeholders (including private sector players active in Mombasa, the county government, trade associations, research organisations, other donor funded programmes, academia, etc.) to maximise the prospects for successful delivery of each intervention.
  • Proactively identify opportunities for additional sector research and analysis, as well as expansion of interventions within the sector.
  • Participate fully in the programme’s M&E function, attending meetings, submitting information as requested, proactively identifying impact as well as areas of strong and weak performance.
  • Lead the process of reporting on sector interventions, and in doing so to facilitate wider lesson learning (both within the programme and externally). In addition to progress updates, the Sector Lead is expected to proactively produce research papers designed to shape the dialogue on sector issues, produce impact case studies in collaboration with other team members, participate in sector workshops, conferences and meetings, etc.

Selection criteria

We are looking for dynamic and energetic team players with:

  • At least five years’ relevant sector experience, including development of relevant distribution models and market research initiatives. Private sector experience in an executive/managerial capacity at a top-tier FMCG player is desirable;
  • The ability to rapidly build strong credibility with key sector players active in Kenya, particularly large international FMCG companies and associated distributors/wholesalers;
  • Proven, in-depth knowledge of the challenges and opportunities in the micro retail sector;
  • Strong understanding of economic development principles, particularly relating to youth employment;
  • Undergraduate degree in a relevant field such as supply chain management, logistics, business management, etc. A postgraduate degree in a relevant field is desirable;
  • Excellent written and spoken English is essential. Fluency in Kiswahili is desirable;
  • Teamwork, enthusiasm and flexibility.

Duration and timing

The Sector Lead position is a full time role that will commence in November/December 2014. The selected candidate will be based in Mombasa.

Egypt: Regional Donor & Private Sector Relations Officer P3, Egypt

Reporting directly to the Regional Director, the Regional Donor & Private Sector Relations Officer will be responsible for providing coherent guidance and successful development of donor relations and fundraising efforts for the region, working with both traditional and non-traditional partners, fostering innovative initiatives and approaches. These responsibilities include the following key duties:

  • Create and implement resource mobilization strategies for WFP operations in the region covering the Middle East, North Africa, Central Asia and Eastern Europe (OMC);
  • Develop strategies to maintain/increase funding from traditional and merging donors;
  • Support the development of productive multi-level relationships with WFP’s primary regional donors;
  • Gather and analyse information about donor policies, practices, fundraising trends and preferences; prepare accurate and timely briefs on issues related to fundraising, and identify key opportunities at regional and country levels;

Qualifications & Experience Required

Education:

  • University degree, preferably at an advanced level, in Politcal Science, International Development, Development Economics or other related fields.

Experience:

  • At least five years of postgraduate progressively responsible professional experience in international development, donor aid programmes or other related fields;
  • Field based donor relations and resource mobilization experience preferably in humanitarian context; with multilateral organization;
  • Experience working in the Arab region is required;
  • Previous experience with fundraising, negotiations and public relations/advocacy and work experience within the private sector is desirable;
  • Experience working in developing countries, preferably in the area of food aid or development;
  • A proven track record in fundraising and corporate social responsibility (CSR) is an asset.

Technical Skills & Knowledge:

  • Ability to identify and analyse trends, opportunities and threats to fundraising;
  • Good marketing and consumer focused communication skills;
  • Knowledge of global legal and fiscal requirements for effective fundraising;
  • Proficiency in MS Office (Word, Excel, Powerpoint, Outlook);
  • General knowledge of UN system policies, rules, regulations and procedures governing administration is desirable.

Competencies:

Central African Republic: GBV and Protection Sector Manager - CAR (219321-927)

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been operational in the Central African Republic (CAR) since September 2007. With offices in the Bangui and in Bouar, Bambari, and Bangassou, Mercy Corps works to integrate short-term humanitarian assistance with programs to strengthen community resilience and support market-led economic development, with a cross-cutting accent on governance and gender. Mercy Corps takes a sustainable approach to its programming, seeking to change behaviors and create institutions to foster long-term development in the sectors of protection, governance, civil society capacity building, water/sanitation, and food security. Funding comes from a range of donors including the European Commission, OFDA, US Department of State, DFID, the United Nations, FIDA, and private donations. By addressing a number of overlapping and associated needs within a wide range of activities, Mercy Corps in CAR takes an integrated approach to ensure the greatest possible impact.

GENERAL POSITION SUMMARY:

The GBV and Protection Sector Manager will supervise Gender-Based Violence and Protection Programme Managers and teams across five offices, and work closely with the Deputy Country Director (DCD) to ensure effective coordination and implementation, monitoring and evaluation, and quality assurance of Mercy Corps CAR’s protection portfolio, which currently includes child protection, gender-based violence (GBV) and protection monitoring programs. In the absence of a full-time GBV-sub cluster co-lead, the GBV and Protection Sector Manager will spend approximately 40% of his/her time as the GBV-sub cluster co-lead at the national level, which Mercy Corps co-chairs, and will work closely with GBV sub-cluster members and the Lead Agency.

The GBV and Protection Sector Manager will focus 100% of the time of the sub-cluster co-lead through end of November 2014 and will actually start as Sector Manager on December 1st.2014.

ESSENTIAL JOB FUNCTIONS:

Strategy and Vision

  • Establish a country-level Protection Program strategy streamlining all protection programs under a clear protection framework that is aligned with the Mercy Corps CAR country strategy and Mercy Corps vision for change.
  • Ensure that all Protection Program managers adhere to the country level Protection Program Strategy.
  • Provide technical support to the development of relevant advocacy and policy documents to address GBV in the context of broader gender (inequality), GBV and Protection issues.

Team Leadership

  • Demonstrate flexibility, resilience and ability to maintain positive relationships and composure.
  • Maintain high ethical standards and treat people with respect and dignity.
  • Demonstrate an awareness of his/her own strengths and development needs.

Representation

  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.

  • Establish close and productive relationships with national government authorities and cluster members (UN and NGO) in CAR working on protection, in close coordination with the Deputy Country Director.
  • Coordinate with other NGOs working in the protection sector in CAR to consolidate Mercy Corps’ comparative advantage, while identifying new strategic partnerships
  • Coordinate with the Mercy Corps Policy and Advocacy department on media and other external statements or advocacy produced in-country.

External Coordination

  • Co-facilitate the inter-agency, multisectoral GBV coordination mechanism at the national level – the CAR GBV Sub-Cluster in partnership with UNFPA.
  • Mainstream and integrate GBV across the humanitarian response through the inter-cluster coordination and among the different clusters.
  • Support and expand use of the Gender-based Violence Information Management System (GBV IMS) to ensure safe and ethical data collection and management.
  • Support day-to-day activities of the GBV Sub-Cluster to develop and strengthen multi-sectoral and inter-agency GBV prevention and response interventions including operationalization of referral and reporting mechanisms, information sharing, coordination, monitoring and evaluation, development of national Standard Operating Procedures, supervision of thematic Working Groups, strategy development, media relations, advocacy and technical support to partners where necessary.

Team Management

  • Provide leadership in all aspects of program coordination for the protection programs portfolio to ensure consistent quality, including the incorporation of cross-cutting themes, quality data analysis, lessons learned and best practices.
  • Ensure that protection program implementation is responsive to communities and partners and aligned with Mercy Corps’ principles, values, global strategic roadmap, and CAR country strategy.
  • Work with Protection Program Managers to monitor adherence to grant agreements, Mercy Corps’ policies and procedures and relevant external rules and regulations;
  • Support Protection Program Managers to oversee performance of partners, sub-grantees, and technical contractors and adhere to MC’s Minimum Standards for Program Management.
  • Build capacity of protection team members and ensure effective and quality program implementation

Program Coordination

  • Coordinate the use of the GBVIMS across all program sites: Collect, compile, and analyze monthly GBV report data with an emphasis on identifying trends and patterns. Develop monthly report formats that capture relevant information and that support the analysis and evaluation of program progress and outcomes.
  • Develop and expand a Protection and GBV Toolbox including CAR-specific training programmes for different target groups, and develop and expand Standard Operating Procedures for Listening Centers and other GBV program aspects. Research avenues for continued donor funding of GBV and Protection programs and develop concept notes and proposals
  • Ensure that donor reports produced by the protection programs team effectively demonstrate the impact of Mercy Corps’ protection program interventions.
  • Ensure that robust monitoring and evaluation, quality data collection and analysis systems are in place for the protection portfolio, adhered to and used as a decision-making tool, encouraging consistency across programs and effective program design.
  • In coordination with the Monitoring and Evaluation department, develop CAR-specific, meaningful evaluation and assessment tools and ensure their ethical and effective implementation.

Security

  • Work closely with the country team’s security focal point to develop and maintain systems and training that ensure the safety and security of the team.

Organizational Learning:As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

Accountability to Beneficiaries:Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY: All Protection Program Managers

ACCOUNTABILITY:

REPORTS DIRECTLY TO: Deputy Country Director

MANAGES: All protection programs PMs and staff, both national and expatriate in CAR;

WORKS DIRECTLY WITH: Monitoring, Evaluation and Learning Manager, Field-based Finance Manager, Operations Manager, other PMs, and other MC team members; local government and sub-cluster member organizations.

KNOWLEDGE AND EXPERIENCE:

  • MA/S or equivalent in management, social science, international development, or other relevant field.
  • Minimum 5 years’ NGO experience in progressively responsible positions, including at least 2 years in a senior management position.
  • Prior experience or training in gender issues and their application in international humanitarian settings.
  • Awareness and demonstrable knowledge of gender-based violence and protection issues.
  • Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
  • Experience working in remote emergency settings is essential. Experience in Africa and particularly working in conflict-affected zones is compulsory.
  • Strong understanding of donor compliance issues.
  • Strong management skills, with good understanding of relevant cross-cultural issues.
  • Strong communication skills in English, including report development, writing and editing.
  • Demonstrated financial management skills.
  • Ability to build, manage, and lead a team of professionals and the ability to function as a team player among peers.
  • Demonstrated proficiency with the MS Office software (i.e., Word, Excel, and PowerPoint) is required.
  • Fluent French and English are essential; familiarity with Sango is an advantage.
  • Patience, flexibility and excellent diplomatic skills are critical.

The Central African Republic is a nation of 4.6 million people, ranked as one of the poorest nations in the world, with an average life expectancy of only 39 years. Bangui is a capital city of about 700,000 inhabitants. It has grown more insecure following the overthrow of the previous government by the Séléka coalition last March. In previous years, Bangui was generally free of any serious threats towards international or national staff, outside of petty theft. However, carjacking and targeted looting do occur on occasion. Hospitals and access to quality health care is very limited. Malaria is prevalent. It is estimated that 7-8% of the population may be HIV positive. Suitable group housing is available, but electricity and clean water are sometimes sporadic.

This position is unaccompanied for spouses and/or children and includes hardship allowance and R&R benefits.

Entrepreneurship Specialist and Private Sector Liaison, South Africa

ACDI/VOCA is currently seeking a Program Manager for an upcoming three-year program in South Africa building the capacity of five local PEPFAR partner organizations to implement economic strengthening initiatives alongside their HIV prevention education programs. The program will target youth (ages 15-24) in Gauteng and KZN. The Program Manager will provide leadership, supervision, technical guidance, and representation for all program activities. The position is subject to ACDI/VOCA being awarded the program and is anticipated to begin October 2014. The Entrepreneurship Specialist and Private Sector Liaison will lead efforts working with the ASPIRES team and local partners in the design of entrepreneurship and small business management training and activities.

Responsibilities:

  • Provide leadership in the design of entrepreneurship and small business management training and activities with the five ASPIRES implementing partners and identified Community Based Organizations (CBOs), including support in integrating ES training and activities into existing HIV prevention education curricula and activities
  • Provide leadership in linking IPs and CBOs with other local partners and resources to support ES training and activities for integration with HIV and AIDS prevention education programming
  • Work with the IPs to develop strategies for engaging with the private sector to support ES programming and activities, including identifying job or learnership opportunities for youth
  • Identify, develop and facilitate strategic relationships with private sector actors in supporting ES activities
  • Provide ongoing guidance, mentoring and supplemental training and support to the IPs and their CBOs to ensure sustainable implementation of ES interventions and ongoing integration of HIV and ES Programming

Qualifications:

  • At least five years of experience developing and implementing entrepreneurship and small business management trainings and activities

Background:

PRIME is a five-year, USAID-funded initiative designed to support resilience among pastoralist communities in Ethiopia, and thus enhance prospects for a long-term development in the drylands, where the pastoralist livelihood system prevails. Financed through FTF and GCC, PRIME is designed to be transformative, innovative and achieve scale through market-driven approaches to livestock production and livelihood diversification that simultaneously support dryland communities to adapt to a changing climate. PRIME’s Intermediate Result 4 – Learning and Knowledge Management – aims at developing a robust and meaningful performance monitoring system that enables the project to make better decisions and helps USAID better assess overall project results. Assessing the labor market in PRIME’s areas as well as looking at the enabling environment in which the private sector operates is an integral part of the learning agenda for the project.

Purpose / Project Description:

Based on work from IR3 (Alternative livelihoods) team earlier this year in conducting the Labor Market Assessment (LMA) in the 3 operational regions of the project, the IR4 team is seeking a consultant that can work with the data gathered to edit the initial draft of the assessment report. The LMA is rich in information about the private sector in each of the geographical regions, including employers’ perceptions of people transitioning out of pastoralism, the skills/experience employers are seeking in potential employees, and the type of businesses in these areas. As part of the editing work is to look at the private sector profiles, the consultant will also be tasked with looking at issues within the enabling environment that deal particularly with policies that affect private sector investment in PRIME areas, analyze said policies and provide recommendations for PRIME on which areas that affect private sector investment to focus on policy work.

Consultant Activities:

PRIME is looking for a consultant who will:

  • Edit the first draft of the Labor Market Assessment report, finalizing it for stakeholder consumption
  • Review data collected through LMA and institutional survey undertaken by Kimetrica in 2013
  • With IR4 advisor/leader and IIF Manager, identify three private sector policy areas to be analyzed
  • Analyze three policy areas based on desk reviews and consultation with government and private sector stakeholders
  • Finalize policy analyses after discussions with IR4 advisor, IIF Manager and COP of PRIME

Consultant Deliverables:

The Consultant will:

  • Provide a final draft of the LMA report, including annexes and graphs
  • Produce 3 policy analysis that include recommendations for PRIME on areas in which it can work with stakeholders to provide policy support.

Roles and Responsibilities:

The Operations Research Specialist oversees monitoring and evaluation, analyses and assessments that implement course corrections during the life of PS3, including data collection, design of the evaluation methodology and participatory data collection methods and protocols, and data quality verification techniques. He or she also participates in operations research studies that require the design, adaptation, and application of mathematical and statistical approaches to the evaluation of the problems.

Qualifications:

*PhD in operations research, social sciences, health sciences, population studies (demography), international development, or in a systems strengthening related field with at least 3 years’ professional experience as described below, or a Master’s degree in the same fields with at least 7 years’ experience in operations research;

*At least 3 years’ professional experience in researching, planning and organizing analytical studies; supporting development of and identifying causes related to performance; developing recommendations for improvements based on studies conducted; handling projects and studies requiring causal and or risk analysis of issues; and preparing analytical studies to brief management in support of sound organizational decision making;

*Proven experience with utilizing current state-of-the-art statistical and analytical software applications;

*Strong English writing and speaking skills (IELTS level 7 or above; or TOEFL 94 or above);

*Served as a principal author in at least 2 publications in peer review journals or equivalent publication within the last 5 years;

*Strong communication skills, both interpersonal and written.
