Liberia: Public Health Promoter

Currently, Oxfam is running an Ebola response programme in Sierra Leone and Liberia providing water and sanitation and social mobilisation to vulnerable communities. The number of new cases is rising and there is an urgent need for Public Health Promoters. They will be required to carry out programme implementation and monitor the effectiveness of activities, make recommendations for actions, ensure that all members of the community, women, men and children are involved in all aspects of the programme implementation through an empowering approach; represent Oxfam GB on technical matters in co-ordination meetings with the government and other key players, and recruit, train and supervise public health promotion staff.

We are looking for someone with knowledge of public health and one or more other relevant areas (e.g. health promotion, community development, education, community water supply); a proven practical experience in developing countries in appropriate community health programmes some of which emergency relief programmes; good knowledge and experience on working with local partner agencies; demonstrated experience of integrating protection, gender and diversity issues into public health promotion; assessment, analytical and planning skills and ability to travel at short notice and to work in difficult circumstances.

South Sudan: PUBLIC HEALTH PROMOTER- PHP OFFICER (AWERIAL S.SUDAN)

KEY RESPONSABILITIES

Under the hierarchical supervision of the Field Manager and the functional supervision of the Capital WASH Coordinator, the PHP officer is in charge of the planning and implementation of activities and initiatives for promoting health and hygiene and community participation defined in the project.

CONTEXT

A political crisis within the Government of South Sudan which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting.

Oxfam is already based and working in several existing humanitarian programs in the Country and currently running a humanitarian response emergency to the on-going crisis in Awerial and Jonglei.

FUNCTIONS

Design a PHP strategy for 2015 program of Oxfam in the area with WASH Coordinator

Participation in the preparation, planning and performance of the health and hygiene promotion and community participation activities of the project.

Managing the health and hygiene and community participation technical team in their charge. Selection, supervision, training and/or coaching and evaluation of the personnel under their responsibility.

Selection of the material and equipment resources for the health and hygiene promotion and community participation activities with suitable technical specifications and assuring quality.

Define indicators ensure the collection of data and statistics and implement monitoring systems to supervise and evaluate the impact of the health and hygiene promotion activities.

To attend the health and hygiene promotion co-ordination meetings of the area. To inform and co-ordinate the health and hygiene and community participation activities with the other agencies and actors carrying out similar activities.

To write the necessary reports and participation in drafting new proposals on the development of activities of health and hygiene.

REQUIREMENTS

Academic brackground in Public health, environmental health, community development, water and sanitation for developing communities.

Knowledge in Health and Hygiene promotion, participative methodologies with communities (or other studies of community participation in co-operation and/or humanitarian aid), in behaviour change communication framework.

At least 3 years professional experience on the field

Excellent English written and verbal communication skills.

Ability to work and live in a challenging working and living environment. Be part of a multi-cultural and multidisciplinary team.

IT: user level.

Desirable requirement: Experience in trainer training, team management, project cycle, knowledge of water and sanitation-related diseases.

WORKING CONDITIONS

Duration: 3 months (extendable)

Annual Gross remuneration: 27.930, 67 Euros

Medical, life and accident insurance provided.

Holidays: 27 working days per year 2014

Working place: Minkaman, Awerial Region, South Sudan

Somalia: Consultancy Services to Develop Community Health Committee and Birth Promoter Draft Policy Documents and Training Curriculums

Health Poverty Action (HPA), formerly known as Health Unlimited (HU), is a British international development organisation with a mission to support the poorest and most vulnerable people to achieve better health and wellbeing. Established in 1984, HPA currently operates in 14 countries worldwide, including Africa, Asia and Latin America. Many of our programs utilise community-based primary health care education and training, as well as mass-media health communication approaches, in collaboration with the local ministries of health and information, national NGOs/CBOs, and the target communities themselves.

Currently HPA is operational in three main regions of Somaliland, Maroodi Jeex, Togdheer, and Sahil, targeting IDPs and people living in hard to reach areas. In Maroodi Jeex region, HPA is currently implementing a three year project funded by the European Commission (EC) entitled“Expanding Sexual and Reproductive Health Services for IDPs/returnees in Maroodi Jeex, Somaliland”

HPA wishes to contract consultants:

  1. To develop draft policies of ‘Birth Promoters’ and ‘Community Health Committee’ in line with country national health sector strategies.
  2. To develop detailed curricula for the training on the role of TBAs as Birth Promoters and CHCs.
