Cameroon: Physical Site Planner, Cameroon - Maroua, Extreme North region

Operational context:

The deteriorating security situation in neighbouring Nigeria, especially in the federal states of Borno, Yobe and Adamawa border with Cameroon, has caused an increased influx of Nigerian refugees into the far north region of Cameroon where Minawao refugee camp is located.

The camp population has increased from approximately 14, 000 last September to over 30,000 now.

This is as a direct result of transfers organized by UNHCR to meet the request of the Cameroonian authorities to transfer all Nigerian refugees from the border villages for safety and security reasons.

Currently it’s estimated there is a gap of 2,823 family shelters required to be built to meet the immediate need.

Responsibilities:

1) Provide specialized shelter and settlement support to ensure technical integrity while providing emergency assistance to population of concern.

2) Conduct technical feasibility studies for identification of adequate refugee / IDP sites in close coordination with Local Authorities at Provincial, District and Divisional levels, as well as with the concerned line Ministries and implementing partners

3) Ensure that basic technical criteria of land availability/property, accessibility, security, topography, water resources, absorption capacity, and adequate terrain for proper sanitation facilities are taken into consideration while selecting potential refugee sites. Other factors such as national reserves, migration corridor, and flooding, possible conflict with local population (grazing land) have also to be taken into consideration during the site planning

4) Develop, in close coordination with implementing partners and other concerned parties, site plans and their implementation modalities, including construction of communal infrastructures (latrines, water points, etc.), taking into account overall needs of target groups, their cultural preferences and the concerns of the local communities keeping in mind policy priorities of UNHCR, such as environmental issues.

5) Coordinate with the affected committees, Local Authorities and other partners the identification of potential needs related to shelter and NFIs and ensure that NFIs need identification/distribution is coordinated among all the actors.

6) Work in close coordination with all functional Units in UNHCR (Protection, Programme, Community Services, Field, Administration, and Supply) for all issues related to protection, population of concern figures and assistance, and work in close coordination with the Physical Planner and Geographical Information System (GIS) Expert based in the Regional Hub in Nairobi for issues concerning GPS points and mapping of refugee sites.

7) Assist UNHCR office with any other shelter and settlement related issues as required by the Supervisor.

8) Advise on the matters related to procurement of sector-related materials or equipment (including development and preparation of technical specifications for bid documents, technical evaluation of bids, review/inspect quality of the products/works as requested), and assist in fund raising efforts (provision of information and preparation of project proposals, and participation in negotiations) and other publicity endeavors.

9) Develop the shelter strategies to meet the ongoing needs of refugees, taking into account the preferences of the beneficiaries, local construction practices and available materials. Plan and supervise the maintenance and upgrading of family shelters in order to improve standards

10) Provide support to relevant sectors in the market analysis of locally available construction materials and skills, promoting the use of local capacity as appropriate.

11) Ensure regular monitoring and evaluation of site planning and shelter activities, providing inputs for situation reports and reporting back to the country office and headquarters on progress and standards.

Education

· University degree in Architecture or Civil Engineering.

Experience

· At least 8years relevant experience in the related field, including collaboration with different humanitarian organizations (Field experience in responding to emergencies working with relevant governmental technical departments and various organizations in identifying, designing, delimiting, clearing and developing land allocated to establish site camps.

· Good knowledge of site surveying (including topography, hydrology, geology, land use physical planning, environment, engineering, etc.) and extensive experience in undertaking related topography assessments/ feasibility studies for site identification and environmental impact studies whilst using surveying tools (including GPS equipment, GIS software).

· Prior experience in settlement site planning including layout of shelter plots, roads, communal infrastructures and basic services.

· Prior experience in designing and implementing shelter strategies.

· Knowledge of UNHCR standards and criteria for site selection, including consideration of cross sectorial issues related to protection, WASH, environment, land property issues etc.

· Previous experience in tender processes (including development of all relevant technical documentation) to ensure settlement development.

· Experience of site construction management (including supervision, monitoring, quality control, evaluation etc.)

Other requirements

· Capacity to work with multi sectorial teams Cultural sensitivity to the specific needs of the persons of concern.

· Due to current security requirements, there may be a need for the selected candidate to be able to blend into the host environment.

· Willingness and ability to work in hardship environments.

· Computer literacy in MS Office and other relevant software to produce digital maps, site plans, layout and technical drawings.

· Excellent working knowledge of French is essential. English would be an asset.

Democratic Republic of the Congo: Living Peace Provincial Coordinator positions North Kivu and South Kivu

Overview

Promundo-Great Lakes is a Rwandan NGO recently formed in partnership with Promundo-US, an international non-governmental organization dedicated to gender equality and violence prevention. The Living Peace project will be hiring two Provincial Coordinators—one for North Kivu and one for South Kivu—who will be based in Goma and Bukavu, respectively. The positions will be responsible for implementation in the province of a new multi-year initiative to engage men as allies in gender-based violence (GBV) prevention in Eastern DRC. The positions will include liaising and coordination with local NGO partners at the provincial level who are part of the project, logistical support for NGO partners, supervision and support of facilitators and campaign activities, and travel to the field to monitor program activities. Both coordinators will report to the Living Peace Project Director based in Goma.

Duties include:

  • Supporting a team of fieldwork assistants, facilitators and technical specialists to carry out trauma recovery and GBV prevention groups, community campaigns and community activism

  • Liaising with local NGO partners as relevant, including representing the project at key events and meetings when needed

  • Managing budgets and expenses related to the project to ensure that activities remain within budget and according to the grant agreement

  • Monitoring project implementation to ensure that activities proceed along the agreed timetable, and results are being documented

  • Liaise with designated implementing organization staff

  • Security planning and management.

About Promundo

Promundo-Great Lakes was recently registered in Rwanda to coordinate Promundo’s activities both in Rwanda as well as regionally in the Great Lakes region. It is a separately registered Rwandan NGO according to the registration requirements of the Rwandan government. It has an independent board of directors and follows all requirements for NGOs in Rwanda.

About the Position

The Project Coordinator will report both to the Living Peace project manager, based in Goma. The coordinator will also work in partnership with the other provincial coordinator, other project staff, and staff from partner NGOs. Salary is between 28,000 Euros and 31,500 Euros per annum depending on salary history and experience. A comprehensive set of benefits is included. Required Qualifications and Skills

  • Undergraduate degree in a relevant field

  • A minimum of three years’ experience and a track record of success in program management, and development, supervision/coordination and technical assistance/program delivery in fragile states

  • Experience in working in emergency settings/conflict areas, preferably in the Great Lakes region

  • Experience in working and coordinating with government partners (e.g. local authorities and security sector) as well as UN agencies, donors, NGOs

  • Strong interpersonal, intercultural and communication skills

  • A minimum of three years’ experience and a track record of success in project and budget management

  • A track record of success in delivering results, troubleshooting and conducting results-oriented project activities

1. GENERAL DESCRIPTION
HealthNet TPO’s programme in South Sudan dates from 1996. HealthNet TPO aims to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care in Sudan. HealthNet TPO also aims to include and build the capacity of Sudanese organisations, communities and authorities.

Currently HealthNet TPO implements a health service delivery programme in Western Bahr el Ghazal (WBEG) and Northern Bahr el Ghazal (NBEG), funded by DFID/Health Pooled Fund (HPF ). It is also one of the four members of the Dutch Consortium for Rehabilitation (DCR) that has been awarded Dutch Ministry of Foreign Affairs funding for the period 2011 – 2015. The main aims of the DCR programme relate to strengthening health and community systems to ensure basic service provision with increasing involvement of civil society. HNTPO is one of the 4 consortium members of the SHARP consortium, sexual reproductive health project funded by the Dutch government implemented in Northern Bahr El Gazal.

2. PURPOSE OF POSITION

The County Project Coordinator is responsible for HealthNet TPO’s operations in Aweil North. This includes managing a primary health care delivery programme (Health Pool Fund – HPF) as well as a sexual and reproductive health programme (South Sudan Health Action and Research Project - SHARP).

3. CORE RESPONSIBILITIES AND TASKS:

· Be responsible for work plan implementation and budget expenditures of the HPF and SHARP.

· Plan project activities against outputs and budgets. This includes being responsible for operational and financial planning, as well as human resources, logistics and procurement.

· Closely collaborate with SMoH and the County Health Department county level ensuring that HealthNet TPO projects effectively contribute to CHD capacity building and comply with SMOH and CHD strategies

· Establish and maintain good teamwork among all members of the team.

· Build and maintain good relationships with local communities and other stakeholders and ensure implementation of project activities is done in close collaboration with all stakeholders involved.

· Ensure that monitoring and reporting of activities by partners is taking place according to established partnership agreements.

· Be responsible for all internal and external monitoring and reporting procedures including donor reporting

· Be responsible for the security of the team (approximately 14 people) and assets in a changeable and volatile security environment, including initiating and organizing evacuation if necessary

· Be responsible for close monitoring of the local context developments (including attending regularly the NGO security meetings.

· Prevent and if necessary report and investigate fraud, corruption and misconduct within the HNTPO staff and partners, in order to apply necessary sanctions.

· Coordinate and ensure for the projects as well for HealthNet TPO office and/or compound that all logistical matters are followed up and arranged adequately.

· Represent HealthNet TPO and its activities in all required fora in the County (meetings with government authorities, project partners, NGO health forum, community groups, donors, and other stakeholders).

· Play an active role in the acquisition and development of new projects/programmes.

· If necessary, carry out any other tasks as can be reasonably be asked from the position by the Country Director.

4. PROFILE

· An advanced degree in a relevant field (development; management, public health etc.);

· A minimum of 4 years’ experience and proven skills in all aspects of Project Management including the utilization of tools such as logical framework, PCM, M&E framework and theory of change;

· Knowledge and experience managing health programmes in fragile countries, preference is given it previous experience in South Sudan;

· Leadership skills able to motive and guide a culturally diverse team;

· Proven problem solving and organizational skills, flexible and calm in a challenging environment;

This three and half year project (June 2011 – Nov 2014) is carried out by a Consortium of 3 NGOs who have been delivering emergency and Disaster Risk Reduction assistance to communities in Northern Marsabit for many years: SOLIDARITES INTERNATIONAL (SI), Pastoralist Integrated Support Program (PISP) and Vétérinaires Sans Frontières – Germany (VSF-G).

Presentation of the project:

Background The ACP-EU Water Facility project has been implemented in 3 districts of Marsabit County: North Horr, Chalbi and Loiyangalani - all part of the Arid and Semi-Arid Lands (ASAL) area in Northern Kenya. Droughts have become a more frequent event in these areas over the last 20 years, and the ASAL area has experienced 5 major droughts during the last decade alone. Northern Marsabit is one of the poorest areas in Kenya, with more than 90 % of the total population below the absolute poverty line. Besides the droughts, the region suffers from regular clashes among tribes living in the region as well as with tribes from the neighbouring country of Ethiopia. Throughout Northern Marsabit, access to a year-round source of safe drinking water is estimated to be less than 15%. Generally, safe water is extremely scarce, affecting human beings and their livestock. Poor access to sufficient safe water has negative impact on health and on the prevalence of water related diseases such as diarrhoea, which is a key contributing factor to persistently high levels of malnutrition (GAM of 25,8 % in March 2010) in the area. The main livelihood of the program target area is pure nomadic pastoralism. This covers 80% of the population. The proposed target districts are predominantly occupied by the Gabbra, Turkana, Dassananch and Samburu community. Animal population in a typical Gabbra household is goats, sheeps, camels, cattle and donkeys, in descending order of numbers.

Overall Objective

To contribute to the achievement of the Millennium Development Goals related to water sanitation and hygiene in Loiyangalani, Chalbi and North Horr Districts in Northern Kenya to improve targeted population health

Specific Objective

To increase sustainable access to safe drinking water, sanitation facilities and improved hygiene practices in 11 of the largest and most vulnerable communities of Loiyangalani, Chalbi and North Horr Districts

Purposes of the evaluation

The purpose of this final evaluation is to assess the results of the project, its impact on the targeted populations and to draw lessons from the experiences and challenges as well as to make recommendations for future programming. This evaluation will cover all the dynamics of the project including evaluating each and every activity against the proposal, measure the indicators’ against the initial targets and gather data on number of households who have been impacted by the action. The evaluation should be triangulated with findings from baseline and monitoring surveys conducted within the project period on specific activities such as: pre and post KAP surveys, Mid –term and other project monitoring tools used.

Scope and focus

The evaluation will focus on the operation’s approach, the implementation process and the performance of the programme. The project should be evaluated through the following criteria: relevance, coverage, effectiveness, efficiency, sustainability, impact, and coherence. Recommendations for improving each of the criteria are made. A suggested action plan corresponding to each recommendation is included in the evaluation report. Recommendations for the strategic orientation of possible next project are made. Relevance, effectiveness and sustainability criteria will be particularly focused during this evaluation.

The evaluation should also assess the appreciation of the program by the beneficiaries as well as the collaboration with the local authorities. Finally, the evaluation should assess how the implementation of the program was respectful of the ethics of humanitarian practice.

Procedures and logistics

  • The evaluator must comply with Consortium rules and procedures related to security and relations with the media. A specific security briefing will be organized once the evaluator arrives in Nairobi.
  • The evaluator must respect the ethic and the deontology related to evaluation practice.
  • Logistics, movement and security will be provided and organised by the Consortium team.
  • A translator will assist the evaluator in performing surveys or focus group (if need be).

Deliverables

The evaluation report should include at least:

  • One narrative report (max 40 pages) including an executive summary (2 pages maximum).
  • A separate table summarizing the main findings and the lessons learnt.
  • A separate table showing the different recommendations for future funding opportunities.
  • Relevant maps and photographs of the evaluated zone and programme.
  • A Power point presentation of the main findings and recommendations of the evaluation must be submitted to SI in order to facilitate dissemination of the results of the evaluation to stakeholders.

Qualifications of the consultant

  • University degree in project management, water and sanitation, social science or related field ? Minimum 5 years of proven experience as consultant

  • Previous experience with NGOs compulsory

  • Demonstrate clear understanding and practical experience of M&E tools and techniques

  • Have demonstrated expertise in qualitative evaluation methodologies, and participatory research techniques

  • Proven experience in similar evaluation context (ASAL) would be an added advantage

  • Strong methodology and writing capacity in English

The Role

This is a strategic provincial leadership role reporting to the Provincial Coordinator. You will lead on the integration of Oxfam’s country programmes into a one programme approach, focusing on budgeting, financial systems and policies, quality financial and donor reporting, risk management and effective application of Information Technology systems. You will achieve this by providing adequate specialist support and facilitating coordination, representation and team management across North Kivu programmes. You will be responsible for implementing country, regional and corporate management strategies whilst influencing both the Provincial management team as well as country management team through the Country Finance Manager to adopt options and strategies to drive change. As a member of the Provincial Management Team (PMT) you will help shape Oxfam's future in the DRC. You will be a good trainer to develop the financial capacity of staff and partners. You will manage part of this work remotely. This is a key role in the programme that often involves assisting in areas other than finance.

The Person

You will be a strategic thinker who is committed to success with significant strategic management experience in a large and/or complex organization. You will have expertise in the areas of strategic financial management, budgeting, donor contract management and risk management. You will be an exceptional leader with interest and ability to develop and mentor staff and teams in a conflict prone environment. Additionally, your ability to distance-manage and lead cross-functional and multi-cultural teams, as well as good communication and representation skills will be essential for this role. Fluency in written and spoken English and a working knowledge of French is essential. Good knowledge of major donors reporting requirements such as DIFD, OFDA, ECHO, WFP and UNICEF will be required.

The evaluation should be triangulated with findings from baseline and monitoring surveys conducted within the project period on specific activities such as: pre and post KAP surveys, Mid –term and other project monitoring tools used.

Scope and focus

The evaluation will focus on the operation’s approach, the implementation process and the performance of the programme. The project should be evaluated through the following criteria: relevance, coverage, effectiveness, efficiency, sustainability, impact, and coherence. Recommendations for improving each of the criteria are made. A suggested action plan corresponding to each recommendation is included in the evaluation report. Recommendations for the strategic orientation of possible next project are made. Relevance, effectiveness and sustainability criteria will be particularly focused during this evaluation.

The evaluation should also assess the appreciation of the program by the beneficiaries as well as the collaboration with the local authorities. Finally, the evaluation should assess how the implementation of the program was respectful of the ethics of humanitarian practice.

Procedures and logistics

  • The evaluator must comply with Consortium rules and procedures related to security and relations with the media. A specific security briefing will be organized once the evaluator arrives in Nairobi.
  • The evaluator must respect the ethic and the deontology related to evaluation practice.
  • Logistics, movement and security will be provided and organised by the Consortium team.
  • A translator will assist the evaluator in performing surveys or focus group (if need be).

Deliverables

The evaluation report should include at least:

  • One narrative report (max 40 pages) including an executive summary (2 pages maximum).
  • A separate table summarizing the main findings and the lessons learnt.
  • A separate table showing the different recommendations for future funding opportunities.
  • Relevant maps and photographs of the evaluated zone and programme.
  • A Power point presentation of the main findings and recommendations of the evaluation must be submitted to SI in order to facilitate dissemination of the results of the evaluation to stakeholders.

Qualifications of the consultant

  • University degree in project management, water and sanitation, social science or related field ? Minimum 5 years of proven experience as consultant

  • Previous experience with NGOs compulsory

  • Demonstrate clear understanding and practical experience of M&E tools and techniques

  • Have demonstrated expertise in qualitative evaluation methodologies, and participatory research techniques

  • Proven experience in similar evaluation context (ASAL) would be an added advantage

  • Strong methodology and writing capacity in English
